Project Operations Manager

Description:
The Project Operations Manager is responsible for the operational and logistical support required for the implementation of the Program for Educational Development of Equatorial Guinea (PRODEGE), ensuring effective management and operations so that the project meets the goals of the annual work plan. A public-private partnership between the government of Equatorial Guinea and Hess Corporation, PRODEGE is a five- year $50 million education project working to improve the quality of primary and secondary education. It is currently in the second year of five years of implementation. The Senior Operations Manager will be based in Bata, Equatorial Guinea, and reports to the Associate Director for Administration and Finance.
The Project Operations Manager works closely with the Operations Business Manager and/or Finance Manager to ensure financial, administrative, contractual, logistical efficiency and compliance. The Project Operations Manager serves as a liaison between staff and the organization’s administrative and enterprise services to maintain the smooth operations of headquarter and field offices.
Job Summary / Responsibilities:
Coordinates with the technical team on PRODEGE activities, such as large-scale teacher training programs to 2,500 teachers located in all 16 districts of the country. Develops and maintains systems and standards for supporting technical activities by ensuring proper utilization of requisition templates and planning documents, protocols, and procedures.
  • Supervises approximately 26 personnel working in logistics, purchasing, IT, maintenance, inventory management and security in the Bata and Malabo offices.
  • Ensures that internal administrative systems and communications are effective; provides for staff development and management training and coaching; and establishes and maintains a culture of collegiality and excellence.
  • Designs and implements systems and procedures following FHI360 standards adapted to handle specific country constraints and conditions, yet ensuring effective internal controls, compliance and minimizing risks.
  • Continually revises and updates systems and policies to streamline future work and troubleshoots everyday operational issues.
  • Identifies opportunities for operational improvement, cost reduction and systems enhancement
  • In coordination with the Associate Director for Administration and Finance, monitors local staff on procurement and logistics procedures and policies to ensure compliance with FHI 360 and clients’ regulations and requirements.
  • Develops and maintains project’s procurement plan including local and international procurement. Manages the process of conducting due diligence on local service providers and vendors to ensure the project receives cost-effective and quality goods and services.
  • Manages in-country provisions for international consultants and visitors including lodging, transportation, and other logistical arrangements, as well as providing an orientation upon arrival.
  • Monitors security conditions and maintains up-to-date security plans in coordination with Executive Director and FHI 360 Security Advisor. Helps resolve security issues and provides proactive solutions for mitigating risk and preventing future security incidents from occurring. Serves as main point of contact with Hess security manager in Equatorial Guinea.
  • Manages local property and contracts, including office, housing and storage space leases as well as other local subcontract agreements and services contracts.
  • Manages general services of both Bata and Malabo offices, including maintenance, repairs, Internet and telephone services, and support for special events.
  • Coordinates regular communications with home office team regarding travel logistics, international procurement, and security.
Supervision:
This position will supervise and build the capacity of a local operations team in Malabo and Bata offices including: Procurement, Logistics, IT support, Operations Aides, Security and General Services Assistants. The Senior Operations Manager will work closely under the Associate Director for Administration and Finance and in coordination with the Program Executive Director.
Qualifications:
  • Bachelor's Degree or its International Equivalent - Business, Management, Marketing, and Related. Masters degree in related field desirable.
  • At least 8 year(s) of relevant experience in international project operations and/or management required.
  • Knowledge of procurement, property and equipment management, and security standards and procedures for major international projects or organizations. Knowledge of FHI 360 polices and procedures desirable.
  • Strong cross-cultural communication skills and ability to interact with diverse groups, including: clients, local and international staff, local vendors.
  • Ability to build local capacity in different aspects of program operations and management.
  • Ability to be flexible and adapt to changing priorities.
  • Fluency in Spanish and English required, French desirable
  • Experience supporting operations and/or program management of social development projects in Africa, Latin America or Asia with demonstrated level of responsibility and oversight.
  • Experience supervising staff and building capacity in project operations and program management.
  • Ability to work under pressure and as part of a team to solve issues related to project implementation, security and safety of personnel, and property and asset management.
  • Flexibility to be available during late hours and weekends to respond to emerging needs.

