Monitoring and Evaluation Manager

Creative Associates seeks a Monitoring and Evaluation (M&E) Manager for an upcoming USAID project. The M&E Manager will be responsible for establishing and implementing an effective system to monitor progress, impacts and successes of project activities and performance at all levels. The M&E Manager will also monitor all grant activities and sub-grantees and ensure that the project complies with USAID performance reporting requirements. S/he will conduct impact assessments, baseline studies, surveys and need assessments to identify necessary changes and future project opportunities.
Reporting & Supervision:
This position reports to Chief of Party.
Primary Responsibilities:
  • Makes operational decisions and manages the various components of the program dealing with M&E;
  • Manages data collection, analysis and reporting on performance indicators by project team members and project counterparts;
  • Develops the Project Management Plan setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress;
  • Leads writing of quarterly technical and financial reports and assists the COP in writing annual work plans; and
  • Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.
Required Skills & Qualifications:
  • Minimum of a bachelor’s degree in social sciences, economics, international development, evaluation research, statistics, or a related field;
  • At least 5 years of experience in designing, managing and implementing results-based M&E activities
  • Experience analyzing quantitative and qualitative data;
  • Experience working with an international development organization and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation, especially impact evaluation;
  • Experience working in an M&E role on a USAID conflict program;
  • Knowledge of USG and other donor contract, cooperative agreements, and grant regulations. S/he should be resourceful through technology, research skills, and relationship building and, with minimal supervision, be able to manage high volume work flow; and
  • Excellent written and verbal communication skills and relevant computer software skills with proficiency in Excel and other data management systems.
Desired Skills & Qualifications:
  • Experience working preferably in a fragile or transitional state environment or security-challenged environments;
  • Previous experience working in the Horn of Africa and on transition programs in insecure environments is desirable but not required; experience working on Somalia is highly desirable, but not required;
  • Proficiency in Arabic is an advantage but not required; and
  • University degree in a relevant field desired, but not required.

Junior Fellow Data Analysis

1. Background:
To improve the well-being of children in Burundi and to contribute to the realization of their rights, it is crucial that evidence in form of research and in-depth data analysis is constantly generated. Evidence-generation and analytical research with the objective of monitoring the situation of children, is an important basis for successful advocacy and policy dialogue.
In Burundi, several data bases are available (most notably, MICS 2005, QUIBB 2006, DHS 2010, PMS2012) that need to be further exploited to better understand and analyze the country’s macroeconomic context, and to support effective prioritization of social policies aiming to improve the well-being of children and their families.
At the same time, the generation of real-time data is a complementary way of gaining insights on the events and happenings on the ground. In January 2014, UNICEF Burundi launched the U-report platform, alongside key civil partners (Scouts, Guides, Red Cross) and hosts more than 16000 U-reporters to date. U-report, first launched by UNICEF Uganda in September 2010, uses mobile SMS technology to create a platform for collecting and sharing information and opinions from youth and community volunteers. Using a crowd-sourcing approach to initiate direct dialogue with individual members (‘U-reporters’) via mobile phone, the ultimate aim of the program is to stimulate volunteer- and youth-led development. Since its inception, the U-report program has evolved into a powerful tool with implications for both improved service delivery and increasing youth engagement in decision-making processes, with a high level of international attention and interest shown.
U-report Burundi combines an ongoing public polling service – allowing the collection of lightweight, real-time data at the community-level – with simultaneous closed SMS feedback loops that enable partners to strengthen internal communication and coordination within their community volunteer networks.
2. Purpose of Assignment:
The Data Analysis Consultant will work closely with the Social Policy, Advocacy and Evaluation section to undertake in-depth data analysis using existing data bases with special focus on monitoring the situation of children and women in Burundi. She/he will also support the monitoring, analysis, presentation and dissemination of U-report poll analytics to UNICEF Sections, government and development partners and the media, which are presented in the form of compelling visuals and actionable recommendations. The consultant will therefore qualify poll results by providing data-driven analysis and also contribute to the analysis of the macroeconomic context of social policy programs and its impact on social development in Burundi aiming to improve the planning, adjusting and scaling-up of specific social policy initiatives.
3. Tasks:
Under the supervision ofthe Social Policy, Advocacy and Evaluation section and in close collaboration with the Communication and Participation section, the consultant will be in charge of:
  • On-going data analysis and evidence generation on topics that are identified as priorities in view of the macroeconomic context of social policy programs (weekly);
  • Production of data-driven evidence in relation to analysis of the macroeconomic context of policy programs in Burundi and their impact on children and women (e.g. in the form of policy briefs, fact sheets, short reports) that can be used for advocacy and prioritization of UNICEF’s interventions
  • Oversee daily maintenance of the backend U-report platform (including exporting incoming data)
  • Provide ongoing data mining, including message translation, cleaning and analysis
  • Work with the U-report Project Manager to create compelling and actionable visualizations (“data bundles”) to encourage, coordinate and track poll response actions by UNICEF Sections and partners, and create presentations for external communications.
  • Work with the U-report technical support team to provide back-end training and support for UNICEF Sections and external partners
  • Develop strategy and technical framework to monitor and share U-report poll analytics with sections, partners and the public in closely collaboration with the UNICEF Planning &Monitoring section, the Social Policy, Advocacy and Evaluation section and the U-report Project Manager to
  • Create framework for monitoring U-report recruitment and retention of/within different partner organizations,
  • Complement the analysis of U-report data by systematically exploiting the available national household data sets (PMS 2012, DHS 2010, QUIBB 2006, etc.)
  • 4. Deliverables:
  • Reader friendly briefs and notes for broad dissemination and support for UNICEF policy dialogue with Government and key stakeholders
  • Inputs to data-driven and evidence-based research on issues relevant for successful advocacy for children’s rights and policy dialogue (end of Month 4).
  • Cleaning, analysis and visualization of existing user profile and data base (first month)
  • Development of interactive reporting templates that enable: weekly analysis and visualization of poll results (by province, organization, gender and age), monthly key word analysis, quarterly analysis of user profiles, quarterly analysis of unsolicited messages (end of Month 1)
  • Cleaning, analysis and visualization of poll information (weekly)
  • Visualization and presentation of poll results and actionable recommendations for external communications (monthly)
  • Analysis and visualization of key word messages (Monthly)
  • Visualization of user reach and engagement (direct and indirect) for presentation to current/potential donors (end of Month 2)
  • Final report, including analysis and visualization of user profiles and unsolicited message trends (end of Month 4)
  • Ongoing data analysis support for key partners (Red Cross, Scouts, Guides, UNICEF Programs), as required

