Nutrition Advisor/Specialist - Tanzania

IMA is currently seeking candidates for a program to support interventions designed to reduce the prevalence of stunting among children under the age of five. The anticipated DFID-funded five year program in Tanzania will support the Ministry of Health (MOH) in five regions and will specifically aim to 1) support interventions to build knowledge, change attitudes, strengthen practice and expand services in order to prevent low birth weight and stunting 2) retrain facility and community resource persons to ensure community engagement 3) deliver overall nutrition components 4) build capacity for planning, programming, budgeting and financial management to sustainably address stunting. This position will involve devising, coordinating, implementing and reporting on the impact of program activities pertaining to the aspects of nutrition in the specified regions which will be encompassed by this program.
Duties:
  • Supervise and support nutrition programming activities and technical aspects of this program
  • Ensure use of standardized protocols, policies and guidelines, as prescribed by DFID , the Ministry of Health and UNICEF
  • Ensure that all nutrition activities are consistent with established best practices
  • Ensure appropriate support to the field sites where the program is implemented through regular visits
  • Coordinate with the program implementation team to provide DFID, UNICEF, and all local stakeholders with programmatic updates
  • Review progress of program objectives and targets in collaboration with the program managers
  • Monitor evolving needs of the specific communities being targeted and adjust programmatic priorities as necessary
  • Review technical aspects of internal and external reporting prepared by program managers
  • Provide ongoing training and further technical support to field coordinators and managers
The position requires a competent and experienced person with the following attributes:
  • MD, PhD and/or relevant post-graduate degree (MPH, MSc) in nutrition
  • At least 10 years of professional experience
  • Understanding of global nutrition and child health policy and context
  • Established reputation in the field of nutrition and child health programming
  • Ability to train and build capacity of regional-level staff
  • Strong written and verbal communication skills
  • Excellent interpersonal skills
  • Fluency in English
  • Regional experience and/or in the Tanzania context is strongly preferred
  • Ability to travel within the country, region, and internationally as needed

The Global Alliance for Improved Nutrition (GAIN) is driven by the vision of a world without malnutrition. GAIN is a Swiss based international organization that mobilizes public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition. The organization is delivering improved nutrition to an estimated 700 million people in more than 30 countries, half of whom are women and children.
GAIN fights malnutrition in Mozambique through innovative and sustainable models that increase access to affordable nutritious foods among communities vulnerable to malnutrition.
The GAIN Marketplace for Nutritious Foods (‘Marketplace’) is knowledge, networking and financing platform for local enterprises to improve the market availability of nutritious foods. It facilitates partnerships and knowledge sharing across the agriculture value chain and catalyzes innovations to improve the diets of ordinary Mozambicans.
Project Manager, Marketplace for Nutritious Foods, Mozambique
The Project Manager will implement the Marketplace for Nutritious Foods project in Mozambique.
Responsibilities
  • Fulfil primary project management, reporting technical and financial documentation responsibilities for all GAIN, donor and Government of Mozambique requirements.
  • Implement and oversee the implementation of the project’s main activities—Innovation Accelerator, Community of Practice, Technical Advisory Committee meetings, etc.
  • Act as point of contact between GAIN and Marketplace Grantees.
  • Create Terms of Reference, Granting Agreements, Terms Sheets, in accordance with GAIN requirements.
  • Ensure quality of business planning and technical assistance delivered to Marketplace grantees.
  • Support direct supervisor to liaise with the Marketplace Investment Committee (MIC).
  • Effectively manage performance of sub-contractors and technical consultants.
  • Report on the program progress, budget, and management of the funds, with support from direct supervisor.
  • Visits the field regularly to ensure that project progress is on track and risk mitigation plan is up to date.
  • Coordinate Monitoring & Evaluation activities with Monitoring, Learning and Research team.
Experience
  • Minimum of five years of experience in a leadership / management position.

