Project Summary:
The purpose of this 5-year USAID-funded Mali Justice Sector project is to enhance efficiency in the justice sector and increase access to justice and to support to the Government of Mali to reduce corruption along the Sikasso trade corridor.
Position Summary:
MSI seeks a candidate to support implementation of anticorruption-related project activities particularly with experience working with government, private sector and civil society in developing and advancing free trade policies and promoting reducing corruption in trade.

Responsibilities:
- Facilitate developing and maintaining a cross-sectoral dialog platform among representatives of the governmental agencies involved in trade regulation and enforcement, the private sector, professional associations and CSOs, as well as regional and international organizations, such as ECOWAS, CILSS, UEMOA to align the legal and regulatory framework with ECOWAS and other policies and standards and reduce opportunities to corruption.
- Contribute to identifying critical gaps in compliance with key ECOWAS and other trade regulations and standards related to transporting goods in trade corridors and to developing recommendations for addressing the gaps.
- Coordinate activities with other programs that work on free trade, and particularly with the USAID/West Africa Trade Hub program which specifically addresses transport constraints and trade barriers affecting the trade corridors to strengthen trade and transport policies.
- Contribute to drafting and implementing policies, legislation, regulations and practices that improve compliance with regional and international trade standards and requirement and reduce corruption in trade.
- With the support of international consultants, assist selected governmental agencies with assessing corruption risks within their institutions and developing and implementing corruption risk management measures.
- Contribute to developing and implementing public outreach and education activities.
- Contribute to other project anti-corruption activities.
- Contribute to project planning, monitoring and reporting.
Qualifications:
- University degree (Master''''s degree preferred) in a relevant field, such as trade, law, public administration, business administration, economics or relevant fields.
- Minimum of 5 years of relevant experience in Mali, West Africa or other comparable development countries.
- Knowledge of cross-border trade issues in Mali and regional and international free trade initiatives and standards.
- Demonstrated experience in anti-corruption and good governance areas working with wide spectrum of stakeholders in governmental, private and non-governmental sectors.
- Prior experience on a USAID or other international donor-funded anti-corruption, government accountability or access to justice project preferred.
- Fluency in written and spoken French and English required.
