I. Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 4,000 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
Our teams in the field implement some 380 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.
Based on considerable experience addressing the needs and situations of vulnerable communities, ACTED contributes to the international agenda towards reaching the Millennium Development Goals, through a wide range of partnerships, innovative initiatives, and campaigns.
II. Country Profile
REACH was born in 2010 as a joint initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’spurpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
REACH Somalia established its in-country presence in 2012, partnering with UN-OCHA and the cluster system. Its aim was to provide surge capacity and technical support contributing to the formulation of countrywide needs analysis and response strategies.
REACH Somalia focuses on the geographic identification of internally displaced peoples (IDPs) living in settlements and collects a core baseline of household specific information focused on the shelter, WASH and education sectors that enables the preparation of situational and gap analyses; thus enabling better planning, coordination and traceability of aid.
The project coordinates its actions through the cluster system to define locations for assessment and mapping activities working through a large network of local partners operational in each assessment region. To date the project has mapped IDP settlements in Doolow, Mogadishu, Baidoa, Kismayo, North Galkayo, Hargeisa, Burao, Bossasso, Qardho and Garowe.
Functions
Summary
The REACH Assessment Manager shall be responsible for:
· The implementation of REACH components under the ACTED project outlined under the “Assignment header”
· In coordination with ACTED Country Director and REACH Global Coordinator, implement REACH assessment strategy and methodology;
· Follow up with REACH Surveyors / teams to ensure proper management and a smooth and timely implementation of activities;
· Keeping track of all activities and assessment schedules and work with field staff to implement REACH assessment procedures;
· Providing technical support in assessment methodologies, including the preparation of sampling methodologies, designing of data collection tools, monitoring / evaluation frameworks, data analysis (both qualitative and quantitative), and reporting thereof;
· Coordinating and ensure timely data collection, analysis and, in partnership with GIS/DB team, mapping of datasets, ensure that all collected data are geo-referenced;
· Ensuring the writing of timely and accurate assessment reports and factsheets;
· Identifying opportunities and information gaps to support project development;
· Liaising with programme staff of other ACTED departments to ensure close coordination and information sharing is maintained;
· In coordination with REACH Global Coordinator and ACTED Country Director and if relevant, external representation of REACH with Donors, Partners and the wider Aid Community through clusters and sectoral working groups;
· Coordinating timely and accurate reporting to IMPACT Headquarter.
1. Assessment Management and Coordination
Objective 1.1: Management of assessments process
The REACH Assessment Manager is responsible for designing the methodology and tools associated with each assessment, according to REACH requirements and principles. He/she will manage the planning, implementation, and follow-up of all REACH assessments. The REACH Assessment Manager is required to contribute to the preparation and follow up of the Project Management Framework and ensure that activities are properly coordinated and implemented as per the Project Cycle Management.
The REACH Assessment Manager shall manage logistics, financial, administration and HR processes directly related to REACH and liaise accordingly with the relevant ACTED counterpart. He/she is directly responsible for the implementation of proper ACTED FLAT procedures in all REACH interventions.
Objective 1.2: Implementation
The REACH Assessment Manager is responsible for coordinating the implementation of all REACH components and assessments under the specific project, providing support to the development of assessment, database and GIS tools with the REACH team. This will specifically include, with the GIS/DB team, designing of data collection tools (household surveys, focus groups, and more); development or review of databases; contributing to GIS data collection procedures and mapping thereof through ARC GIS and other ESRI products in particular; and analysis of spatial and other information to contribute to reports and the like.
Objective 1.3: Coordination
The REACH Assessment Manager shall provide technical support to the relevant ACTED department in terms of development of programme strategies, implementation of project activities, and any other required REACH input to ACTED projects for added-value.
The REACH Assessment Manager shall liaise with other REACH Officers in the region and throughout IMPACT Initiatives’ and ACTED’s networks to provide and receive support in the expansion of REACH globally.
