PROJECT ACCOUNTANT

The International Potato Center (CIP) is seeking to recruit a dynamic and experienced Project Accountant to support its Viable Sweetpotato Technologies in Africa (VISTA) project in Malawi, Tanzania, Mozambique and other implementation sites.
The Center: CIP is a not-for-profit International Agricultural Research organization supported by the Consultative Group on International Agricultural Research (CGIAR) with a global mandate to conduct research on genetic resources of potatoes, sweetpotato, and other Andean roots and tubers, crop genetic enhancement and improvement, integrated crop management and sustainable management of natural resources.
The Position: The position will be based in Lilongwe, Malawi and CIP is seeking an experienced Accountant who will manage all financial processes associated with the VISTA Projects in Malawi, Tanzania and Mozambique, according to established standards, policies and procedures of CIP and the donor.
The Center: CIP (www.cipotato.org) is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor.
Duties and Responsibilities: Under the technical supervision of the Regional Finance Manager and administrative supervision of the Country Manager, the selected candidate will be responsible for financial oversight of the USAID Vista projects accounting in the countries mentioned above with specific duties as detailed below:-

Duties and Accountabilities:

  • Receive and review monthly field financial reports for consistency, completeness and accuracy of documentation and proper posting to the correct project budget item; this requires briefing assigned home office project staff to go over results of the review, especially in the context of programmatic activities
  • Create Journal Entry to post field financial information directly into CIP’s accounting system
  • Be familiar with the CIP accounting system and account coding structure
  • Staying current with donor regulations and the award requirements identified in the CIP compliance matrix.
  • Ensure Time and Efforts Reports are completed on time and in an accurate fashion;
  • Ensure that expenditures meet donor compliance plans and regulations
  • Ensure Partner or sub-grantee compliance with donor requirements
  • Carry on capacity building activities for project partners
  • Set up accounts for new projects and amendments to existing projects
  • Set up reporting and/or invoices templates for new projects
  • Provide advice on ways to improve the field accounting function for multiple projects and multiple donors
  • When applicable, review cost share documentation received from the field for compliance, completeness and accuracy; enter information into reporting documents
  • When requested, and in conjunction with Program Managers or other staff, provide forms and worksheets to field finance staff as needed to track or document in-kind cost share, travel advances, allocation of costs among programs, payroll reports, etc. Assist staff in developing custom forms or worksheets as needed.
  • Assist Program Managers and other project staff in monitoring project spending levels against budget
  • Provide feedback to projects on improvements needed in the preparation of field financial reports
  • Respond to routine accounting/financial report inquiries from field or home office; resolve issues that arise
  • When needed, travel to field sites to conduct mentoring and training of project accounting staff or participate in training new project staff especially during new project start up
  • Based on knowledge of expenditure patterns in field offices, review monthly wire transfer requests in coordination with Program Managers
  • Assist with preparation for annual audits;
  • Set up a close out plan for the project
  • Any other duties as may be assigned.

Selection Criteria:

  • Bachelor’s degree in Accounting or Business Administration.
  • A minimum of three years of demonstrated experience in the accounting/finance/administrative area.
  • Knowledge of the international development funding arena desirable;
  • Aptitude for understanding complex regulations and monitoring financial transactions and documentation for compliance;
  • Familiarity with USAID projects, FAR and ADS rules and regulations and OMB Circulars
  • Excellent oral, written communications, and problem solving ability;
  • Excellent computer skills, including advanced Excel skills and experience with automated accounting systems;
  • Accuracy and attention to detail;
  • Cross cultural sensitivity.
  • Strong e-mail communication skills, ability to write in a manner sensitive to cultural differences, and provide clarity to staff where English is not the primary working language of the project
  • Ability to train/mentor staff in accounting requirements;
  • Ability to be a team player in a busy environment, often with tight deadlines
  • A Malawi citizen
Conditions:The employment contract will be for a two year term (with a three months’ probation period) with the possibility of renewal, subject to satisfactory performance and availability of funding.

