The Southern African Development Community (SADC) currently has fifteen Member States1 with a population of approximately 250 million people and a combined GDP of USD 467.3 billion (2006). WaterAid is looking for a Regional Programme Manager to play a vital role in our mission to transform lives with safe water, sanitation and hygiene in the world’s poorest communities.
Working within the regional team, in the International Programmes Department, the Regional Programme Manager will lead on programme planning, development, effectiveness, quality assurance, learning and impact in the region. The role will support country programme staff to do so effectively, ensuring that country teams have the right capacites to make best use of WaterAid’s programming approaches. The role will also make significant contributions to our influencing work across the region; explore collaborative regional opportunities around programme delivery and advocating for change in how WASH is delivered in the region, to bring about equitable and sustainable change to achieve universal access.
To be successful, you’ll need to have a post graduate degree or equivalent professional qualification in a relevant subject preferably with significant relevance to the WASH sector and sound knowledge of international / regional WASH development and programme delivery. Substantial experience of working at a senior management level in a developing country and in the region is essential.

Financial management and operations director

Chemonics seeks a financial management and operations director for the anticipated multiyear, USAID-funded Southern Africa Trade and Investment Hub (SATIH) program for increasing global competitiveness, intra-regional trade, and food security in Southern Africa. SATIH aims to spur inclusive economic growth by promoting an enabling environment for trade and investment, promoting regional integration and trade, expanding African capacity to effectively access and benefit from global markets, and encouraging U.S. companies to trade with and invest in Africa. The financial management and operations director will oversee accounting, operations, and financial management of the regional program. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:* Develop and implement operations workflow between field offices
  • Direct and facilitate procurement and grant activities
  • Provide direct supervision to the program's compliance, finance, grants, and procurement departments
  • Manage and monitor program staff including long-term specialists and consultants
  • Oversee project logistics associated with work plan activities
  • Ensure overall program compliance with contract provisions and general USAID regulations and guidance, with specific attention to procurement and grants
  • Oversee field office contractual agreements, including negotiating terms and execution
  • Serve as the primary liaison between Chemonics' project management unit (PMU) in Washington, D.C., and the field office on budgetary, operational, and administrative matters
  • Liaise and coordinate with the Chemonics home-office to ensure compliance with USAID policies and procedures
Qualifications:
  • Master's degree or higher in financial management, business administration, finance, accounting, or related area; or bachelor's or certified accounting degree with 15 years of experience
  • Minimum 10 years of experience in accounting, operations, and financial management of large-scale, complex, international development assistance programs
  • Familiarity with U.S. government financial reporting and compliance requirements preferred
  • Proven experience and skills in developing and managing large budgets
  • Excellent English language written and oral communication skills
  • Demonstrated leadership, versatility, and integrity