2. REACH Reporting
The REACH Assessment Manager is responsible for consolidating all analyses and conclusions from each assessment into REACH products such as desktop reviews, factsheets, reports and briefs using standard formats. This will include the finalization of external documentation to be reviewed internally. He/she will liaise with IMPACT HQ in Geneva in order to represent data in interactive web map or static map format, as relevant.
The REACH Assessment Manager is responsible for following the designated timeline of reports to be submitted to project partners and donors. He/she must ensure the writing of timely and accurate assessment reports and factsheets, ensuring the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information. He/she will ensure that assessment reports contribute to aid coordination and planning and add to the general base of field knowledge and for all organisations working in there.
He/she will also manage the drafting of narrative reports and contribute to the development of financial reports through regular budgetary follow-up.
The REACH Assessment Manager will also store, organize and disseminate assessments, project documents and best practices among ACTED and IPs. He/she will coordinate timely and accurate reporting to IMPACT Headquarters.
3. REACH HR Management
Staff Management
The REACH Assessment Manager is responsible for oversight of the day-to-day management of project and field staff both directly and remotely. He/she is expected to guide and direct REACH staff and prepare and follow up on workplans with each staff member that directly reports to him/her. The REACH Assessment Manager will be required to take the lead in the recruitment of REACH surveyors in coordination with the ACTED HR Officer. This will include the preparation of ToRs, observation of recruitment procedures by planning recruitment needs in advance, and undertaking interviews.
The REACH Assessment Manager will ensure that all field teams are comprehensively briefed on the objective, expected outputs and that the overall implementation strategy of any given activity is clearly understood. He/she will ensure that project/field staff are given training and complete all the necessary documentation in line with program requirements set by REACH.
4. Representation
In coordination with REACH Global Coordinator and ACTED Country Director and if relevant, representation of ACTED/REACH in cluster and multi-sector meetings/ technical working groups in country and follow up on technical issues identified in cluster meetings in other parts of the country. This specifically will include liaising with external partners to identify potential for data sets to be integrated into existing databases and mapped to support the coordination of the broader humanitarian community.
The REACH Assessment Manager will further represent ACTED/REACH vis-a-vis current and potential donors and communicate relevant information to the ACTED Project Development Manager and Country Director. He/she will participate in inter-NGO meetings and those of UN agencies and any other relevant inter-governmental institutions at the national or provincial level.
More generally, the REACH Assessment Manager is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of ACTED’s mandate, ethics, values and stand-point with regard to other actors.
5. Accountability to Communities and Beneficiaries
As staff member, the REACH Assessment Manager is responsible for ensuring that all relations with the communities in which ACTED works are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.
IV. Qualifications:

- Excellent academic qualifications, including a Master degree in relevant discipline;

  • Excellent analytical skills;
  • 3 years of relevant working experience in humanitarian settings;
  • Excellent communication and drafting skills for effective reporting;
  • Excellent team management skills;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Familiarity with the aid system, and understanding of donor and governmental requirements;
  • Prior knowledge of the region an asset
  • Fluency in English required
  • Ability to operation Microsoft Word, Excel and Data Visualization Software.
  • Ability to work independently.
V. Conditions:

Liaises With: ACD Programme in Burundi, Desk Officer at head office and other technical advisors in HQ, Government, Line Ministries & other donors and stakeholders in Burundi, system staff in Rwanda
Job Purpose:
The purpose of the post is to contribute to the management of the country programme in Burundi with specific responsibility for the following divisions: administration, human resources, logistics, security, communications and IT, as well as mentoring a national General Systems Manager. Over time the Duties and Responsibilities outlined below will be transferred back to the national General Systems Manager.
Concern is in the process of putting a place a joint management structure for Burundi and Rwanda and the ACD Systems will liaise frequently with the Concern Country Management in Rwanda and provide support as necessary. In certain cases, this will be required to travel to Rwanda.
Main Duties & Responsibilities:
a) Senior Management
  • Assist the Country Director in the management of the country programme through involvement in decision making.
  • Contribute to the elaboration of the new Country Strategic Plan (2015-2018) for Burundi and Rwanda and integrate country strategic plan objectives into staff performance development reviews that the job holder line manages.
