Organizational Setting

The Regional Office for Africa (RAF) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RAF also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAF develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

The Regional Office supports regional, policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

The post is located in Technical Officers Group, RAFT, within the West Africa Team, with duty station in Accra, Ghana.

Reporting Lines

The Fishery and Aquaculture Officer reports to the Senior Forestry Officer, RAFT, Team Leader of the West Africa Team.

Technical Focus

Provide support to the development of Fisheries and Aquaculture in West Africa including formulation and implementation of management and development policies, programmes and field projects, response to country and sub-regional requests for technical and policy assistance, capacity building and diffusion of best practices in the concerned fields, and backing relevant intergovernmental and professional Fishery and Aquaculture bodies operating in the sub-region.

Key Functions

· Plans and leads components of multi-disciplinary teams, leads and/or participates on Organization-wide, cross-Departmental committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;

· Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;

· Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;

· Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;

· Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;

· Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;

· Participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions (optional)

· Monitors the fishery and aquaculture situation in countries and in the sub-region as a whole, study and analyse their technical assistance needs identifying major related issues in marine and inland waters;

· Provides policy and technical advice on the main fisheries and aquaculture sector challenges in the sub-region, more particularly regarding the prevalence of Illegal, Unregulated and Unreported (IUU) fisheries, the low domestic capture share from the countries Exclusive Economic Zone (EEZ), the inadequate incentives, technical assistance and capacity for aquaculture development in inland water bodies and on-farm;

· Advises governments and other stakeholders on the formulation, implementation and monitoring of fisheries and aquaculture development and management policies, programmes and projects primarily in West Africa;

· Collaborates with Regional Fishery and Aquaculture Bodies in the sub-region, their subsidiary bodies and regional networks concerned with fisheries and aquaculture, such as the Aquaculture Network for Africa (ANAF), giving advice to the Secretariats on issues of relevance to inland and marine fisheries;

· Liaises and provides assistance to governmental and private sector professional aquaculture bodies to improve organization of access to better inputs for farmers while strengthening the various segments of the aquaculture value chain;

· Provides advice to river basin authorities on how to put in action lessons learned from previous aquaculture programmes and/or design and implement new initiatives;

· Advises on the use of improved seed and risk analysis in the various river basins in West Africa;

· Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

· Advanced University degree in Marine/Freshwater Biology, Aquaculture, Fishery/Aquaculture Science, Fishery/Aquaculture Economics or related field;

· Seven years of relevant experience in fishery and aquaculture development at field level, research or application of micro and macro-economic techniques to aquaculture or assessment development;

Specific Functions

· Contributes to the design and implementation of a coherent FAO programme of policy support to member countries and Regional Economic Communities in West Africa, including capacity development in policy analysis, advocacy, negotiation and monitoring and evaluation;

· As a policy focal point for FAO in West Africa, leads and coordinates the planning, formulation, implementation and monitoring of FAO’s policy activities, projects and programmes with sub-regional organizations and Member Countries in the sub-region;

· Strengthens capacities of Member countries, non-state actors and sub-regional organizations to formulate, implement and monitor policies and investment programmes;

· Enhances capacity of non-state actors to actively engage in, influences and monitors policy processes and programmes;

· Collaborates in FAO policy and programmatic support to Economic Community of West African States (ECOWAS), Union économique monétaire ouest-africaine (UEMOA), Comité permanent Inter-états de Lutte contre la Sécheresse dans le Sahel (CILSS) and other relevant organizations in West Africa;

· Collaborates in the regular communication and collaboration with the New Partnership for Africa's Development (NEPAD) Planning and Coordination Agency, the African Union Commission’s Department of Rural Economy and Agriculture and diverse development partners engaged in the Comprehensive Africa Agriculture Development Programme (CAADP) process;

· Collaborates with FAO’s internal CAADP coordination processes and structures;

