Healthcare & Education Program Specialist, Nuru Ethiopia

Nuru International’s plan to address our partner communities’ healthcare and education needs is central to our overall, holistic and integrated set of solutions. The Healthcare and Education Specialist will mentor, train and assist their counterpart Ethiopian staff in the continued refinement and scale-up of Nuru Ethiopia’s Healthcare and Education programs.
The Healthcare program’s model is designed to decrease unnecessary death and disease focused on mothers and children. This is done by equipping Nuru farmer families and local community health workers with knowledge about targeted healthy behaviors that can save lives and tools to move from knowledge to action including small support groups. The Healthcare program activities include: supporting healthy births, addressing basic hygiene issues and helping to make connections to eliminate gaps within the existing systems.
The Education program’s model is designed to improve child literacy, with a specific focus on primary school aged children. Activities include training teachers in local public schools, providing training on leadership and management to local education Ministry officials, provision of reading materials in and out of schools, and reading activities outside of schools through Nuru Ethiopia’s farmer cooperatives.
The Healthcare and Education Program Specialist will report to the Nuru Ethiopia Team Leader and be advised by the Nuru International Healthcare Program Strategic Advisor and the Nuru International Education Program Strategic Advisor.
Specific Responsibilities:
  • Train and mentor the Nuru Ethiopia Healthcare and Education Program teams.
  • Empower local leaders in the Healthcare and Education Programs to continually take ownership of the program.
  • Work with the Ethiopian teams to build out effective and efficient processes and supervise daily activities.
  • Work closely with the Ethiopian staff to meet strategic program milestones, address challenges, and efficiently implement activities.
  • Collaborate with the Monitoring and Evaluation Team to design, implement, and refine effective monitoring and evaluation systems for Nuru Ethiopia’s Education and Healthcare Programs.
  • Increase integration and facilitate collaboration with the Rural Livelihood and Cooperative programs.
  • Maintain strong communication and relationships with the community, Ministry of Health, Ministry of Education, and other stakeholders at all times.
  • Co-create a financially sustainable and scalable budget and mentor and assist local staff with budget management.
  • Ensure the Education and Healthcare programs are truly sustainable, scalable, and create impact.
  • Maintain thorough documentation of programmatic lessons learned, decisions, and achievements.
  • Achieve pre-determined seasonal goals.
  • Maintain clear and consistent communication channels with the Nuru International Healthcare and Education Program Strategic Advisors.
Skills & Attributes:
  • Master’s degree strongly preferred (Bachelor’s degree required). Degree in development studies, NGO management, public health, education, sociology, or similar field preferred.
  • At least 2 years of project management in international development projects with a focus on rural poverty eradication, healthcare, education, and/or integrated programming.
  • Prior experience living and working in developing countries. Ideal candidate would have experience living and working rural Africa and specifically Ethiopia. Preferred but not mandatory
  • Solid quantitative skills including the ability to use data to make decisions and experience with Excel.
  • Demonstrated experience in capacity building and mentorship of teams or managers.
  • Experience with behavior change communication programs preferred.
  • 1 – 2 years of experience creating or implementing health promotion solutions and /or child literacy programing for poor communities preferred.
  • Strong commitment to organization’s mission, vision, and theory of change.
  • Strong leadership, management and team building experience.
  • Effective crisis management and rapid, innovative problem solving skills in uncertain environments.

JOB SUMMARY:
**
The Director, Africa Programs reports directly to the Vice President, Africa Programs and works closely with the Program teams at Headquarters (HQ) Toronto as well as with the National Offices. The incumbent receives technical guidance from the Director, Global Program Partnership and the Director, Program Development at HQ.
Working closely with the VPAP, the incumbent leads on implementing the mandate of the Africa Office in four core areas of work:
· Strategic planning and setting a programmatic vision for Africa region
· Networking and representation at regional level (internal and external)
· New business development (fundraising) at country and regional level
· Program quality and accountability standard setting and oversight
The incumbent is the technical lead on issues related to program quality in all countries within the Africa region. He/she supports the leadership of the country teams in development, planning and implementation of program strategies. The incumbent also supports the VPAP in overall management of Africa Office and related country offices.
The Director, Africa Programs will be based in Uganda with up to 12 weeks spent travelling to Right To Play program countries.
PRIMARY RESPONSIBILITIES:
Job Responsibility #1: Strategic Planning and Setting a Programmatic Vision for the Region (20% of Time):
· Assesses development context in the Africa region and produces the analysis that guides the development of regional and country office strategies and donor proposals.
· Co-leads, with the VPAP on informing organizational, regional and country office strategy setting.
· Assists in the development of a well-articulated strategy for key development issues in the region such as education in emergencies strategy.
· Ensures that all strategies are up to date and shared with the relevant stakeholders.
Job Responsibility #2: New Business Development Program Design and Management (20% of Time):
· Guides country teams to develop and deepen programmatic thinking and design.
· Supports the design of innovative programs that better address the needs of children and youth in the region.
· Guides country teams in the development of country strategic plans, annual plans, and proposals.
· Ensures smooth implementation of project administration and logistics.
· Works with project teams in the development of individual capacity of country staff and organizational capacity of local partners.
· Liaises with the General Manager in the development and implementation of monitoring, review, assessment and evaluation plans for improved program development and delivery.
· Ensures the timely completion and submission of all project reports inclusive of monthly financial reports, quarterly reports, annual reports, and donor reports.

