Consultant IT Project & Delivery Manager, RMTD

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a consultancy position of IT Project & Delivery Manager, based at our Headquarters in Rome, Italy.
Under the general supervision and guidance of the Chief of Digital Solutions Delivery, the IT Project/Delivery Manager will be responsible for managing IT projects. Specifically, they will be accountable for the following key duties:
* Manage scope and requirements, including: gathering business sign-off on scope and requirements;
* gathering time and costs estimates related to the scope implementation;
* logging change requests;
* gathering feasibility and impact reviews related to scope of requirements changes.
* Manage the project work-plan, risks and issues, including : manage the work-plan and its updates and communicate them to the project team and stakeholders;
* monitor progress and problems reported by the team;
* identify and track the projects’ risk register and the status of its response plan;
* identify and escalate issues which could affect the projects outcomes, timeline or budget.
* Manage budget and resources assigned to the projects, including : monitoring of and reporting on project available funding and expenditures forecast and actuals;
* identifying and sourcing of the required skills, eg. from available LTAs;
* verifying attendance and deliverables of project’s dedicated resources;
* acknowledging the services provided by third party consultants.
* Coordinate the staff, consultants and contractors assigned to the projects activities towards the achievement of the objectives indicated in the business plans. Coordinate with supervisors/managers of project team members to ensure respect of the agreed objectives.
* Review and certify the quality of the deliverables under the responsibility of IT (e.g. specification documents, test strategy and documentation).
* Ensure that the technical work of the teams complies with the guidelines and procedures established by IT (e.g. SDLC, Scrum, test methodology).
* Discuss and support the resolution of the issues and questions raised by the technical and functional teams of the projects.
* Communicate clearly and manage stakeholders’ expectations about the projects’ risks, quality, timeline and costs, keeping them informed of progress of projects’ IT activities, challenges and achievements.
* Report periodically the progress of the projects’ technical tasks to the project governance body. Inform them on IT issues requiring attention and decide how best to implement their decisions.
* Other duties as required.
Qualifications & Experience Required
Education:
* University degree in one or more of the following disciplines: Business Administration, Information Technology or related fields.
Experience:
* Minimum 6 years post graduate, progressively responsible professional experience in project management within an organisation and proven record of management and delivery of the full cycle of projects, ideally IT-related projects.
* Minimum 2 years directly managing people.
Technical Skills & Knowledge:
* Knowledge and experience with project management methodologies, including Agile/Scrum.
* IT background or solid knowledge of IT.
Competencies:
* Ability to influence cross-functionally to manage projects within a matrix environment.
* Initiative and drive to meet deliverables on time and within budget.
* Ability to coach and manage direct reports to enable them to achieve strong results.
* Very good communication skills both written and oral.
* Organized and attention to detail to ensure projects run efficiently.
Language:
* Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
