Medical Doctor - Mogadishu

The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central (Mudug, Galgadud, Banadir and Nugaal) regions of Somalia, implementing interventions in the areas of Livelihood, WASH and Health, GBV, Governance and Rights reaching out to more than 200,000 conflict and drought-affected population in these regions.
Scope of Work:
The Medical Officer will be working under the direct supervision of the Senior Health Manager and will be directly responsible for overseeing adequate and effective implementation of the Health Program in Mogadishu.
Key Responsibilities:
Program Management:
  1. Ensure that clinical activities in the Mogadishu mobile clinics is implemented and running smoothly, including pharmacy, laboratory and reproductive health
  2. In collaboration with the Senior Health Manager, identify health program opportunities by assisting the health staff to carry out assessments to better inform healthcare service delivery
  3. Review clinical activities through periodic visits. Ensure that Hospital implementation strategies are compatible with overall program goals and objectives
  4. Participate in assessments of status of health sector in target areas and verify reports of infectious and epidemic diseases
  5. Ensuring that all IRC supported health facilities are well and adequately equipped to support the smooth running and comprehensive implementation of primary health care activities
  6. Inspect facilities and recommend building or equipment modifications to the Health Manager to ensure that activities are being implemented appropriately and as per the required hygiene and safety standards
  7. Coordinate all referrals of IDP and host community patients at the facility level to identified secondary and tertiary facilities as per MoH/WHO referral guidelines
Human Resource Management:
  • Directly supervise the staff working in the mobile clinics.
  • Direct monitoring and supervision of work activities of the clinical officer and oversight of other health staff (nurses, midwives, laboratory and pharmacy technicians and all auxiliary staff) in the IRC supported facility to ensure that work is done properly and efficiently.
  • Directly supervise the CHW supervisor and ensure a clearly defined schedule for conducting health education and mobilization activities in the community and hospital
  • Establish specific and well defined objectives, for directly supervised staff, as per staff job descriptions and ensure that objectives and job descriptions for other health staff are defined as well. Conduct staff appraisals through performance management evaluations
  • In collaboration with the Senior Health Manager, conduct recruitment, hiring and induction and training of the medical personnel as per the activities highlighted in the program documents
  • Orient new field staff members on personnel health and safety issues, i.e. scorpions, snakes and diseases unique to the area
  • Recommend promotions and disciplinary action of health staff to the Senior Health Manager
  • Establish work schedules and assignments for staff and constantly review this to ensure that objectives are met and implementation of activities is carried out accordingly
  • Ensure weekly staff meetings is conducted in collaboration with Clinical Officer and hospital Director and address issues raised as well as provide feedback on the implementation of activities and other issues that will enable smooth running of activities
  • Establish and follow up on implementation of Continuous Medical Education sessions at each hospital in collaboration with the clinic in charges
Grants Management:
  • Prepare monthly clinic specific work plans that reflect overall Health Program work plans as per the different grants and submit these to the Health Manager. Provide brief reports on status of activities’ implementation
  • Participate in monthly BVA meetings and provide adequate and timely feedback on under spend/overspend of health program budget lines and definite action points in relation to this
Monitoring, supervision and reporting:
  • Ensure proper data collection tools are in place and shared out with relevant staff. Closely monitor and evaluate staff understanding of use of these tools and recommend trainings/capacity building to facilitate collation of quality data
  • Ensure the timely collation of periodic data from the supported hospital, analyze and use the information to plan, monitor and manage the projects, with reports on changes in trends provided to the Senior Health Manager on a weekly (disease surveillance data) and monthly (other epidemiological data) basis
  • Drug management: ensure that the hospital has up to date drug management tools which are in use in all service departments, proper recording of drug distribution at all levels including ensuring that regular inventories are conducted, and ensure proper storage according to recommended standards. Monitor rational use of drugs periodically in comparison with morbidities
  • Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken
  • Prepare activity reports on a regular basis to inform the Senior Health Manager of the status and implementation of programs, services and quality initiatives
  • Conduct Monthly supervision of all health facilities supported by the program with reports of the same submitted to the Senior Health Manager and follow up action points clearly defined and ways of ensuring that these are followed through discussed with staff and implemented.
  • Assist in drafting donor sector reports periodically, as required by the Senior Health Manager, from accurate reports of all activities conducted in various health facilities
  • Attend meetings concerning overall health program issues as requested by the Senior Health Manager
  • Conduct regular review and recommend revision of training manuals to maintain consistency with the acceptable protocols and standards
  • Maintain updated libraries of manuals and other resources at all field sites
  • Keep the Senior Health Manager and Health Coordinator informed of all developments and issues through weekly situation reports.
Coordination
As requested by the Health Manager, liaise and coordinate with the WHO led Health Cluster in Mogadishu, UNICEF focal points and other external partners to facilitate information sharing to enable smooth running of primary health care activities
Required Qualifications:
  • Degree in Medicine and Surgery from a recognized institution
  • A mature person of high professional discipline and moral integrity, able to work under stress as the situation may dictate
  • Must be registered with the Directorate of Health (DoH) or Ministry of Health (MoH) of the Somali Federal Government and allowed to practice in Somalia.
Required Experience & Competencies:
  • At least two years’ experience in working with an INGO
  • Relevant training and experience in supervising staff
  • Experience in health program management
  • Ability to work with displaced communities with diverse cultural and ethnic backgrounds
  • Good report writing and communication skills
  • Proficiency in computer especially in EXCEL and MS WORD is a MUST

