Leadership and Advisor Roles 2016/2017

Over a billion people in Africa need their governments to provide basic public services such as hospitals, schools, sanitation, employment opportunities and much more. When governments fail to deliver, it’s the poor that suffer most. That’s why AGI’s mission is to support effective government in Africa - to make government work for the world’s poorest people.
To achieve this vision, we provide practical advice and support to help African Leaders bridge the gap between their vision for a better future and the capacity of their governments to achieve it. In the last year, this has included helping to end Ebola in West Africa, supporting the set-up of the Development Bank of Nigeria, and reforms in Rwanda that will increase farmers’ incomes and exports.
Our model combines the experience of AGI’s founder and Patron, Tony Blair, with on-the-ground teams of professionals working shoulder-to-shoulder with counterparts in the heart of partner governments to develop capacity and put in place the skills, systems and structures needed to drive delivery on the ground. Currently, AGI is working to support the governments of Sierra Leone, Liberia, Rwanda, Guinea, Ethiopia, Kenya, Mozambique and Nigeria.

Leadership Positions

Governance Advisor roles
AGI’s Governance Advisors work within Centre of Government institutions – Presidents’ and Prime Ministers’ offices; cross-government co-ordination offices; and strategy, policy and delivery units, as well as within Priority Ministries. These include:
  • Finance and Investment – individuals with experience of economic planning, project finance, innovative public finance models, donor and financier coordination, and/or securing access to finance for the private sector and farmers. We are also seeking individuals with experience of the ICT and innovation industry.
  • Energy – individuals with government, consulting or industry experience in the electricity sector, e.g. in energy policy, the performance of energy utilities, public-private partnerships, and the management of power generation and distribution projects.
  • Transport Infrastructure – individuals with government, consulting or industry experience e.g. the performance of infrastructure ministries and agencies, public-private partnerships, project management and oversight of major infrastructure projects in developing countries.
  • Private Sector Development – individuals with experience in investment facilitation/ promotion, business linkages and value chain coordination, managing investment deals in emerging market economies and/or delivering organisational change.
  • Agriculture – individuals with experience in value chain development, investment appraisal, and business planning and market analysis. Experience in emerging market economies preferred.

