[VACANCY CIRCULAR NUMBER 3 of 2015]
BACKGROUND
The Southern African Development Community (SADC) currently has fifteen Member States with a population of approximately 250 million people and a combined GDP of USD 467.3 billion (2006).
The overall objective of SADC is to achieve development and economic growth, which is to be attained through increased regional integration, built on democratic principles and equitable and sustainable development.
It is following this background that Southern Africa Development Community Secretariat SADC Secretariat wishes to invite suitably qualified, experienced citizens of SADC Member State to apply for the following positions tenable at its Headquarters in Gaborone, Botswana:

1. SENIOR PROGRAM OFFICER – GENDER - JOB GRADE 4
Average package per annum: US$ 102,677
Main purpose of the position: To supervise, coordinate, facilitate and monitor Gender mainstreaming and women’s empowerment initiatives with an overall goal to achieve gender equality and equity in SADC.
KEY RESULT AREAS
• Ensure harmonization and alignment of gender policies within SADC;
• Facilitate and coordinate gender and women’s empowerment with a view to attain gender equality within SADC;
• Develop and coordinate programmes that mainstream gender issues in all Sectors;
• Develop and coordinate programmes to reduce violence against women & children within SADC;
• Develop and coordinate programmes that increase participation and control of economic resources by women within SADC;
• Develop and coordinate programmes that increase women participation in politics and decision making positions;
• Strengthen networking, communication, and information sharing by
reaching at least 50% of all stakeholders;
• Conduct research to monitor progress of implementation of gender
commitments.

3. OPERATIONS AND TRAINING OFFICER (RPTC) - JOB GRADE 5
Average package per annum: US$ 97,200
Main Purpose of the Job: To Be responsible of all aspects relating to training at SADC Regional Peacekeeping Training Centre (RPTC)
KEY RESULT AREAS
• Plan, design, prepare and support the implementation of SADC RPTC training courses, seminars and workshops;
• Conduct long term planning of training courses, seminars and workshops and distribution of information to all relevant stakeholders;
• Develop and organize quality assurance and monitoring and evaluation measures such as course evaluations and accordingly suggests potential improvements;

• Support the Commandant of SADC RPTC in organizational development and implementation of SADC RPTC strategic plan;
• Establish and manage a regional and continental pool of excellent

updating of peacekeeping courses and materials;
• Ensure mainstreaming of cross cutting issues such as gender, HIV and
AIDS, poverty, ICT, science and technology, private sector and environment
into RPTC activities;
• Liaise with regional stakeholders, SADC National Committees and ICPs
• Prepare documentation for official SADC meetings ( Technical Meetings, ISDC, MCO , Council and Summit) and technical papers for discussion, dissemination and or publication;
• Perform other duties delegated by the Commandant from time to time.
POSITION REQUIREMENTS
QUALIFICATION
A master degree in international relations, political science ideally focus on thematic areas such as conflict prevention and resolution, peace studies or anynother alternative equivalent qualifications as accepted by SADC Secretariat.
EXPERIENCE
At least 5 years experience in the field of peace and security in Africa ideally with a national or regional peacekeeping training centre
COMPETENCIES
• Knowledge of ICT and software applications
• Knowledge of French and Portuguese Communication skills
• Managerial, organisational and administrative competence.

trade statistics to monitor regional social and economic development.

Main purpose of the job: To mobilize funds for SADC programs through the
coordination of dialogue and fostering of partnerships with International
Cooperating Partners (ICPs) and other stakeholders.
KEY RESULT AREAS:

implementation.

Director, Protocol Services Department

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
In seeking to achieve this objective, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of its organizational structure and the filling of all vacant posts.
1. POST
Job title: Director, Protocol Services Department
Grade: D1