SPECIFIC RESPONSIBILITIES:
  • Ensure that all required observations, prescribed treatment and procedures are properly carried out and documented on patient’s charts or records.

  • Prepare for and assist the doctors in clinical activities whenever needed.
  • Refer to the doctor in charge or to the doctor on call relevant information such as patient’s status and laboratory results, which would assist in proper clinical management.
  • Identify patient care requirements by establishing personal rapport with patients and other persons in a position to understand patient care requirements.
  • Establish a compassionate environment by providing emotional and psychological support to patients and patients’ relatives.
  • Maintain safe and clean working environment by complying with procedures, rules and regulations.
  • Maintain and submit nursing supplies inventory by checking stock to determine inventory level, anticipating needed supplies and placing orders for drugs and supplies.
  • Maintain professional and technical knowledge by attending educational workshops and participating in Continuous Medical Education Sessions and other trainings.
  • Give health education to patients and clients.
  • Compile and submit monthly reports.
REQUIRED QUALIFICATIONS:
  • Diploma in Nursing.
  • Ready to work in difficult environmental conditions.
  • Minimum of two years of relevant experience in a health program set up.
  • Experience working with a non-profit humanitarian organization preferred.
  • Flexibility at work.
REQUIRED COMPETENCIES:
  1. A mature person of high professional discipline and moral integrity.
  2. Knowledge of local Somali language.
  3. Previous experience within a humanitarian aid organization, in particular working in primary health care programs and conducting nursing.

Scope of Work
The Midwife is directly responsible to the Medical Officer and will carry out the following duties:
Programming
  • Ensure that all required observations, prescribed treatment and procedures are properly carried out and documented on patient's charts or cards.
  • Examines patients during pregnancy, utilizing physical findings, laboratory test results and patient's statements to evaluate condition and ensure patient's progress is normal.
  • Provide medical care and treatment to obstetrical patients under supervision of the medical doctor, delivers babies and instructs patients in prenatal and postnatal health practices.
  • Stays with the patient during labor to reassure and administer medication. Performs deliveries and postpartum examinations and treatments to ensure that patient and infant are responding normally.
  • Observes universal safety and hygiene procedures during delivery to ensure adequate patient outcome. When deviations from standard are encountered during pregnancy or delivery, administers stipulated emergency measures, and arranges for immediate contact of the medical doctor.
  • Visits patients during postpartum period in health center and provides instructions in care of self and infant.
  • Maintain record of cases for inclusion in patients' files.
  • Participates in and provides training to other staff.
  • Discuss cases with the medical doctor to assure observation of specified practices and establish a compassionate environment by providing emotional and psychological support to patients and patients' relatives.
  • Maintain safe and clean working environment by complying with procedures, rules and regulations.
  • Arrange and submit weekly work schedule and plan daily duties and responsibilities in collaboration with other nurses and medical officer in charge.
  • Attend monthly/weekly health center meetings.
  • Do health center coverage on-call as required.
Reporting and Communication
  • Maintain and submit nursing supplies inventory by checking stock to determine inventory level, anticipating needed supplies and placing orders for drugs and supplies.
  • Maintain professional and technical knowledge by attending educational workshops and participating in Continuous Medical Education sessions and other training.
  • Participates in health education for patients and families to provide information concerning pregnancy and child birth.
  • Compile and submit monthly reports.
  • Monitor and supervise proper usage of supplies.
Operations
  • Maintain equipment in good condition and submit regular inventory report of the same.
  • Maintain patient confidence by keeping information confidential
  • Report any significant changes in operations to the medical officer.
  • Carry out any other additional duties as may be assigned by the supervisor.

