Media and Communications Officer

Context:
Under the direct supervision of the Chief of Mission and in coordination with RO Dakar, the Media and Communication Unit in Headquarters (HQs) and Regional Office (RO) Central and West Africa, the candidate will manage the project “Supporting informed migration in Niger”. The information campaign will target migrants in the regions of Agadez and Niamey, with the aim of improving informed migrant decisions and enhancing the dialogue among migrants, migrant communities, diaspora groups in Niger.
Core Functions / Responsibilities:
  1. Manage the EU-funded project “Supporting informed migrant decisions in Niger” in line with the endorsed project document, budget and result matrix.
  2. Produce and supervise the media and communication tools for the information campaign.
  3. Coordinate and supervise with implementing partners to produce analytical material of migration patterns in Niger.
  4. Represent IOM in the information management thematic group or other related theme groups as requested by the Chief of Mission.
  5. Actively participate in liaison activities with donors and national partners, and ensure proper follow up.
  6. Coordinate all press releases, brochures, newsletter and other communications materials including public events related to the project.
  7. Prepare correspondence with field and HQs missions on matters related to the use of contributions and contractual obligations for the project.
  8. Carry out editorial review of reports for submission to counterparts, ensuring adherence to project proposal, signed agreement and institutional reporting requirements of IOM and the donor.
  9. Conduct research and assessment work, particularly in view of strategic, programmatic and project-specific funding opportunities and advise Chief of Mission accordingly.
  10. Undertake duty travels related to programme assessment, liaison with counterparts, problem solving and new programme developments as requested.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education

Experience
  • Experience in the field of humanitarian assistance, research, migration issues, project implementation;
  • Work experience in project development, budget drafting, research and report writing;
  • Knowledge of migration issues;
  • Work experience in the region is an asset.
Languages
Fluency in English and French is required. Working knowledge of a local language (Haussa, Djerma) is an advantage.

Disaster Risk Management Expert

Project Summary:
Annual large and small-scale disasters and emergency situations put a strain on the capacity of the Mozambican Government to respond from National levels to all locations that require their attention. In 2013, floods displaced over 150,000 people in Gaza Province, followed by small floods and conflict-induced displacement in 2014 in various locations. Due to the strain on Government capacity at the National level to respond to all locations simultaneously, the Parliament has passed the National Disaster Management Law (awaiting Presidential endorsement), and pushed for support of decentralized mechanisms and capacity building to improve the ability for Municipal and District Level actors to respond to localized emergencies before they become national disasters.
This project will support the Government of Mozambique to improve knowledge of roles and responsibilities of subnational state actors in a disaster, including the provision of simple and clear tools for use by local government officials in emergencies to report and make decisions. The project includes the creation of a single emergency preparedness and response toolkit, including dissemination tools on the new legal framework for disaster management, and tools and guides to address the key issues of risk analysis and contingency planning, rapid assessments, and information management. The toolkit will be tested and rolled out in key districts throughout the country. Additionally, the project will provide direct support to INGC and UN HCT actors to conduct assessments using these toolkits in the field during disasters, to promote their use, and to provide the Government with improved coordination, assessments and real-time information.
Core Function:
Under the overall guidance of the National Institute for Disaster Management (INGC) National Emergency Operations Centre (CENOE), and the Programme Officer – Emergency Operations and Disaster Risk Management, the Consultant: Disaster Risk Management Expertwill be responsible for supporting the Country Office (IOM) and the National Institute for Disaster Management (INGC) in delivering a National Guide for Operations for Disaster Risk Management Actors (Before, During and After Disasters) for the USAID-funded project entitled “Improving Decentralized Emergency and Rapid Response Capacity in Mozambique.”
Specific Deliverables:
  1. With the support of the Country Office and INGC, assess the various manuals, guides and tools that have been created by the Government of Mozambique and its Partners (UN/NGOs/HCT) and assess the quality and capacity of each tool or manual to be integrated into a single disaster risk management operations manual.
  2. Lead a two-day inception workshop with key INGC Directors, technical officers, and Government-selected UN and NGO partners to present findings concerning existing manuals and tools; Establish the content (outline) of the final Manual to be created in coordination with the Government.
  3. Coordinate with INGC to develop a multi-module Guide and Toolkit on the Coordination Mechanisms, Roles and Responsibilities, Contingency Planning, and Information Management required at national and subnational levels (e.g. Districts and Municipalities; Local Disaster Management Committees), before, during and after an emergency.
  4. Circulate draft sections as needed to receive immediate feedback from key INGC and UN/NGO partners for the contents and details of the sections of the Manual.
  5. Lead a 3-day workshop to assess the manual with the same participants that supported the inception work to receive feedback and approval for the manual.
  6. In coordination with IOM staff, INGC and design consultants, finalize the manual design as a formal Guide to be printed.
  7. Assist in the technical verification of training packages to be developed based on the single manual designed by the consultant which will include the following elements – Guide, Tools, Training Sessions – in coordination with INGC and IOM.

