Regional Measurement Action Coordinator

Background/IRC Summary:
The International Rescue Committee responds to the world's worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees, IDPs, and others affected by war or disaster. At work today in over 40 countries and in 22 U.S. cities, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure. We address both the immediate, life -saving needs of conflict-affected people in an emergency and the reconstruction needs in post-conflict societies.
Job Overview/Summary:
As the IRC developed a new five-year (2015-2020) strategy that set out an ambition to become a leader in the humanitarian sector on outcomes-drive and evidence-based humanitarian programming, more systematic methods for tracking progress on achieving positive change for the people we serve had to be developed. The IRC had found, as had many other organizations, that data were often collected and compiled primarily to satisfy donor requirements; actually using those data to improve programming and make real-time decisions is much harder and rarer. "Monitoring and evaluation" has become synonymous with data collection and reporting; by calling this position "measurement action" rather than "M&E", the IRC is explicitly emphasizing that data are to be used, not archived, and that we need to look beyond routine monitoring to assessing the broader effects and impacts of our programming.
The Regional Measurement Action Coordinator (RMAC) will provide strategic, technical, and leadership for the IRC's regional measurement activities and the IRC's global measurement initiatives. Those efforts include providing technical advice and support for all monitoring, evaluation, learning, and for making decisions and taking action based on data. This senior position requires coordinating measurement activities across sectors and provinces - including providing support to in-country M&E staff - and working with technical and provincial teams to ensure that data are of high quality and used effectively for decision making. The Coordinator will report to the Deputy Regional Director of Programs - with a dotted line for technical oversight to the Senior Technical Advisor (STA) for Organizational Measurement, to ensure consistency across the agency - and work in partnership with provincial directors, program directors, deputy directors of programs or Senior Program Coordinators, and the staff responsible in each sector and province for M&E.
Major Responsibilities:
Regional Measurement Leadership
  • Development, implementation, and updating of a measurement action strategy for the region that ensures technically sound and consistent approaches to:
  • Indicator development across projects, including incorporation of organizational core indicators
  • Routine monitoring of program activities
  • Assessments of beneficiary needs
  • Evaluations of the effectiveness of program interventions
  • Data collection, including digital data collection where feasible
  • Data storage and secure accessibility of data by project staff and country/regional management
  • Coordinating and supporting the roll-out and on-going use of the data platform COMET within the DRC region
  • Work with provincial teams to implement the measurement action strategy, with a focus on:
  • Coordinated monitoring of project activities, ensuring that activities are carried out as planned or adjusted/adapted as needed
  • Coordinated assessments of beneficiary needs, ensuring that tools and methodologies are appropriate, so that results are actionable and easily communicated
  • Coordinated evaluation of projects, ensuring that activities are effectively addressing the beneficiary needs
  • Contributing to an organizational culture shift from a focus on data being primarily for donor reporting to using data for decision making and action
Implementation of Global Measurement Initiatives
  • Work with the Monitoring for Action (MfA) Coordinator to ensure that technical and provincial teams have the proper procedures in place to achieve high quality data collection and effective use of data
  • Work with technical and provincial teams to implement the IRC's program data platform
  • Train current staff on new processes associated with program design, monitoring, and data use.
M&E and Data Analysis
  • Support technical teams in developing logframes for new project proposals, including consistency with the IRC's core outcomes and indicators
  • Lead development of a program dashboard to provide monthly summaries of key program indicators and assessment results for decision making by provincial and regional management
  • Support technical and provincial teams in analysis of data, including going beyond simple Excel charts to more sophisticated statistical analysis, and including creative use of GIS
  • Support provincial-level knowledge management efforts and develop and implement regional systems that facilitate the sharing of information across sectors and provinces within the DRC region and with other IRC regions, specifically focused on use of data and analysis for decision making.
Human Resources
  • Support technical and provincial teams in recruitment of M&E staff, including orienting new staff.
Job Requirements:
Essential qualifications, skills and experience

