Campaigns and Special Events Volunteer
UNICEF Division of Communications is seeking a dynamic, motivated individual to serve as a Campaigns and Special Events Volunteer in our Brand Building Division. The Campaigns and Special Events Volunteer will have a diverse set of responsibilities including assisting with campaigns and special events logistics and coordination, brand building and social media engagement. Additionally, s/he will work to promote engagement in public facing communications. For the right candidate, this is an excellent opportunity to gain experience in the international community in event planning and communications in the United Nations system.
ROLES & RESPONSIBILITIES
· Assist with upcoming campaigns and special events relating to Universal Children’s Day
· Research identifying past successful campaigns and activations, quantitative and qualitative data, potential corporate and global partners
· Creating decks, messaging and positioning
· Assist with event related logistics including but not limited to signage creation, invitations, reports, guest name tracking, excel spreadsheets of invitees, volunteer management, day of logistics, badging, meeting notes, updating and creating organizations documents related to the digital campaign and experiential event
· Assist with social media engagement
· Vendor research, for special events, merchandise, and other related projects
· Clerical duties, including electronic filing, data entry, and assembling information/guest information packages etc.
· Other duties as assigned.
REQUIREMENTS
Knowledge Requirements
· Full knowledge of Microsoft systems, including Word, PowerPoint, Excel required
· Strong experience with Social Media engagement and Keynote
· Experience with writing, editing and research required
· Ability to learn new project management software systems
· Excellent oral and written communications skills
· Knowledge of varied software platforms (MAC, DOS)
· IMovie/Final cut pro editing is an advantage
· Photoshop skills are an advantage
· Interest in humanitarianism and international development an advantage · Experience with UNICEF and/or UN system is an advantage
· An additional UN language is an advantage
Educational Requirements

Country Assessment Of Youth Economic Opportunities Ecosystem In Benin, Mozambique, Rwanda, And Zambia

UNCDF is seeking applications from qualified technical partners (e.g. not-for-profit organization, or consulting firm) with the capacity to conduct the country specific diagnostic of the youth economic opportunities ecosystem (see figure 2) in Benin, Mozambique, Rwanda, and Zambia.
The assessment will capture a complete picture of the supply of youth services (employment, entrepreneurship initiatives along with financial services available to youth), demand of youth services (what services youth utilize, what services they do not feel are accessible or lacking), and the structure of the regulatory environment for youth services. In addition, the assessment will seek to fill a knowledge gap by creating a publicly accessible study[1] of the services available/needed to improve youths’ economic opportunities.
Duration:The technical partner is expected to sign a Performance Based Financing (Grant) Agreement with UNCDF on the 15thof May (Applicants not familiar with UNCDF agreements are encouraged to request a sample from youthstart@uncdf.org prior to submission of application). The final country diagnostics should be ready for dissemination the first week of August and the presentations to key stakeholders in each country are expected to take place between September and December 2015.
Agreement size:up to US$200,000 for country assessments covering all four (4) countries, or approximately USD 50,000 per country assessment. Applicants should provide budgets indicating how they would allocate costs to produce high quality country assessments with their technical approach.

