PROJECT ACCOUNTANT

The International Potato Center (CIP) is seeking to recruit a dynamic and experienced Project Accountant to support its Viable Sweetpotato Technologies in Africa (VISTA) project in Malawi, Tanzania, Mozambique and other implementation sites.
The Center: CIP is a not-for-profit International Agricultural Research organization supported by the Consultative Group on International Agricultural Research (CGIAR) with a global mandate to conduct research on genetic resources of potatoes, sweetpotato, and other Andean roots and tubers, crop genetic enhancement and improvement, integrated crop management and sustainable management of natural resources.
The Position: The position will be based in Lilongwe, Malawi and CIP is seeking an experienced Accountant who will manage all financial processes associated with the VISTA Projects in Malawi, Tanzania and Mozambique, according to established standards, policies and procedures of CIP and the donor.
The Center: CIP (www.cipotato.org) is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor.
Duties and Responsibilities: Under the technical supervision of the Regional Finance Manager and administrative supervision of the Country Manager, the selected candidate will be responsible for financial oversight of the USAID Vista projects accounting in the countries mentioned above with specific duties as detailed below:-

Duties and Accountabilities:

  • Receive and review monthly field financial reports for consistency, completeness and accuracy of documentation and proper posting to the correct project budget item; this requires briefing assigned home office project staff to go over results of the review, especially in the context of programmatic activities
  • Create Journal Entry to post field financial information directly into CIP’s accounting system
  • Be familiar with the CIP accounting system and account coding structure
  • Staying current with donor regulations and the award requirements identified in the CIP compliance matrix.
  • Ensure Time and Efforts Reports are completed on time and in an accurate fashion;
  • Ensure that expenditures meet donor compliance plans and regulations
  • Ensure Partner or sub-grantee compliance with donor requirements
  • Carry on capacity building activities for project partners
  • Set up accounts for new projects and amendments to existing projects
  • Set up reporting and/or invoices templates for new projects
  • Provide advice on ways to improve the field accounting function for multiple projects and multiple donors
  • When applicable, review cost share documentation received from the field for compliance, completeness and accuracy; enter information into reporting documents
  • When requested, and in conjunction with Program Managers or other staff, provide forms and worksheets to field finance staff as needed to track or document in-kind cost share, travel advances, allocation of costs among programs, payroll reports, etc. Assist staff in developing custom forms or worksheets as needed.
  • Assist Program Managers and other project staff in monitoring project spending levels against budget
  • Provide feedback to projects on improvements needed in the preparation of field financial reports
  • Respond to routine accounting/financial report inquiries from field or home office; resolve issues that arise
  • When needed, travel to field sites to conduct mentoring and training of project accounting staff or participate in training new project staff especially during new project start up
  • Based on knowledge of expenditure patterns in field offices, review monthly wire transfer requests in coordination with Program Managers
  • Assist with preparation for annual audits;
  • Set up a close out plan for the project
  • Any other duties as may be assigned.

Selection Criteria:

  • Bachelor’s degree in Accounting or Business Administration.
  • A minimum of three years of demonstrated experience in the accounting/finance/administrative area.
  • Knowledge of the international development funding arena desirable;
  • Aptitude for understanding complex regulations and monitoring financial transactions and documentation for compliance;
  • Familiarity with USAID projects, FAR and ADS rules and regulations and OMB Circulars
  • Excellent oral, written communications, and problem solving ability;
  • Excellent computer skills, including advanced Excel skills and experience with automated accounting systems;
  • Accuracy and attention to detail;
  • Cross cultural sensitivity.
  • Strong e-mail communication skills, ability to write in a manner sensitive to cultural differences, and provide clarity to staff where English is not the primary working language of the project
  • Ability to train/mentor staff in accounting requirements;
  • Ability to be a team player in a busy environment, often with tight deadlines
  • A Malawi citizen
Conditions:The employment contract will be for a two year term (with a three months’ probation period) with the possibility of renewal, subject to satisfactory performance and availability of funding.

