SUMMARY OF ROLE
The Health Information System Advisor will work with USAID, IntraHealth International, and other implementing partners to develop the overall framework and approach for strengthening information systems. S/he will provide technical guidance and implementation support to health care workers and administrators on the administration of health and human resource information systems and routine M&E functions to support the implementation of HIV care and treatment activities in Namibia. The candidate will represent the project to the Namibian Ministry of Health and USAID. This position is the senior leader of IntraHealth Namibia and is overall responsible for the growth and management of the organization and execution of projects and contracts.
ESSENTIAL FUNCTIONS
  • Provide technical assistance to support the deployment and use of iHRIS, ePMS, EDT, TB, HIS and other health information data bases.
  • Champion open source health information technologies and collaborate with the MOH and other relevant partners to develop and implement mHealth and eHealth solutions in HR Management (e.g., recruitment, deployment, or performance management tools).
  • Work with stakeholders to identify an appropriate hosting agency, and obtain appropriate permissions to house the database at identified institutions.
  • Identify appropriate business systems, develop business cases for supplying and updating information in the databases, and obtain appropriate permissions, as needed, including stakeholder support.
  • Adapt eHealth architecture to meet the needs of country leaders, planners, policy makers, district, facility, and community needs in public and private sectors.
  • Build capacity and transfer knowledge on information infrastructure deployment, scale-up, and expansion to country stakeholders to develop data-driven decision-making skills and sustainability.
  • Ensure HRIS related project updates, links to material, listserv maintenance, document management.
  • Contribute to HRIS related program development and documentation, including annual work plans, quarterly and annual reports, technical papers, and other documents and reports.
  • Represent IntraHealth Namibia with MoHSS, USAID and other key stakeholders.
  • Lead business development to achieve growth and quality targets

Requirements
MINIMUM REQUIREMENTS
Education & Experience
  • A Bachelor's degree in IT or related degree or an equivalent combination of education and experience.
  • At least 10 years related experience with a strong understanding of international public health program development.
  • Substantial experience in Namibia developing and implementing information systems, including online (web-based) database systems, etc.
  • Experience with open source technologies and approaches with familiarity with basic Networking including Microsoft Exchange and Windows XP Pro and other platforms.
  • Substantial knowledge and experience in project design and management
  • Ability to work and communicate with a diverse group of people and cultures.

Background
Led by IntraHealth International, CapacityPlus is the United States Agency for International Development (USAID) funded global project uniquely focused on the health workforce needed to achieve the Millennium Development Goals. Placing health workers at the center of every effort, CapacityPlus helps partner countries achieve significant progress in addressing the health worker crisis while also having global impact through alliances with multilateral organizations.
In Botswana, the CapacityPlus Project is supporting the Botswana Ministry of Health (MoH) to strengthen the availability and use of high quality health workforce information through a strengthened national human resources information system (HRIS). Specifically, the Project is implementing iHRIS, software designed to capture, maintain and report high-quality health workforce information, enabling a range of data users at the MOH to access Human Resource for Health (HRH) data and print reports from their computers. iHRIS will facilitate and support the Botswana Ministry's need to make informed, data driven decisions about staffing needs and deployment, thus leading to optimum use of resources in addressing health challenges for the country.
Primary Responsibilities
This consultancy focuses specifically on software development and customization of iHRIS. The consultant will be located in Gaborone and support the adaptation of iHRIS to local needs, based on stakeholder (Ministry of Health, Botswana Nursing and Midwifery Council among others) specifications. H/she will work in conjunction with another developer based off site to gather information on iHRIS development needs, communicate frequently and clearly with lead developers based at IntraHealth headquarters office, and provide technical support to address iHRIS development needs. The consultant may also participate in training and skills development of iHRIS users.
Essential Functions
  • Work with Botswana team to identify specific iHRIS development/customization needs for Botswana stakeholders
  • Collaborate with the core iHRIS software development team of IntraHealth to develop new modules/features, reports, and customizations, based on user requirements
  • Develop iHRIS customization as per user requirements
  • Work with launchpad.net to maintain the customizations and developments
  • Import data into the systems; maintain standardized drop down lists for sites using data
  • Develop links between and import data from existing systems (Infinium/Oracle)
  • Write, update and organize technical documentation as necessary
  • Identify tasks which require automation and develop automation systems
  • Participate in training and skills development of iHRIS users
  • Participate in project team meetings/calls and provide updates
  • Additional tasks as assigned
Requirements
Education/Experience Required
  • Degree in computer science or information technology , software development , or related field
  • Minimum 5 years of experience in software development and deployment
  • Thorough knowledge of Linux and open source technologies and approaches
  • Experience working with Open Source software, wiki technology, and Launchpad, and experience working with Open Source development teams
  • Certification or previous experience with Apache, MySQL and PHP (Ubuntu) in Linux environment (LAMP architecture)
  • Previous experience in the development and implementation of HRIS systems desirable
  • Familiarity and some experience with the iHRIS software desirable
  • Expert knowledge of maintaining and debugging live software systems
  • Solid understanding of networking/distributed computing environment concepts
  • Understanding the principles of routing, client/server programming
  • Full knowledge of data structures
  • Previous experience in administration and programming databases