  • Qualifications and Experience Required:
Education and experience:
· A university degree in Statistics Econometrics, Economics, Data Analysis, or other related field as well as a track record of practical data analysis.
· Strong knowledge of statistical software such as STATA, SPSS, etc.
· Fresh graduates who have graduated within the past 24 months
· Demonstrable experience of practical data analysis and visualizations and presenting analysis for external communications
· Strong understanding and experience using Microsoft Excel
· A good understanding of UNICEF programs and policy, including knowledge of technology for development programs is an asset
· Experience working within multi-cultural teams
· Strong writing and communication skills
· Ability to manage multiple tasks, set deadlines, and plan work independently.
· Fluency in written and verbal French and Kirundi is essential; working knowledge of English is preferred

PRIMARY RESPONSIBILITIES
The Monitoring and Evaluation (M&E) Manager will be responsible for designing and managing all monitoring, evaluation and research efforts for IntraHealth's projects in Namibia. He/she is responsible for the development and monitoring of M&E plans and ensuring the project performance management plan is implemented. He/she will be responsible for the development of data collection and reporting tools and support data collection efforts, analysis and reporting. He/she will support the project in conducting quarterly data quality assessments (DQAs), conducting periodic assessments, compiling the quarterly project reports and USAID's expenditure analysis reports. He/she will provide M&E technical assistance including but not limited to training, supportive supervision and mentoring to the IntraHealth International sub-grantee partners.
ESSENTIAL FUNCTIONS
  1. Ensure effective implementation of the project performance management plan and monitoring system, including collection efforts of all relevant data, management of the information, and its use in preparation of periodic reports.
  2. Assist in the design of all evaluation and research efforts linked to project targets and deliverables.
  3. Maintain an efficient and easy-to-use information management system for data generated by the project, including the baseline facility and community mapping exercises, annual assessments and the final evaluation. Provide leadership in the development of project operational research assignments including the use of statistical packages such as SPSS, and Epi Info. Travel regularly to project sites to provide direct technical support to monitoring and evaluation efforts (at least 40% travel time).
Manage, train and mentor M&E field officers that will be based at FBO sites to address quality and data, support implementation of HIV clinical cascades and the continuum of care.
  • Develop and provide M&E capacity building and training for IntraHealth staff, MoHSS, and implementing partners.
  • Coordinate the compilation of organization's annual expenditure analysis report
  • Supervise the process to write all project reports to donor and Government of Republic of Namibia.
  • Conduct Data Quality Assessment and data validation visits to project sites.
  • Collaborate with HQ-based MER Technical Advisor on any assessments or research, as well as data quality assessments. Respond to HQ requests for country or project data.
Requirements
EDUCATION/EXPERIENCE REQUIREMENTS
  • Master's in Public Health or a Bachelor's degree in Social Sciences, Health Sciences, Population Studies or a related field.
  • Minimum of three years' experience in monitoring and evaluation with an international organization, research institution or government, preferably in HIV/AIDS
  • Demonstrated competence to assess priorities, develop M&E plans, articulate research questions and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  • Strong expertise and/or education in research design and methodology and proficient in the use of SPSS and EpiInfo software packages.