Monitoring and Evaluation Manager, Liberia

Monitoring and Evaluation Manager, Liberia
We are currently seeking a Monitoring and Evaluation Manager for the on-going LAUNCH Project, a five-year, $40 million USAID-funded Title II Multi-Year Assistance Program in Liberia. ACDI/VOCA and its partners, Project Concern International (PCI), John Snow Incorporated (JSI), and Making Cents International (MCI) designed and are implementing a comprehensive action plan to bolster food security in Liberia through the promotion of sustainable livelihood strategies; improved health and nutrition; and increased access to and quality of education in six districts in Bong and Nimba counties. The M&E Manager will be responsible for ensuring that monitoring and reporting of all program activities and outcomes are in place, effectively implemented and well synchronized between program locations and components. The position is available immediately and is based in Monrovia.
Responsibilities:
  • Carry out or guide the data analysis and preparation of quarterly Operational Reports, annual Results Reports and other reports that are submitted to the donor
  • Review data collected by M&E staff and program field staff working within all three of the SOs (agriculture, health and nutrition and education) and ensure on an ongoing basis a high quality of data
  • Ensure compliance with USAID Office of Food for Peace implementation and reporting guidelines as well as ACDI/VOCA’s corporate M&E systems
  • Manage and oversee a technical team of cross-sectoral M&E staff and direct data collection activities of field-based personnel
  • Provide specific mentoring guidance during mid-term and final evaluations periods and build staff capacity in controlling data quality and mitigating data risk
  • Guide technical direction of the M&E approach and strategy in consultation with the Chief of Party and ACDI/VOCA headquarters and regional based M&E support for the program
  • Represent ACDI/VOCA on external M&E-related working groups, task forces, conferences, publications and panels
  • Provide monthly, quarterly and other M&E reports to senior management to inform project decision-making on a regular basis
Qualifications:
  • Minimum of 10 years of experience leading project Monitoring and Evaluation for international development programs
  • A Master’s degree is required in the fields of M&E, social sciences, agriculture economics or other related field
  • Previous experience designing and implementing M&E training for international organizations and USAID-funded projects
  • Significant experience in the design and implementation of M&E systems for capacity building interventions
  • Experience working with international donors, as well as counterparts and beneficiaries (e.g., international and local NGOs and government representatives)
  • Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.)
  • Proven familiarity with USAID rules and regulations (preferably the Office of Food for Peace)
  • Ability to travel frequently (35%) to remote areas within Liberia; preference given to candidates with previous work experience working in Liberia, although not required
  • Fluency in English, written and spoken

Superviser et coordonner les activités mises en place par le projet :
Assurer le respect et la bonne mise en œuvre de la planification des activités du projet dans la zone d’intervention en étroite collaboration avec le staff du projet et avec la Coordination (Chef Mission, Chef Logisticien, etc.);
Participer au recrutement du staff technique du projet
Superviser le processus de recrutement des animateurs ruraux
Mettre en place un système de formation technique des animateurs ruraux et élaborer un manuel de vulgarisation agricole reprenant tout le contenu de la formation
Elaborer les lignes guide pour la création des groupements des paysannes, accompagner et superviser le processus ;
Planifier, organiser et coordonner en stricte collaboration avec les partenaires des projets et le département logistique les distributions d’intrants agricoles et vivres sur le terrain ;
Superviser les taches et les activités réalisées par l’équipe projet ;

Job
Provincial Technical Assistance to Strengthen the Coordination and Advocacy for the Implementation of Manica’s Provincial Plan for reduction of Chronic Malnutrition (PAMRDC[3]) through supporting Manica SETSAN and link withConcern’s nutrition sensitive programming in the Beira Agricultural Growth Corridor which is part of a broader DFID funded programme linking agribusiness and nutrition.
The main overall goals are: to i) advise and support the Government on the best evidence for interventions to reduce/prevent chronic malnutrition (PAMRDC), and ii) to ensure better coordination between sectors and partner programmes, reducing the risk of duplication, and competition of interventions and funding.
Main objective of the job are:
  1. To provide better consistency on the nutrition framework of results, especially regarding the M&E system/framework that will be developed for PAMRDC. Consequently, it will contribute to improve the knowledge systems of SETSAN. To ensure that the communication of messages in Manica are consistent across all provincial government, partners and with the SUN movement as a whole;
  2. To assist SETSAN/REACH and other state bodies to track and analyse the % increase in government spending on nutrition, in line with PAMRDC – including the related investments from the private sector in comparison with the related costs incurred to government to tackle malnutrition in country – the expert must also participate on Beira Agriculture Growth Corridor (BAGC) provincial action on nutrition from the private sector;
  3. To improve coordination and influence partner agencies to ensure that nutrition interventions are result focussed (and not processes and activities). The expert will have to demonstrate a shift from investment from self-led priorities towards a need based approach instead. It should increase the participation of research institutes and academic institutions in the generation of innovation;
Main Duties & Responsibilities:
Specific Duties
The expert will agree on a work plan and budget that enables them to successfully deliver the above mentioned objectives through the following duties:
  1. Provide leadership to Local Government, including SETSAN, and support multi-sectorial coordination between MoH, MoA, MoE, international agencies, NGOs, partners, private sector partners and other stakeholders particularly working in nutrition, health, and agriculture in the target regions to further the aims of the multi-sectorial programme
  2. Build relationships and networks with nutrition sector, communicate constructively and build SETSAN’s profile in nutrition in Mozambique.
  3. Ensure high quality and timely reports are developed for donors and key stakeholders
  4. Support in the preparation of the Manica multi-sectorial technical group (M-GTM) coordination and sharing of information
  5. Organize knowledge sharing seminars on lessons learned of nutrition-specific and nutrition sensitive interventions that can be relevant for Manica province. Including promoting the engagement of the media in province of Manica
  6. Support in the adaptation of the PAMRDC tool kit for Manica province, implement its use and support SETSAN to monitor results
  7. Support the preparation of MANICA’s PAMRDC annual plans, namely partner’s contribution, and including private sector investments in the province that contribute with nutrition outcomes (PAMRDC)
  8. Support in the adoption of the advocacy strategy to Manica province, namely, monitor and report on-going implementation of Civil Society advocacy and monitoring activities
  9. Support sector annual planning of activities (as per their PAMRDC) in the government plan and budget (PES)
  10. Support M-GTM in reporting to Manica’s Governor and Central level SETSAN, periodically
  11. Support the participation and engagement of civil society with policy and decision makers at local levels and in the province capital (ANSA)
  12. Support MGTM in adapting the M&E framework and respective tools to Manica’s plan, in conducting the M&E of the plan and reporting
PERSON SPECIFICATION
ESSENTIAL
• Masters in Nutrition, Food security, Public Health or equivalent qualification
• Fluent in English and Portuguese
• Proven ability to write academic level reports in English
• Experience working abroad for an international organisation
• Minimum five (5) years’ experience in planning and implementing integrated community based health & nutrition programs, including monitoring and evaluation in a development context
• Experience in working with partner organizations, health ministries, private sector Agri-Business/nutrition companies, networking and donor relations
• Excellent track record in capacity development and support to local institutions
• Excellent inter-personal communication, networking, presentation, persuasion and writing skills

