HUMANITARIAN OFFICER-LOGISTIC AND SECURITY OFFICER

Job purpose
Be responsible for Logistic support and Security for the Country Programme
Logistics (60%): Manage and facilitate smooth running of logistics activities, ensure resource mobilization (fundraising), advocacy and influence, as well as capacity building of Oxfam’s Logistics staff and partners (drivers, consultants, etc.), particularly for humanitarian operations.
Security (40%): Monitoring and day to day management of security issues, capacity building of Oxfam’s staff and local partners in the implementation of minimum safety and security standards.
Key Responsibilities and Accountabilities
Logistics 60%
Procurement and Supply Management
· Obtain quotes for goods and services in line with Oxfam protocols, doing bid analyses, purchase orders and developing and maintaining service contracts as required
· Develop and monitor the procurement contracts / Purchase Orders of goods and services for humanitarian operations
· Organise the timely procurement of equipment and materials through proactive program procurement forecasting
· Maintain relationships with suppliers and ensuring Oxfam gets competitive deals for goods and services
· Ensure compliance with Oxfam Procurement procedures
· Maintain appropriate procurement records.
· Support the development of in-country procedures for logistics systems for the Senegal Office
· Maintain a good filing system of both hard copies and electronic copies of all logistics related documentation
· Train partners’ teams and ensure the implementation of various supply management tools
· Perform relevant Logistics and Supply briefing for any new employee as required
· Participate in the selection and hiring process of logistics staff with a focus on gender and diversity
· Supervise, coach, evaluate the staff under his/her responsibility
· Assess the capacities and needs of partners and build their capacities in Logistics and Supply
· Contribute to resource mobilization efforts in the field of logistics, including writing project proposals and budgets (fundraising)
· Coordinate influencing actions that contribute to improve the capacities and policies in Logistics Management in Senegal (governments, donors, private sector, etc.)
Asset and Warehouse Management
· Maintain and update the Senegal Office asset register on a monthly basis,
· Be responsible for asset disposal,
· Organise maintenance and repair works for organisational assets
· Oversee stock/inventory management for field operations
· Conduct a monthly stock take and a weekly stock control on “first in, first out basis”,
· Keep the warehouse well ordered, clean and tidy
· Keeping stock movement documentation records
· Ensuring there are appropriate checks and controls and security to keep premises and warehouse contents secure
· Produce monthly stock reports
Security 40%
· Develop and update the country context and risk analysis and an incident report system
  • Investigate security incidences and reporting to senior management team,
· Ensure that an information sharing system related to security is in place in the country
· Maintain close contact with relevant actors to feed the system
· Advise and assist the Humanitarian Coordinator and the Country Director on key security issues
· Ensure the implementation and maintenance of Senegal Security Plan and up to date security guidelines
  • Be responsible for security assessments prior to staff undertaking field trips to programme sites,
· Ensure that the Support functions (HR, Logistics, Finance and Administration) have developed procedures ensuring high security management (particularly in Cash management, contact list, briefings, evacuation/hibernation, telecommunications, transport, etc.)
· Implement security standards for the property (fire extinguishers, security of electrical systems, barriers, etc.)
· Ensure that staff has the basic safety and security skills to be operational. Provide trainings and/or briefings as appropriate and help to ensure staff are familiar with and adhere to security protocols and guidelines
· Coordinate influencing actions that contribute to improve Security practices and policies in Senegal (governments, donors, private sector, etc.).

Technical Skills, Experience & Knowledge

Essential
· University degree in Management, Social Sciences and/or Logistics qualification
· Minimum of 5 years’ experience in Logistics and Supply Management in the Humanitarian/Development sector
· Experience in monitoring and building capacities of partners ; HR management and coaching
· Experience in security management (at least 2 years)
· Good knowledge of Microsoft Office applications, particularly Excel; and sound knowledge of IT systems (ICT)
· Strong communications skills in French (speaking./writing) is mandatory
· Experience of working in cross-cultural environment
· Ability to analyse situations and solve problems as they arise; attention to detail
· Autonomous, ability to be hands on, analytical skills and process orientated; ability to show initiative
· Team player and good interpersonal skills
· Ability to delegate; good organisation and planning skills
Desirable
· Previous experience in an NGO environment in a similar role preferred
· Good level of English
· Knowledge of local language