  • Roll out and reinforce Concern’s policies and procedures concerning systems functions.
  • Participate in core management meetings.
  • Understand and adherence to all Concern policies and roll out throughout country programmes.
  • To act as Acting Country Director, when designated to do so, in the absence of the Country Director.
b) Security
· To act as main focal point for security, reporting to the Country Director and colleagues to assist in attending security briefings on your behalf, relaying to staff salient points on security issues.
· Lead on the Security Focal Group (SFG) meetings and ensure they occur regularly.
· With the CD, take decisive action regarding the safety of staff in the event of heightened security risk – in initiating hibernation/relocation/evacuation plans, where the situation calls for such action
  • Monitor and report on security in all programme areas and in other areas that likely impact on Concern’s programme areas.
  • Review periodically and ensure the regular review and implementation of Security Policy, Security Management Plan, SOPs and train staff where necessary on security issues and procedures.
  • Provide security orientations and briefings to all new staff and visitors and refresher orientation periodically for all staff including being responsible for security briefings to visitors.
  • Issue regular security updates and provide security guidance as required to all staff on a weekly basis, and daily where necessary.
c) Administration
  • To ensure the offices and houses conform to recommended security, health and safety standards.
  • General administration – design, implement, manage and ensure the maintenance of appropriate administrative systems and procedures.
  • To oversee the purchase of office equipment and supplies.
  • To ensure that all office equipment is well maintained, appropriately utilised and that an appropriate replacement schedule is implemented.
  • To capacity-build national staff and local partners in systems issues as required.
  • Ensure travel arrangements for all staff and entry permits and visas are processed for international staff.
d) International Staff Administration
  • Support national staff in international staff administration (incl work permits, in-country induction and briefing, and ensuring houses meet security, health and safety standards)
e) Human Resource Management
  • To be the primary budget holder for international staff and administration costs, and to monitor and assist staff that report to you apropos their respective budgets (Logistics, HR).
· Review and appraise recently modified National Staff Manual and Internal Regulations which need to be finalized by GSM and CWB’s lawyer to verify that both documents harmonize with Burundian labour law and thereafter submit to Dublin for approval.
  • Capacity building/ training responsibilities of national staff, including local partners – e.g. to coach and train in order to develop their own management skills.
  • To ensure that personnel working in administration, HR, IT and Logistics have up-to-date, relevant job descriptions.
  • Carry out regular performance development reviews (PDRs) for all staff that report directly to you, ensuing their compliance with all Concern policies.
  • Ensure that personnel working in administration, HR, IT and Logistics set objectives, conduct reviews and perform PDRs with their staff.
f) Logistics
  • To oversee the implementation of Logistics policies and procedures for purchasing, delivery, storage, communications and transport.
· Support capacity building of local staff and partners in logistics
  • Ensure all systems are in accordance with Concern procedures and policies.
· Be part of the Purchasing Committee and capacity build new members if needs be.
· Write up contract documents and tender documents where relevant.
· To work in close collaboration with Logs Dublin and CW country Logistics personnel for the roll out of various logs and procurement manuals.
  • Ensure that guidance and monitoring in all Concern logistical procedures and policies are given to all field locations.
  • Ensure procurement procedure complies with Concern, and donor procedures.
· To follow-up on such issues as reimbursement of VAT taxes in Burundi.
g) Emergency Response
  • Leading on the elaboration and implementation Action Plan of the systems/logistics elements of the Planning for Effective Emergency Response (PEER) Plan for Burundi
  • Ensuring that staff skills outlined in PEER are developed as per the action plan.
  • Ensure that both the Burundi & Rwanda country programmes retain their capacity to respond to emergencies within their programme areas and is expected to take a supporting role to programmes in any emergency responses within the programme areas.
