Purpose of the Position
The Global Planning (GP) Unit's main objective is the planning of international assignments and the deployment of staff in line with the operational needs of the Institution.
The Personnel Manager works hand in hand with the Pool Manager-s of the assigned function (métier or generalist) to identify and assign the best qualified person for each field mission according to the International Assignment Planning framework. To do this the Personnel Manager also works closely with all divisions of HR and Operations and has a good understanding of the position requirements and the pool members.
The Personnel Manager reports to the Head of Unit.
Main Responsibilities
  1. International Assignment Planning: Based on the job requisitions formulated by the delegations and regions as well as the required competencies defined by the function combined with development opportunities and staff requests, the personnel manager provides support to the pool managers in assigning the right person to the right position. The personnel manager ensures smooth and timely departures and returns by coordinating with pool management, incoming and outgoing staff, the delegations and HR Shared Services. Within the unit the personnel managers share information and job openings, allowing transfers between pools, sharing of best practises and ensuring internal equity.
  2. HR support and services to pool managers by providing tools and metrics giving overview of pool and assignees to anticipate future pool needs and identify areas of development for pool members. Personnel Manager, pool manager and the recruitment unit work together to source the right profiles internally (mobile and resident staff) and externally to provide the field with the appropriate mobile resources
  3. HR services to mobile staff: The chef de personnel is the mobile staff member's point of contact in HR with regards to assignment planning and career development. The services the personnel manager currently provides includes employee relations, remuneration, training and “performance management”. The personnel manager liaises with HR specialists and experts as appropriate.
  4. Internal Projects: Within the PMP framework and the HR delivery model the Global Planning Unit is evolving and each personnel manager contributes to the reflection, the improvements and change of practises that we are putting into place.
Qualifications and Experience
  • University degree, ideally with specialisation in HR or relevant equivalent experience
  • Confirmed HR generalist work experience of minimum 3 years
  • Recent humanitarian field experience, ICRC field experience a must
  • Fluent written and spoken English and French
  • Knowledge of ICRC assistance metiers is a significant asset
Skills and Competencies
  • Good knowledge of Swiss Labor Law and the ICRC's CCT and RPM
  • Experience working with IT systems in particular PeopleNet and Microsoft Office (specifically Excel)
  • Skilled in negotiation and handling of sensitive situations. Flexibility and adaptability, ability to reach consensus

PROJECT SUMMARY
IBTCI is vying for a contract to conduct a mid-term performance evaluation of USAID/Morocco’s Favorable Opportunities to Reinforce Self-Advancement for Today’s Youth (FORSATY). This evaluation will serve the following purposes:
· Provide the mission with concrete evidence regarding to what extent to which FORSATY achieved its objectives through December 2014;
· Determine any recommended mid-course adjustments for the program to improve results moving forward, particularly focusing on the capacity strengthening of CSOs;
· To inform how this project would be best replicated in other regions of Morocco.
The primary task of the evaluation team will be to analyze the performance of FORSATY midway through program implementation and make recommendations for improvements in ongoing and future programming. This evaluation will cover the period from the award date through December 2014. The USAID/Morocco Mission, specifically the Office of Democracy and Governance, will use the analysis of this evaluation to guide the direction of FORSATY in the remaining project life. The implementing partner, IOM, will learn about the strengths and weaknesses of project activities to date and adjust the upcoming work-plan based on the evaluation recommendations.
Period of Performance: 7 weeks including 3 weeks of fieldwork; February 28 start date
TEAM LEADER POSITION DESCRIPTION
The Team Leader will lead the evaluation and direct/manage a team of one local research/logistic assistants, and one subject matter experts in youth development. The Team Leader will be responsible for periodically briefing USAID/Morocco of the team’s progress. S/he must also debrief USAID/Morocco on findings and results and submit all deliverables including a detailed work plan, presentation of results, and drafts of final reports. S/he will also provide USAID with raw datasets.
POSITION REQUIREMENTS
The Team Leader must have the following skills/experience:
· Experience in evaluation and Countering Violent Extremism (CVE)
· Knowledge of the Moroccan socio-economic and political environment, and USG foreign policy and foreign assistance programming
· Experience working as a part of, as well as leading, democracy and governance evaluation teams and writing analytic but actionable reports in a clear, coherent and compelling way
· The ability to speak and write in English is required
· French and/or Arabic is desirable