Medical Coordinator

Main Purpose
Plan, design, lead, coach and coordinate the implementation of the overall medical content, strategies, activities and resources in the missions in order to facilitate the delivery of quality medical care for patients and their communities as well as to improve population health condition, its humanitarian living conditions and disease prevention. Guarantee the appropriate implementation and management of medical aspects of MSF projects in the mission, ensuring the achievement of the objective set; and monitoring medical and humanitarian situation in the country. This will be done in close collaboration with the Head of Mission, the Medical Department and other local authorities and following the corporate MSFethos and values, health policies, protocols, and operational plan.

Accountabilities

· Be responsible to define, monitor and update the medical content of the MSFcountry policy, annual plan and budget, by scanning health needs through exploratory missions and implementation of health information system, elaborating, monitoring and reviewing project proposals, determining, necessary resources in order to cover medical and humanitarian needs of the population at risk. This will be done ensuring linkage with the community, its proximity by safe-guarding medical ethics and the quality of medical programming (ie.Relevance, effectiveness, safety, accessibility and appropriateness of MSF’s medical interventions, as well as “best practices” clinical management of patients).
· Be accountable to ensure that the objectives and goals set in the Mission’s annual plan, CPP and project plans in regards to the medical activities carried out by MSF are achieved.
· Be responsible together with the HoM of the follow up of all possible emergencies in the country ensuring the proper response within the mission capacity until extra resources from the emergency unit are deployed.
· Responsible together with the HoM for the Ebola preparedness and initial response in the country, takes part in Government and interNGos commissions and working groups, advice the MoH and other actors in the country and in general contributes to create Ebola capacity response within Guinea Bissau and within MSF.
· Be responsible together with the LogCo and HoM of the correct definition, and update of EPP in the mission, ensuring that the EPP stocks are timely reviewed and replenish when needed.
· In close collaboration with the HR Coordinator, participate in the planning, definition and sizing of the health-workforce in the mission to ensure the implementation of medical activities in the mission.
· Be responsible to define and size other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures and protocols in order to efficiently achieve the medical objectives in the mission.
· Be responsible to coach, and directly support project coordinators and medical teams in the implementation of the medical activities, translating the MSF health policy and identified health needs into project objectives and activities in order to ensure high quality health assistance to population and that mission medical objectives are achieved.
· Be responsible to evaluate medical team through regular appraisals and detect training and developing needs in order to manage talent and increase medical staff contribution.
· Be responsible for the Mission’s Health Policy and Medical Repatriation Policy. Together with the HR Coordinator, define, update and implement an appropriate health policy framework, including medical insurance and social packages, for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.
· Be responsible for preparation of all medical orders in collaboration with Logistics
· Department, ensuring they are done according to guidelines and on time, and ensuring fulfillment of all procurement policies adhered to.
· Be responsible for the submission of all local medical purchase requests to HQ.
· Be accountable for and supervise the medical technical aspects and, in coordination with the Logistics Coordinator, the material aspects of the programmes (quality of drugs, safety and quality of health care facilities, consumptions, etc.) through regular field visits as well as analyze difficulties during the implementation (on district, provincial and national level) and report deviations as they appear (amongst the local authorities, the capital coordination team, field project teams and headquarters), in order to proactively provide the necessary solutions and achieve operational results.
· Be responsible to promote communication, exchanging information and active participation of all medical staff in the mission’s development as well as remind and underline MSF values and philosophy to improve team motivation and engagement.
· Be responsible to monitor the psychological status of all Mission’s staff, and suggests solutions to help improve mental health related issues.
· Be accountable for the proper management of the pharmacy in the Mission, including projects.
· Be responsible to ensure security related to medical issues (Bio-security, universal precautions and health and safety in the workplace) is guaranteed to the highest possible level, by implementing all MSF policies, protocols and procedures (i.e. Use of condoms, needle accidents, etc.)
· Be responsible and supervise all medical team at capital level.
· Be responsible for the Medical Library of the Mission, informs the medical field staff of all material available, and keeps all medical documents updated in the database.
· Represent MSF before local medical authorities and keep regular contact with other counterparts in the mission (such as other NGO’s, local and international organizations, donors, civil and military authorities and other MSF sections in the country) in order to broaden the medical-humanitarian situation analysis, strengthen the impact of the medical intervention, negotiate medical protocols & its implementation, and support advocacy actions to raise humanitarian awareness.
· Be responsible to contribute to the proper induction of all staff, ensuring that medical briefings and debriefings are done to all MSF staff.
· As a Guinea Bissau CMT position, and outcome of an eventual re-design of the organizational setup of the mission / project, would also be responsible for their area activities at project level (located & work at project level).

