MISIÓN

En un contexto con una morbi-mortalidad materna e infantil alarmante, graves problemas estructurales, una vulnerabilidad recurrente a crisis alimentarias, Médicos del Mundo apoya a la atención primaria de salud y la lucha contra la malnutrición.

El/la Experta/o Nutrición deberá contribuir a la elaboración de la estrategia de nutrición de Médicos del Mundo, así como a la identificación y formulación de nuevos proyectos de nutrición, en la zona de intervención de Médicos del Mundo España en Sahel (Mauritania, Senegal, Mali y Burkina Faso).

ÁMBITO GEOGRÁFICO DE INTERVENCIÓN

El/la Experta/o Nutrición deberá desplazarse a las zonas de intervención de Médicos del Mundo en Sahel (Mauritania, Senegal, Mali y Burkina Faso).

ORGANIGRAMA

El puesto se integra en el Departamento de Operaciones Internacionales de Médicos del Mundo España, bajo la coordinación directa de la Desk Calidad y de las Coordinaciones Regionales correspondientes.

FUNCIONES

• Identificar, planificar y formular nuevas intervenciones en materia de nutrición en los países de intervención de Médicos del Mundo en Sahel.
• Al mismo tiempo, colaborar en el proceso de elaboración de la estrategia de intervención de nutrición de Médicos del Mundo aportando la visión sanitaria y de nutrición.
• Realizar misiones exploratorias

o una evaluación global de las necesidades materiales y humanas necesarias para la ejecución.

o Identificar las actividades de incidencia política, en cuestiones de nutrición, en el país.

o Identificación de socios, según la estrategia definida previamente: ONG locales socias potenciales de nuestras acciones y estructuras sanitarias con quienes establecer una colaboración más estrecha.

• Participar con las Coordinaciones país en la formulación de propuestas para nuevos proyectos para los próximos años
• Alimentar con documentos e informaciones los debates estratégicos de la asociación sobre nutrición.
• Junto con las Coordinaciones de País y Médicas, reforzar las intervenciones de Médicos del Mundo en materia de nutrición: análisis de políticas y protocolos médicos, calidad de los servicios y otras cuestiones de índole sanitaria y de nutrición.

FORMACIÓN REQUERIDA

Académica: Licenciatura en Medicina u otras ciencias de la salud

Formacion especifica en Nutrición. Gestión del ciclo del proyecto (enfoque de marco lógico).

Conocimientos en salud pública, medicina tropical, género, DDHH e incidencia política fuertemente valorados.

REQUISITOS

Idiomas: Alto nivel en francés, castellano. Inglés deseable

Informática: manejo de aplicaciones MS-Office.

ACKGROUND INFORMATION

The Semi-Arid Food Grain Research and Development (SAFGRAD) is one of the specialized technical offices of the African Union Commission in the Department of Rural Economy and Agriculture (DREA). As a technical office, the strategic mandate is to lead, coordinate and facilitate the formulation of appropriate policies and programmes that build resilience of rural livelihoods in semi-arid Africa. To achieve this, SAFGRAD activities include strengthening institutional capacities aimed at advancing agricultural research, technology transfer and adoption; enhancement of value chains; management of natural resources; and mitigation and adaptation to climate change and combating desertification. SAFGRAD vision falls within the Comprehensive Africa Agricultural Development (CAADP) framework which is at the heart of efforts by African governments to accelerate growth and eliminate poverty across the continent. SAFGRAD adopts regional and strategic group approach in its research activities to explore complementarity advantage in promoting collaboration and partnership across regional and economic blocks.

In furtherance of its activities in strategic commodity development, AU- SAFGRAD intends to engage the service of consultants to conduct maize and sorghum value chains analysis in the Sahelo-Saharan zone of Africa. The Commission invites applicants, who are citizens of Member States, for the consultancy service.

The study will be conducted in the following countries: Algeria, Burkina- Faso, Chad, Cote d'Ivoire, Guinea, Guinea-Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan.

Major duties and responsibilities (Scope of work)

Conduct a desk review of the maize and sorghum economy in the country

• review of the production and marketing trends and condition
• review of existing laws, policies, programmes and institutional frameworks put in place to encourage investments in the commodity chain

Conduct the maize and sorghum value chains mapping in each country. This will involve

• Identifying the main actors and the flows of products, money and information along the commodity chain.
• Map key policies and institutions that influence the functioning of the value chain at the national and regional level,
• Conduct focus group interviews with the major stakeholders at each section of the value chain so as to identify constraints and opportunities to reduce transaction cost and improve market access of the commodities
• Identify and analyze any institutional arrangements, public-private partnerships and formal linkages between chain actors in the value chain.
• Conduct a gender and youth analysis of value adding activities so as to highlight the power relations along the chain 3
• Facilitate and present the final report at a national stakeholders' workshop to be organized by AU-SAFGRAD in the country of study, if required
• Present the final report at a regional workshop to be organized by AU-SAFGRAD in Ouagadougou, Burkina.
• Finalize the study document and submit to AU-SAFGRAD within the time allotted.