Job Responsibility #3:** Field Partnership Development (15% of Time):
· Assists in developing partnerships with regional donors and INGOs.
· Supports the Vice President, Africa in coordination and information sharing with and across other regional field teams.
Job Responsibility #4: Program Quality, Setting and Oversight (20% of Time):
· Supports the development of RTP program standards and ensures their adherence in program design and implementation.
· Facilitates regional level conversations around program quality, program accountability, partnerships, gender, and child protection.
· Supports the VPAP in coordination and information sharing with and across other regional field teams.
Job Responsibility #5: General Management (10% of Time):
· Deputizes the VPAP as required.
· Maintains signing authority for specific financial requirements

EDUCATION/TRAINING/CERTIFICATION:
Required (must have):
· Masters Degree or equivalent in Education, International Development Studies, or related discipline
EXPERIENCE:
Required (must have):
5 years’ experience in the management of international development projects including designing projects and developing programs, developing and managing programmatic and operational budgets, managing field operations and team leadership. International experience and at least one year’s experience managing multi-country programs required.
Desired (an asset):
· Other language skills, particularly French and/or Portuguese
· Other International Development and child protection/development certifications
· Experience in child and youth development
· Experience in sport and play programming for development and peace
KNOWLEDGE/SKILLS REQUIRED:
· Fluency in written and spoken English
· Understanding of financial report analysis
· Ability to build new funding relationships and steward existing donor relationship

Overview
As our Program Manager, you will be responsible for providing the overall vision, leadership, and guidance for all consortium members associated with the grant and externally with Health Pool Fund/Crown Agent staff, host governments, other donors, and stakeholders. You will have principal responsibility for overall project management and technical operations to ensure that project tasks and objectives are successfully met.
You will represent CMMB as the primary point of contact for information on the progress and current status of all activities under the agreement, and you will manage the preparation and presentation of all proposed implementation plans and reports. You will lead a team and serve as the primary point of contact with the donor in South Sudan regarding implementation of activities and management matters relating to the agreement.
We’re looking for a deeply passionate, experienced Program Manager, who will champion our values, balance strategic thinking with operational excellence, drive growth of our programmatic portfolio, lead a high-performing team, and persistently push for superior quality in programming for women’s and children’s health.
Responsibilities
· Provide overall responsibility for the planning, coordination, implementation and monitoring and evaluation (M&E) of health project activities in the project area, including overseeing all aspects (programmatic, financial, administrative, personnel), with high quality and measurable impact.
· Oversee the annual work plans preparation, identify external technical support needs and ensure that appropriate management practices are being used in project implementation, and the Monitoring and Evaluation systems are being used to provide timely management information.
· Participate in developing and implementing information dissemination activities to publicize the project achievements and results with concerned stakeholders and communities.
· Work closely with consortium member teams to ensure timely and accurate financial reporting and delivery of needed drugs, supplies and other materials.
· Responsible for liaison on a regular basis with the donor team to keep them abreast of the progress on the project implementation.
· Oversee the timely submission and approval of quarterly financial and narrative reports to the donor.
· Ensure monitoring and evaluation plans and reporting templates are in place/available.
· Provide training and support for all consortium staff on M&E Strategy, planning and tools (evaluations, surveys, other) and also donor requirements and reporting guidelines. For surveys, train staff and enumerators on Digital Data Gathering (DDG) devices including on questionnaires and data collection. Participate in surveys, ensure the data is uploaded in a timely and accurate manner, and analyze data with the team.
· Lead in monitoring, regularly reviewing and analyzing progress and outputs against the targets and propose modifications as required, to increase effectiveness and impact of the project.
· Identify and design questionnaires and tools, key indicators and targets for each project component and for each M&E indicator.
· Maintain the CMAM Report online database.
· Ensure compliance with program, CMMB and donor templates, policies and guidelines.

Qualifications
You have 7+ years of experience working in community development/health field in humanitarian setting, with 3+ years in a senior management position. You also have an MPH or advanced degree in international health development, and you have good knowledge of IDSR, MHIS operating system and are conversant with the use and maintenance of DHIS data tool. You speak the language of international public health, know the challenges and current issues, and approach them full of optimism, integrity and passion for creating real change.
You know what needs to be done to effectively manage and mentor organizations with various levels of skills and experience. You have a well-established track record of solid, ethical business judgment, financial acumen and fiscal stewardship, and you have a proven ability to build trust, foster collaborative relationships and realize impactful relationships with diverse groups of stakeholders.