Ligações com:Como esta posição terá um enfoque no SETSAN, o Assessor da Nutrição irá ligar directamente com a equipe do Secretariado Técnico central para a Segurança Alimentar e Nutrição (SETSAN) em Maputo, ao SETSAN provincial em Manica, a ANSA em Maputo, ao Gestor do Programa do DFID. Também o UN-REACH, Grupo Técnico para a coordenação Multissectorial (MTG) em a Manica, Governo Local da Província da Manica, ANSA, Movimento Global para a escalada de Nutrição (SUN) em Moçambique, o Gestor de Nutrição do Concern e a sua contraparte Nacional, Gestor Nacional da programa de Alimentação, Rendimento e Mercados (FIM), o Director Nacional, o Coordenador de Nutrição para o Corredor de Crescimento Agrícola da Beira (BAGC), e ao Oficial de Apoio aos Programas de Concern. Coordenar com os Ministérios, Agências Internacionais, empresas de Agro-negócios no Sector Privado e outros grupos/pessoas de interesse, particularmente os que trabalham na área de saúde, nutrição, agricultura, e representação da programa nas reuniões técnicas nonível provincial e nacional.
A Função
Assistência Técnica a nível provincial para reforçar a coordenação e a advocacia para a implementação do Plano Provincial de Manica para a Redução da Desnutrição Crónica (PAMRDC), através do apoio ao SETSAN em Manica, e a ligação com a programação do Concern que é sensível à nutrição no Corredor deCrescimento Agrícola da Beira, que faz parte de um programa mais amplo financiado pelo DFID que liga o agronegócio á nutrição.
Os principais objectivos globais são: i) aconselhar e apoiar o Governo com base em evidências das melhores intervenções para reduzi/ prevenir a desnutrição crónica (PAMRDC) e ii) assegurar uma melhor coordenação entre os sectores e os programas dos parceiros, que irão reduzir o risco de duplicação e competição das intervenções e financiamentos.
Objectivos principais do cargo são de:
  1. Providenciar melhor consistência no quadro dos resultados para nutrição, particularmente em relação ao sistema/quadro para M&A que será desenvolvido para PAMDRC. O que consequentemente, irá contribuir para a melhoria dos sistemas do conhecimento do SETSAN. Garantir que a divulgação das mensagens em Manica é uniformizada e consistente através do governo provincial inteiro, dos parceiros e do movimento do SUN na sua totalidade.
  2. Apoiar o SETSAN/REACH e outros órgãos do estado a acompanhar e analisar o aumento percentual (%) nas despesas do governo em relação a nutrição, em consonância com o PAMDRC (incluindo os investimentos associados do sector privado em comparação com os custos relacionados incorridos pelo governo para combater desnutrição no pais). O especialista deverá ainda participar na acção provincial de nutrição do sector privado da BAGC
  3. Melhorar a coordenação e influenciar agências parceiras para garantir que as intervenções nutricionais são focadas nos resultados (e não nos processos e/ou actividades). O especialista terá que demonstrar uma mudança de priorização auto conduzido para investimento, rumo a uma abordagem baseada em necessidades. Deverá aumentar a participação dos institutos de pesquisa e instituições académicas, para a geração de inovação.
Principais Tarefas & Responsabilidades:
Tarefas específicas
Acordar um plano de trabalho e orçamento que lhe permita alcançar com êxito os objectivos supracitados, através da realização das seguintes tarefas:
  1. Assegurar a liderança do Governo Local, incluindo SETSAN, e apoiar a coordenação multissectorial entre MdS, MdA, MdE, agências internacionais, ONGs, parceiros, parceiros do sector privado e outros intervenientes em particular os que trabalham em nutrição, saúde e agricultura nas regiões-alvo para promover os objectivos do programa multissectorial
