Regional Security Advisor – West Africa

It’s hard to believe that today over 650 million people still don’t have clean, safe water and over 2.3 billion live without a toilet. The resulting diseases kill one child every minute.
WaterAid is looking for a Regional Security Advisor in West Africa to play a vital role in our mission to transform lives with safe water, sanitation and hygiene in the world’s poorest communities.
Working within the West Africa Regional Office team and the Global Security Manager based in the UK, the Regional Security Advisor will lead on all issues of security and safety, including mitigation of the risks posed to country programmes, personnel and assets in WaterAid West Africa region, in close collaboration with the Global Security Manager.
The job holder will provide specialised, coordinated and focused security and risk
management support to regional leaders in countries where we operate.
To be successful, you’ll need to have:
· Demonstrated leadership skills.
· The ability to make quick decisions in emergencies or when rapid response is required experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions.
· Experience of incident reporting, incident mapping, intelligence collation and analysis functions.
· Experience of set up and execution of an incident warning system (warden system), and compilation of security reports and assessments.
This position also requires strong analytical capacity, resourcefulness and creativity in developing the role of security within programmes and ensuring the most effective support to line management. You will also need excellent interpersonal and communication skills, including influencing, negotiation and coaching skills, and strong research and environmental scanning skills.

Brief Job Description
The Country Manager is responsible for the overall administration of RwandAir’ s operation in the station and meet uplift, load factor and revenue targets set for the Country. S/he undertakes responsibility and accountability for the management, control and administration of RwandAir’s assets.
S/he is primarily responsible to oversee all sales staff and responsible for the sales, marketing, customer services, and financial activities of the Country. S/he is responsible to build strong relations with all relevant government and regulatory agencies and comply with all local and international legal requirements, conventions, policies, procedures and regulations.
S/he will be responsible to identify sales opportunities and implement sales and marketing initiatives, develop short and long term sales and marketing plans, formulate competitive analysis, recommend pricing actions, promote and advertise WB services, provide adequate and timely feedback to head office and expand and maintain distribution channels and trade partners.
S/he is responsible for cost effective solutions to deliver its programs and build customer retention programs.

Qualification and Experience

• University Degree with a minimum of 5 years’ experience in Commercial Operations in the Travel Industry of which a minimum of 2 years are at a senior level with a proven track record.
• Experience in Account relationship management.
• Knowledge of sales, reservations, airport services and cargo.
• Commercial acumen with an overall knowledge of airline operations.
• An excellent command of the English language (written and verbal) is essential.
• Proven track record in airline sales, marketing, reservations and revenue management processes.
• Proven ability to work independently and think both tactically and strategically.
• In depth knowledge of respective country including how to sell effectively in the market and exhibiting strong cultural awareness.
• Knowledge of IATA recommendations to airlines / travel agencies for selling in the marketplace.
• Police Clearance

Country Assessment Of Youth Economic Opportunities Ecosystem In Benin, Mozambique, Rwanda, And Zambia

UNCDF is seeking applications from qualified technical partners (e.g. not-for-profit organization, or consulting firm) with the capacity to conduct the country specific diagnostic of the youth economic opportunities ecosystem (see figure 2) in Benin, Mozambique, Rwanda, and Zambia.
The assessment will capture a complete picture of the supply of youth services (employment, entrepreneurship initiatives along with financial services available to youth), demand of youth services (what services youth utilize, what services they do not feel are accessible or lacking), and the structure of the regulatory environment for youth services. In addition, the assessment will seek to fill a knowledge gap by creating a publicly accessible study[1] of the services available/needed to improve youths’ economic opportunities.
Duration:The technical partner is expected to sign a Performance Based Financing (Grant) Agreement with UNCDF on the 15thof May (Applicants not familiar with UNCDF agreements are encouraged to request a sample from youthstart@uncdf.org prior to submission of application). The final country diagnostics should be ready for dissemination the first week of August and the presentations to key stakeholders in each country are expected to take place between September and December 2015.
Agreement size:up to US$200,000 for country assessments covering all four (4) countries, or approximately USD 50,000 per country assessment. Applicants should provide budgets indicating how they would allocate costs to produce high quality country assessments with their technical approach.