Introduction**
The IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) is a specialized technical office of the Intergovernmental Authority on Development (IGAD), based in Nairobi, Kenya. ICPALD's mandate is to support and harmonize and coordinate policies and strategies for development and utilization of livestock as a resource for both human wellbeing and economic development in the Member States of IGAD. The mission of ICPALD is to provide leadership in the development of animal resources for the region through supporting and empowering eastern Africa regional animal health networks (RAHN) and regional working groups and sub-working groups.
Under this mission, ICPALD and FAO Emergency Centre for transboundary animal diseases (ECTAD) have developed a framework to mainstream livestock in the Comprehensive Africa Agriculture Development program (CAADP) pillars, in which addressing the impacts of animal diseases is a priority area.
In a bid to address the challenges posed by endemic TADs and zoonoses in the IGAD region, the African Union Inter-African Bureau for Animal Resources (AU-IBAR) in partnership with IGAD, with financial support from the European Union (EU), is implementing a regional project entitled “Improving animal disease surveillance in support of trade (STDS) in IGAD Member States)". The objective of the STSD project is to reduce the impact of TADs and zoonoses on food security, trade and resilience of livestock farmers. The two expected results of the project include (1) Systems for animal identification, traceability and health certification improved, and (2) Surveillance systems and disease control strategies at national and regional levels improved.
**
Context and rationale**
Member states (MS) in the Inter-Governmental Authority on Development (IGAD) region and East Africa Community (EAC) are endowed with large livestock resources that represent the highest proportions in Africa. According to FAO’s 2012 estimate, IGAD possesses 45% of Africa’s cattle, 71.4% of Africa’s camels and 35% of Africa’s small ruminant population. As a result of such enormous resources, livestock supports the livelihood of millions of citizens in the region as they represent main sources of food and income in the region. In general, livestock is considered as a key driver to ensure food security and poverty reduction, and therefore economic growth in the IGAD region is highly dependent on the performance of this sector.
However, the performance of the livestock sector in the region is hampered by numerous challenges that cause hindrance to fully unlock the potential of the sector for improving the livelihood of all value-chain actors. Throughout Africa, the livestock sector is seriously constrained by inadequate public and private sector investments despite its great leverage potential. This situation assumes even greater importance in the IGAD region where livestock production and trade contribute significantly to the national and agricultural GDPs of the Member States. Livestock production in the region is characterized by limited access to crucial inputs and services, high prevalence of diseases, low productivity of indigenous livestock breeds, poor physical infrastructure, limited access to markets and information as well as recurrent natural disasters.
Animal diseases are one of the main constraints that lower the performance of the livestock sector in IGAD region. By reducing the productivity of livestock, diseases significantly lower the quantity and quality of animal products and consequently erode household nutrition, income and food security. In this regard, diseases also contribute to increase vulnerability and weaken resilience of livestock-dependent communities to natural disasters. It is reported that ten out of the fifteen internationally known trans-boundary diseases (TADs) are prevalent in the IGAD region. Furthermore, the region also suffers from a massive burden of endemic as well as emerging zoonotic diseases. Through improving animal disease surveillance and livestock identification and traceability systems, Member States could precisely understand their sanitary status and thus launch harmonized and coordinated disease control and certification programs as well as facilitate free movement of livestock commodities in their quest to enhance intra-regional and export trade of livestock commodities. Livestock identification and traceability system (LITS) is a tool used for the management of herd/flocks, animal health and food safety and could be used for this purpose.
In order to realize practical changes in the livestock sector; however, the regional networks such as EAREN, EARLN and CVOs (Regional Animal Health Network - RAHN) need to be adequately engaged in development programmes. Furthermore, they should have access to new technologies and knowledge in order to modernize and improve disease surveillance and control. Other important sub-networks and sub-groups have been established to work hand-in-hand with RAHN.