  2. Construir relacionamentos e redes com o sector de nutrição, comunicar de forma construtiva e desenvolver o perfil de SETSAN em nutrição em Moçambique.
  3. Organizar seminários para a partilha de conhecimentos sobre as lições aprendidas a partir da nutrição específica e das intervenções sensíveis da nutrição, que podem ser relevantes para a província de Manica. Incluindo a promoção da participação da média na província de Manica.
  4. Certificar-se de que os relatórios oportunos são de alta qualidade, e são desenvolvidos para os doadores e os principais interessados.
  5. Apoiar na preparação do Grupo Técnico Multissectorial em Manica (M-GTM) para a coordenação e partilhar informações.
  6. Apoiar na adaptação do kit de ferramentas do PAMRDC para a província de Manica, implementar o seu uso e apoiar SETSAN na monitoria dos resultados.
  7. Apoiar a elaboração dos planos anuais do PAMRDC de Manica, especificamente a contribuição dos parceiros, incluindo os investimentos do sector privado na província que contribuem para os resultados de nutrição (PAMRDC).
  8. Apoiar a província de Manica na adopção da estratégia de advocacia, nomeadamente monitorar e relatar a execução em curso de advocacia pela sociedade civil e as actividades de monitoramento associados
  9. Apoiar a planificação anual do sector das actividades (de acordo com o seu PAMRDC) no plano de governo e do orçamento associado (PES)
  10. Periodicamente apoiar M-GTM na elaboração de relatórios para o governado de Manica, e o nível Central SETSAN.
  11. Apoiar a participação e envolvimento da sociedade civil com políticas e decisores a nível local e na capital da província (ANSA)
  12. Apoiar M-GTM com a adaptação do quadro de M&A e das respectivas ferramentas para o plano de Manica, e apoiar com a implementação do plano de M&A e elaboração de relatórios.
Especificações Importantes do Candidato
Essenciais
• Mestrado em Nutrição, Saúde Pública ou qualificação equivalente
• Fluente em Inglês e Português
• Comprovada capacidade de escrever relatórios de nível de acadêmicos em Inglês
• Experiência de trabalho no exterior para uma organização internacional
• Pelo menos 5 anos de Experiência em planificação e implementação de programas integrados de saúde e nutrição – baseado nas comunidades, que incluem M&A no contexto de desenvolvimento.
• Experiência em trabalhar com organizações parceiras, ministério da saúde, Agro-negócios do sector privado / empresas da nutrição, networking e relações com os doadores.
• Excelente histórico no desenvolvimento de capacidades e apoio a instituições locais
• Excelente comunicação interpessoal, trabalho em rede, de apresentação, de persuasão e escrita
• Excelente formação e facilitação de habilidades
• Estimulador, capacitado na gestão de pessoal e com habilidade de gerir uma equipe
• Experiência com programação sensível à nutrição e específicos a nutrição (por exemplo, nutrição, agricultura, segurança alimentar, género, água/san/higiene), conhecimento dos programas multissectoriais e bem como experiência e compreensão das implicações transversais do movimento SUN.
• Excelentes habilidades de representação e capacidade de efectuar advocacia em um alto nível
• Capacidade de trabalhar em uma equipe multidisciplinar, e ver a sua importância para alcançar os impactos na saúde e nutrição e para combater apobreza severa.
• Experiência em desenvolvimento estratégico da programação de saúde a nível nacional, que inclui a integração das temas transversais como o HIV/SIDA, género e igualdade.
• Experiência com monitoramento e avaliação, usando as ferramentas adequadas, implementação de analise de pesquisas sociais e programação baseada em evidências
• Experiência em monitoria dos processos de orçamentação e de controlo financeiro e das ferramentas de gestão de projectos.
• Proficiência excelente em IT, e os pacotes (padrões) do MS Office.
