Provincial technical health experts

Chemonics seeks provincial technical experts for an anticipated five-year, USAID-funded HIV/AIDS project in Zambia. The District-Based Delivery of Comprehensive Clinical HIV/AIDS Services Project (D-SERVE) is the follow-on to ZPCT I and II projects that will support the government of Zambia in delivering integrated and comprehensive HIV/AIDS prevention, care, and treatment services through the national health system. Key activities/intervention areas will include HIV counseling and testing, prevention of mother-to-child transmission, male circumcision, treatment services, care and support, laboratory support services, social and behavior change communications, health policy and advocacy, and strategic information. Willingness to be based in a provincial capital of Zambia is essential. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
We are seeking key technical specialists for the following technical specialties:

Qualifications:
  • Relevant degree in public health, social sciences, business administration, project management, law, finance, economics, or a related field
  • Minimum five years of progressively increasing responsibility working in HIV/AIDS in either direct service delivery, clinical experience, systems strengthening, and/or policy reform; or administrative, financial management; or monitoring and evaluation and research in the public health field; or policy and budget tax reform, tax policy, health care financing, and poverty reduction strategies.
  • Demonstrated leadership skills in working collaboratively with other donors, host-country institutions, and international organizations; and coordinating programs of similar size and scope;​
  • Clinical experience of HIV/AIDS, and comprehensive knowledge of either HIV prevention, care, and treatment; or TB/HIV co-infection, PIHTC, and PMTCT; or administrative and financial management of large-scale, complex, international development assistance programs; or experience in rigorous qualitative research and analytical methods; or experience working with ministries and leading policy framework and reforms
  • Demonstrated management skills, including relevant experience in direct supervision of professional staff
  • Ability to travel extensively to project locations within Zambia and to other places, as required
  • Experience with USAID programs an asset
  • Demonstrated leadership, versatility, and integrity
  • Excellent command of spoken and written English

Senior Capacity Building Specialist, USAID/Ghana’s Partnership for Education: Early Grade Reading (EGR) Performance Management and Learning Activity, Ghana
Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s mission is to improve the effectiveness of international development programs in improving people’s lives. We provide a full range of management consulting, technical assistance, and training services to strengthen international development programs, organizations, and policies. We provide services globally in the areas of monitoring and evaluation, strategic planning, project and program design, organizational capacity building, and gender and social analysis. SI services cross-cut all development sectors including democracy and governance, health and education, the environment, and economic growth. SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.
Proposal Objective:
SI is implementing a five-year USAID Partnership for Education: Evaluating Systems project, with the goal to support the Ghana Ministry of Education (MOE), Ghana Education Service (GES) and other local organizations to create effective monitoring and evaluation (M&E) frameworks, and encourage learning through impact and performance evaluations.
The purpose of the anticipated release of the five-year EGR Performance Management and Learning Task Order Activity is to create the conditions to enable the USAID/Ghana Education Office to design and implement a comprehensive performance management, monitoring and evaluation, knowledge management and reporting system in support of the Partnership for Education project. This will be accomplished through:
  1. Strengthening performance management processes and tools.
  2. Improving and expanding learning and knowledge management function to support management decision making and learning.
  3. Improving USAID/Ghana’s Education Office M&E practices and processes and increasing staff capacity for learning and adapting.
  4. Researching the societal and familial practices and administrative factors affecting early grade reading.
Position Description:
SI is seeking a full-time Senior Capacity Building Specialist who will be responsible for developing the capacity of USAID/Ghana in M&E and knowledge management of USAID/Ghana’s Education Office for sustainable learning and adapting. The project is anticipated to be over five years, with potential start date March 2015.

Responsibilities:
  • Assess USAID/Ghana’s M&E capacity, developing capacity development plans, and organizing and managing the implementation of all capacity building activities under the EGR Activity.
  • Lead the development and implementation of the activities related to training and capacity building in M&E.
Qualifications:
  • Master’s degree in a relevant discipline.
  • Minimum of seven years proven work experience in the field of monitoring and evaluation and institutional capacity building.
  • Demonstrated skills in M&E system design, methodologies (quantitative and qualitative) and approaches, especially under USAID-funded projects.
  • Demonstrated ability to work collaboratively and effectively with host country counterparts and government officials.
  • Minimum of seven years of experience in training, consulting or on-the-job coaching.
  • Demonstrated leadership and mentoring abilities.
  • Excellent written and oral communications skills.

Evaluation Expert, USAID/Ghana Performance Evaluation of Public Works Construction (PWC) Activities, Ghana
Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.
Objective:
The purpose of this Task Order is to acquire the services of a contractor to conduct a performance evaluation of a set of Public Works Construction (PWC) activities in USAID/Ghana’s Education Office which were implemented between 2010 and 2014 through different procurement modalities with a total estimated cost of $22.8 million. In total, the PWC activities aim to construct and equip schools, toilets and District Education Offices (DEO) in all ten regions of Ghana.
The PWC evaluation encompasses four activities that will be evaluated under the Task Order as summarized below:
a. The construction, furnishing and maintenance of 159 educational structures through a Modified Fixed Amount Reimbursement Agreement (FARA) with the Funds Procurement Management Unit (FPMU) within the Ministry of Education (MOE);
b. The construction, furnishing and maintenance of four public schools through a FARA with Accra Metropolitan Assembly (AMA);
c. The construction of 24 toilets in flood-affected areas in Northern Region through a FARA with Ministry of Finance and Economic Planning (MOFEP), in collaboration with the Millennium Development Authority (MiDA); and
d. The construction of seven Junior High Schools (JHS) under the Transition and Assistance Program (TAP), which was implemented through a Cooperative Agreement with Plan Ghana.
The estimated period of performance for this task order is December 1, 2014 until March 29, 2015, over 17 weeks, with seven weeks of fieldwork in Ghana.
Responsibilities and Tasks:
  • Participate in a team planning meeting with other members of the evaluation team;
  • Review documents relevant to the evaluation (to be provided by USAID);
  • Attend initial and final meetings between the evaluation team and USAID;
  • Contribute to evaluation methodology design;
  • Conduct performance evaluation through a set of interviews, focus groups, documents review, and other evaluation tools identified by the evaluation methodology;
  • Conduct data analysis and contribute to report writing;
  • Contribute to the development of a presentation to be delivered at a debriefing for USAID, and;
  • Assist the team with other related tasks, as requested and assigned by the Team Leader.
Qualifications:
  • Minimum of a Master’s degree in an education discipline or a related field;
  • At least 15 years of experience in the monitoring, evaluation and analysis of education development projects;
  • Extensive experience in conducting qualitative evaluations/assessments;
  • Extensive experience integrating gender analyses into evaluations;
  • Extensive experience leading evaluation teams;
  • Extensive experience preparing high quality evaluation documents;
  • Deep understanding of USAID evaluation policy;
  • Experience working in Ghana or the surrounding region.

  • Master’s degree in civil engineering or related field;
  • Minimum of 10 years’ engineering experience in Africa with extensive experience in design and/or construction of educational facilities;
  • Familiarity with the British Building Codes;
  • Understanding of evaluation policy and methods, and;
  • Experience working in Ghana or the surrounding region.

PEDAGOGY TRAINER

The USAID WA-WASH Program is seeking a competent and experienced consultant to design and facilitate workshops in Burkina Faso and Ghana. The consultant will primarily be responsible for teaching pedagogical tools and techniques adapted for continuing and adult education to groups of trainers in professional centers. These workshops are scheduled for November.