Junior Fellow Data Analysis

1. Background:
To improve the well-being of children in Burundi and to contribute to the realization of their rights, it is crucial that evidence in form of research and in-depth data analysis is constantly generated. Evidence-generation and analytical research with the objective of monitoring the situation of children, is an important basis for successful advocacy and policy dialogue.
In Burundi, several data bases are available (most notably, MICS 2005, QUIBB 2006, DHS 2010, PMS2012) that need to be further exploited to better understand and analyze the country’s macroeconomic context, and to support effective prioritization of social policies aiming to improve the well-being of children and their families.
At the same time, the generation of real-time data is a complementary way of gaining insights on the events and happenings on the ground. In January 2014, UNICEF Burundi launched the U-report platform, alongside key civil partners (Scouts, Guides, Red Cross) and hosts more than 16000 U-reporters to date. U-report, first launched by UNICEF Uganda in September 2010, uses mobile SMS technology to create a platform for collecting and sharing information and opinions from youth and community volunteers. Using a crowd-sourcing approach to initiate direct dialogue with individual members (‘U-reporters’) via mobile phone, the ultimate aim of the program is to stimulate volunteer- and youth-led development. Since its inception, the U-report program has evolved into a powerful tool with implications for both improved service delivery and increasing youth engagement in decision-making processes, with a high level of international attention and interest shown.
U-report Burundi combines an ongoing public polling service – allowing the collection of lightweight, real-time data at the community-level – with simultaneous closed SMS feedback loops that enable partners to strengthen internal communication and coordination within their community volunteer networks.
2. Purpose of Assignment:
The Data Analysis Consultant will work closely with the Social Policy, Advocacy and Evaluation section to undertake in-depth data analysis using existing data bases with special focus on monitoring the situation of children and women in Burundi. She/he will also support the monitoring, analysis, presentation and dissemination of U-report poll analytics to UNICEF Sections, government and development partners and the media, which are presented in the form of compelling visuals and actionable recommendations. The consultant will therefore qualify poll results by providing data-driven analysis and also contribute to the analysis of the macroeconomic context of social policy programs and its impact on social development in Burundi aiming to improve the planning, adjusting and scaling-up of specific social policy initiatives.
3. Tasks:
Under the supervision ofthe Social Policy, Advocacy and Evaluation section and in close collaboration with the Communication and Participation section, the consultant will be in charge of:
  • On-going data analysis and evidence generation on topics that are identified as priorities in view of the macroeconomic context of social policy programs (weekly);
  • Production of data-driven evidence in relation to analysis of the macroeconomic context of policy programs in Burundi and their impact on children and women (e.g. in the form of policy briefs, fact sheets, short reports) that can be used for advocacy and prioritization of UNICEF’s interventions
  • Oversee daily maintenance of the backend U-report platform (including exporting incoming data)
  • Provide ongoing data mining, including message translation, cleaning and analysis
  • Work with the U-report Project Manager to create compelling and actionable visualizations (“data bundles”) to encourage, coordinate and track poll response actions by UNICEF Sections and partners, and create presentations for external communications.
  • Work with the U-report technical support team to provide back-end training and support for UNICEF Sections and external partners
  • Develop strategy and technical framework to monitor and share U-report poll analytics with sections, partners and the public in closely collaboration with the UNICEF Planning &Monitoring section, the Social Policy, Advocacy and Evaluation section and the U-report Project Manager to
  • Create framework for monitoring U-report recruitment and retention of/within different partner organizations,
  • Complement the analysis of U-report data by systematically exploiting the available national household data sets (PMS 2012, DHS 2010, QUIBB 2006, etc.)
  • 4. Deliverables:
  • Reader friendly briefs and notes for broad dissemination and support for UNICEF policy dialogue with Government and key stakeholders
  • Inputs to data-driven and evidence-based research on issues relevant for successful advocacy for children’s rights and policy dialogue (end of Month 4).
  • Cleaning, analysis and visualization of existing user profile and data base (first month)
  • Development of interactive reporting templates that enable: weekly analysis and visualization of poll results (by province, organization, gender and age), monthly key word analysis, quarterly analysis of user profiles, quarterly analysis of unsolicited messages (end of Month 1)
  • Cleaning, analysis and visualization of poll information (weekly)
  • Visualization and presentation of poll results and actionable recommendations for external communications (monthly)
  • Analysis and visualization of key word messages (Monthly)
  • Visualization of user reach and engagement (direct and indirect) for presentation to current/potential donors (end of Month 2)
  • Final report, including analysis and visualization of user profiles and unsolicited message trends (end of Month 4)
  • Ongoing data analysis support for key partners (Red Cross, Scouts, Guides, UNICEF Programs), as required
  • Production of additional data analysis to qualify and/or challenge the results of the U-Report polls (weekly)

  • Qualifications and Experience Required:
Education and experience:
· A university degree in Statistics Econometrics, Economics, Data Analysis, or other related field as well as a track record of practical data analysis.
· Strong knowledge of statistical software such as STATA, SPSS, etc.
· Fresh graduates who have graduated within the past 24 months
· Demonstrable experience of practical data analysis and visualizations and presenting analysis for external communications
· Strong understanding and experience using Microsoft Excel
· A good understanding of UNICEF programs and policy, including knowledge of technology for development programs is an asset
· Experience working within multi-cultural teams
· Strong writing and communication skills
· Ability to manage multiple tasks, set deadlines, and plan work independently.
· Fluency in written and verbal French and Kirundi is essential; working knowledge of English is preferred