Senior Monitoring & Evaluation Specialist

The Mitchell Group, Inc. (TMG) an international development firm in Washington DC seeks qualified candidates and consultants for a potential USAID funded support services contract. The M&E Specialist is responsible for the development of the sampling frames that will guarantee representativity of the data, and according to the disaggregations required under this contract. He/she is responsible for the categorization, cleaning, treatment, and analysis of all quantitative data collected during this activity. The M&E Specialist is responsible for assisting in preparing for the EGRA data collection, for training data collectors on the use of any technology deployed to collect the EGRA data, for collecting, transferring, archiving, and backing up data that returns from the field, for organizing the analysis of the field data, and for preparing the EGRA reports. Education: Requires a Master’s Degree in statistical analysis, computational analysis, or other comparable quantitative domain.

Prior experience with training and supervising data collection teams is required. Prior experience analyzing data and preparing statistical reports is required. Prior experience organizing or participating in a data collection on early grade reading skills is required.
Language: The candidate must be proficient in English and French (FS 4+) and in the management of English software packages for statistical analyses.

Monitoring and Evaluation Specialist

IMA is currently seeking candidates for a program to support interventions designed to reduce the prevalence of stunting among children under the age of five. The anticipated DFID-funded five year project in Tanzania will support the Ministry of Health (MOH) in five regions and will specifically aim to 1) support interventions to build knowledge, change attitudes, strengthen practice and expand services in order to prevent low birth weight and stunting 2) retrain facility and community resource persons to ensure community engagement 3) deliver overall nutrition components 4) build capacity for planning, programming, budgeting and financial management to sustainably address stunting. This position will develop and support detailed impact projections for sector strategies and support interventions, regarding the programmatic goals assigned by DFID.
Duties:
  • Maintain a strong monitoring and data collection system that ensures accurate data capture, collation and report generation, including the development of relevant databases templates, forms and other data systems for program staff to improve their analytical capacities and contribute data to the M&E system
  • Gather appropriate baseline data to inform key M&E processes
  • Prepare reports as needed to support internal decision making, communication with stakeholders and partners, and reporting to DFID
  • Inform DFID-led annual reviews by required reports and monitoring information
  • Play an integral role in data analysis, and contribute to the writing and reviewing of the final reports to DFID
  • Provide technical leadership for the team in areas of evaluation design, statistics, survey design, and analysis of results
  • Assist the Project Leader in writing final reports
The position requires a competent and experienced person with the following attributes:
  • A minimum of a Master's Degree in monitoring and evaluation, research methodology, or a related field
  • Five years of professional experience in implementing and/or monitoring and evaluating nutrition programs in developing countries, particularly in Tanzania, or in similar socio-economic environments
  • Strong analytical understanding of nutrition in Tanzania at the local and regional levels
  • Strong track record of designing, implementing and analyzing qualitative and quantitative research, demonstrating ability to employ a range of different and innovative methodologies

Monitoring, Evaluation, and Reporting Coordinator

The MENTOR Initiative (MENTOR) is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic, South Sudan and Chad.
The MENTOR Initiative has been present in Angola since 2002, working alongside the National Malaria Control Program to reduce the burden of the disease in Zaire, Huambo and Uige provinces. Since 2011, the Country Program has been managing 3 large Public Sector Malaria Case Management programs mainly oriented towards capacity building; 1 Private Sector Program introducing Artemisinin-based Combination Therapies (ACTs) and Rapid Diagnostic Tests (RDTs) in private pharmacies; and in 2013, a new Neglected Tropical Diseases Control program was launched. All five programs are 5 year-programs.
The M&E and Reporting Coordinator will assist in maintaining and improving the existent M&E systems. He/she will develop and implement M&E systems for new programs, focusing on data collection, analysis and reporting. He/she will ensure that The MENTOR Initiative Angola M&E systems are in conformity with donors’ and national Health Information System, and in line with international standards.
He/She will supervise directly the program M&E and database officers. He/She will train all program database officers in all bases in order to ensure that data is collected in line with all donors’ requirements.
The M&E and Reporting Coordinator will also be in charge with assisting the program coordinators in drafting the operational reports to the donors.
He/she will assist the National NTD Program in developing a proper M&E system, in relation with relevant partners (the donor, WHO, other organizations working on NTDs…). The position is an overarching role focused on the Neglected Tropical Diseases Program, but it will also be involved in malaria programmes.

