Project description
Funded by the European Union, this project aims at providing technical and financial support to the Egyptian Ministry of Finance in the area of Public Finance management and Financial management information systems. The project will run over a period of 30 months.
It will be implemented through following four main components:
- Component 1: Support to the implementation of PFM Reform Strategy and Plan
- Component 2: Support to Budget Reform
- Component 3: Support to Budget Execution, Accounting and Treasury Management
- Component 4: Support to the development of IT Support System, in particular GFMIS

Job description
He/she will be in charge of the first component, under the supervision of the team leader, and will contribute to all PFM reform, liaising with all stakeholders, and facilitating the mobilisation of short term expertise.
The expert is expected to:
- Advise the team leader on ongoing reforms;
- Share with the team his knowledge of the organisation of Egyptian financial institutions;
- Assist the team leader in the implementation of PFM reforms;
- Assist in the deployment of short term experts;
- Assist in the design of training programs;
- Translate key documents or conversation during key meetings when needed.
He/she will regularly draft memos and reports on the implementation of his activities.

Required profile
Qualifications and skills
- University degree or diploma in a field relevant to the assignment (PFM, public law...);
- Good understanding of the Egyptian administration, especially public financial institutions;
- Good command of computer applications and information technologies (such as Word, PowerPoint, Excel, Internet browsers);
- Fluency in Arabic language, with strong oral and written skills;
- Proficiency in English;
- Knowledge of the French language would be an asset;
- Ability to work as part of a team;
- Capacity to handle sensitive issues with discretion in a multicultural environment.
Professional experience
- At least 5 years of professional experience in the area of Public finance;
- Experience in working with/in a public administration;
- Experience in international cooperation desirable.
