The Water Resources Management Department of the Nile Secretariat is planning to engage interns during the period 15th March 2015 through 15th June 2015. Background
Under the framework of the agency's Medium-Term Strategic and Institutional Plan, UN-Habitat has identified entry points that will allow it to help clients and partners cope more effectively with the rapid pace of urbanization and also maximize the benefits that come with it. The overarching goal of the programme is to increase UN-Habitat's capacity to effectively support member states in achieving sustainable urbanization. This programme focuses on the areas of urban planning; urban mobility; urban energy; urban governance and legislation; and urban economy and finance.
The selection of these areas as strategic entry points is based on experiences from UN-Habitat field projects and results from global research on sustainable urban development. Furthermore, the demand for these areas has been identified in several country and city participatory prioritization activities, including Urban Profiles developed through city and national consultations in more than 60 cities in Africa, the Caribbean, the Pacific, and the Arab states. The same areas have also been prioritized in the Habitat Country Programme Documents, developed jointly by national and local authorities in 32 countries.
It is UN-Habitat’s contention that if the growth of cities is planned at scale, in advance, and in phases to address projected growth over the next 20 to 30 years, fast-growing cities in developing countries will succeed in assuming their role as engines of the national economy – and in the process prevent new slums from being formed. Cities, being home to more than half of the world’s population, consume 60% to 80% of the world’s energy resources and produce 70% of the world’s anthropogenic carbon dioxide emissions. Hence, cities must play a major role in improving energy efficiency, using resources more carefully, transforming urban energy systems, enhancing energy security and national prosperity - while reducing greenhouse gas emissions.
A good understanding of current and projected energy consumption patterns in urban areas as well as their renewable energy generation potentials will provide useful information for urban energy planning. Planning 'low-carbon' cities implies using renewable energy options, as well as using non-renewable energy more efficiently.
The International Consultant will participate in the UN-Habitat BASF Social Foundation project to build a biogas digester in Beira, Mozambique. The objective of this project is the pilot development of modern, clean, reliable and sustainable energy services to the urban poor. The biodigester will improve the lives of the community by providing them with access to modern energy services and to raise environmental awareness by promoting the use of alternative sources of energy.
Tasks and Responsibilities
The International Consultant will;
  • Provide an inception report that will detail the programme and timelines for biogas digester construction;
  • Design the biogas digester and submit technical drawings for the facility to UN-Habitat;
  • Provide on-site training to local young people on the construction and maintenance of biogas digesters;
  • Oversee the procurement of all the construction material after determining the best quality and competitive prices;
  • Supervise the construction of the biogas digester;
  • Prepare and present regular progress reports to UN-Habitat; and
  • Prepare a final report after the commissioning of the biodigester.
Competencies
  • Ability to work independently with a high degree of responsibility, in a flexible manner and under pressure.
  • Strong writing, inter-personal communication and networking skills, as well as research skills
  • Good reporting skills;
  • Excellent communication skills and a commitment to team work are primordial to ensure cohesion with other members of the relevant unit(s) of UN-Habitat.
Education
  • Advanced university degree, relevant to sustainable urban energy planning, human settlements planning/design and architecture in developing countries. A post graduate university degree in combination with qualifying work experience may be accepted in lieu of the advanced degree in a related field.
Work Experience
  • Excellent knowledge of principles, concepts, policies and strategic orientations of sustainable urban energy and clean energy.
  • At least five years of working experience, research and development in the field of biogas digester construction
Language Skills
  • Fluency in English (written and oral), and knowledge of any other UN will be an asset.
Other Skills
  • Good skills in organisation, co-ordination and the transfer of knowledge are essential
Remuneration
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.

The Intergovernmental Authority on Development (IGAD) provides Policy and Capacity building support to its member states. As part of the Danish Government Support to the Secretariat, we are seeking Expression of Interest (EOI) from suitable firms to provide consultancy service on ‘Assessment of Water Development Projects in Pastoral and Agro-Pastoral areas of Kenya.’
The specific objectives of the consultancy service are:
  1. Review of significant water development projects in ASAL areas of Kenya.
  2. Document best practice water development and Utilization approaches in ASALA areas of Kenya.
  3. Explore the reasons for failure of water development projects in ASAL areas of Kenya.
  4. Forward recommendations for better development and utilization of water resources in ASAL areas of Kenya.
The Intergovernmental Authority on Development (IGAD) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Jobs at Volta Basin Authority - Dec 2014

Background
The Volta is a shared river basin connecting the West African countries of Benin, Burkina Faso, Cote d’Ivoire, Ghana, Mali and Togo, covering a surface area of about 400,000 km2 and extending 1850 km north-south. Burkina Faso and Ghana have, with 43% and 42 % respectively, the largest share of the basin, followed by Togo with 6%. Benin, Cote d’Ivoire and Mali have smaller shares of the basin. The total riparian population is currently estimated at 91 million inhabitants, of which 20 million live in the basin itself. The riparian countries of the Volta are characterized by economic differences and disparities of growth that are influenced by, among other factors, climate and its impact on natural resources. Upstream Burkina Faso is a low-income, sahelian country, which is highly dependent on cotton exports and vulnerable to exogenous market and climate shocks. On the other hand, downstream Ghana, which is located in the water abundant region of the basin, is one of the strongest economies in Western Africa, with a growth rate of 6.3% in 2007. 