As a communications advisor, you are a fully dedicated development leader, shaping the communication, media and advocacy strategy for the West and Central Africa Region (WCAR) from our office in Dakar, Senegal. By being a conduit between our HQ professionals in New York and the 23 countries in our region, you will lead in the operationalization and customization of global strategies around the ICPD agenda (International Conference on Population Development) and sustainable development goals in the region. Main Tasks and Responsibilities
Based on the global communication framework and regional priorities, and to ensure that the UNFPA message is aligned with its branding, mission statement, strategic programme and is consistently communicated and heard outside the organization, the adviser will, inter alia: Regional Communication and Public Advocacy
  • In close consultation with the WACARO management and country offices, develop, implement and manage a regional communication strategy to place ICPD issues into the public domain and strengthen political will in support of UNFPA's mission and regional goals;
  • Coordinate media activities around events with a regional impact, such as visits by UNFPA senior managers, celebrity advocates, regional launches of The State of World Population report and the UNFPA response to conflicts and natural disasters;
  • Undertake a range of internal writing assignments including key messages, talking points and international press events and interviews and presentations;
  • Identify the need for communication materials for regional use and manage their production and distribution to target audiences to advocate and promote organizational goals;
  • Oversee the UNFPA's regional web news portal, ensuring timely, accurate and comprehensive content based on information provided by regional, sub-regional and country offices;
  • Promote UNFPA publications/reports to position UNFPA as a regional knowledge leader for ICPD;

Support to Country Offices
Provide technical guidance and support to country offices in planning and implementing country-level public information activities that project UNFPA's branding and image accurately and effectively, including:
  • Communication assessment and analysis leading to development of a communication strategy;
  • Advising on media outreach strategy;
  • Organizing training sessions to improve and increase media/communication skills and capacity of country office communication focal points;
  • Reviewing the content of press releases and other media products;
  • Offering guidance on key media event
  • Facilitating information sharing among communications focal points;
  • Identify and maintain a network of external technical resources to assist country offices in the development and implementation of communication activities;
Support to Global Communication Activities
  • Maintain up-to-date understanding of the communication, public advocacy, and the media environment including innovations and developments in digital communication;
  • Monitor relevant global, regional and national news media to identify trends in coverage priorities and perspectives to effectively position UNFPA media outreach and respond to misinformation;
  • Establish and maintain close working relationships with senior representatives of the media, including editors and regional correspondents of influential news organizations with a global or regional impact, as well as editors and reporters of key programme country news organizations, to generate positive reporting on UNFPA's work;
  • Expose media to UNFPA 's work and activities through journalists' trips in the region;
  • Report and disseminate news and feature stories related to UNFPA's mandate and programme in countries of the region, using various media (e.g., print, the web, radio, video, news releases and documentaries) with MCB/HQ assistance to reach regional and global audiences, including constituencies in donor countries;
  • Promote ICPD issues in regional networks and contribute to developing new partnerships with individuals and organizations, including in the private sector, whose support is important to UNFPA advocacy work and build their capacity through access to information;
  • Maintain and develop collegial relationships with media and communication counterparts from UN agencies, NGOs and other partners to enhance cooperation and ensure coherence in public information activities and messages;
  • With MCB/HQ, work to create synergies between regional communication activities and HQ-led efforts such as fundraising and global campaigns.
  • Develops an annual work plan for regional communication activities, monitors compliance and provide support and guidance to ensure objectives are met.
Qualifications and Experience
Minimum Qualifications
  • Advanced university degree in the field of Journalism, Communication, Marketing, International Affairs or Political Science or equivalent experience required.
  • At least 10 years of experience at national level and eight years at the international level in media/communication, development work, international relations or political science, with at least a total of five years of media/communication experience.
  • Fluency in English and French.
Preferred Qualifications
  • Experience in providing expertise and advice to senior management in all matters relating to communication, media and public information.
  • Solid understanding and knowledge of web/technology trends and innovative implementations in the developing world.
  • Experience launching and developing new communication products using traditional and digital media, closing working with development partners to implement ground breaking communication and advocacy campaigns.
  • Strong communication and organization skills and ability to comfortable interface with all levels of professionals (local staff, international staff, government partners, senior management) to communicate cross-functionally in a structured and clear manner to influence results.