ACKGROUND INFORMATION
The Semi-Arid Food Grain Research and Development (SAFGRAD) is one of the specialized technical offices of the African Union Commission in the Department of Rural Economy and Agriculture (DREA). As a technical office, the strategic mandate is to lead, coordinate and facilitate the formulation of appropriate policies and programmes that build resilience of rural livelihoods in semi-arid Africa. To achieve this, SAFGRAD activities include strengthening institutional capacities aimed at advancing agricultural research, technology transfer and adoption; enhancement of value chains; management of natural resources; and mitigation and adaptation to climate change and combating desertification. SAFGRAD vision falls within the Comprehensive Africa Agricultural Development (CAADP) framework which is at the heart of efforts by African governments to accelerate growth and eliminate poverty across the continent. SAFGRAD adopts regional and strategic group approach in its research activities to explore complementarity advantage in promoting collaboration and partnership across regional and economic blocks.
In furtherance of its activities in strategic commodity development, AU- SAFGRAD intends to engage the service of consultants to conduct maize and sorghum value chains analysis in the Sahelo-Saharan zone of Africa. The Commission invites applicants, who are citizens of Member States, for the consultancy service.
The study will be conducted in the following countries: Algeria, Burkina- Faso, Chad, Cote d'Ivoire, Guinea, Guinea-Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan.

Major duties and responsibilities (Scope of work)
Conduct a desk review of the maize and sorghum economy in the country
  • review of the production and marketing trends and condition
  • review of existing laws, policies, programmes and institutional frameworks put in place to encourage investments in the commodity chain
Conduct the maize and sorghum value chains mapping in each country. This will involve
  • Identifying the main actors and the flows of products, money and information along the commodity chain.
  • Map key policies and institutions that influence the functioning of the value chain at the national and regional level,
  • Conduct focus group interviews with the major stakeholders at each section of the value chain so as to identify constraints and opportunities to reduce transaction cost and improve market access of the commodities
  • Identify and analyze any institutional arrangements, public-private partnerships and formal linkages between chain actors in the value chain.
  • Conduct a gender and youth analysis of value adding activities so as to highlight the power relations along the chain 3
  • Facilitate and present the final report at a national stakeholders' workshop to be organized by AU-SAFGRAD in the country of study, if required
  • Present the final report at a regional workshop to be organized by AU-SAFGRAD in Ouagadougou, Burkina.
  • Finalize the study document and submit to AU-SAFGRAD within the time allotted.
Educational Qualifications
  • An advanced University degree (Masters Level or PhD) in agricultural Science, agricultural economics, development and investment sciences, social economics or any related discipline.
Work Experience
The consultant shall have the following minimum qualifications
  • At least 10 years of experience working in the agriculture or rural sector in developing countries
  • Previous experience in value chain or commodity assessment, agribusiness studies, market or trade development studies, farm surveys and group analysis in Africa.
Other relevant skills
  • Computer literacy and expertise in use of presentations software
  • Excellent report drafting and reporting skills.
  • Good planning and organizational skills in conducting field surveys and interviews.
  • Conscientious and efficient in observing deadlines and achieving results.
  • Takes accountability for goals and challenges.
  • Effective and distinct communication ability with excellent written and verbal communications skills.
  • Ability to understand, defend and explain with tact the findings of study.
  • Ability to work under pressure and collaboratively with and to establish and maintain effective working relationships with colleagues
Language requirement
  • Proficiency; both verbal and written, in any one of AU' working languages.
  • Ability to write reports in English languages would be added advantage.
Tenure of Appointment
The consultancy is planned for a maximum period of 3 months, starting from July 2015.

Expected Outputs
Inception report: The consultant will prepare an inception report including the methodology of the study and detailed work plan in consultation with AU-SAFGRAD. Draft report: the consultant will submit a draft report for review by AU-SAFGRAD team and other key stakeholders within and outside SAFGRAD. The report will be submitted in electronic copy.
Final report: The final report will be submitted in both hard and soft copies to AU-SAFGRAD 5
Remuneration
The remuneration is a lump sum of Six thousand dollars (USD 6000) to be released as follow
  • 40% at contract signing and receipt of inception report
  • 30% at submission of an approved draft report
  • 30% after validation and submission of the final report
In addition, AU-SAFGRAD will sponsor selected consultants to the methodology and regional workshops in Ouagadougou.

Civil Society Scholar Awards

The Civil Society Scholar Awards (CSSA) support international academic mobility to enable doctoral students and university faculty to access resources that enrich socially engaged research and critical scholarship in their home country or region.
The awards support activities such as fieldwork (data collection); research visits to libraries, archives, or universities; course/curriculum development; and international collaborations leading to a peer-reviewed publication. 
Civil Society Scholars are selected on the basis of their outstanding contributions to research or other engagement with local communities, to furthering debates on challenging societal questions, and to strengthening critical scholarship and academic networks within their fields.
Eligibility Criteria
The awards are open to the following academic populations:
  • Doctoral students of eligible fields studying at accredited universities inside or outside of their home country;
  • Full-time faculty members teaching at universities in their home country.

