2015 Coca-Cola MENA Scholarship

The application for the Coca-Cola MENA Scholarship Program is now open. The Coca-Cola Company & the US Department of State have once again partnered to sponsor 100 university students from across the Middle East, North Africa and Near Asia to attend a month-long summer entrepreneurship program at Indiana University’s prestigious Kelley School of Business, one of the top ranked business programs in the United States. This multi-faceted, immersion scholarship program is designed to give a group of students the opportunity to learn about business education through an accelerated curriculum.
The program, which begins in late June 2015, is fully funded including travel to and within the United States, accommodations, meals, and university and visa fees. Please note that the program will take place during Ramadan and that the travel dates can’t be amended. Indiana University is well aware of Ramadan and will make accommodations for attending scholarship winners.
Eligibility
All Candidates must :
  • Have nationality and currently reside in one of the following countries from which you are applying and must have a valid passport for international travel.
    • Algeria
    • Egypt

    • Morocco
    • Palestine
    • Tunisia
  • Have zero or limited travel experience to the United States.
  • Be currently enrolled in a university and between the ages of 18-24 years old

The Water Resources Management Department of the Nile Secretariat is planning to engage interns during the period 15th March 2015 through 15th June 2015. Applications should be received by 22nd February 2015. Applications should be supported by 3 - 5 pages technical proposal that demonstrates how the young professional expertise as well as personal experience would fit within the identified areas of engagement, comments on the TORs, and proposed methodology or approach. Up to date CV should be also enclosed. The announced internship covers the following areas:

Humanitarian Affairs Officer (Deputy Head of Office) P-4

ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Cairo, Egypt. The Humanitarian Affairs Officer (Deputy Head of Office) reports to the Head of Office.
RESPONSIBILITIES:
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:
• Acts as Deputy Head of Office and supports the Head of Office in the day-to-day management of the Office, including in strategic planning, preparation of the annual work plan, performance framework and cost plan of the Office, as well as in related monitoring and reporting.
• Manages the development of work plans of sub-offices and monitors related performance.
• Advises the Head of Office on overall policy direction on specific issues; more generally, the Deputy Head of Office will review and provide advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas protection, transition of coordination to national counterparts. Prepares policy position papers for review.
• Monitors, analyzes and reports on humanitarian response and developments, disaster relief/management programmes or emergency situations in the country;
• Leads and/or participates in large, complex projects, to include disaster assessment or other missions; coordinates international humanitarian/emergency assistance for complex emergency/disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying gaps and unmet requirements.
• Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.
• Assists national government counterparts in capacity-building for handling emergency situations; develops country-specific indicators in collaboration with area experts and ensures the subsequent monitoring of these indicators; recommends actions based on the analysis of pertinent information.
• Initiates and coordinates activities related to technical cooperation and technical assistance projects in disaster response and disaster response preparedness; formulates project proposals and relevant project documents; provides technical support to field work; reviews and clears project reports for submission to donors.
• Analyzes and assists in introducing new technologies and approaches for disaster warning/management.
• Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies.
• Assists or leads, as appropriate, in the preparation of OCHA reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines, parliamentary documents, etc.;.
• Partners with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
• Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning, etc.
• Serves as the primary focal point on specific topics or policy-related issues, including in relation to safeguarding humanitarian principles, humanitarian access, and ensuring the effective delivery of humanitarian assistance; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
• Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters.
• Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers.
• Performs other duties as required.
COMPETENCIES
PROFESSIONALISM: Knowledge of a range of humanitarian assistance, emergency relief and related humanitarian issues, including approaches and techniques to address difficult problems. Analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response. Ability to identify issues and judgment in applying technical expertise to resolve a wide range of problems. Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned country/area. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery); ability to provide guidance to new/junior staff. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
QUALIFICATIONS
Experience:A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area. Two (2) years of relevant experience at the international level is required. Humanitarian experience in the field (actual setting where a mission or project is being implemented) in emergency situations (complex emergency or natural disaster) is required. Experience in the UN Common System is desirable. Experience in the region is desirable.
Education:Advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.