Requirements

Education : Essential, degree in medicine or other paramedical studies. Specialization in tropical medicine or a degree in Public Health would be an asset.
Experience :
· Essential, working experience of at least two years in relevant jobs and previous humanitarian experience inMSFor other NGOs in developing countries.
· Essential, previous experience in emergencies with MSF, desirable Ebola experience (if not, prior EBOLA Training in BXS and/or short intervention / hands-on training in an MSF Ebola emergency response).
Languages : Portugueseand English are mandatory, Spanish / French desirable.
Knowledge :Essential computer literacy (word, excel and internet)

Regional Medical Director - Ebola

Essential Job Duties/Scope of Work:
BACKGROUND
In response to the Ebola-related humanitarian emergency in West Africa, International Medical Corps has established Ebola treatment centers and training centers in Liberia and Sierra Leone, a training center in Mali, and is in the process of expanding to Guinea. International Medical Corpsis consolidating technical and operational support to Ebola programming from the HQ to the regional level and is fostering the establishment of a Regional Ebola Response Team, which will support emergency, transition, and development programming in each of the response countries.
JOB SUMMARY
The Regional Medical Director’s prime responsibility is to oversee and direct the technical aspects of programming related to Ebola Response. This includes: providing guidance for country-level technical staff; ensuring systematic application of standardized policies, procedures, and protocols; holding final technical decision-making responsibility; routine monitoring of essential program needs and supplies; regular evaluation of program activities; and ensuring the application of the highest possible standards of care within regional Ebola programming.
ESSENTIAL RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.
  1. Program Oversight and Management
    • Lead the technical teams in West Africa region for both Ebola response and recovery programming in direct collaboration with the country-level senior management, program directors, and HQ Technical sector teams
    • Oversee the harmonization and implementation of standard needs assessments, monitoring and evaluation platforms, and situational analyses across country
    • Ensure implementation of standardized Ebola programming across country programs through regular monitoring visits and collaborate directly with the M&E national and regional staff to ensure the quality assurance of all programs
    • Oversee the clinical and operational research related to Ebola, as well as in future participation in clinical trials in collaboration with the HQ Technical Unit
    • With Regional Director, lead dialogue with the country teams and technical staff to plan for future program directions in terms of beneficiary needs, new sites, and/or new programs
    • Provide oversight for review of concepts and proposals for future funding following the protocols and formats of each donor
    • Work with field teams and global logistics to procure supplies based on accurate consumption tracking and measurement
    • Co-lead the development of a regional technical approach and strategy with the Regional Director and relevant sector leads
    • Assist with the development and updating of relevant technical training materials
  2. Representation
    • Actively participate and/or delegate representations for attendance at field and regional coordination meetings, as well as other coordination meetings which are relevant to technical programming at a regional level
    • Ensure maximum visibility of the agency in coordination and technical forums
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values, and standpoint with regard to internal and external actors
  3. Human Resources Management
    • Oversee the selection and training of qualified technical staff at the regional and country level
    • Directly supervise regional technical coordinators including those in the sectors of WASH, M&E, MHPSS, Training, and other sectors as relevant
    • Maintain open lines of communications with all field staff
  4. Training/ Capacity Building
    • Determine training needs of incoming technical and programmatic staff
    • Advocate and plan for professional development for expat and national staff
  5. Working Relationships
    • Maintain frequent communication with field teams to ensure program activities and objectives are implemented to the defined standard
    • Work with Finance and Logistics senior staff to ensure the coordination of procurement and receipt of program supplies and that purchases are made within budgeted targets
    • Hold regular meetings between regional technical team and relevant members of the HQ Technical Unit
    • Interface with national government and other agencies as necessary
    • Other duties as assigned. The duties and responsibilities are representative of the nature and level of work assigned and are not necessarily all inclusive. Qualifications:
QUALIFICATIONS
• Medical degree; preferably with a Master’s in Public Health
• At least 5 years of experience in overseas programs at the Coordinator level related to emergency response programming; or equivalent combination of education and experience.
• Must have excellent communications skills, both oral and written
• Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGOs
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and have the ability to cope with stressful situations and frustrations
• Ability to relate to and motivate staff effectively
• Excellent analytical, data analysis and reporting skills
• Ability and willingness to travel to various field sites
• Fluency in spoken and written English language necessary
• French language skills an asset