Main Purpose

Supervise the filling of tankers, discharge and loading of vessels, transfer of product between tanks, loading rack and supervision of Terminal maintenance and Operations personnel

Key Responsibilities

Review daily inventory movement by means of reports to verify that there are no deficits or surpluses, or any operations performed wrongly. Review the facility operations daily by means of inspection rounds and reports.  Program preventive and corrective maintenance and recommend these to Plant Superintendent.

Prepare and request purchase orders for tools, materials and equipment following approved process and procedure.
Prepare work orders in the appropriate forms to ensure that work within the Terminal is performed with maximum security and in the safety conditions.
Perform and/or coordinate with contractors, maintenance activities at the Terminal based on programs previously determined by the Superintendence. Comply with any task entrusted by the Superintendent within the operations of the Terminal.

Supervise Terminal employees as required. Supervise and coordinate Plant personnel schedules and activities. Participate in all training courses scheduled by the Superintendence of the Terminal, as well as in all contingency drills.

Knowledge Skills and Abilities

• Computer literacy: Microsoft Office applications. 
• Bilingual: English and + (depending on location).

Finance and Compliance Manager, Namibia

Position Purpose:
Reporting to the Deputy Chief of Party, the Finance and Compliance Manager is responsible for the company’s financial systems and to manage select issues related to Administration and Human Resources.
Key Responsibilities:
Financial management and accounting
• Design and/or update and implement systems and procedures following company and US Government standards to ensure operational effectiveness and internal control.
• Manage the ongoing work of the finance staff. Specifically:
o Hold regular meetings with Finance staff
o Oversee the timely payments to suppliers (petty cash, checks, and electronic payments) and check accuracy of the transactions. Review monthly the cashbooks, bank reconciliation and transactions compiled / entered by the accountant.
o Oversee the preparation of journals for the grantees and petty cash expenses / adjustments and present it for approval.
o Oversee the preparation of financial data in Serenic
o Compile a monthly financial report for approval by the Chief of Party and submission to Head Office.
o Reconcile financial records with specified financial reports provided by Head Office and submit findings on discrepancies.
o Oversee the cash management function. Monitors the cash levels in the bank accounts and requests funds on a monthly or a need basis from Head office.
• Liaise with the Senior Finance Specialist based at Head Office to ensure that financial reports are in compliance with Pact policies and desired standards.
• Liaise with the Deputy Director of Global Finance, Africa Region, to resolve financial management issues that require additional input of a technical nature or regarding which the Finance Manager requires a judgement regarding the application of USG rules or regulations, including HQ audit documents.
• Review monthly Project Status Reports (PSRs) received from headquarters, and provide the COP and DCOP with up-to date financial status information and pipeline projections to ensure that project spending is in line with the budget and work plan and trigger actions for additional funding requirements.
• Ensure that the Finance Unit prepares and maintains accurate and updated grantee cash flow reports for each partner as well as the sub grant matrix summary report indicating total amounts advanced and settled as well as corresponding dates and additional calculated information needed to monitor all aspects of the sub-grantees’ financial status.
• Prepare analyses requested by Country Director for internal monitoring;
• Ensure that the Finance unit compiles accurate and complete VAT reimbursement submissions;
• Interact with the tax auditors from the Ministry of Finance and other auditors when doing their audits including the relevant auditing firm.
Compliance
• Ensure that all financial procedures, files, accounting practices and procurement of goods and services are in compliance with company and US Government regulations.
• Ensure compliance with Namibian laws for payment of statutory employee benefits, registration fees, tax submissions, etc and keep abreast with changes in the Labour / related Acts for the same purpose.
• Update the inventory register with all required financial data and ensure that an inventory of assets is recorded with this data.
• Assist grantees to meet special award conditions and conduct on-going reviews of grantees financial systems to identify and address issues relating to (non-) compliance.
• Interact with grantees in ensuring compliance with the company’s financial regulations.
• Oversee proper and routine filing of financial documents, electronically and paper copies
Grant Management, Sub-grant monitoring and capacity building
• In coordination with those responsible for grants and contracts and the program team, manage the financial aspects of the grants cycle.
• Review monthly financial reports, supporting documents and cash advance requests by selected grantees and approve requests reviewed by other members of the finance department.
• As requested by the programs team, assist in reviewing and compiling budgets for subagreements or obligations.
• Oversee grantee financial close outs by reviewing financial books and reports, checking compliance with own policies, and calculating and booking final exchange gain/loss on awards.
Administration, Human Resources and Staff Management
• In coordination with the Country Director, develop and amend job descriptions as needed for finance staff.
• Ensure all internal controls are sound and in place, amend job descriptions and/or access rights to accommodate internal controls, especially when staff numbers in finance change.
• Oversee the preparation of payroll, payslips and all personnel reports on a monthly basis and present these to the Country Director for final approval.
• Provide regular support and supervision to staff under direct line management. This includes (but not limited) the formulation of individual work plans (with agreed indicators of achievement) based on project work plans and/or job descriptions. It also includes regularly scheduled supervision and performance management meetings to assess progress against agreed outputs.
• Participate in staff recruitment, induction planning and formulation of staff personal development plans.
Supervision and mentoring
• Supervise and manage the daily operations of the Accountant and Finance Assistant positions and, in so doing assume responsibility for matters pertaining to discipline, development, performance management and appraisals.
• Supervise, mentor and strengthen the professional capacity of the finance staff.
• Conduct staff appraisals for finance staff.
• Actively engage with the DCOP and the Deputy Director of Global Finance, Africa Region, to strengthen the Finance Manager’s own skill set and remain completely up-to-date on developments in Pact and USG financial policies, rules and regulations.