In this regard, ICPALD, through the STSD project, plans to develop visibility and communication materials that will primarily focus on coordination, networking and information sharing that are the main functions of the CVOs network, EAREN and EARLN network. These visibility and communication materials will be closely linked to the importance of disease surveillance, prevention and control; and must clearly show the difference from the previous awareness creation on LITS and disease reporting. The campaign will involve dissemination of information through radios, posters, brochures, public gatherings, etc. It is believed that these approaches will be instrumental to strengthen networking, information sharing and coordination between the established regional RAHN as well as bringing about the desired attitude change among stakeholders engaged in livestock development and other value-chain activities.
For this purpose, ICPALD is seeking the services of an experienced communication consultant who will spearhead development of the visibility and communication for RAHN activities in the IGAD and EAC regions.
Objectives
The objectives of the consultancy work include to:
  • Design visibility and communication materials on how information sharing, networking and coordination are important to improving disease surveillance, prevention and control; and information management;
  • Develop visibility and communication materials on the importance of regional networking, harmonized policies and approaches; and coordination;
  • Carry out field testing/collect feedback and modification of the sample materials developed where necessary;ake a full presentation before RAHN meeting of the IGAD and EAC MS;
  • Provide other technical support during implementation of visibility and communication creation activities
Methodology and approach
The consultancy will be required to outline the indicative approach and methodology that, shall later on, be followed by providing a clearly elaborate outline of the approach in response to the TORs.
Expected Outputs and deliverables
The expected outputs of the assignment will be effective visibility and communication materials are developed for visibility and communication materials as well as improved knowledge;
  • In order to achieve this task, the consultant will have the following responsibilities:
  • An inception report including the methodology and work plan will be presented, discussed and approved;
  • Prepare/develop or propose specific products and specifications for the needed effective visibility and communication materials required for awareness creation targeting different stakeholders; and relevant to the regional networking, coordination and information sharing;
  • Prepare draft communication strategy for the RAHN;
  • Provide other technical support related to the visibility and awareness creation activities;
  • Present the draft visibility and communication materials on the importance of regional networking, information sharing and coordination;
  • Evaluate the effectiveness of the visibility and communication materials developed;
  • Lead sensitization of networks and sub-networks in the region, including other stakeholder and grassroots on the importance of networking, coordination and information sharing;
  • Production of visibility and communication materials, including radio messages, posters, brochures, etc;
  • Submit a final comprehensive consultancy report on the developed visibility and communication materials and activities.
Duration and conditions of consultancy
  • The total duration of the consultancy will be one (1) month, starting from 4th July 2016.
  • The consultant will be expected to prepare his or her own methodology for development of visibility and communication materials within the assignment and prepare a proposed time table of activities for discussion and approval by ICPALD prior to undertaking the assignment.
Remuneration
  • The consultants will be paid a lump-sum fee of USD 6,000. DSA and air tickets for travelling to member states will be covered as per an agreed work plan during the inception.
  • Payment of fees is based on execution and subject to clearance by the Director of ICPALD and the Head of Livestock and Fisheries in ICPALD.
Qualification and experience
Required qualification:
The consultant should possess a degree with relevant experience or post graduate degree in communication.
Work experience:
  • At least 10 years of experience in the livestock sector in Africa, especially in IGAD or EAC region;
  • Strong background in the development and implementation of livestock development communication strategies is highly desirable;
  • At least five years of international experience in developing and implementing livestock development communication strategies;
  • Experience in policies that impact the livestock sector in Africa and IGAD region;
  • Experience in developing visibility and communication materials and organizing awareness creations events:
  • Previous experience in undertaking communication consultancies in Africa;
  • Good report writing skills.
Duty station
  • The consultant will be based at his home country with frequent travel to an agreed number of IGAD and EAC MS.
  • The consultant will organize meetings with the coordinators of CVOs, EAREN and EARLN networks and sub networks and may also travel, when necessary.