Objectives

The role of the Investments Division is to manage all the Bank Group’s Treasury assets with the objective of capital preservation, liquidity maintenance and profitability in accordance with the Bank Group’s Asset-Liability Management (ALM) Guidelines. Currently, the Bank Group manages approximately USD 18 Billion of funds in the Special Drawing Rights (SDR) component currencies (US dollar, Japanese Yen, Pounds Sterling, Euro) and the South African Rand for several entities and accounts, notably: the African Development Bank (ADB), the African Development Fund (ADF), the Nigeria Trust Fund (NTF), the Heavily Indebted Poor Countries (HIPC) Initiative, etc.

Duties and responsibilities

Under the supervision of the Division Manager, FTRY.3, the incumbent will carry out the following functions:
(A) Supervisory Duties:
  • Supervise management of Bank’s assets in its liquid currencies, according to the Investment Guidelines of each fund, monitoring and controlling interest rate and credit risk exposures;
  • Supervise prompt and efficient placement of time deposits and execution of Foreign Exchange transactions;
  • Supervise monitoring of market, economic and political developments and assess their implication for the Bank’s assets and investment strategy;
  • Supervise production of all Treasury’s Investment reports (Weekly Market Focus, Monthly, Quarterly Report) presenting performance results and market developments;
  • Act as Officer-in-Charge in the absence of the Division Manager.
(B)  Portfolio Management Specific Duties:
  • Manage the Bank’s assets versus the specific benchmark(s) or fixed liability schedule with the objective of capital preservation, liquidity maintenance and profitability in accordance with the Investment Guidelines of the specific funds;
  • Determine the optimal asset allocation to maximize risk-adjusted returns through the recommendation and implementation of investment products and trading strategies;
  • Formulate and implement investment strategies, performing credit and scenario analysis and testing investment decisions and strategies to assess their potential impact on the Bank's liquid assets;
  • Monitor and control the risk exposure of the portfolios and manage them within the Bank's investment guidelines and risk parameters. Propose and implement hedging strategies, via the use of derivatives;
  • Supervise the portfolio valuation process and perform portfolio analysis, including portfolio performance attribution analysis in liaison with the Risk Management with regard to the verification of such data;
  • Lead projects to introduce new financial products to enhance portfolio returns;
  • Maintain and manage professional relationships with investment community, dealer counterparties, central banks and other professionals operating in financial markets. Actively seek to establish new market contacts and ensure that the investment team can access all relevant markets at any time;
  • Lead advisory services and technical assistance to African Central Banks and other financial institutions on fixed income investment management;
  • Make proposals in order to review of the Bank Group’s investment management framework, financial policies, guidelines, benchmarks and procedures. Actively participate in ALCO’s Working Groups.

Selection Criteria

  • A minimum of a Master’s Degree (or its equivalent) in Finance, Economics, Mathematics, Statistics or another relevant quantitative discipline or a relevant professional certification such as Chartered Financial Analyst (CFA);
  • A minimum of seven (7) years of relevant and practical experience in International Capital Markets in general and with special emphasis on active management of a complex fixed income portfolio;
  • Strong knowledge and understanding of financial instruments, particularly bonds, structured products, derivatives, and risk management concepts;
  • Proven credit analysis and financial modelling skills;
  • Hands-on experience with Treasury systems such as Bloomberg, Summit / Numerix;
  • Excel VBA programming skills;
  • Command of standard computer software applications such as Word, Excel, PowerPoint
  • Ability to work as a team player with excellent interpersonal skills;
  • Strong ability to cope with multiple demands and competing priorities under pressure;
  • Excellent written and verbal communication in English or French with a working knowledge of the other language