Livestock Expert - Ebola Outbreak

In the framework of the FAO response to the epidemic of Ebola viral disease (EVD) in West Africa, under the administrative supervision of the FAO Representative in the country, in collaboration with the FAO Regional Office in Accra and the Regional Hub for Resilience, Emergencies and Rehabilitation in West Africa / Sahel in Dakar (REOWA), the incumbent will assist with aspects of knowledge and reducing the risk of inter-species transmission and spread of the Ebola virus program. To this end, he/she will perform the following tasks:

· Oversee the development and implementation of the restocking programme including:

o The type, quality and livestock health status of animals provided to beneficiaries

o The construction of shelters

o The provision of animal feed and veterinary drugs

o The implementation of vaccination campaigns

o The organization of trainings of beneficiaries and veterinary services

o The monitoring of the restocking programme

· Contribute to the formulation and implementation of the response programme to strengthen countries’ capacity and the general public awareness on preparedness planning, with a focus on environmental health as a key component of the One Health approach[1]

· Contribute to the establishment and strengthening of institutional and operational relationships with key stakeholders involved in the prevention and response to the EVD, either at central level (Central Veterinary Services, MoH, Ministry in charge of wildlife, WHO, UNICEF, etc.) and district level (veterinary and wildlife decentralized water and forestry services, health workers, NGOs) through participation in intersectoral meetings, joint organization of trainings, preparation, production and dissemination of educational and communication/social mobilization materials etc.

Agronomist - Ebola Outbreak

In the framework of the FAO response to the epidemic of Ebola viral disease (EVD) in West Africa, under the administrative supervision of the FAO Representative in the country, in collaboration with the FAO Regional Office in Accra and the Regional Hub for Resilience, Emergencies and Rehabilitation in West Africa / Sahel in Dakar (REOWA), the incumbent will provide technical expertise and contribute to the technical design of the humanitarian relief and sustainable production programme. The incumbent will address issues related to the impact of the Ebola outbreak on the food security and agriculture sector. S/he will have contacts with staff at various levels across the Organization including Technical Divisions, FAO’s decentralized offices, and staff in national governments and with national, regional and international organizations.

The Agronomist will work under the general direction of the FAO Representative and her/his main tasks will comprise:

· Formulation of targeted strategies to respond to agriculture challenges and threats; assisting in formulating and implementing agriculture need assessments and projects; and supporting the sustainable production and farming-related emergency food security interventions;

· Analyze challenges and threats to food security and sustainable food production; and plan and oversee efficient/effective delivery of services to food security crises (early-warning response planning);

· Develop an agriculture response Plan including the capacity development of vulnerable communities in resilience building and mitigation strategies;

· In collaboration with the Food Security Experts determine the beneficiaries targeting criteria and priority zones of FAO interventions

· Develop a procurement plan aligned on the projects objectives and outcomes ;

· Coordinate with FAO and partners nutrition experts to ensure that all opportunities of nutrition sensitive agriculture are used

· With the Monitoring and Evaluation Officer ensure that a Post Distribution Monitoring (PDM) and outcomes surveys are implementing in due time

· Ensure that the gender dimension is integrated in the planed agriculture projects

· Ensure that links are established with cash transfer, seed fair/vouchers and “caisse de resilience” opportunities

· Make available information to partner organizations and work with sister UN organizations (WFP, UNICEF etc.) in establishing synergies in food security and nutrition analysis and development;

· Actively engage in visibility by working with the Communication’s Expert and maintain awareness on issues and approaches relevant to FAO Response programme;

MINIMUM REQUIREMENTS

· Advance University degree in Agronomy, Crop, Soil or Environmental Science, agricultural engineering, or related field;

· Identify and map critical control points along the value chains of bushmeat and propose a monitoring protocol at the Human / wildlife interface;

· Develop risk management options to mitigate the risk of transmission of the Ebola virus to humans with a focus at the human/wildlife interface;

· Contribute to the formulation and implementation of programs to strengthen emergency preparedness planning and response national capacities to prevent and respond high-threated animal diseases, including public awareness, in a One Health approach;