Educational Qualifications

• An advanced University degree (Masters Level or PhD) in agricultural Science, agricultural economics, development and investment sciences, social economics or any related discipline.

Work Experience

The consultant shall have the following minimum qualifications

• At least 10 years of experience working in the agriculture or rural sector in developing countries
• Previous experience in value chain or commodity assessment, agribusiness studies, market or trade development studies, farm surveys and group analysis in Africa.

Other relevant skills

• Computer literacy and expertise in use of presentations software
• Excellent report drafting and reporting skills.
• Good planning and organizational skills in conducting field surveys and interviews.
• Conscientious and efficient in observing deadlines and achieving results.
• Takes accountability for goals and challenges.

Language requirement

• Proficiency; both verbal and written, in any one of AU' working languages.
• Ability to write reports in English languages would be added advantage.

Tenure of Appointment

The consultancy is planned for a maximum period of 3 months, starting from July 2015.

Expected Outputs

Inception report: The consultant will prepare an inception report including the methodology of the study and detailed work plan in consultation with AU-SAFGRAD. Draft report: the consultant will submit a draft report for review by AU-SAFGRAD team and other key stakeholders within and outside SAFGRAD. The report will be submitted in electronic copy.

Final report: The final report will be submitted in both hard and soft copies to AU-SAFGRAD 5

Remuneration

The remuneration is a lump sum of Six thousand dollars (USD 6000) to be released as follow

• 40% at contract signing and receipt of inception report
• 30% at submission of an approved draft report
• 30% after validation and submission of the final report

In addition, AU-SAFGRAD will sponsor selected consultants to the methodology and regional workshops in Ouagadougou.

The Swedish Institute’s Young Leaders Visitors Programme (YLVP) is an intercultural leadership programme that aims to lay a foundation for dialogue and knowledge sharing among young leaders from the Middle East, North Africa and Sweden.

The YLVP is designed to provide the participants with new skills, broadened networks and innovative tools to strengthen their work to drive social change in their respective contexts.

The participants are visionaries who are in a position to make a difference. They are young, open-minded leaders in Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, West Bank-Gaza*, Yemen and Sweden who are actively working for democracy and human rights within the spheres of society, culture, politics and media.

Who can apply to YLVP?

To apply to Young Leaders Visitors Programme you have to:

Module 2 offers an opportunity to maintain, build and expand your network. All participants will meet again in one of the participating MENA countries to continue the exchange and follow up the development of their work.

Project Director, Marginalization in Mauritania

ABA ROLI is a non-profit pro­gram that implements legal reform programs in over 60 countries around the world. ABA ROLI has nearly 700 professional staff work­ing abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organi­zations, including human rights groups.

JOB SUMMARY

ABA ROLI seeks a Project Director to lead a program that will assist Mauritanian civil society organizations to educate and assist marginalized populations, particularly returnees, the stateless and current or former victims of slavery, with respect to their civic rights and duties and to expand their public and political participation within Mauritania. This position is based in Nouakchott, Mauritania, and is for an initial period of 18-months.

RESPONSIBILITIES

Under the supervision of the Africa Division Director and in collaboration with colleagues in Washington, D.C. and field staff, the Project Director will be responsible for:

• Conducting an initial baseline assessment to map and evaluate the activities of government and civil society organizations related to statelessness/returnees, slavery and women’s rights issues;
• Devising and implementing an action plan, within the program’s parameters, to strengthen the capacity of civil society organizations to promote the rights of marginalized groups. This action plan will include:
• A population-based survey to consider the effect of marginalization on the census and voter registration;
• Financial and technical support for the development of paralegal programs by Mauritanian civil society organizations;
• Financial and technical support for advocacy and strategic litigation designed to achieve change on law and policies affecting the stateless, returnees and other marginalized groups.
• Overseeing all financial and programmatic issues relating to the above activities, including:
• Managing a small team of local staff;
• Managing subgrants and monitoring partners’ program implementation, including activities implemented by another international partner organization related to civil society capacity building;
• Monitoring security risks to staff and local partners;
• Ensuring compliance with donor requirements, including producing quarterly and annual program reports, and overseeing the project’s monthly financial reporting;
• If appropriate, and in cooperation with headquarters-based program staff, drafting grant proposals and undertaking fundraising in-country.

QUALIFICATIONS

• Master’s degree in law, political science, international relations, social sciences or other relevant degree;
• Minimum of 5-7 years’ experience in rule of law/human rights, peacebuilding or development;
• Experience in the following areas relevant: statelessness and legal identity; anti-slavery programming; paralegals; advocacy; strategic litigation; civil society capacity building.
• Experience in the region preferred, particularly in Mauritania;individuals with other regional expertise and relevant experience may be considered.
• Fluent French language skills (both oral and written) strongly preferred; fluent English language skills highly desirable, but not required. Arabic skills also highly valued.