World Vision (WV) is a Christian relief, development, and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. One important component of World Vision's work is microfinance, providing financial services such as credit, savings and insurance to the poor, enabling them to earn increased income, build assets and provide for their families. Numerous studies confirm the strong impact of microfinance on the well-being of children. Studies also show, however, that the integration of microfinance with other development activities can have an even greater impact when compared to either microfinance alone or development activities alone. WV's microfinance operations are managed through VisionFund International (VFI) and its 6,000 staff, a WV subsidiary. VFI manages a network of 36 microfinance institutions (MFIs) globally and has outstanding loans of approximately $450 million to some 800,000 clients and annual network revenues of over $138 million. The MFIs were created to provide financial services in the areas where WV works.
The role of the Regional People & Culture Partner (P&C) is to provide high quality leadership guidance and technical support to the People & Culture Managers and teams based in VisionFunds Microfinance Institutions (MFIs) in assigned regional countries. This role will also act as an advisor to the Regional Operations Team at VisionFund International (VFI) and our MFI Senior Management Teams (SMT).
The aim of this role is to develop and lead quality performance of the P&C function in the region order to meet demanding business needs. The role will be required to have an outstanding level of business awareness and understanding of microfinance so as to apply a P&C lens to the business operations & people related priorities.
This role will be responsible for making decisions on what people related initiatives will be implemented at the MFI level. It will also be responsible for developing, rolling out and reviewing organization wide people related initiatives relating to both P&C and Operations strategic directives (e.g. talent management, diversity, employee relations, organizational development, succession planning, recruitment etc.). Objectives

Duties and responsibilities

Under the supervision of the Division Manager, the incumbent will:
  • Provide expert advice to management;

  • Manage and monitor the portfolio in order to maintain its quality and develop appropriate turn-around, work-outs and restructuring proposals;
  • Monitor compliance with reporting requirements,