Norwegian People’s Aid (NPA) is a Non-Governmental International Organization involved in humanitarian, relief and long-term development cooperation in South Sudan.NPA Food security & Livelihoods (FSL) Program is currently engaged in emergency response activities in 13 counties in four states supporting internally displaced communities with food aid and non-food items. NPA is looking for highly qualified, competent, proactive and self-driven person to lead the emergency response team as an Emergency Response Project Coordinator,Based in the Field.
Purpose Of The Position:
The Emergency Response Coordinator (ERC) will be responsible for the overall planning and coordination of the components; Relief and Emergency, Food for asset, Food for Education, and other relief operations within Food security and Livelihood Program.
Duties and Responsibilities:
· Initiate and facilitate discussions and planning processes within NPA to develop NPA’s Emergency response strategy.
· Preparing proposals using the required format issued by the supervisor in close cooperation with staff and counterparts.
· Coordinate the implementation of ER activities according to existing projects, program plans and priorities.
· Establishing appropriate implementation targets showing clear progress and evaluation indicators.
· Coordinate with Project officers at state level the preparation of accurate project budgets in line with donor and NPA requirements and ensuring timely delivery.
· Documentation of the projects activities including progress, evaluation reports (quarterly, bi-annual or otherwise specified), and suggestions on constraints within the projects.
· Supervision of other staff such as the project officers to ensure work is in accordance with the implementation plans.
· Responsible for accountability and transparency in the implementation of approved budgets; ensuring that all expenditures (imprest, salary/incentive payments and other monies) are presented in a timely and in proper order.
· Ensure that requirements for the project are purchased and expedited efficiently for project utilization.
· Ensure self-sufficiency for the projects including timely handing over of the projects.
· Assist in local partner identification, training and follow up.
· Do field based evaluations of local NGOs and CBOs involved in Emergency Response and where feasible include them in Relief cooperation and capacity building activities.
· Coordinating with local NGOs and CBOs involved in Emergency response on plan, timely implementation, deliverable targets and financial accountability.
· Supervise and document in form of partner monitoring reports activities done by the partner organization
· Capacity building of local NGOs and CBOs involved in Emergency Response through suitable training activities (workshops, seminars etc) identified and recommended after conducting capacity assessment.
· Establish and supervise ER teams for community based DRR activities
· Initiate and facilitate recruitment of key program staff to run NPA’s EP activities
· Initiate capacity building of ER staff on Emergency response by Organizing training and development of staff in collaboration with the appropriate line managers.
· Conduct staff performance appraisals in order to enhance employee productivity and development.
· Ensure compliance with the organization’s policies and procedures and in particular the HR policy through advising staff under his/her supervision and monitoring observance.
· Represent NPA or the program manager (FSL) in Emergency response meetings, workshops and seminars in the project areas, more specifically in interagency coordination, food security coordination meetings at state and county levels and in all relevant meetings, briefings, and occasions State level.
· Liaise with the counterparts, collaborators, NGO’s and other organizations on Emergency response issues and propose new approaches in order to improve impact and synergy.
· Liaison with and include Ministry of Social welfare and Humanitarian Affairs and Relief and Rehabilitation Commission (RRC) at all levels in planning and implementation of the activities.
· Facilitation and coordination of programmatic issues as needed
· Be in-charge reporting on major organization activities and security issues to the relevant PMs and top management
· Security follow up and dissemination of security information to field locations and Juba office.
· Manages the coordination office including supervision of the support staff.
· Recommend suitable Emergency response strategies for in consultation with the supervisor, field staff and counterparts.
· Gather relevant information on NPA Emergency response project issues and share with staff and counterparts.
Qualifications/Experience Requirements
· Bachelor Degree or equivalent in social sciences, or development sciences or Emergency Response and Disaster management.
· A specialized training at least diploma level on Emergency Response or Disaster Management
· At least 5 years’ experience of project work relevant to Emergency response in South Sudan or other similar countries.
· Proven ability to lead a larger technical team of staff.
· Good understanding of the Emergency Response and disaster management issues, and ability to relate them with NPA’s Food Security and Livelihoods Program.
· Proven experience of working collaboratively and in coalition with other stakeholders to improve coordination and effectiveness of FSL programs.
· Strong Analytical skills, proven proposal writing skills and experience in project fund disbursement control and monitoring.
· Good communication (written and Verbal) skills.
· Strong interpersonal skills and excellent organizational skills.
· Computer competency in MS Office or other relevant training, including database is essential.
· Fluency in English both written and spoken (working language) and Arabic is added advantage.

