Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

  1. External female candidates.
Context:
Under the overall supervision of the Regional Director (RD) for West and Central Africa in Dakar and in close coordination with relevant units at RO Dakar and IOM Headquarters (HQs), the successful candidate will be IOM's principal interlocutor with the Government of Burkina Faso and relevant diplomatic and UN representatives.
S/he will be responsible and accountable for promoting, developing and implementing the full range of IOM services in Burkina Faso within the regional framework. In addition, s/he will be responsible for keeping RO Dakar and IOM Headquarters informed of relevant governmental concerns and programmatic developments. S/he will also be responsible for developing new programmes in the country, for planning the development and implementation for the Organization's activities in Burkina Faso and for managing the related budgetary, financial and administrative functions of the Mission.
Core Functions / Responsibilities:
  1. Analyse migration related trends and issues in Burkina Faso and identify, design and execute programmes, projects and fundraising strategies to address such issues; in particular, assist the Government of Burkina Faso in defining relevant objectives and administrative structures within the programme context.
  2. Supervise the proper implementation of the EU-funded project “Strengthening the management and governance of migration and the sustainable reintegration of returning migrants in Burkina Faso”.
  3. Maintain and further develop liaison with government authorities, diplomatic missions, national and international institutions, non-governmental organiza-tions, voluntary agencies, required to promote IOM and its activities and to facilitate the implementation of ongoing activities.
  4. Identify, develop, manage and implement new project/programmes opportunities and activities, in cooperation with the relevant authorities and public/private entities in relation to both internal and international migration.
  5. Serve as an expert resource in the key areas of migration management, strengthening migration management systems; addressing related legislation, regulation and policy concerns; institutional capacity building.
  6. Direct and monitor the implementation of IOM's programme in Burkina Faso. Supervise the related budgetary, financial and administrative functions of the Mission in accordance with the Organization's regulations and procedures. Supervise the work of staff.
  7. Keep the Regional Director and HQ fully informed of the Mission's activities. Prepare regular and specific narrative, briefings, impact, policy, financial, evaluation and statistical reports covering IOM activities. Prepare briefings and background information as required.
  8. Ensure continued support with both the Government of Burkina Faso and donors for current programme activities and their further development.
  9. Participate in appropriate policy and operational United Nations Country Team (UNCT) inter-agency mechanisms, in particular with a view to inserting migration related issues into the United Nations Development Assistance Framework (UNDAF).
  10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Experience in humanitarian programmes for migrants and capacity building activities;
• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
• Familiarity with financial and business administration;
• Sound and proven understanding of internal and international migration issues in Burkina Faso, the sub-region and related issues;
• Knowledge of the region is an advantage.
Languages
Fluency in English and French is required.

Other:
Internationally recruited professional staff are required to be mobile.