  • Be willing to travel outside of the base location (Burundi) to provide support to emergencies in other countries where Concern is operational, if called upon to do so.
h) IT and Communications
· To oversee the establishment, maintenance, development and security of all IT equipment and systems. This includes collaboration with IT officer that all CW assets are recorded, managed and monitored according to organisational best practice this includes working closely with IT officer for the inputting of data so that CW has an up-to-date complete Fixed Asset Register computerized and harmonized between the various offices in Burundi, and that a replacement schedule is implemented.
· Ensure that country IT procedures and policies are in compliance with Concern Worldwide guidelines on IT.
· Oversee the continual revision of IT equipment and policies.
  • To supervise implementation along with IT Officer of on-going IT training plan for CW Burundi personnel.
i)Other Duties:
· be familiar and comply with Concern Worldwide Staff Code of Conduct, the Programme Participant Protection Policy (4Ps), Anti-Fraud Policy and the Dochas Code of Conduct on Images and Messages;
· Ensure that those he/she directly line manages are conversant with and adhering to the P4 and will institute mechanism to follow-up and verify that this is the case.
· Comply with Concern Worldwide Burundi current Security Management Plan;
· be familiar with Concern Worldwide Counter Terrorism Policy;
· Perform any other related duties as assigned by the Country Director or his / her delegate.
PERSON SPECIFICATION

Education, Qualifications & Experience Required:
· Third Level Degree/Masters in NGO management, organizational development, Administration, IT, or Logistics Qualifications
· Minimum of 5 years overseas experience working with an international humanitarian /development NGO (or similar institution), with strong system management, security management and team management experience.
· Minimum of 3 years’ relevant logistic/systems and management experience in development context
· Proven strong management ability, including ability to motivate and develop skills of others. Must be able to make sound management decisions in difficult situations and also be able to work in a participatory manner with colleagues.

International expert in construction and hydraulics

Dans le cadre du développement de ses activités en République Démocratique du Congo (RDC), son plus gros programme de coopération en termes de budget et d’effectif, la CTB recherche un(e):
Assistant(e) Technique International(e) (ATI) –
****Expert en construction et hydraulique****
(Province du Maniema, lieu d’affectation : Kindu)

Package salarial mensuel pour expatriation de longue durée: pour la RDC entre 5.977,54 euros et 8.931,91 euros (en ce compris le salaire brut mensuel et les avantages liés au statut d’expatrié: primes de pénibilité et d’expatriation). Le salaire est calculé en fonction de la composition de ménage et de l’expérience professionnelle pertinente.
Les projets FAMIKILO et EAU-KINDU
L’intervention « Appui des Familles des Militaires des camps de Kindu (2ème phase) et Lokandu» (FAMIKILO) est axée sur la construction de logements pour les familles de militaires basés dans la province du Maniema, en République Démocratique du Congo (RDC). Le projet comprend deux volets : (a) la seconde phase de FAMIKI débuté en 2009 dans le camp de Lwama situé dans la ville de Kindu et (b) la première phase de FAMILO qui démarre dans le camp située dans le village de Lokandu.
L’objectif général du projet est de contribuer à la consolidation de la sécurité avec le rétablissement de l’autorité de l’Etat dans la partie Est de la RDC et dans la province du Maniema en particulier. L’objectif spécifique du projet est d’améliorer les conditions de vie des familles des militaires des camps de Lwama et Lokandu.
Le budget disponible pour cette intervention (€ 5 millions) est partagé entre les deux volets pour :
  • Volet A :Compléter les besoins des 623 familles des militaires du 321ème Bataillon (Bn) basé au camp de Lwama à Kindu. Sont prévus (1) la construction de vingt blocs de logements et de leurs annexes (latrines, douches et cuisines) qui permettront d’atteindre 100% de couverture en matière de logements décents pour les familles de militaires, (2) la fourniture d’eau potable pour toutes les familles de militaires de Lwama et (3) la pérennisation des activités génératrices de revenus et la sensibilisation à la prévention aux VIH.
