ABA ROLI is a non-profit program that implements legal reform programs in over 60 countries around the world. ABA ROLI has nearly 700 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.
JOB SUMMARY
ABA ROLI seeks a Project Director to lead a program that will assist Mauritanian civil society organizations to educate and assist marginalized populations, particularly returnees, the stateless and current or former victims of slavery, with respect to their civic rights and duties and to expand their public and political participation within Mauritania. This position is based in Nouakchott, Mauritania, and is for an initial period of 18-months.
RESPONSIBILITIES
Under the supervision of the Africa Division Director and in collaboration with colleagues in Washington, D.C. and field staff, the Project Director will be responsible for:
- Conducting an initial baseline assessment to map and evaluate the activities of government and civil society organizations related to statelessness/returnees, slavery and women’s rights issues;
- Devising and implementing an action plan, within the program’s parameters, to strengthen the capacity of civil society organizations to promote the rights of marginalized groups. This action plan will include:
- A population-based survey to consider the effect of marginalization on the census and voter registration;
- Financial and technical support for the development of paralegal programs by Mauritanian civil society organizations;
- Financial and technical support for advocacy and strategic litigation designed to achieve change on law and policies affecting the stateless, returnees and other marginalized groups.
- Overseeing all financial and programmatic issues relating to the above activities, including:
- Managing a small team of local staff;
- Managing subgrants and monitoring partners’ program implementation, including activities implemented by another international partner organization related to civil society capacity building;
- Monitoring security risks to staff and local partners;
- Ensuring compliance with donor requirements, including producing quarterly and annual program reports, and overseeing the project’s monthly financial reporting;
- If appropriate, and in cooperation with headquarters-based program staff, drafting grant proposals and undertaking fundraising in-country.
QUALIFICATIONS
- Master’s degree in law, political science, international relations, social sciences or other relevant degree;
- Minimum of 5-7 years’ experience in rule of law/human rights, peacebuilding or development;
- Experience in the following areas relevant: statelessness and legal identity; anti-slavery programming; paralegals; advocacy; strategic litigation; civil society capacity building.
- Experience in the region preferred, particularly in Mauritania;individuals with other regional expertise and relevant experience may be considered.
- Fluent French language skills (both oral and written) strongly preferred; fluent English language skills highly desirable, but not required. Arabic skills also highly valued.