Selection Criteria

World Vision Zambia Limited, a child-focused, Christian, non-governmental organization (NGO), seeks to recruit a qualified candidate who is motivated and result-oriented to fill the following position:
ASSISTANT COMPANY SECRETARY
ROLE:
  • Support the Company Secretary: ensure that WV Zambia Limited Board fulfills its governance function and is facilitated through Board developments and effective processes to meet the WVI Partnership Governance standards and milestones; and ensuring statutory and regulatory compliance;
  • Support the Office of the National Director: facilitate the smooth running of the Office through the timely execution of specific projects aligned with the goals of WV Zambia Limited; and provide general administrative support when necessary;
  • Independent legal advisor: provide internal legal support to the organization including through review and management of agreements and other legal documents; legal support in human resource issues and in risk management.
MAJOR RESPONSIBILITIES
1.   ASSIST THE COMPANY SECRETARY IN THE GOVERNANCE FUNCTION
  • Assist in scheduling of and preparation for all Board Committee meetings;
  • Provide confidential secretarial functions to the Company Secretary, National Director and Senior Leadership Team, by producing a variety of documents such as correspondence, minutes, agenda and Board reports;
  • Assist with corporate secretarial functions including production and distribution of Board materials, maintenance of Board records, draft Board agenda, resolutions and minutes; update and maintain records, email and directories of all Board members;
  • Attend a variety of senior management and/or Board meetings, Annual General Meetings and take minutes; produce and distribute minutes as appropriate; gather information for inclusion in management or Board reports on request and distribute meeting packages prior to meetings;
  • Maintain copies of all information packs distributed to Board members;
  • Maintain corporate governance guidelines and Board committee charters;
  • Maintain Board and Committee calendars;
  • Assist the Company Secretary in the co-ordination and planning of Annual General Meetings by ensuring locations and meal arrangements are booked and through preparing and distributing meeting agendas and meeting materials;
  • Ensure company records are filed and protected and, where applicable, indexed and kept up-to-date, and accessible.
2.         STATUTORY AND REGULATORY COMPLIANCE
  • Regularly review and ensure that the organization’s statutory documents are in place and updated; and all statutory changes and updates are communicated to all departmental heads to ensure compliance;
  • Advise on and ensure statutory compliance and completing relevant annual returns for WVZL.
  • Assist in facilitating internal workshops for compliance training.
3.         INDEPENDENT LEGAL ADVISOR
  • Support procurement teams and other departments in the preparation and management of tender documentation and various types of contracts, memoranda of understanding and other legal structures for all projects, programs and relationships with development partners.
  • Coordinate and negotiate legal agreements, as requested, including ensuring approvals are obtained prior to execution;
  • Support departments and teams managing contracts, etc. to ensure compliance with terms;
  • Draft memoranda of understanding as required with the Government of Zambia for World Vision projects;
  • Update the Tendering and Contracting Manual as required;
  • Review and update organization’s legal document templates as necessary;
  • Oversee the maintenance of the contract registration database;
  • Provide general legal advice , including in relation to staff management and relations, upon request;
  • Support the management of the organization’s legal risks;
  • Liaise with WVZL external counsel.
EDUCATION / KNOWLEDGE / EXPERIENCE
  1.    REQUIREMENTS
  • Bachelor of Laws degree and legal practitioner of at least three (3) years post-qualification experience, with knowledge of company secretarial functions and general legal practice;
  • Ability to discharge duties politely, with respect for authority and for cultural sensitivities;
  • Ability to liaise at executive and director level;
  • Ability to work with minimal supervision, be assertive and analytical;
  • Good organizational and problem-solving skills;
  • Pragmatic and results-oriented;
  • Excellent verbal and written communication proficiency in English;
  • Strong attention to detail;
  • Open-minded and willing to learn;
  • Unblemished record in conduct and character;
  • Demonstrated leadership ability;
  • Experience in using Microsoft Office (Word, Access, Excel, PowerPoint);
  • Must be a committed Christian and able to stand above denominational diversities.
      2.    ADVANTAGEOUS ATTRIBUTES
  • Additional professional qualification as a Chartered company secretary;  
  • Post-graduate qualifications in relevant fields;
  • Hands-on experience in corporate governance, preferably related to non-profit organizations;
  • Legal contract management experience;
  • Experience in and understanding of the development sector;
  • Administrative experience.