  • Volet B :Remplir une partie des besoins des 623 familles des militaires du 322ème Bataillon (Bn) du camp de Lokandu. Sont prévus (4) la construction de 28 blocs de logements et de leurs annexes (latrines, douches et cuisines) qui permettront de loger 200 familles de militaires dans des conditions décentes et (5) la fourniture d’eau potable pour toutes les familles de militaires de Lokandu à travers l’aménagement et le développement d’un réseau de distribution.
****Le Projet EAU-KINDU****est présentement en identification/formulation. Il vise l’approvisionnement de la ville de Kindu sur la rive droite (70.000 habitants par le réseau Alunguli) et sur la rive gauche (70.000 habitants par 3 réseaux distincts, Tokolele, Brazza, Lumbulumbu). Sur un autre réseau (Basoko) existant sur la rive gauche, l’objectif est l’installation d’un système de purification de l’eau.
La fonction d’ATI Chef de Projet
L'assistant technique international (ATI) travaillera comme gestionnaire superviseur de deux projets distincts (FAMIKILO et EAU-Kindu) bénéficiant sur chacun d’eux de la collaboration de techniciens nationaux et d’une équipe spécifique d’appoint.
Le Projet FAMIKILO a démarré en juillet 2014 géré par un tandem d’ingénieurs, experts en génie civil construction, l’un relevant de la CTB et l’autre des FARDC. L’ATI aura la mission d’en assurer le coaching pour une durée de 24 mois. Le Projet ayant comme cadres d’intervention deux camps militaires Kindu et Lokandu, en vue de permettre la présence permanente d’un technicien sur les sites, un système de rotation pourra être mis en place à la convenance de l’équipe.
La Direction du Projet est appuyée par une équipe d’appoint composée d’un administratif financier et de deux logisticiens basés l’un à Kindu et l’autre à Lokandu ainsi que des deux équipes coaching de la Défense belge intervenant sur les deux camps militaires.
  • L’ATI aura la responsabilité personnelle d’assurer l’approvisionnement en eau potable sur les deux camps. Il aura à évaluer les différentes voies d’approvisionnement en eau potable sur les deux camps, d’élaborer le meilleur schéma au regard du budget alloué.
Ses attributions et responsabilités générales d’accompagnement du tandem sont les suivantes :
  • Garantir l’efficience et l’efficacité des pratiques adoptées dans la mise en œuvre du Projet ainsi que la capitalisation des expériences ;
  • Assurer au sein de l’équipe locale une complémentarité et une harmonisation des discours et pratiques ;
  • Assurer en concertation la documentation et la capitalisation des expériences ;
  • Participer et animer les diverses réunions nécessaires à l'exécution du projet, notamment les réunions mensuelles de la cellule de coordination et les SMCL (structure mixte de coordination locale) ;
  • Assurer la compétence technique pour la bonne exécution de l'ensemble des activités du projet en coordination avec l'équipe de coaching de la Défense belge et les FARDC – URR et le personnel du Génie ;
  • Faciliter l'organisation logistique du projet (achat matériel, approvisionnement en matériaux, stockage, transport…) en coordination avec les FARDC et l’équipe coaching de la Défense belge, de la représentation de la CTB et du PPM à Kinshasa ;
  • Assurer le renforcement des capacités des acteurs en place.
Sur le projet EAU-Kindu, l’ATI aura la mission :
  • d’accompagner la finalisation du Dossier Technique et Financier du Projet ;
  • de participer au processus de recrutement du staff de l’équipe du Projet ;
  • de conduire les travaux technique de démarrage du Projet ;
  • d’assurer la coordination et la gestion de toutes les activités du Projet jusqu’à la clôture.
Le profil
L'Expert(e) international(e) sera détenteur d’un diplôme d’ingénieur en génie civil, hydraulique ou en construction, ou d’un diplôme dans le domaine de compétence de niveau Master.
Il combinera les compétences suivantes:
  1. dans le domaine de la construction:
  2. capacité prouvée de coordination et conduite de chantier de taille moyenne (> 50 ouvriers);
  3. savoir-faire en maçonnerie ; spécifiquement, une expertise en construction en briques cuites et en briques stabilisées dans des zones enclavées constitue un atout.