Background
Citizen Cyberlab (CC) is a three year project funded by the European Commission 7th Framework Programme for Research and Technological Development ICT Call 8 (FP7-ICT-2011-8). CC will research and evaluate on-line collaborative environments and software tools that stimulate creative learning in the context of Citizen Cyberscience. CC is a collaborative project involving multiple institutions with UNOSAT's component designed to assist the disaster preparedness, disaster response, and humanitarian communities in converting social media content into useful data products.
General Objectives of the Contract
To achieve this goal UNOSAT is seeking an individual contractor programmer to support the development of projects on the Geotag-X platform (geotagx.org) by developing and maintaining the website, building and updating modules, and incorporate new functionality to the platform and modules as requested. The developer will also work with project partners to ensure monitoring and analytics tools are successfully integrated into the system
Responsibilities/Description of Professional Services
The individual contractor will:
  • Support development of projects by fixing and implementing functionality in the task presenter as required
  • Enable project template/s
  • Incorporate monitoring and evaluation tools as requested including:
    • Monitoring code written by project partners.
    • Embed Limesurvey system provided by partners.
    • Contribute to writing monitoring and analytics code as required.
  • Support the development of new projects by creating new applications on the platform according to provided specifications, and participating in meetings with volunteer experts.
  • Development of new functionality for Geotag-X pybossa, such as new means of ingesting photos into the system;
  • Maintain the website
  • Manage the server.
  • Ensure code is documented and on Github
  • Participating in Citizen Cyberlab developer meetings as required, including attending and reporting on regular developer hangouts.
  • Provide help and guidance to UNOSAT intern as requested.

Required skills
The individual contractor will have strong programming and web development skills, particularly in Javascript and Python. The contractor should also have experience working with SQL Alchemy, PostgreSQL, Redis, CSS, and HTML5. Knowledge in design or user experience can be an advantage. Experience and/or interest in Citizen Science and Crowdsourcing and a strong interest in disaster response, humanitarian operations, development issues, and related international affairs is required. Fluency in English is required and additional language skills are beneficial as well.
Reporting structure
The individual contractor reports to the manager of UNOSAT and is under the technical supervision of the Citizen Cyberlab project lead. They will work and liaise with other relevant UNOSAT staff as required.

BACKGROUND

Through empathetic engagement with national counterparts with effective advocacy on issues of population and development, sexual and reproductive health and reproductive rights, and gender equality, and presentation of valuable, well managed programmes, the UNFPA Representative serves on the frontline of the organization projecting a credible programme and validating both the mandate of the organization and its ability to deliver high quality support.

