Key Responsibilities and Outputs
- Conduct a two-day long workshop with the members of the COCN on Transitional Justice (TJ) processes, with a special focus on process in African and Lusophone countries. Topics under discussion should include truth and reconciliation commissions; justice mechanisms, including hybrid courts and commissions of inquiry; memorialization and reparation schemes.
Research and write an options paper on TJ solutions for Guinea-Bissau so that it can be considered among the materials the COCN can take into account when presenting the topics for discussion and different options at the National Conference. The paper will clearly identify positive and negative factors that can influence the impact of TJ policy and wider transformation in Guinea-Bissau, with an emphasis on political factors and costs. The document will have to be presented in English and Portuguese to UNIOGBIS Political Affairs Section within 20 days from his departure from Bissau. The consultant will remain five working days in Bissau including the two days of the training with the COCN
Required Experience and Skills
· PhD or equivalent experience in social sciences, political science, law, anthropology, or another field relevant to TJ;
· At least 10 years’ professional experience working on the subject of TJ, including relevant field experience in post-conflict countries;
· Experience working on the development of TJ policies for national governments, for international agencies, for the UN, and/or within an international NGO;
· In-depth understanding of the challenges and impact of TJ in societies affected by violence;
· Significant, demonstrable experience in researching and writing research-based policy reports on TJ. A track record of academic, peer-reviewed publications on TJ is highly desirable;
· Excellent Portuguese and English language skills, including the ability to clearly and succinctly communicate in comprehensible policy terms