  4. dans le domaine de l’approvisionnement en eau potable:
  5. expérience certifiée dans la conception des réseaux d'approvisionnement : captage des eaux, implantation des stations de pompage et bassins de rétention, aménagement des sources, traitement des eaux, gestion des débits, distribution aux usagers;
  6. connaissances en matière de géotechnique, hydrologie et topographie pour assurer objectivement les choix techniques à opérer;
  7. capacités techniques suffisantes pour suivre la réalisation des travaux.
  8. dans le domaine de la coopération au développement:
  9. expérience pratique dans le domaine de la gestion de projet de développement d'au moins 3 ans;
  10. capacité à renforcer les capacités des collègues et partenaires nationaux.

Commodity & Logistics Advisor, Ebola Response

As a member of PCI’s in-country emergency response team, the Commodity & Logistics Advisor will be responsible for managing all food and non-food commodity distribution activities including coordination with key project staff, ensuring proper controls are in place, and commodity management policies and regulations are followed. The Commodity & Logistics Advisor will direct activities of subordinate commodities/logistics officers. The Commodity & Logistics Advisor will also oversee and ensure performance and compliance of sub-awardees’ logistics activities.
Key Duties & Responsibilities:
Responsibility Area: Commodity and Logistics Management
• Manage the supply chain process making sure that supplies are properly accounted for, transported on schedule, and are properly received and distributed
• Proactively track all medical supplies, equipment, food, and materials throughout the entire supply chain process and keep staff up to date on the pipeline information
• Engage with freight forwarding agencies, freight handling/clearance agents, and local customs, to safeguard proper cargo management at all points of the supply chain
• Direct the day-to-day warehouse operations, including reporting and monitoring staff capacity, stock piles, available space and equipment, and reporting on all activities
• Train and supervise national staff on all proper logistical support and operational activities
• Work alongside and build relationships with third party suppliers
• Ensure that a PCI staff is always represented at any transfer point of supplies; freight pickups, cargo transfers, packaging, unpacking and distribution
• Ensure that all sub-awardee or contracted logistics operations are performing to signed agreements, and are compliant with all relevant rules and regulations, including donor requirements, host country laws and PCI policies
Responsibility Area: Representation
• Attend coordination meetings which are relevant to commodity and logistic responses, policies, and practices
• Represent the organization at task force meetings, assessment missions, coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and stand-point with regard to internal and external actors
Responsibility Area: Reporting
• Writes, reviews edits and finalizes donor and other reports related to food and non-food commodity distribution
Responsibility Area: Safety & Security
• Provide support for ongoing PCI safety and security protocols, with specific responsibility for ensuring the application of those protocols to PCI’s logistics operations
• Participate in PCI’s innovation efforts
• Other duties as assigned
Position Parameters/Special Responsibilities Required:
• This position will require long hours in often difficult field conditions
• Six month commitment required
Required Qualifications:
• Bachelor's degree and 4+ years of similar work experience, or master's degree and 2+ years of similar work experience
• Experience in supply chain management (needs assessment, order management, purchasing, stock management, and freight management) for emergency non-food items
• Experience with food commodity management, in both emergency and non-emergency settings, including both Title II and World Food Program rules and regulations
• Warehouse management experience
• Experience in budget support and providing timely, complete, and accurate reporting
• Knowledge of donor compliance and procedure requirements, specifically OFDA and Food for Peace
• Training skills and experience in building national staff capacity in supply chain management.
• Familiar with international humanitarian operations, coordination structures, and the mandates of donors, in particular OFDA and Food for Peace, UN agencies, and other NGOs
• Profound cross-cultural awareness and insight into community mobilization for health care
• Able to exercise sound judgment and make decisions independently
• Extremely flexible; able to cope with stressful situations and frustrations
• Able to relate to and motivate local staff effectively
• Creative; able to work with limited resources
• Strong decision-making skills
• Team player and strong communication skills, both oral and written
• Experience working in Liberia a plus