Ineligibility Criteria
Applicants may not request grant assistance for the support of:
  • federal and/or state taxes;
  • computer hardware, software or other computer-related equipment;
  • automobile-related expenses;
  • tuition/academic fees if the activity is not for the first year of a doctoral program;
  • conference attendance which is not part of a larger research project;
  • applications from more than one individual.
Ineligible fields include: business administration, management training, computer science, finance/banking, marketing, engineering, hard sciences (physics, biology, chemistry, etc.), mathematics, medical sciences, or teaching English as a foreign language/language instruction.
Applicants with permanent resident status, dual citizenship, and/or asylum seekers in Australia, Canada, European Union, New Zealand, Nordic Countries, or the United States are not eligible to apply.
Students or faculty currently enrolled in master’s degree programs are not eligible to apply.
Guidelines
Competition for the CSSA awards is merit-based. Selection will be made on the basis of proven academic excellence, a clear and justifiable need for international travel to complete the research project, and relevance of the project to the development of open society in the applicant’s home country. 
Selected grantees may be invited by CSSA to attend short-term trainings/summer school, and a participant conference during the grant period. Travel costs and accommodation for these events will be covered by CSSA.

Sightsavers has an opportunity for an experienced Researcher with a strong interest in health and disability research to join its Policy and Strategic Programme Support team.
The post holder will work with our global research team and will be responsible for supporting research and other evidence generating activities within Sightsavers’ health, education and social inclusion programmes in West Africa.
The ideal candidate will have a postgraduate degree in public health, epidemiology, statistics or related discipline. You will have a good knowledge of different research methods including both quantitative and qualitative approaches. Candidates with a good knowledge and experience of research in West Africa will be of particular interest. Excellent analytical skills with the ability to plan and supervise research projects are required for this post, as well as excellent written and verbal communication skills in English and ideally French. The postholder must be able to travel for up to 16 weeks a year.

2. JOB PURPOSE
Reporting to the Chairperson through the Chief of Staff, the Director of Protocol Services Department is the principal adviser to the Chairperson and the Deputy Chairperson and other members of senior management and staff, on protocol, immunities and privileges, the application of relevant host agreements, and other relevant conventions. The role supports the work of the Commission by leading the development and implementation of effective, responsive and efficient Protocol services on matters such as privileges and immunities, consular matters, ceremonial services, official programmes, function and conferences preparation; aligned with the Union's needs and best practice.
The Director is expected to develop and maintain rules and procedures relating to protocol practices and services, including the implementation of Headquarters and other host agreements. He is also expected to advise the Union on all matters of protocol and ensure that existing international practices regarding protocol etiquette and procedure are properly upheld.
SPECIFIC DELIVERABLES
  1. Develop and maintain rules and procedures relating to practices and services;
  2. Manage all protocol related matters, resources and activities of the Commission;
  3. Overall supervision of the Protocol Directorate and dealing with policy matters with host government ,foreign embassies and international Organizations;
  4. Advise Commission on all matters of protocol and ensure that existing international practices regarding diplomatic protocol at ceremonies and public functions as well as forms of communication are adhered to;
  5. Advise the Chairperson on new practices in conformity with African circumstances and the particularity of the Union institutions;
  6. Continuously keep the Commission and staff informed of protocol rules and procedures;
  7. Supervise and process documents for diplomatic privileges and immunities of the Commission and staff;
  8. Supervise and process all requests for consular services with host countries and foreign embassies;
  9. Supervise, service and make arrangements for conferences and meetings of the AUC, including arrangements for hotel accommodation, visa and transportation for delegates and staff, receiving delegates and expediting airport formalities;
  10. Supervise the preparation and organization of official functions and ensure that the conduct of ceremonies, official programmes, and functions are appropriately carried out;
  11. Compile country profiles of AU Member States and keep them up-to-date and ensure that the AU diplomatic lists are compiled and regularly updated;
  12. Ensure that flags and national anthems of Member states and the AU,as well as portraits of Heads of State and Government are properly kept and made available when needed;
  13. Initiate all texts of congratulatory messages to Member States;
  14. Coordinate and follow up appointments of the Chairperson of the Commission for all public functions and ceremonies;
  15. Ensure that necessary arrangements for settlements of newly recruited staff members are made and assistance provided for securing accommodation and completing all residence formalities with host country authorities and institutions;

3. QUALIFICATIONS
At least a Master's university degree in public relations, international relations, political science or Diplomacy or a related area.
4. PROFESSIONAL EXPERIENCE REQUIRED
Over 10 years of relevant experience in the management of a large Protocol Service at National, regional or international organization with at least 5 years at senior management level with wide powers to develop programmes, prepare plans and budget, manage human and financial resources and take decisions.
5. LANGUAGE REQUIREMENT
Proficiency in two of the African Union working languages . Proficiency of one or several other working language(s) would be an added advantage.
6. TENURE OF APPOINTMENT
The appointment will be made on a fixed term contract for a period of three (3) years, of with the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

8. REMUNERATION
Indicative basic salary of US $73,646.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance ($16,819.20 perannum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc. for internationally recruited staff of the Commission.