Background
Citizen Cyberlab (CC) is a three year project funded by the European Commission 7th Framework Programme for Research and Technological Development ICT Call 8 (FP7-ICT-2011-8). CC will research and evaluate on-line collaborative environments and software tools that stimulate creative learning in the context of Citizen Cyberscience. CC is a collaborative project involving multiple institutions with UNOSAT's component designed to assist the disaster preparedness, disaster response, and humanitarian communities in converting social media content into useful data products.
General Objectives of the Contract
To achieve this goal UNOSAT is seeking an individual contractor programmer to support the development of projects on the Geotag-X platform (geotagx.org) by developing and maintaining the website, building and updating modules, and incorporate new functionality to the platform and modules as requested. The developer will also work with project partners to ensure monitoring and analytics tools are successfully integrated into the system
Responsibilities/Description of Professional Services
The individual contractor will:
  • Support development of projects by fixing and implementing functionality in the task presenter as required
  • Enable project template/s
  • Incorporate monitoring and evaluation tools as requested including:
    • Monitoring code written by project partners.
    • Embed Limesurvey system provided by partners.
    • Contribute to writing monitoring and analytics code as required.
  • Support the development of new projects by creating new applications on the platform according to provided specifications, and participating in meetings with volunteer experts.
  • Development of new functionality for Geotag-X pybossa, such as new means of ingesting photos into the system;
  • Maintain the website
  • Manage the server.
  • Ensure code is documented and on Github
  • Participating in Citizen Cyberlab developer meetings as required, including attending and reporting on regular developer hangouts.
  • Provide help and guidance to UNOSAT intern as requested.
Measurable outputs/Deliverables/Schedule of Deliverables
  • Successful implementation of new modules on the platform;
  • Successful development of new functionality for Geotag-X (if requested);
  • Improvements to the JavaScript functionality in the task presenters;
  • Incorporation of monitoring tools
  • Code on Github and documented

  • Material made available on time and with required quality
  • All work documented in a clear and concise manner

Required skills
The individual contractor will have strong programming and web development skills, particularly in Javascript and Python. The contractor should also have experience working with SQL Alchemy, PostgreSQL, Redis, CSS, and HTML5. Knowledge in design or user experience can be an advantage. Experience and/or interest in Citizen Science and Crowdsourcing and a strong interest in disaster response, humanitarian operations, development issues, and related international affairs is required. Fluency in English is required and additional language skills are beneficial as well.
Reporting structure
The individual contractor reports to the manager of UNOSAT and is under the technical supervision of the Citizen Cyberlab project lead. They will work and liaise with other relevant UNOSAT staff as required.