Desirable Qualifications and Experience
a) At least Graduate University education level in International Relations, International Development, Political Science, Social Science, Management, or an equivalent combination of training and experience;
b) At least 15 years of experience managing humanitarian response operations worldwide, including development of management and operational manuals, guides and tools for International Organizations and/or National Civil Protection or Disaster Management Organizations; ideally experience in both areas of work.
c) Proven knowledge of humanitarian operations technical areas, in particular Contingency Planning, Risk Assessments, Rapid Assessments, International and National Roles and Responsibilities, Information Management and Systems, Radio and Communications.
d) Advanced computer literacy, including internet and MS Office; Experience using cloud-based platforms (e.g. Dropbox, etc.).
Languages
Candidates must be fluent in Portuguese with a high level of Proficiency in English.

Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Operations and in coordination with the Heads of Sub Offices (HSO) and other relevant programme managers/coordinators, the successful candidate will be responsible for the implementation of the Population Tracking and Monitoring of Internally Displaced Persons (IDPs) and Returnees, and other data management projects in South Sudan.
Core Functions / Responsibilities:
  1. Manage the Displacement Tracking & Monitoring Programme (DTM Programme), including Camp Coordination and Camp Management (CCCM) and related Displacement Tracking Matrix (DTM) of IDPs as well as IOM en-route data collection activities.
  2. Supervise and manage the roll-out of Biometric registration activities and the development of a country wide registration strategy.
  3. Establish and supervise large-scale field assessment with multi-layered data collection techniques to gather timely information about stranded population, returnees and IDPs movements, and any other source of data required.
  4. Produce activity reports on behalf of the Displacement Tracking and Monitoring Programme to be shared with various audiences. Review the statistical reports, IDP displacement, return planning maps and tools to contribute to reports.
  5. Develop, manage, implement, fund-raise for and report on projects in the area of Displacement Tracking Matrix, Village Assessment Survey Project, Biometric Registration and any other related programmes.
  6. Regularly monitor, propose, and implement all necessary modifications in compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.
  7. Manage DTM Programme staff, prepare and organize training for enumerators and field staff on project activities on a regular basis.
  8. Supervise Information Management operational aspects including the Database and the Geographical Information System (GIS) sections. Supervise the correlation of data collected to facilitate the mapping and analysis of these data for all the projects in South Sudan.
  9. Implement information dissemination tools and operational frameworks for data collection and sharing among the different stakeholders in South Sudan.
  10. Represent IOM at meetings and events where these programmes are being discussed.
  11. Perform such other duties as may be assigned.