Under the general supervision of the Loan Accounting Officer of the Section the incumbent will:
  • Verify and validate the accuracy of loan conditions in SAP by analyzing the related loan agreement and ensure that bills are processed according to the correct due dates and loan terms.
  • Control the billing cycle to ensure completeness and timely processing of all loan bills.
  • Identify and register loan repayment ensuring correct application of funds.
  • Verify the bi-monthly arrears position of Borrowers, and monitor the swift system for prompt identification and processing of overdue loan repayments.
  • Prepare, on a regular basis, draft correspondence to Borrowers providing their arrears and sanctions position indicating their negative implication both on the Borrowers and the Bank.
  • Analyze Borrowers’ queries and prepare preliminary justification for appropriate response; prepare for transmission Borrowers audit confirmation of their loan/guarantee status, summary ledgers and other related information.
  • Maintain orderly physical loan files with copies of critical documents justifying the entries in the loan accounts as well as correspondence with the borrowers and other departments within the Bank.
  • Participate in loan reconciliation and project supervision missions in conjunction with the portfolio management division.
  • Carry out other duties as requested by the Division Manager and the supervising Loan Accounting officer.

Selection Criteria

  • At least a Bachelor degree or equivalent in Finance, Business Administration, Accounting, Banking or related field.

  • Thorough familiarity with the full range of the Bank’s financial products and procedures.
  • High level skills in communication and documentation;

Assistant Accountant

For the implementation of the Project 'REINFORCING Veterinary governance in Africa' (VETGOV) funded by the European Union, AU/IBAR seeks the services of an Assistant Accountant to assist in the implementation of the project at regional level.
The project aims at improving the institutional environment at national and regional levels to provide effective and efficient animal health services in Africa. This will be achieved through (i) enhancement of knowledge and awareness for institutional strengthen at national and regional level for the establishment of adequate and affordable veterinary services(ii) enhancement of capacity for livestock policy, animal health strategies and legislation formulation and(iii) enhancement of capacity for policy implementation and regulations enforcement.

Job Title: Assistant Accountant
Grade: GSA5 (Local)
Duty Station: SADC, Gaborone - Botswana

Major Duties and Responsibilities

The position is based within the headquarters of the REC (SADC) with possible travel to REC member states. Under the shared supervision of the project coordinator and the senior finance officer on IBAR side, and the senior livestock officer and the finance department in the REC, the incumbent will perform the following tasks:

Finance management and accounting

  • Assist in the daily financial accounting of the project
  • Assist in the preparation of budgets
  • Liaise with procurement
  • Verify all claims submitted by contractors and projects for approval, in compliance with the terms of the relevant contracts and budgets
  • Prepare payments and reimbursement claims for approval with supporting documents as required by African Union and donor standards by cheque, bank transfers or cash
  • Conduct reconciliation of project bank accounts at the end of each month
  • Process staff salaries, allowances, etc.
  • Register all financial transactions in the accounting system and maintain accounting records according to agreed standards
  • Facilitate the work of external and internal auditors.

Reporting

  • Provide monthly detailed and summary accounts of expenditure as per agreed formats and standards
  • Provide quarterly and annual financial reports as per AU and/or donor standards and formats.

Educational Qualification Required

  • Candidates must have a minimum of BA Degree in Accounting, Commerce or any other related course, including a pass in English or French, mathematics and preferably in science.
  • CPA (II), ACCA (II) or equivalent will be an added advantage.

Work Experience Required

  • Candidates must have a minimum of five years working experience, with preferably at least two years in an international environment
  • Previous working experience with donor-funded projects (with European Union is added advantage) will be an added advantage.

Other Related Skills Required

  • Good interpersonal skills and ability to work productively in a multicultural team
  • Perform under pressure
  • Willingness to work overtime
  • Be highly motivated, have innovative ideas and a creative mind.
  • Computer knowledge and accounting software like SAP and NAVISON is mandatory

Language Requirement

Proficiency in one of the African Union working languages. Knowledge of one or several other working language(s) would be an added advantage.

Age Requirement

Candidates should preferably between 25 and 35 years old.

Tenure of Appointment

The initial appointment will be for 11 months including a 3 months probationary period. Contract extension will be subject to performance and availability of funding.