Purpose of the Position
The Information Communication Technology (ICT) Specialist, managing the ICT function for the Angola office, is accountable for the timely delivery and ongoing support of reliable, secure and cost effective information and
communications technology systems, administration and technical support to enable the efficient flow of information and the reliable performance of all corporate systems applications in support of UNICEF programme, communication and
operations, to contribute to the achievement of the established goals, objectives, budgets, and work plans consistent with priority needs and requirements of the Office.
Under the supervision of Chief of Operations, the ICT Specialist is accountable for effective technical leadership for ICT systems management and administrations in accordance with the UNICEF ICT policy, strategy, security guidelines
ensuring the compliance to corporate standard architecture and ICT security. The ICT Specialist represents UNICEF interests in common premises and common UN system related issues and provides leadership to UN ICT working group.
The ICT Specialist evaluates and advises office on utility of innovative ICT solutions for programme delivery and manages the implementation and quality assurance of ICT innovations.
Key Expected Results
  1. Management of ICT Systems IT systems effectively managed to advance the productivity and effectiveness of the office work by implementing the corporate ICT policy, strategy, technology, and systems, as per CPMP requirements.
  2. Information/Knowledge Management Support and implement tools for information/knowledge management and knowledge-sharing to provide the vital and strategic information for managing and supporting the Country Programme the
    goals and targets of the CPMP and the Country Programme.
  3. Infrastructure and Security The Country Office is ICT infrastructure is functional, integrates and is compliant with the global corporate ICT systems and security systems.
  4. Applications Administrations The Country Office is provided with professional technical support for effective administrations of corporate applications.
  5. Network Administration/Data Communication/ Telecommunications The Country Office is provided with professional technical support for effective network administration, tele-and data communication. Corporate are integrated and local
    ISP are managed ensuring required bandwidth for corporate applications such as SAP, Sharepoint, MS Exchange, INTRANET and future cloud based applications.
  6. User support & assistance The Country Office is provided with professional technical support for the users for the effective use of information technology to achieve the goals and objectives established by the office.
  7. ICT Evaluation and Audit Evaluation of ICT systems are effectively conducted and utilized to ensure the strategic use of information technology and resources, improved performance and effective managements of risks. Audit recommendations on ICT properly implemented.
  8. All ICT management, operations and technical support services are accomplished through effective communication, networking and partnerships.
  9. A ICT Disaster Recovery Plan integrating with the country offices BCP is maintained, updated and exercised periodically, ensuring the agreed level of availability of ICT systems in case of anomalies.
  10. ICT Innovation and development ICT innovations for development and efficient programme development are assessed and programme staff is well supported in planning and implementation of ICT related innovations.
  11. Inter-Agency Cooperation UNICEF maintains influence in ICT matters with the UN agency partners in the common premises and in the country and utilizes UN partnership for better integration, quality and efficiency of ICT systems.
  12. Provide support and technical assistance to the Country Office in the area of Technology for Development and work with stakeholders to help develop and implement standards, procedures and partnerships for T4D initiatives. Assist
    Programme Sections to identify and assess potential of new T4D initiatives, or new phases of on-going initiatives, with immediate potential to improve UNICEF programming.
Qualifications of Successful Candidate
  • An advanced university degree (Master's) in computer science, information systems, or a related technical field is required.
  • Certification in VSAT and/or Information Technology Infrastructure Library (ITIL) Foundations course is considered an asset.
  • Experience in management of support services, Windows Desktop/Server OS, Networks, IT Service & Support Management tool (HP) is required. Knowledge of UNICEF standard software, systems and tools are considered assets.
  • A minimum of five (5) years of relevant work experience, at the national and international levels, in information communication technology (ICT) is required.
  • Prior experience with innovative uses of technology for development, particularly in the areas of data, mobiles, open source and health, are considered an asset.
  • Previous experience with network administration (i.e. LAN and WAN), as well as ISP quality control is required.
  • Prior work experience in an emergency duty station is considered an asset.
  • Previous experience in a supervisory/managerial capacity is desirable.
  • Fluency in English (written & verbal) is required. Knowledge of Portuguese or a Latin language is desirable. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

Applications are invited for up to ten fully-funded PhD studentships in the School of Computer Science at the University of Nottingham, starting on 1st October 2015.

The topics for the studentships are open, but should relate to the interests of one of the School’s research groups: Agents Lab; Automated Scheduling, Optimisation and Planning; Computer Vision Lab; Functional Programming Lab; Intelligent Modelling and Analysis; Mixed Reality Lab; Networked Systems. We are particularly keen on topics in Data Mining or Data Science related areas.

The studentships are for three years and include a stipend of £13,863 per year and tuition fees, and are available to students of any nationality. Applicants are normally expected to have a first-class Masters or Bachelors degree in Computer Science or a related discipline, and must obtain the support of a potential supervisor in the School prior to submitting their application. Initial contact with supervisors should be made at least two weeks prior to the closing date for applications.

Information Communication Technology Officer

Purpose of the Position
Under the supervision of the ICT Specialist, the ICT Officer will provide technical, operational and procedural support and end-user services in the implementation, maintenance and improvement of information technology systems, procedures and activities of the office, in accordance with the ICT work plan, consistent with the Country Programme Management Plan.

  7. Monitoring and evaluation of programme activities and preparation of reports timely and properly undertaken. Findings, experiences, lessons learned, best practices and new methods effectively shared with government officials, programme staff, and other partners.
  8. Budget properly planned, monitored and controlled, ensuring allocated funds optimally appropriated.