Rural Solar Power Expert/Assessment Advisor

Background and Rationale
The International Organization for Migration (IOM) Nigeria intends to contract the services of a Rural Solar Power Expert (Assessment Advisor) to assess specific needs and provide detailed specifications for the provision of solar power systems at five of Nigeria’s Border Crossing Posts (BCPs): three (3) on the Benin border, one (1) on the Cameroon border, and one (1) on the Niger border, and parallel systems provision at three or four NIS State offices overseeing these BCPs. The work will take place under the IOM project “Promoting Better Management of Migration in Nigeria”, under the European Union’s 10th EDF programme for Nigeria, and in full cooperation with the Nigeria Immigration Service (NIS).
Specific Activities to be Performed
a) Participate in on-site field assessments at the five BCPs and at their managing NIS State offices as part of an overall team led by Nigeria Immigration Service and IOM Nigeria. One full working day will be spent at each of the five BCPs, with part days at the managing NIS State offices. Certain trips will be combined for logistical advantage and the total field time commitment is anticipated to be 12 days. The level of effort is further specified in section four.
b) The consultant will assess the specific needs for each site (the five BCPs and their managing State offices) to provide adequate solar electric power for new computer systems to be installed at these locations. The computer systems will be designed for maximum power efficiency and will be minimalist in nature. The following technical issues will be among those addressed:
· site orientation and best kind, number and placement of solar panels, inverters and battery systems, and wiring appendages;
· interface issues with other electrical power sources, ensuring their best integration with the solar sources while also ensuring full solar capacity to the data systems in the event of failure of alternate supplies;
· appropriate considerations of the operation of the systems throughout the year, considering specifically extended rainy season performance issues;
· recommended maintenance schedule and preferred specifications for contracted maintenance services;
· recommended key elements of a training regimen for on-site and off-site NIS personnel to maintain and adapt the system, apart from contracted maintenance obligations; and,
other technical details that may be required to ensure the most appropriate, sustainable and fully effective solar power systems at these sites.
Expected Output
a) Detailed site reports with full technical specifications and equipment recommendations for each site (BCPs and managing State offices), and other pertinent information on key issues for solar installation and use;
b) Detailed technical specifications for IOM’s subsequent bid or tender procurement of the equipment;
c) Detailed recommendations for service contracts to maintain the systems;
d) Specification of the most important elements of a training regimen for NIS staff (on-site and off-site) who will be responsible for care and maintenance outside of the maintenance service contracts; and,
e) Summary final report highlighting common issues including technical, training and maintenance issues.
Duration
The work is anticipated to commence in late October and to proceed intermittently through the end of November or early December, 2014, and the level of effort is anticipated to be a total of 22 working days, including travel time, as follows:
· One (1) working day at each BCP site, for a total of five field work days;
· One-half (½) working day at three or four managing offices in the field, which is combined with a travel arrival or departure day;
· Two (2) working days (home based) to create the necessary reports and specifications for each site, as detailed in section two of this document (these reports will be required within five days of the completion of each site visit), for a total of ten days; and,
· Seven (7) travel days.
Costing
a) Consultant cost estimates should take into consideration:
· IOM will provide for all travel costs and, as such, these expenses should be excluded from all estimates of consultancy charges; and,
· IOM anticipates that expertise for this consultancy is available in Nigeria and that costs will reflect local standards for similar consultancy services.
b) All payment of consultant fees will be dependent upon full and satisfactory completion of the assignment.

Part-Time Translator (English/Arabic)

Context
The International Organization for Migration (IOM) in Cairo, Egypt is issuing a request for CVs/expression of interest in order to obtain applications to fill the position of “Translator” on part-time basis in its office in Cairo, Egypt.
Under the overall supervision of the Country Programme Coordinator, and in coordination with IOM programme managers, the incumbent will translate between English and Arabic and be generally responsible for the production of Arabic output for the IOM Egypt Country Office (CO). The incumbent will help to address the need for high quality Arabic content to be readily available across all areas of IOM's work.

Context:
Under the direct supervision of the Chief of Mission, the overall supervision of the Regional Director for Central and West Africa and in coordination with relevant units from the Regional Office of Central and West Africa and Headquarters, the successful candidate will be responsible for the implementation of the project Strengthening Humanitarian Response Capacity in North East Nigeria through Displacement Tracking, Monitoring (DTM) and Information Dissemination.
Core Functions / Responsibilities:
  1. Manage the Displacement Tracking & Monitoring (DTM) project including Camp Coordination and Camp Management (CCCM) related DTM of Internally-Displaced Persons (IDPs).
  2. Provide technical guidance to governmental counterparts for displacement tracking through establishing information collection centres and developing tools and methodologies for location and group level assessments.
  3. Develop IDPs registration methodology in coordination with government counterparts.
  4. Support government counterparts to establish and supervise field assessments with multi-layered data collection techniques to gather timely information about displaced population, returnees and IDPs movements, and any other source of data required.
  5. Produce activity reports on behalf of the Database unit to be shared with various audiences. Review the statistical reports, IDPs displacement, return planning maps and tools to contribute to reports.
  6. Develop, manage, implement, fund-raise for and report on projects in the area of DTM.
  7. Manage DTM staff; prepare and organize training for enumerators and field staff on projects activities on a regular basis.
  8. Supervise the Database unit for the operational management and administration of displacement tracking databases.
  9. Design and implement information dissemination tools and operational frameworks for data collection and sharing among the different stakeholders.
  10. Develop training modules and tools for government counterparts in order to strengthen their capacity for displacement data collection and improve their preparedness and response.
  11. Represent IOM at meetings and events where these programmes are being discussed.
  12. Ensure the integration of gender perspective and attention to specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children as well as other highly vulnerable groups within all IDPs activities.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
• Master’s degree in Information Management, Computer Science, Social Science, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach; • Experience in project management and implementation; • Knowledge of camp management-related technical guidelines, standards, and indicators; • Experience in training data collectors who work in camps; • Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets; • Experience in the development and implementation of population database a distinct advantage.
Languages
Fluency in English is required.
