Assessment Period
STANDARD PRE-SELECTION TEST SCHEDULED for 1-3 April 2017.

Org. Setting and Reporting
This position is located in the African Union/UN Hybrid Operation in Darfur (UNAMID) in El Fasher. El Fasher is classified as a “E” hardship duty stations and a non-family duty stations. The incumbent reports to the Chief Human Rights Office and the Acting Chief in the absence of the Chief.
Mandate The African Union/UN Hybrid operation in Darfur, referred to by its acronym UNAMID, was established on 31 July 2007 with the adoption of Security Council resolution 1769. UNAMID has the protection of civilians as its core mandate, but is also tasked with contributing to security for humanitarian assistance, monitoring and verifying implementation of agreements, assisting an inclusive political process, contributing to the promotion of human rights and the rule of law, and monitoring and reporting on the situation along the borders with Chad and the Central African Republic (CAR). Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:
• Oversee and exercise overall support to the planning and implementation of the programme of work relating to the specialised functions of child protection and women protection in line with the mandate to consolidate protection function within the human rights section.
• Oversee the performance of the senior women protection adviser and the senior child protection adviser.
• Assists the Chief Human Rights Officer in identifying priority areas for the work of the human rights office and in developing the office workplan addressing those priority areas and overseeing its implementation.
• Designs policies and activities of the human rights office aimed at addressing human rights issues of concern.
• Formulates approaches and strategies to address other human rights issues of concern, including ensuring that gender equality perspectives are appropriately addressed.
• Serves as a deputy for the Chief Human Rights Officer in her or his absence, including representing her or him in high level meetings with a range of interlocutors, advising the JSR and other senior officials of the Mission about mandates, human rights areas of concern, and ways and means of addressing human rights issues.
• Ensures the flow of information regarding human rights issues within the human rights office, within the Mission, to the United Nations Country Team (UNCT), and to OHCHR HQ in Geneva.
• Assists the Chief Human Rights Officer in overseeing the day-to-day management of the Human Rights Office in Darfur and Khartoum liaison and human rights presences in other areas of Darfur as assigned by the Chief Human Rights Officer.
• Assists the Chief Human Rights Officer in formulating and managing the programme of work, budget and other administrative matters concerning the human rights office and its staff.
• Oversees the preparation of human rights thematic, regular and ad hoc reports as well as preparing inputs on human rights issues for other reports required by the Mission.
• Develops and maintains relations with a range of Darfuri interlocutors, including senior Government officials, civil society organisations and their representatives and advises them on human rights issues and policies and ways of addressing gaps in the respect and protection of human rights in Darfur.
• Performs any other duties, as required.

Education
An advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in human rights or closely related field, of which at least half should be in human rights, is required. Experience in human rights monitoring, reporting and/or investigating violations are required. Experience on human rights advocacy and capacity building programmes is required. Experience in project management is required. Experience coordinating multi-sectoral response to human rights protection concerns including through engaging with military and police for the protection of civilians is required. Human rights experience acquired in a conflict/post-conflict environment is required. Experience providing advice to transitional justice institutions and/or working with transitional justice mechanisms is required. Experience in the field of child protection and women's protection is required. Experience in integrating human rights into humanitarian response as well as experience working in inter-agency humanitarian coordination or humanitarian response is desirable. Experience on sexual and gender based violence, including conflict-related sexual violence is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.