Local senior PFM expert

Project description

Funded by the European Union, this project aims at providing technical and financial support to the Egyptian Ministry of Finance in the area of Public Finance management and Financial management information systems. The project will run over a period of 30 months.
It will be implemented through following four main components:
  • Component 1: Support to the implementation of PFM Reform Strategy and Plan
  • Component 2: Support to Budget Reform
  • Component 3: Support to Budget Execution, Accounting and Treasury Management
  • Component 4: Support to the development of IT Support System, in particular GFMIS

Job description

He/she will be in charge of the first component, under the supervision of the team leader, and will contribute to all PFM reform, liaising with all stakeholders, and facilitating the mobilisation of short term expertise.
The expert is expected to:
  1. Advise the team leader on ongoing reforms;
  2. Share with the team his knowledge of the organisation of Egyptian financial institutions;
  3. Assist the team leader in the implementation of PFM reforms;
  4. Assist in the deployment of short term experts;
  5. Assist in the design of training programs;
  6. Translate key documents or conversation during key meetings when needed.
He/she will regularly draft memos and reports on the implementation of his activities.

Qualifications and skills

  • University degree or diploma in a field relevant to the assignment (PFM, public law...);
  • Good understanding of the Egyptian administration, especially public financial institutions;
  • Good command of computer applications and information technologies (such as Word, PowerPoint, Excel, Internet browsers);
  • Fluency in Arabic language, with strong oral and written skills;
  • Proficiency in English;
  • Knowledge of the French language would be an asset;
  • Ability to work as part of a team;
  • Capacity to handle sensitive issues with discretion in a multicultural environment.

Professional experience

  • At least 5 years of professional experience in the area of Public finance;
  • Experience in working with/in a public administration;
  • Experience in international cooperation desirable.

Program Coordinator

The Open Society Foundations work to build vibrant and tolerant democracies whose governments are accountable to their citizens. The Open Society Foundations’ Arab Regional Office (ARO) was established in 2006 to support local civil society in its efforts to protect human rights and build vibrant and tolerant societies. Based in Amman and with a satellite office in Tunis, ARO supports a diverse group of civil society organizations, research centers, universities, and media organizations across the Arab world in Egypt, Jordan, Lebanon, Morocco, the Occupied Palestinian Territories, and Tunisia.  
Reporting jointly to the senior program officer for Media & Information in New York, the program coordinator would be responsible for providing programmatic and administrative support to the program and will be working closely with ARO staff to support the civil society more broadly in the Arab Region.
Essential Duties & Responsibilities
  • Assist with management and oversight of grants and projects awarded under the Arab Regional Office’s Media & Information program;
  • Review grant proposals and prepare grant summaries; work directly with grant applicants and grantees on the development of proposals and grant applications;
  • Monitor grants through review of narrative and financial reports and other communications with grantees;
  • Contribute to the evaluation and development of the Media & Information program strategy;
  • Maintain program documentation and databases; provide administrative support for the management of grants in the program portfolio;
  • Draft/edit correspondences and memoranda, letters to grant applicants, grant documentation, and grant dockets;
  • Support and oversee grantees’ work and related capacity building;
  • Liaise with grantees through country visits and perform site visits of prospective and current grantees while providing professional representation;
  • When travelling, manage logistics and organization of meetings;
  • Conduct research using web tools to search public sources, as well as conducting research on issues, organizations, and other matters and compile that research into concise, relevant material;
  • As needed, contribute blogs, publications, and articles on program-related subject matters;
  • Provide administrative support and assist with office activities of the Arab Regional Office such as organizing ARO board meetings and special events in Jordan and abroad; handling meeting logistics; and managing travel and accommodation and other duties as requested.
  • Draft internal correspondence, meeting agendas, and other materials.
Education / Experience
  • A minimum of four years of experience in the area of media development, human rights, and/or freedom of expression; 
  • Working experience in an international organization and on grant making will be an advantage;
  • A university or postgraduate degree in journalism, law, human rights, social sciences or other relevant area of study;
  • Proven research skills are an advantage;
  • NGO or foundation experience preferred.
Skills Required
  • Knowledge and familiarity of independent media and freedom of expression issues in the Arab region;
  • Fluency in Arabic and English; excellent written and verbal communication skills; knowledge of French is an advantage;
  • Excellent computer skills, proficient in Windows 7 and experience with internet research;
  • Superior interpersonal, organizational, and presentation skills.
  • Excellent listening and communication skills with sensitivity to cultural communication differences;
  • Proven ability to work efficiently in a fast-paced environment, to troubleshoot and follow projects through to completion, consistently on schedule, without loss of attention to detail and budget;
  • Integrity and professional discretion.
  • Ability to travel within the Arab region and internationally.
  • Show discretion and ability to handle confidential issues;
  • High level of self-motivation and at ease working independently when necessary;
  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects and ability to prioritize tasks;
  • Pleasant, diplomatic manner and disposition in interacting with senior management, co-workers and the general public.
