We are looking for a highly qualified Protection Coordinator to work in one of the biggest international NGOs in the Central African Republic (CAR).
Who are we?
DRC has been operating in CAR since 2007. Since March 2013, CAR has been characterized by a situation of generalized insecurity, recently culminating into a wide range of on-going protection concerns, including physical aggression, targeted assassinations, pillage and rape.
DRC program strategy currently covers the sectors of protection, social cohesion, education, civil documentation recovery and IDP profiling. In 2015, DRC will implement a large integrated program of “Durables Solutions”, aiming to provide support for IDPs and resident communities in order to reinforce their resilience capacities and promote community stabilization.
About the job
DRC has worked in CAR since 2007, focusing on displaced people and crisis affected population. With the return of armed violence in 2012 and the “coup d’état” in March 2013, DRC reoriented its activities towards protection, social cohesion and emergency response, becoming one of the leading NGOs in this sectors. Since establishment of a Transitional Government (in January 2014) and the related improvement of the security situation in Bangui, DRC works in order to facilitate the return of IDPs to their neighborhoods and promote durable solutions and a peaceful environment in the country, which security situation is still unpredictable.
Actually, assassinations, rapes, lootings and general violence are still very frequent throughout the country. Even though MINUSCA presence may imply a progressive improvement of the security situation in the country, it is still mandatory to be monitoring the protection risks and incidents occurring in the areas where DRC is established and respond, in order to improve the protection environment both at the individual and community level.
The Protection Coordinator will be in charge of the general supervision of all protection activities and ensure protection mainstreaming in all other activities. The Protection Coordinator will report directly to the Country Director.
Duties and Responsibilities
- Ensure that the protection and reporting activities (both narrative and financial reports) within the projects are implemented in a timely, professional and sustainable manner;
- Supervise analytical reports of protection issues and concerns in order to draft documents to be published among the humanitarian community in CAR;
- Ensure management of protection international staff deployed in the country and coordination with other operational departments (especially social cohesion, emergency response);
- Provide technical advice on protection to all other operational departments, ensuring that protection issues and aspects are always included in other operational departments’ activities (protection mainstreaming) ;
- Draft new protection projects proposals (narrative and budget) and support the Head of Programs in the preparation of proposals that include protection activities;
- Actively participate in Protection Cluster activities and meetings in Bangui, as well as ensure a good coordination of the DRC representatives in Regional Protection Clusters;
- Work closely with international staff involved in the management of the other operational departments, especially the Head of Programs;
- Ensure good monitoring & evaluation of implemented activities on the field ;
- Conduct a firm advocacy in search for response on protection concerns, either at DRC level or in close cooperation with other humanitarian actors;
- Work closely with local authorities to foster good will and support for protection activities;
- Organize and conduct regular field visits to ensure technical support to field staff and local partners
About you
To be successful in this role you must have:
Required qualifications
- Advanced university degree in law, social / political science, or related fields;
- At least 6 years’ experience in the implementation of field-based protection projects in conflict and/or post conflict settings with an international NGO;
- Proved experience in displacement and durables solutions contexts;
- Good understanding of key issues related to Humanitarian International Law, Human Rights, SGBV, Psychosocial Support, Child protection, Individual and Community Protection Assistance, House Land and Property (HLP), etc;
- Experience in supervision, capacity building and support of international staff;
- Prior experience coordinating with and conducting advocacy towards national authorities, duty bearers, and international partners;
- High proficiency in written and spoken French;
- Very good writing and reporting skills;
- Strong organizational, interpersonal, negotiation and communications skills;
- Ability to cope with heavy workloads and to work under pressure;
- Highly motivated, results-oriented, and creative in problem-solving;
- Willingness to travel and work under difficult conditions, in settings with few amenities;
- A high level of social-cultural sensitivity when dealing with colleagues, partners and beneficiaries.
- User lever computer literacy (Office Package, Outlook, etc.);
Desirable qualifications
Ideally, you will also have:
- A Master’s degree in Human Rights, Humanitarian Assistance, etc.;
- Work experience in institutional capacity building ;
- Basic knowledge about livelihood and social cohesion activities especially in linkages with protection ;
- Previous experience working in the Central African Republic or similar settings;
- Good level in English.
We offer
DRC will offer the successful applicant a 12-months contract, renewable dependent on both funding and performance. You must be available to start work from September 1st, 2015, or as soon as possible thereafter, and be willing and able to work in Bangui.