SUMMARY OF ROLE
The clinical mentorship and quality of care (QOC) coordinator will provide leadership and technical assistance for HIV clinical mentorship and quality management of HIV services in the five districts of Onandjokwe, Oshikuku, Engela, Andara and Nyangana. S/He will also oversee demonstration sites for HIV service integration and support the capacity building of five district clinical mentors.
ESSENTIAL FUNCTIONS
Clinical Mentorship and Training:
  • Provide clinical and managerial leadership to the district clinical mentorship program
  • Develop technical capacity and transfer of technical expertise in HIV/AIDS clinical services to district clinical mentors
  • Build and maintain collaborative relationships with the Ministry of Health and Social Services regional and district management teams
  • Maintain an up-to-date knowledge of Ministry of Health and Social Services-approved HIV/AIDS policies and guidelines and ensure project follows best practices
  • Provide pre-service and in-service training to health workers on the national guidelines and policies
  • Build and maintain collaborative relationships with the national/ regional health training centers and other training partners
  • Collaborate with the district management team and district clinical mentors to strengthen on-site training services
  • Provide TA to conduct operational research aimed at improving service quality and patient outcomes
  • Monitor and evaluate the clinical mentorship and training program
  • Contribute to research studies and related articles in partnership with the University of Namibia
Quality of Care
  • Provide TA for development and implementation of HIV service quality management and performance improvement plans at all sites
  • Coach health workers and managers in optimizing performance and quality (OPQ) approaches
  • Provide TA for health care facilities in the management and procurement of supplies and equipment
  • Identify barriers to program implementation and work with staff and stakeholders to address barriers and ensure program objectives are met using performance improvement approaches
  • Provide TA for the establishment and maintenance of communities of practice which are aimed at:
  • Providing facility based health workers with up-to-date information on HIV prevention, care and treatment,
  • Exchanging successful quality improvement interventions implemented within Namibia
  • Promoting dialogue and strengthening linkages between facility- and community-based HIV service providers
  • Conduct regular supervisory support visits to all sites
  • Prepare and submit routine quarterly and annual reports on all activities under the clinical mentorship and quality of care activities
  • Participate and contribute to national/regional health care quality improvement forums
Integration of HIV services: Pediatrics, MNCH/SRH, Tuberculosis
  • Collaborate with regional and district management teams to assess service integration and to develop an integration of services implementation plan
  • Oversee the coordination of, and provision of technical assistance and capacity building in integrated clinical HIV/AIDS services at various levels of care (hospital, health center, clinic, community)
  • Ensure consistent high-quality service provision appropriate to the specific health facility level of services as well as referrals and linkages between each level
Requirements
MINIMUM REQUIREMENTS: Education, Training and Experience:
  • Medical Doctor with at least five years' experience in HIV clinical care of adults and children
  • Experience in public health programming, clinical mentorship & training and quality improvement are preferred.
  • Experience providing HIV clinical training to health care providers
  • Experience implementing quality improvement interventions with heath care providers
  • Experience in program planning, coordination and implementation
  • Experience in designing and executing operational research
  • Team player who can motivate health care workers to execute continual improvement
  • Ability to work and communicate with a diverse group of people and cultures.
  • Willingness to travel approximately 50% of the time.