Project Officer – Sustainable Fisheries

The Environmental Justice Foundation (EJF) is a UK-based NGO working internationally to address environmental security and associated human rights abuses. In West Africa, EJF’s work has focused on preventing Illegal, Unreported and Unregulated (IUU) fishing and safeguarding the livelihoods and food security of coastal communities. EJF has two offices in Sierra Leone that have been operating since 2009 and two offices in Liberia established in early 2012, with other offices being established across the region.
To help advance our work in West Africa and drive the implementation of our projects in Ghana, EJF is seeking to recruit an ambitious, extremely competent Ghanaian Project Officer with a proven track record in successful project management, based in Accra or Cape Coast.
The successful applicant will work under the overall responsibility of the EJF Director, report directly to the Project Coordinator, based in London and work in close relationship with EJF’s other staff in Ghana, West Africa and the London office.
In addition to other tasks and responsibilities to be defined over the time, the Project Officer will have primary responsibility to:
  • Establish and maintain relationships with key stakeholders, representing EJF in relevant forums as directed by the Project Coordinator;
  • Put sustainable and transparent fisheries management on the agenda of the Ghanaian Government (Ministry of Fisheries and Aquaculture, Fisheries Enforcement Unit, etc.), Members of Parliament, diplomatic missions, international organizations;
  • Work with the Project Coordinator to raise the profile of fisheries issues in Ghana by disseminating press releases, policy papers, reports, engaging the media, facilitating the training of journalists; responding to press enquiries in coordination with the EJF Communication Coordinator and Project Coordinator in London;
  • Conduct research/surveys and draft concise reports on various elements of the Ghanaian Fisheries sector such as the legal framework in relation to IUU fishing, Marine Protected Areas, etc.
  • Facilitate the visits of London Office staff, in particular filming trips from the video producer;
  • Ensure the day to day implementation of EJF’s project in Ghana through the smooth, efficient and timely execution of all administrative requirements related to EJF’s activities in the country (e.g. bank formalities, registration procedures, etc.);
  • Track and record project expenses and prepare detailed monthly financial reporting to the London office;
  • Gather and compile relevant data and information required to meet EJF’s reporting requirements and provide input for donor reports;
  • Conduct any other relevant task in relation to EJF’s projects in Ghana as instructed by the Project Coordinator or the Directors.
Required skills and experience:
  • Ability to work independently, be proactive, maintain a high level of motivation and ensure that all tasks are executed to the highest possible standards;
  • Superb inter-personal and communication skills, with an ability to establish strong relationship with fishermen communities and local authorities;
  • Ability and willingness to learn and adapt as well as to respond calmly and effectively to difficult and rapidly changing situations;
  • Fluent spoken and written English, along with computer literacy;
  • Ability to design and execute scientific research and present results in the form of reports with statistical data analysis, graphs and recommendations;
  • Higher qualification/degree, preferably in the field of marine biology, biodiversity, environmental management or a related field;
Desirable skills and experience:
  • Understanding of ecosystems-based approaches to community management of natural resources;
  • Experience developing, managing and reporting on a project budget;
  • Basic experience in photography, video shooting and editing.
  • Good knowledge of project management cycle, from proposal writing, log frame development, M&E to final reporting.
A basic health insurance package; 20 days paid leave (rising by 2 days each year plus all Ghanaian national holidays); and a competitive salary (with regular reviews for high achievers once in post) will be provided to the successful candidate.

Project Assistant Child Protection - Mtwara

Objective of the position

To support the implementation of the Child Protection project in Mtwara and to support Mtwara CP project partners to deliver effective and efficient services to vulnerable children, in line with TdH Netherlands (TdH) strategy, policies and procedures.

Position within the organisation

Reports hierarchically to the Project Coordinator Child Protection Mtwara.

Responsibilities and Results

Mtwara Project support functions
1.Contribution to the development and implementation of Mtwara Project strategies/plans
  • As part of a team translate developments and situation specific information into Mtwara Regional strategies for child protection.
  • Give input to an operational plan/ strategy for Mtwara and/ or interventions.
  • Generate an individual implementation work-plan in line with agreed-on project.
Result:Improved quality and effective and efficient implementation of Mtwara strategies/ plans.
2.Programme results for the assigned part of the Mtwara Project portfolio
  • Support implementation and monitoring of Mtwara Child Protection Programmes, including working with corporate sector, unions and large multinational companies as well as government ministries
  • Support logistics and agendas for the training, meetings and learning processes with relevant stakeholders in Mtwara
  • Maintain clear files and support the development of reports concerning results achieved and activities implemented, as per the TDH guidelines and in close cooperation with the Project Coordinator and Finance Officer in Mtwara.
  • Support and monitor the programme and project partners through regular communications and programme visits and ensure that programme commitments as per partner agreements are being fulfilled.
  • Support the Project Coordinator in the development of case studies, marketing communication information and materials, e.g. for the newsletters, radio programme and progress reports.
  • Maintain the project database and regularly update project documentation, contact details, files for reference by all concerned.
Result: Improved quality of programmes, maximum results at beneficiary level andsufficient quality information to the donors.
3.Contribution to networking and fundraising
  • Support the project coordinator where he/she is representing Terre des Hommes e.g. in official events, launch of the programme and other communications.
  • Assist the project coordinator in participating in relevant meetings and networks adding value to project functions.
  • Support and advice on partnerships and networking with relevant similar INGO/organisations, government departments and local partners.
Result: Improved quality of project implementation, increased visibility of Terre des Hommes and increased knowledge on relevant themes.

  • Support the capacity building training in line with the desired outputs and sustainability of results of the Mtwara project.
  • Inform the project coordinator on project quality by maintaining an overview of supported projects and monitoring/evaluating the quality of work and results. Ensure that project partners follow the terms and conditions of the signed agreements; facilitate them to keep track of key factors in project management, implementation and monitoring of results.
Result: Improved quality of projects and assistance to beneficiaries,efficiency, effectiveness of the desired outputs and sustainability of results.
6.Other responsibilities
  • When requested, perform other duties as deemed relevant by the project coordinator for the programmes department.
  • Perform other duties as relevant for the Mtwara project in consultation with the project coordinator.
Result: Contribute to improve quality in programme development and management.
Knowledge and experience
  • Knowledge of child rights and child protection.
  • Three years of experience in a similar position in a similar project.
  • Knowledge of and experience in project planning, project cycle management and logical framework
  • Experience with Child Rights programmes / child protection systems
  • Knowledge of the political, religious and social structures of the respective country/ region and the relevant languages
  • Excellent writing skills in English, an additional language is an asset
This position requires frequent travel within Mtwara region.