ORGANIZATIONAL SETTING
Under the guidance of the Regional Director for Eastern and Southern Africa, the Representative post is located in Windhoek, Namibia and has overall responsibilities for UNFPA representation, policy, programme, finance, staff and office operations and administration in Namibia.
DUTIES AND RESPONSIBILITIES:
Strategic direction, planning and management
  • Lead the positioning of UNFPA on strategic and substantive issues in the country on the basis of global and regional policies and strategies and specifically UNFPA's Strategic Plan;
  • Identify and promote UNFPA's comparative substantive role and specific contribution in the national development environment and agenda, and in the changing aid environment;
  • Provide overall vision, direction and management for the work of UNFPA in the country;
  • Establish priorities for the work of the Country Office in line with UNFPA priorities and substantive global, regional and country level priorities;
  • Establish processes to ensure that policies and procedures; programming tools and mechanisms; and sound business practices are incorporated into UNFPA country and regional operations;
  • Establish processes to ensure that state-of-the-art knowledge incorporated into the UNFPA knowledge sharing mechanism is available for use in country and regional operations;
  • Build institutional relationships with government counterparts, civil society, the UN community, other international organizations and bilateral that marshal support and galvanize action for UNFPA mandate
Programme leadership, representation and political acumen
  • Act as the principal adviser on country level issues to the Regional Director and senior management of UNFPA;
  • Act as senior advisor for the promotion of the organization's capacity for effective delivery, including on the development of regional and global policies, positioning, strategies, and plans;
  • Lead and direct the process of scanning the environment on country level issues (geopolitical, socio-economic, humanitarian/emergencies) and analyzing the implications for the work of the Fund and the Country Office
  • Provide leadership in the substantive development and execution of the organization's country level policy dialogue and country programme, assessing and addressing implications of national trends on UNFPA's work in the country;
  • Direct the process of developing strategies and plans for the implementation of the Country Programme, including for the delivery of technical assistance for capacity development and for humanitarian and emergency situations; and guide the implementation of these strategies and plans;
  • Represent UNFPA at the country level and provide its perspective in high level national, UN, and other initiatives and events;
  • Represent UNFPA within the United Nations Country Team, promoting effective coordination on development issues with integration of population and development, and sexual and reproductive health and reproductive rights issues in the larger sustainable development agenda;
  • Engage national counterparts through effective advocacy on UNFPA agenda, build support for programme objectives and validate UNFPA as effective partner; and creates awareness of the critical role of ICPD issues beyond 2014 in the overall Post 2015 sustainable development agenda and the achievement of the MDGs, including in the development of CCA, UNDAF and other national development frameworks;
  • Actively promote and support participation of civil society and private sector in development processes at national and sub-national levels;
  • Target local initiatives that promote relevance and greatest impact in issues of population and development and sexual and reproductive health and reproductive rights at the community level;
  • Support the Resident Coordinator (RC) system and participate as an active member of the UN Country Team (UNCT) promoting inter-agency coordination and consultative processes;
  • Proactively contribute to and promote the UN reform process within the country UNCT context; and
  • Initiate opportunities for South to South collaboration, especially for programme and technical support to countries in the region with particular attention to knowledge sharing amongst Middle Income Countries (MICs).
Programme oversight and coordination
  • Oversee implementation of the country programme, ensuring that it reflects country priorities;
  • Ensure the application of results-based management and quality assurance frameworks and procedures for the work of the Country Office, including in the delivery of technical assistance;
  • Ensure the application of financial and substantive monitoring processes, and the evaluation of the country programme;
  • Establish processes for the incorporation of evaluation results in the work of the country office;
  • Promote and support national execution modalities through appropriate UN, sectoral or direct budget support modalities, based on a risk based approach;
  • Establish processes to ensure the Country Office complies with Audit recommendations; and
  • Ensure UNFPA accountability for UNDAF results and alignment and contribution of the Country Programme results to the overall UNFPA Strategic Plan.
Management of resources and transformational partnerships
  • Assume overall accountability for the management and work of the Country Office including systems and resources – human, financial and assets;
  • Propose and secure annual allocations for the country programme, and ensure the efficient and effective use of such resources in compliance with UNFPA financial rules, regulations, and procedures;
  • Direct the formulation and implementation of a resource mobilization strategy for the country, and mobilize, in coordination with IERD and the RO, additional financial resources for the country with particular focus on domestic resources and private sector in the context of Namibia's MIC context;
  • Develop and guide an integrated and systems approach to the work of the Country Office;
  • Oversee staff accountability, learning and career management within the office;
  • Supervise the international and national staff, providing them with managerial direction and motivation;
  • Contribute to the appraisal of RC performance; ensure RC in the country is adequately briefed on UNFPA mandate and organizational strategies and priorities;
  • Communicate standards of performance, and assign responsibilities for achieving results according to the Country Office OMP and the PAD system;
  • Uphold standards for the recruitment and selection of the highest quality of staff for the Country Office;
  • Establish and maintain a harmonious working environment; seek to strengthen team-building by encouraging active participation and interaction at all levels; foster staff motivation, development and empowerment; and lead by example;
  • Establish a CO security strategy and plan in line with UN procedures and requirements;
  • Ensure an ethics-based approach to management of all human and financial resources including carrying our regularly operational and fraud risk assessments;
  • Establish and continually assess the strategic nature of partnerships in support of advocacy, policy and programme delivery; and
  • Carry out any other duties as may be required by the Regional Director.

QUALIFICATIONS
  • Advanced university degree in one or more of the following disciplines: Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related field.
  • 10 years of increasingly responsible professional experience in public administration and international development of which at least 8 years in the field of population and development at the international level;
  • Job knowledge and technical expertise –up-to-date knowledge of issues of population and development, sexual and reproductive health and reproductive rights, and gender, and their place in the sustainable development agenda
  • Proven ability to lead and manage teams to achieve demonstrable results;
  • Excellent communication skills in speaking and writing in English;
  • Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations and to human rights based programming; and,
  • Field experience is essential
  • Fluency in English; working knowledge of another UN language would be an asset.