PURPOSE OF THE POST
Under the supervision of the Programme Specialist (P4), the Health Officer (P2), play the role of Regional advisors for the region of Morondava. He/she provides technical support to the decentralized regional directors for health; manage the decentralized regional health interventions, undertake situation analysis, planning implementation and daily management of resources, with an emphasis to the effective supervision and coaching of the Health Officer, NOB (ATR)
II- KEY ACCOUNTABILITIES and DUTIES & TASKS
  1. Timely sectoral analysis, input and support contribute to the Situation Analysis and its periodic update for effective project planning, development and management.
Contributes to the preparation of the Situation Analysis by compiling, analysing and evaluating information and providing the technical input and support to Health interventions and its periodic update. Prepares sectoral input to the Country Programme Document and all related documents (e.g., Country Programme Recommendation, Plans of Action, and Country Programme Summary Sheet). Contributes to the consultation and coordination with key partners at all levels.
2. Quality technical contributions are made to the development and implementation of Integrated Health strategies and approaches through participation and collaboration with internal and external partnership.
Works with other UNICEF sectors, particularly Health, CSD, HIV/AIDS, WASH and programme communication to ensure integration of the Health programme with other sectors.Contributes to build on intersectoral experience and establish partnerships to promote innovative approaches to address immediate and underlying determinants of maternal, newborn and child health, recognizing that healthoutcomes are not the results of action in the health sector alone.
Participates with UNICEF, Government, non-government organizations (NGOs) and other partners in the development of strategies and approaches relating to Health. Monitors status to ensure achievement of strategic results in line with agreed Annual and Country Programme objectives and adopts corrective action to meet programme/project objectives.
Contributes to the identification and introduction of new approaches, methods and practices in project management for improving programme delivery with emphasis on sustainability of intervention and community participation.
3. Work plan and objectives are strategically established, implementation support is effectively provided, and planned results are timely delivered through application of technical expertise.
As functional leader of the Health group, exercises technical and programme management leadership for the development and implementation of the results-based sectoral work plan and objectives as well as for administration and monitoring of sectoral project activities, consistent with the defined project strategic priorities and approaches.
Ensures objectives and targets are timely achieved, through full coordination between activities and collaboration with implementing partners, by providing guidance and support to staff of Health.
4. Project implementation progress is monitored and evaluated for adjustment, acceleration and improvement of program delivery and sustainability.
Undertakes field visits to monitor programmes, as well as participates in periodic programme reviews with governmentcounterparts and other partners. Identifies necessary action for programme adjustments. Provides technical advice and support to government officials and implementing partners in the planning and management of the Healthinterventions and ensures their sustainability. Support maintenance of information system for monitoring gender sex aggregated data.
5. Technical support is provided to government and NGOs at various stages of the project implementation, monitoring and evaluation, including capacity building of government personnel and beneficiaries.
Provides technical support to government and NGOs in the planning, development, implementation, and evaluation stages of the programmes/projects.
Identifies training needs; designs and conducts training and orientation activities for government personnel and beneficiaries and other relevant partners, for the purpose of capacity building, sustainability of programme/projects and expansion of coverage of services.
6. The capacities of Country Office staff are strengthened through effective capacity building support in the development, implementation and management of the Health programme.
Designs and implement a staff training/development programme to upgrade the capacity of the Country Office staff with regard to competencies for technical requirements as well as for the programme development, implementation and management of Health programme. Conducts relevant orientation, workshop, training and staff learning/development activities, including relying on technical partnership with collaborating agencies to provide state-of-the-art -technical information to staff.
7. UNICEF and Government accountability is ensured for supply and non-supply assistance and disbursement of programme funds for Health.
Coordinating with Operations and Supply staff on supply and non-supply assistance activities, ensures UNICEF, Government partner and all implementing partners’ accountability. Certifies disbursements of funds, ensuring those activities are within established plans of action and programme budget allotments; and to orientate and train Government and UNICEF implementing partners in UNICEF supply and non-supply policies and procedures. Monitors the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Submits financial status reports to management in compliance with the regulations and guidelines.
8. Effective working relationships with internal and external counterparts are kept maintained for advocacy, technical coordination, information sharing and knowledge networking.
Coordinates activities and exchanges information and knowledge with other programmes to contribute to achievement of overall country programme objectives. Builds up effective monitoring, knowledge database/network and reporting systems to ensure the availability of current and accurate programme information/data, and contributes to the development of communication materials and strategies to support advocacy and community participation for Health; and to widen partnership with all stakeholder at national, regional, district, community and household levels as well as with funding partners including the private sector in order to accelerate achievement of Health related MDGs goals.
Facilitates partnership and collaboration with external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate relevant data, and to exchange information on programme/project development and implementation. Facilitates exchange of knowledge, information, experience and lessons learned.
9. Relevant and strategic information is kept available to support the Health Programme by the effective implementation of an integrated monitoring system.
In collaboration with monitoring and evaluation and programme communication colleagues, conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system, in consultation with all relevant stakeholders.
Coordinates with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring.
Provides assistance for evaluation exercises, programme mid-term review, annual sector review and preview meetings with Government counterparts and all other relevant partners. Analyses and evaluates monitoring data, ensures achievement of objectives and proposes corrective measures as appropriate.
10. Required programme/project reports are timely prepared in compliance with the established guidelines and procedures.
Contributes to the timely preparation of annual sector status reports and shares information with relevant partners as required in compliance with the established guidelines and procedures. Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, and annual reports.
11. Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided.
Supports emergency preparedness plan relating to Health. In case of emergency, assists in monitoring and assessing the nature and extent of the emergency in the assigned area, as required. Provides assistance to the Country Office in identifying where support is required. In line with the Core Commitments for Children (CCCs) in Humanitarian Action, strengthens partnerships with the Health humanitarian actors within the Inter-Agency Standing Committee (IASC).
12. Other assigned duties and responsibilities are effectively accomplished.
Assumes any other duties and responsibilities assigned as appropriate to the purpose of this post, and delivers the results as required.
III – QUALIFICATION and COMPETENCIES
  1. Education
Advanced degree in one of the disciplines relevant to the following areas: Public Health, Medicine, Health Research, International Health, Health Policy and Management, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Nursing or a field relevant to international development assistance in Health.
  1. Work Experience
Two years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Health. Professional work experience in a managerial position, or a technical expert position in child survival & development, health care.
Developing country work experience. Background/familiarity with Emergency and gender mainstreaming.

Building Capacity for Ocean Management
Oceans contain the greatest diversity of life on Earth, yet less than 3 percent of the world's oceans are protected and more than 60 percent are located in international waters, outside any one country's jurisdiction. WWF is working around the world to protect oceans and the human and marine communities that depend on them.
WWF's mission in the Pacifc and in the Indian Oceans is to ensure strong stakeholder participation to conserve rich oceans and coastal diversity and address threats from climate change, overfshing, and unsustainable marine resource management.
Fellowship Overview
To build local capacity across the Pacifc Ocean and the Indian Ocean, WWF's Russell E. Train Education for Nature Program (EFN) is offering fellowships to future conservation leaders to enable them to pursue graduate-level study (master's and PhD) in conservation- related felds. The goal of the program is to empower individuals to advance marine conservation in their home countries.
Applicants may apply for up to two years of funding and request up to $30,000 per year. The application deadline is 28 February 2015. Interested applicants are invited to visit www.worldwildlife.org/efn for more information.
Research Questions for PhD Candidates
In addition to the above criteria, PhD candidates should address one of the following research questions in their application and within their doctoral program:

  • What are innovative ways to strengthen marine policy enforcement in regional waters where the 'rule of law' is not suffciently strong?

  • Your research or academic program must address one of the focus areas listed.
  • You must be enrolled in, admitted to, or have applied to a master's or PhD program anywhere in the world.
  • You must plan to begin your studies no later than January 2016.
  • You must commit to working for at least two years in your home country after the completion of your degree.
  • You must not have received a Train Scholarship or Fellowship in the past.
  • You must contact EFN if you are a WWF employee, consultant, or previous EFN grant recipient.