The Assignment
The Objective of this assignment is to carry out a comprehensive institutional assessment of the Volta Basin Authority (VBA) with the aim of strengthening its capacity to fulfill its mandate, including cooperative management and development of Volta Basin water resources. Findings from this assignment will be used to inform a larger institutional development/strengthening project as well as VBA’s Strategic Plan

The renewal and expansion of the wastewater collection systems in the 3 main islands of Seychelles to cover the current and projected populations, including the upgrading of the existing sewerage system in Mahé island, and the creation of new sanitation facilities in the island of La Digue to reduce the risk of contamination of the groundwater sources used for the production of potable water. The project also includes the implementation of water demand and resource management programmes including environmental and natural disaster risk management and capacity building of local institutions through technical assistance and the provision of tools to implement and efficiently operate the water and sanitation facilities
Qualifications, Knowledge and Experience
  • A graduate in Civil Engineering from a recognized institution;
  • At least 15 years’ experience from sewerage and wastewater projects
  • Minimum of 10 years’ experience in feasibility study, investigation of sewerage conditions, preliminary and detailed design, technical specification, tender documents and construction supervision
  • at least 5 years of international professional experience
  • Relevant project experience in a minimum of 3 Nr. countries (at least 1 Nr. countries
  • should be in ACP countries) with sewerage system feasibility study, detailed design,
  • construction and rehabilitation
  • Experience from a minimum of 5 Nr. sewerage system feasibility study, investigation of sewerage conditions, design and construction supervision projects of similar scope and size, with sound experience of design and implementation of house connections

III. Position Profile
The WASH Programme Manager will work in and oversee ACTED’s WASH Programme.
He/she reports immediately to the Area Coordinator concerning any difficulty met in the implementation of his/her activities, in dealing with beneficiaries, authorities or with other stakeholders, or with concern to security.
With these objectives the WASH Programme Manager is responsible for:
§ Building/rehabilitation/preventive maintenance of water and sanitation facilities in emergency and long-term settings
§ Water quality and delivery monitoring or organization
§ Solid waste management and hygiene promotion
Coordination with stakeholders involved in water and waste management at local level

1. Ensure external representation of ACTED in relevant sectors

- Representation vis-à-vis provincial authorities:

Participate in technical and sectoral meetings to ensure visibility amongst local authorities;

- Representation vis-à-vis Donors:

Participate in technical and sectoral Donor meetings and pass relevant information to the Country Coordinator;

- Representation vis-à-vis international organisations:

Participate in technical and sectoral meetings and working groups involving NGOs and UN Agencies (UNHCR, UNICEF, WFP, WHO, etc.) and all other inter-governmental institutions;

Contribute to the creation of reports, ensuring the quality and accuracy of technical information provided as well as the confidentiality of internal information as required.

More generally, the program manager is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of ACTED’s mandate, ethics, values and stand-point with regard to other actors.

2. Project Cycle Management

- Project implementation:

Plan the various stages of project implementation;

Guide the implementation of the project and the methods of follow-up;

Manage project finances, logistics and materials;

Liaise with all internal and external counterparts of the project;

Assess the activities undertaken and ensure efficient use of resources;

- Project reporting requirements:

Create and update work-plan and Programme Manager Framework for the project

Set up a clear timeline of reports to be submitted to project Donors;

Draft narrative reports to donors, monthly internal reports and contribute to the development of financial reports through regular budgetary follow up;

Ensure adherence to FLAT procedures.

More generally, communicate systematically to the relevant Country Coordinator on project progress and planning.

3. Provide Relevant Technical Expertise

- Provide technical inputs and guidance and ensure that technical quality and standards are considered during project implementation:

Collect technical information and analyse associated opportunities and risks;

Support the design of BoQs for WASH facilities in refugee camps;

Define adequate technical modalities and strategies of intervention as per objective;

Identify relevant technical authorities and partners, and propose formal partnership and/or contracts;

Oversee construction activities of water, greywater and sewage systems..

- Undertake quality control:

Analyse technical added-value and project impact;

Propose and implement solutions to problems encountered;

Set up technical evaluation exercises during and following implementation.

4. Oversee Program Staff and Security

- Guide and direct program staff:

Organise and lead project coordination meetings;

Prepare and follow work plans with each project member;

Ensure a positive working environment and good team dynamics (solve out potential conflicts);

Adapt the organigramme and ToRs of project personnel according to the project development;

Undertake regular appraisals of directly supervised colleagues andpass appraisal forms to the Country Admin/HR Manager with recommendations (new position, changes to contract or salary etc.);

Ensure a building of capacity amongst technical staff in the relevant sectors.

- Contribute to the recruitment of expatriate and national staff:

When requested by HQ or by Country Coordinator, draft ToRs or Job Profiles and undertake interviews to assess technical abilities of expatriate and national candidates

- Oversee staff security:

In cooperation with the relevant department, monitor the local security situation and inform the Country Coordinator of developments through regular written reports;

Contribute to the updating of the security guidelines in the project area of intervention;

Ensure that security procedures are respected by each member of the project team.

5. Identify Best Practices and Lessons Learned

Collect information and tools employed for project implementation;

Draft memos detailing lessons learned and best practices identified during the project;

Share such memos with internal and external partners;

Communicate such information to the Country Director or Area Coordinator, to Regional Support Offices and to HQ Reporting Department.

IV. Qualifications:
  • Degree in civil engineering, water engineering, or related courses;
  • At least 3 years of experience in project implementation and construction, preferably in an international context;
  • At least 3 years of experience in water supply, water quality, sanitation, and related fields;
Experience in Greenfield sites preferred. Experience in refugee camp situations preferred. Arabic language preferred. Rapid deployment required.
V. Conditions:
  • Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
  • Additional monthly living allowance
  • Free food and lodging provided at the organisation’s guesthouse/or housing allowance (depending on contract length and country of assignment)
  • Transportation costs covered, including additional return ticket + luggage allowance
  • Provision of medical, life, and repatriation insurance + retirement package