2. JOB PURPOSE
Reporting to the Chairperson through the Chief of Staff, the Director of Protocol Services Department is the principal adviser to the Chairperson and the Deputy Chairperson and other members of senior management and staff, on protocol, immunities and privileges, the application of relevant host agreements, and other relevant conventions. The role supports the work of the Commission by leading the development and implementation of effective, responsive and efficient Protocol services on matters such as privileges and immunities, consular matters, ceremonial services, official programmes, function and conferences preparation; aligned with the Union's needs and best practice.
The Director is expected to develop and maintain rules and procedures relating to protocol practices and services, including the implementation of Headquarters and other host agreements. He is also expected to advise the Union on all matters of protocol and ensure that existing international practices regarding protocol etiquette and procedure are properly upheld.
SPECIFIC DELIVERABLES
  1. Develop and maintain rules and procedures relating to practices and services;
  2. Manage all protocol related matters, resources and activities of the Commission;
  3. Overall supervision of the Protocol Directorate and dealing with policy matters with host government ,foreign embassies and international Organizations;
  4. Advise Commission on all matters of protocol and ensure that existing international practices regarding diplomatic protocol at ceremonies and public functions as well as forms of communication are adhered to;
  5. Advise the Chairperson on new practices in conformity with African circumstances and the particularity of the Union institutions;
  6. Continuously keep the Commission and staff informed of protocol rules and procedures;
  7. Supervise and process documents for diplomatic privileges and immunities of the Commission and staff;
  8. Supervise and process all requests for consular services with host countries and foreign embassies;
  9. Supervise, service and make arrangements for conferences and meetings of the AUC, including arrangements for hotel accommodation, visa and transportation for delegates and staff, receiving delegates and expediting airport formalities;
  10. Supervise the preparation and organization of official functions and ensure that the conduct of ceremonies, official programmes, and functions are appropriately carried out;
  11. Compile country profiles of AU Member States and keep them up-to-date and ensure that the AU diplomatic lists are compiled and regularly updated;
  12. Ensure that flags and national anthems of Member states and the AU,as well as portraits of Heads of State and Government are properly kept and made available when needed;
  13. Initiate all texts of congratulatory messages to Member States;
  14. Coordinate and follow up appointments of the Chairperson of the Commission for all public functions and ceremonies;
  15. Ensure that necessary arrangements for settlements of newly recruited staff members are made and assistance provided for securing accommodation and completing all residence formalities with host country authorities and institutions;
  16. Prepare the Programme Budget of the Directorate and overseeprogramme implementation and budget execution;

3. QUALIFICATIONS
At least a Master's university degree in public relations, international relations, political science or Diplomacy or a related area.
4. PROFESSIONAL EXPERIENCE REQUIRED
Over 10 years of relevant experience in the management of a large Protocol Service at National, regional or international organization with at least 5 years at senior management level with wide powers to develop programmes, prepare plans and budget, manage human and financial resources and take decisions.
5. LANGUAGE REQUIREMENT
Proficiency in two of the African Union working languages . Proficiency of one or several other working language(s) would be an added advantage.
6. TENURE OF APPOINTMENT
The appointment will be made on a fixed term contract for a period of three (3) years, of with the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

8. REMUNERATION
Indicative basic salary of US $73,646.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance ($16,819.20 perannum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc. for internationally recruited staff of the Commission.

Finance & Admin. Assistant

Our partner works by accompanying the local communities in agricultural development and sustainable management of natural resources, serving man and biodiversity purposes. It was created in 2013 following a 5-year pilot project. Its main activities are: improving the yields of market gardening and food production, community projects and planning the landscape management, identifying priorities for preservation through ecological research, and developing ecotourism as its own source of funding.
Under the supervision of the board of directors, the Finance & Admin Assistant will manage administration, finances and logistics of the NGO while training the local book-keeper/accountant in the perspective of evolving towards Finance & Admin Director.

Main assignments:

Supporting finance management:
  • Supervising the bookkeeper/accountant in managing accounts and cash flows, and enforcing the procedures
  • Producing financial reports and the global budget of the NGO, and coaching the bookkeeper/accountant for these tasks
  • Supporting administration, logistics and staff management
  • Supervising the bookkeeper/accountant in regular administration and logistics tasks, and developing staff management (+25 people)
  • Elaborating contracts and IPO files then coaching the bookkeeper/accountant for these tasks
  • Supporting general coordination of activities and functioning of the NGO
  • Making suggestions and enforcing improvements for the administrative functioning of the NGO
  • Participating in the development of strategies and funds researches

Candidate profile:

Curious, dynamic and humorous, the candidate will have professional experience in finance and administration. You will wish to develop skills while having an essential role in sustaining a local NGO to the benefit of sustainable development and biodiversity preservation in the Comoros.
  • Ideally, at least one experience (studies/internship/volunteering) abroad or genuine will to discover another culture, context, habits
  • You are able to integrate a diversified team, in terms of cultures and languages, and you like working in a team
  • You have education and professional experience in administration and corporate finance management
  • You like teaching and sharing knowledge/skills

Skills:

Essential
  • Degree in administration and finance management, or equivalent
  • Knowledge and experience in accounting, corporate finance and budget planning
  • Work experience in a developing country (very much appreciated)
Desired
  • Professional experience in admin & finance management in NGO
  • VBA programming, mastering accounting software
  • Fluency in English and French
