Context:
Under the direct supervision of the Chief of Mission in Mauritania and in coordination with the Regional Office in Dakar, as well as with relevant units at Headquarters (HQs), the successful candidate will be responsible for the management of the activities “Contribuer au renforcement de la gouvernance et de la gestion des migrations et des frontières, et faciliter la protection, le retour et la réintégration durable de migrants en Mauritanie” in the Islamic Republic of Mauritania. Furthermore, s/he will be responsible for project development, fundraising, institutional liaison and the promotion of IOM services and strategy in the country.
Core Functions / Responsibilities:
- Manage an EU funded joint IBM/AVRR project ensuring adequate administrative and operational measures are in place. Specifically the incumbent will:
a. Coordinate the implementation of capacity building initiatives on border management, assist on the organization of competency-based training needs assessments, help develop training modules, and mainstreaming such training within national border management training programmes.
b. Assist in the design of functional and technical specifications for the tender documentation on
the construction and refurbishment of border crossing points for the police and the gendarmerie. Oversee the publication and award of the tender and supervise the implementation of the construction process.
c. Prepare documentation for the procurement, installation and configuration of equipment and network connectivity.
d. Coordinate the completion of a research studies.
e. Plan and supervise the implementation of activities to involve border communities. f. Assist in the update of training modules. Support capacity building activities for training departments. Supervise trainings by external experts.
- Coordinate with the AVRR team the voluntary return and reintegration of migrants from Mauritania to countries of origin including:
a. Coordinate under the EUTF the reintegration of migrants from Europe and Africa in
Mauritania, including ensuring proper consistency on communication and visibility;
b. Under the supervision of the CoM and in coordination with the RTS in Dakar develop and coordinate the reintegration strategy in the country, in liaison with the reintegration unit in the RO Dakar;
c. Ensure the highest level of coordination and follow up on the Monitoring and evaluation of all the return and reintegration related aspects in coordination with the M&E officer in the RO Dakar;
d. Ensure the proper collection of data on AVRR related matters in coordination with the
Information Management Officer in RO Dakar.
- Supervise the operational, administrative and budgetary activities of the project and make recommendations for program improvements and streamlining of procedures.4. Ensure timely recruitment and training of national and international contractors and consultants relating to the project in accordance with IOM's procedures and regulations.
- Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
- Produce regular project narrative reports, briefings and background information requested by the Government, donor(s) and other entities, as well as assist in the production of financial reports in accordance with project reporting requirements.
- Develop and contribute to the development of new programmes and activities, in cooperation with the relevant authorities, United Nations (UN) organizations, civil society, media and public/private entities in relation to both internal and international migration.
- Support the CoM in the liaison with Government partners, donors, the UN and civil society partners.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in project development specifically in public administration, implementation and
evaluation, and/or program implementation and management;
• Good knowledge of border management, training and capacity building, as well as general migration issues;
• Good knowledge of project formulation, administration and evaluation techniques and practices;
• Familiarity with financial management;
• Excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects;
• Good level of computer literacy, including database applications;
• Knowledge of Mauritanian context.
Languages
Fluency in English and French is required. Working knowledge of Arabic or other local languages is an advantage.

Internationally recruited professional staff are required to be mobile.
