Program Manager, Epidemic Preparedness and Response

Background/IRC Summary:
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) (www.Rescue.org) responds to the world's worst humanitarian crises and helps people affected by conflict or crisis to survive, recover and rebuild their lives. The IRC's global 2020 strategy commits our organization to creating measurable, meaningful change in the lives of people we serve, focusing on outcomes linked to their health, safety, power, education, and economic wellbeing.
The IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. Guided by its 2015 - 2020 Strategic Action Plan, the IRC implements innovative health and women and children protection projects in Nimba, Lofa, Bong, Montserrado, Maryland, River Gee, Grand Bassa, and Margibi counties. We have a varied portfolio of projects including targeted, shorter-term emergency response transition in the wake of the Ebola epidemic as well as long-term programming.
The Ebola outbreak in West Africa was unprecedented in scale and in the response required. No previous outbreak had as many confirmed cases, or as wide of a geographic spread. The IRC played a key role in responding to the EVD crisis in several locations in Liberia, including Montserrado County. Over the past year, the IRC has been leading the Montserrado Consortium, a team of NGO partners supporting the thematic pillars of the response covering all 15 counties in the country. Following the close of this project, the IRC will focus on Montserrado County, helping transition surveillance and response capacity to the County Health Team and District Health Teams. In addition, the IRC will support a National Rapid Response Team in the event of an outbreak.
Job Overview/Summary:
The Epidemic Preparedness and Response Program Manager will be responsible for the following types of work
  • Project management, including managing and producing workplans, analyzing budget expenditures, tracking project deliverables, and surfacing key issues and potential solutions to the Senior Coordinator and DDP
  • Internal and external coordination, including assuring operations and programs are working together appropriately within the IRC, and that IRC is appropriately sharing information with other actors in Montserrado
  • Communications and advocacy, supporting the Senior Coordinator to use monitoring data, surveillance data, and other key pieces of information to communicate and advocate for IRC, OFDA, and MoH priorities appropriately
  • Grant reporting, creating and submitting donor reports in line with grant requirements
  • In the event of an Ebola outbreak (or suspected outbreak), this position will not be involved in clinical care but would have a key role to play in project management, communication, etc.
Example Responsibilities:
  • Project management
  • Creating a consolidated workplan using information from each program and operations department and presenting the workplan and progress to the team on a monthly basis
  • Running a monthly review meeting of the budget compared to expenses
  • Flagging scheduling conflicts, concerns, etc to the Senior Coordinator and DDP
  • Internal and external coordination & representation
  • With other NGO actors in Montserrado County
  • If needed, with the Ministry of Health, the County Health Team, or the District Health Team
  • Communications and advocacy
  • To provide data or create talking points or products that can help support IRC and OFDA priorities
  • To lead the writing of external facing documents to highlight key lessons learned from projects
  • Grant reporting, including monthly, quarterly, and final report for OFDA
  • In the event of an ebola outbreak (or suspected outbreak), this position will not be involved in clinical care but would have a key role to play in project management, communication, and emergency response

Position Reports to: Senior Coordinator, Epidemic Preparedness and Response Program Other Internal and/or external contacts:
Internal: Base Manager, Project Assistant, Grants Coordinator
External: Ministry of Health, OFDA, County and District Health Teams
Job Requirements
  • Demonstrated experience in managing a project of at least $1 million budget, with both internal and external stakeholders
  • Knowledge of the Ebola epidemic, surveillance practices and principles (specifically IDSR), and/or psychosocial support for healthcare workers preferred
  • Experience responding to the Ebola epidemic or other epidemic preferred
  • Understanding and experience using qualitative and quantitative data to track progress and measure success
  • An understanding of OFDA donor regulations and requirements
  • Demonstrated experience communicating complex concepts verbally and in writing
  • Demonstrated experience managing competing priorities
  • Bachelor's degree required
Working Environment: This position will be based in Monrovia and have individual housing with 24/7 electricity, water, and internet. It is unaccompanied. In the event of an outbreak, travel may be required within Liberia; otherwise, travel is required within Montserrado County.
