ASSISTANT FIELD OFFICER - MUDUG

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC's Somalia Delegation in Nairobi implements the institution's humanitarian activities in Somalia.
Assistant Field Officer - Mudug
The Assistant Field Officer (Somalia-based resident/national position) will be responsible for representing the ICRC in the view of strengthening its acceptance, facilitating and contributing to the identification of humanitarian problems and to the smooth implementation of projects. S/he will be based in the Gaalkacyo office and will be expected to travel frequently to his/her Area of Responsibility (AoR). S/he will perform the following duties:
Main Responsibilities:
  • Monitors the political, military, economic and social developments and their impact on the population;
  • Shares oral and written analysis of the above with the Head of Office on a timely and regular basis;
  • Identifies humanitarian needs resulting from the conflict or natural factors, and proposes course of action when relevant;
  • Contribute to the analysis and to the planning of activities in consultation with specialists/generalists;
  • Develops and maintains a network of contacts among local authorities, parties to conflict, traditional leaders, humanitarian organisations and members of civil society;
  • Facilitates monitoring of projects implemented in his/her AoR and/or to evaluate their outcomes and impact;
· Regularly reviews the security situation in his/her AoR;
· Maintains, follows up and registers the staff field trips/movements out of ICRC Mudug office;
· Maintains and updates the contact numbers of key interlocutors.
Minimum Requirements:
· Minimum - Diploma in a relevant field;
· At least 2 years work experience in a similar field;
· Good written and spoken Somali and English;
· Proficiency in MS Office Suite;
· Analytical skills and a sense of organisation;
· Capacity to interact and establish/maintain relationships with communities an parties to the conflict;
· Confirmed capacity to work independently;
· Confirmed knowledge of the area of responsibility.