Proposal Objective:

Position Description:
SI is seeking a full-time Senior Monitoring and Evaluation Specialist who will be responsible for providing technical advice and leadership on performance management and M&E practices within USAID/Ghana’s Education Office. The project is anticipated to be over five years, with potential start date March 2015.

Responsibilities:
  • Oversee and implement monitoring and evaluation, analyses and assessments for the improvement of USAID/Ghana’s M&E practices.
  • Provide technical advice to USAID/Ghana on the development of its M&E system.
  • Design new M&E and performance management tools, practices and procedures to support evidence-based decision making and M&E in relation to the Partnership for Education project.
Qualifications:
  • A Master’s degree in social sciences or other related discipline.
  • Minimum 10 years of progressively responsible experience in M&E systems, M&E oversight and performance management development on international development projects (in particular USAID-funded).
  • Previous experience assessing M&E and performance management capacity within stakeholders and clients.
  • Proven excellent collaboration working relationships with counterparts, other contractors and international organizations and donors.
  • Strong communication, writing and interpersonal skills.
  • Prior experience in Africa preferred.
  • Fluency in spoken and written English.

Chemonics seeks a monitoring, evaluation, and research director for the anticipated five-year, USAID-funded District-Based Delivery of Comprehensive Clinical HIV/AIDS Services Project (D-SERVE) in Zambia. The program will help the government of Zambia in delivering integrated and comprehensive HIV/AIDS prevention, care, and treatment services through the national health system. Key activities/intervention areas will include HIV counseling and testing, prevention of mother-to-child transmission, male circumcision, treatment services, care and support, laboratory support services, social and behavior change communications, health policy and advocacy, and strategic information.   • Master’s degree or higher in public health, social sciences, or other relevant discipline
  • Minimum eight years experience in monitoring, evaluation, and research in the public health field, with progressively increasing level of responsibility
  • Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods
  • Experience in research/study design and implementation, including design and data analysis of quantitative and qualitative studies and rapid appraisals
  • Demonstrated hands-on practical experience setting up and managing monitoring, evaluation, and reporting systems for health programs
  • Excellent report writing, analytical and communication skills, and oral presentation skills
  • Extensive experience in knowledge management and dissemination of research findings

Monitoring and Evaluation Specialist - Tanzania

IMA is currently seeking candidates for a program to support interventions designed to reduce the prevalence of stunting among children under the age of five. The anticipated DFID-funded five year project in Tanzania will support the Ministry of Health (MOH) in five regions and will specifically aim to 1) support interventions to build knowledge, change attitudes, strengthen practice and expand services in order to prevent low birth weight and stunting 2) retrain facility and community resource persons to ensure community engagement 3) deliver overall nutrition components 4) build capacity for planning, programming, budgeting and financial management to sustainably address stunting. This position will develop and support detailed impact projections for sector strategies and support interventions, regarding the programmatic goals assigned by DFID.
Duties:
  • Maintain a strong monitoring and data collection system that ensures accurate data capture, collation and report generation, including the development of relevant databases templates, forms and other data systems for program staff to improve their analytical capacities and contribute data to the M&E system
  • Gather appropriate baseline data to inform key M&E processes
  • Prepare reports as needed to support internal decision making, communication with stakeholders and partners, and reporting to DFID
  • Inform DFID-led annual reviews by required reports and monitoring information
  • Play an integral role in data analysis, and contribute to the writing and reviewing of the final reports to DFID
  • Provide technical leadership for the team in areas of evaluation design, statistics, survey design, and analysis of results
  • Assist the Project Leader in writing final reports
The position requires a competent and experienced person with the following attributes:
  • A minimum of a Master’s Degree in monitoring and evaluation, research methodology, or a related field
  • Five years of professional experience in implementing and/or monitoring and evaluating nutrition programs in developing countries, particularly in Tanzania, or in similar socio-economic environments
  • Strong analytical understanding of nutrition in Tanzania at the local and regional levels
  • Strong track record of designing, implementing and analyzing qualitative and quantitative research, demonstrating ability to employ a range of different and innovative methodologies
  • Strong qualitative and quantitative skills
  • Extensive exp erience in the development of a DFID log-frame
  • Experience in training and coordinating a mix of implementing partners and community workers for data collection and analysis
  • Develop and support the creation of detailed impact projections for sector strategies and support interventions
  • Demonstrated written communication skills
  • Prior experience on DFID activities strongly preferred
  • Regional experience and/or in the Tanzania context is strongly preferred
  • Ability to travel within the country, region, and internationally as needed
