Purpose of the Position
Under the guidance of the Chief of Mobility and Staffing, the incumbent of this post will be responsible for supporting the development, planning, implementation and execution of UNICEF's Global Rotation Exercise in order to enhance and facilitate geographical movement of talent within UNICEF. The incumbent will provide technical guidance and support throughout the process to facilitate the achievement of results on staff mobility and rotation which helps support the creation of a work-force that is versatile in experience and adaptable to different contexts. Further to enhancing staff mobility as a part of overall talent management, the incumbent will also contribute to the design of career development plans for staff participating in the mobility exercise.
Key Expected Results
1. Planning, implementation, management of UNICEF's Global Rotation Exercises
  • Provides technical support to the Chief on the development of the procedural guideline and timeline for the rotation exercise for about 150-200 staff a year.
  • Conducts webinars and information sessions on the policy, process and timeline pertaining to the exercise, including to the Global Staff Association, Regional Chiefs of HR, Operations, and staff members.
  • Provides technical support to the Chief on the development of the communication strategy, including Global Broadcast Messages, website, FAQs on non-rotational posts and rotation exercise.
  • Contributes to the design and development of a dedicated rotation website that provides clear communication and career support to staff members.
  • 2. Planning and execution of staff reassignment/placement
  • Prepares a list of qualified staff members eligible for inclusion in rotation exercises and coordinate with offices and staff members accordingly to confirm eligibility
  • Supervises the issuance of the rotation bulletin.
  • Organizes assessment processes with the relevant offices for staff members that apply for higher level posts.
  • Consolidates a functional staffing plan based on the proposals by the different heads of offices to be shared with the Director DHR and the rotation panel.
  • Communicates with staff members and provides feedback and guidance.
  • In close collaboration with the regular recruitment section, coordinates the process of placement and identifies options for staff members who could not be placed and provides advice on any concerns.
  • 3. Establishment and coordination of relevant panels
  • Coordinates the establishment of the Special Constraint Panel and Rotation Panels and organizes their nomination process.
  • Coordinates reviews of deferment requests with staff members and the Special Constraint Panel.
  • 4. Support the design of career development programmes for staff members in rotation exercise
  • In consultation with the career development section, organizes career conversationsessions and coaching programmes for staff members.
  • Link staff to appropriate career development tools and programmes.
  • 5. Provide guidance on HR rules and regulations and recommend policy changes
  • Provides support/guidance on the interpretation of HR policies regarding rotation and mobility.
  • Provides recommendations on policy changes and continuous improvement of global rotation exercises.
  • Qualifications of Successful Candidate
  • An Advanced University (Master's) Degree in Human resource management, business management, international relations, psychology or other related social science field is required.
  • A minimum of five (5) increasingly responsible professional experience at the national and international levels in human resources management with an international setting or large corporation is required.
  • Prior experience in the area of Talent Management is highly desirable.
  • Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.