Child Protection Officer

Position Description:
Heshima Kenya is an international nongovernmental organization based in Nairobi, Kenya dedicated to identifying, protecting refugee children and empowering unaccompanied and separated refugee children and youth, especially adolescent girls, through our specialized shelter, education and advocacy programs. We are seeking qualified candidates for the position of Child Protection Officer to serve as project manager for Heshima Kenya’s implementing partnership with UNHCR. The Child Protection Officer will be able to begin immediately and is responsible for supervision of eight staff, as well as the overall coordination, planning, and monitoring and evaluation of the project partnership. The position reports directly to the Senior Program Manager and is based full-time in Nairobi.
Key Responsibilities:
Project Management & Reporting
  1. Responsible for the overall coordination, supervision, implementation, and monitoring of the agency’s UNHCR funded project for child protection in the urban areas. Responsible for ensuring compliance of the grant agreement and budget.
  2. Strong familiarization of the UNHCR project description and grant agreement documents to ensure conformity and successful implementation of all project activities.
  3. Ensure that project staff follows all confidential, ethical and professional standards.
  4. Manage all project management tracking tools and work plans in coordination with project staff; ensure accuracy of all beneficiaries served and targets met.
  5. Conduct comprehensive reviews of all reports and submit to proper channels for ongoing review and approval before submission to UNHCR.
  6. Coordinate and support the protection project team to prepare weekly, monthly and quarterly work plans and ensure strict and timely adherence to the same
  7. Coordinate with the BID Coordinator and Senior Program Manager to generate an efficient best interest assessment process.
  8. Responsible for ensuring the integrity of the procurement process for services and goods, as well as the distribution of the services and goods for project beneficiaries per the grant agreement guidelines. Provide ongoing monitoring and evaluation of the process.
  9. Responsible for the submission of accurate and timely financial reports of goods and services to the accounting and administrative departments. Review and approve individual purchase requisitions before final submission to the finance department.
  10. Ensure project activities are implemented within the approved budget outputs and account lines; consult with the Senior Program Manager, Finance Director and/or Country Director in cases that require budget adjustments, including review and approval of all the purchase requisitions and other investments related to the project.
  11. Conduct bi-annual performance reviews for all project staff and provide appropriate support and monitoring to ensure objectives are met. Set individual performance targets and accountability plans including probationary deliverables/objectives.
Oversight of Child Protection Programming
  1. Provide technical support, guidance and support to the child protection project team for effective planning and implementation of interventions, including food and non food support, civil registration, family tracing and reunification, financial assistance, advocacy, psychosocial and legal support to vulnerable urban refugee children and their families.
  2. Develop effective data collection, analysis and reporting tools/templates in consultation with the Senior Program Manager; orientate the entire team to the tools for use during the project implementation.
  3. Develop training tools and materials for child protection interventions and assist in capacity building of the project staff and partners in priority areas such as child rights, prevention of violence against children, sexual and gender based violence prevention and response, psychosocial support, family tracing and family re-unification and care for unaccompanied and separated children.
  4. Ensure child-friendly procedures are mainstreamed in all programmatic interventions related to SGBV and other protection programs.
  5. Oversee formation and operationalization of child protection community structures as stipulated in the UNHCR project description. Plan and oversee trainings of target community members and structures.
  6. Liaise with Heshima Kenya’s legal and shelter teams for referrals and other technical support.
  7. Accurately track all children in need of immediate/emergency support as identified by counselors, social workers, and/or UNHCR /other partners and ensure appropriate support is accorded at the same time. Ensure that all referral mechanisms are followed.
  8. Track and document best practices on quarterly basis using case studies and success stories.
  9. Follow-up with the Senior Program Manager, Country Director, and Director of Financial Operations with any issues or concerns requiring counsel and follow-up.
  10. Diligently undertake any other work related task/duty as may be assigned by your supervisor.
Core Qualifications
  1. Undergraduate Degree in Social Sciences/ Development Studies or Counseling; Graduate Degree preferred
  2. At least four (4) years professional experience working with refugees and vulnerable children with thorough understanding of the best interest process for refugee children, preferably in Kenya
  3. Expertise in issues affecting children (preferably refugee children), and gender issues
  4. Past experience in implementation and management of humanitarian projects; experience in managing child protection projects a plus
  5. Experience with monitoring and evaluation; excellent report writing skills required
  6. Thorough understanding of project budget management and financial accountability standards
  7. Exceptional supervisory, conflict management, and organizational skills, especially with supporting large teams. Must be able to coordinate teams who are geographically based throughout the city
  8. Strong flexibility and can work after formal work hours to meet project deadlines
  9. Strong cross-cultural communication skills with the ability to lead and motivate teams under pressure
  10. Must be highly organized, creative, and detail oriented
  11. Comfortable working in a high-pressure environment and ability to prioritize competing priorities
  12. Proven track record of meeting deadlines
  13. Proficiency in MS Office, Excel, Power Point
  14. Must be a Kenyan citizen and have a Certificate of Good Conduct

The Intergovernmental Authority on Development (IGAD) has received financing from the African Development Fund toward the cost of the IGAD Drought Resilience and Sustainability Initiative – IDDRS, and intends to apply part of the agreed amount for this grant to payments under the contracts for Consultancy Services for National IDDRSI Coordinators (Djibouti, South Sudan, Sudan and Uganda) and Water and Natural Resource Expert (IGAD-Secretariat). The services included under this project are:

  • Should be in possession of at least a land of 40 x 80 either you can lease (over 5 years) or in ownership of one,  where a tree nursery will be established by GTA. The plot of land must have constant water supply and the proof of lease or ownership of the land must be provided.

WHAT GTA WILL ENGAGE IN.

  • Provision of high quality tree fruit seeds at your disposal.
  • Establish a tree nursery where by farmers will be purchasing the seedlings.
  • We will provide marketing, through media, social media and sensitize farmers on the importance of tree farming and other profitable farming practices in your country.
  • We will provide only 1 employee as a training consultant who will be training your staff about everything we are dealing in, greenhouses, tree farming, fruit farming etc. The salary expenses of the training consultant will be catered by GTA.

COMMISSION
With several farmers who have expressed interest in this two countries each agent will be receiving 30% commission from the sale of services, or our goods arising from their office in their respective countries.