Women's Protection and Empowerment Program Director

Scope:
With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu and Katanga, the IRC is one of the largest humanitarian actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. The IRC has been working in the DRC since 1996, currently operates in five core programming areas - primary health care, community-driven reconstruction & local governance, women's empowerment and the prevention and mitigation of gender-based violence (GBV), education, and emergency preparedness and response. These programs reflect IRC's guiding principles of capacity-building; participation; partnership; protection and promotion of human rights; and holistic programming.
The IRC currently seeks a Program Director to lead its Women's Protection and Empowerment (WPE) Program in DRC. Together with the in country Program Advisor, the WPE Program Director is responsible for ensuring that the IRC WPE program, irrespective of funding source, is implemented in accordance with work plans, logical frameworks, cooperative agreements, donor regulations and IRC policies. S/he will ensure that the program delivers high quality work and solid results. The WPE Program Director will represent IRC WPE to all internal and external key stakeholders, government officials and donors, will lead program advocacy and will work closely with donors and practitioners to provide project updates, discuss strategies, obstacles, performance plans, and overall progress. This position reports to the IRC Deputy Regional Director of Programs in DRC.
WPE Program:
Since 2002, the IRC has been responding to GBV in the Kivus, with bases in Bukavu and Goma. IRC's WPE program in the DRC is recognized by other actors as a leading international agency on issues related to violence against women and girls. The WPE program seeks to increase the social, political and economic empowerment of women and girls, and prevent and respond to violence against women and girls. The IRC works with local NGOs, women's community-based organizations, and health facilities to build their capacity to provide quality specialized services to GBV survivors and to carry out community outreach and advocacy and empower women socially and economically within their communities.
The program aims to: 1) improve survivors' access to and quality of essential health, psychosocial, and legal services; 2) improve community support to women and girls affected by violence; 3) improve women and girls' access to social and economic opportunities; and 4) promote the protection of women and girls through the application of and adherence to policies and international standards. Since 2012, the IRC WPE program has also led GBV emergency response interventions with dedicated teams in North and South Kivu.
WPE Program Director Responsibilities:
  • Provide leadership and direction, define and implement activities to achieve the greatest coverage and impact possible;
  • Lead strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
  • Lead and work with a diverse team of international and national coordinators and advisors and field staff and coordinate with other IRC program areas and departments;
  • Lead all formal research and learning initiatives in DRC, ensure coherence with WPE programming in DRC; support with the Research, Monitoring & Evaluation Coordinator the communication with academic partners and dissemination of research results in DRC;
  • Oversee the WPE program quality by planning, monitoring and evaluating project activities, including independent evaluations of WPE programming in DRC;
  • Lead new proposal development and program design and help identify new funding and business development opportunities for the WPE DRC program;
  • Identify technical assistance needs and work with the Program Advisor in DRC and Technical Unit in New York to ensure that appropriate support is provided;
  • Manage external relations by representing the project and the organization and ensuring the dissemination of information about project achievements and lessons learned;
  • Define and lead program advocacy strategies and activities and participate in coordination mechanisms;
  • Oversee the financial and grants compliance to ensure the best use of resources by sound budgets, monitoring project expenses, and ensuring timely submission of financial and narrative reports to donors;
  • Represent the IRC to donors and address donor inquiries in accordance with agreements for at least three major grants;
  • Forge and maintain solid cooperation with partner organizations and government officials; manage sub-agreements with partners whenever appropriate;
  • Supervise the Program Advisor and the Research, Monitoring & Evaluation Coordinator .
Required:
  • Master's degree in Public Health, Social Work, Public Policy or related field;
  • Minimum of ten years of overseas management experience in projects related to women's rights, gender-based violence, gender equality and/or women's empowerment;
  • Proven leadership and strategic planning capabilities;
  • Experience managing large teams and working in tandem with local and international partners;
  • Demonstrated experience managing multi-grant budgets of more than US$4 million;
  • Strong inter-personal communication skills;
  • Proven sound judgment and decision-making skills;
  • Effective and persuasive writing and public speaking;
  • Fluency in English and French.
Desired:
  • Previous experience in the fields of Protection, Child Protection, Human Rights, Emergency Response and Preparedness or other related field;
  • Previous work experience in DRC.
Security and Housing:
The WPE Program Director will be based in Kinshasa with regular travels to South and North Kivu. Kinshasa is the capital of DRC and has a population of approximately 10 million people. The city is usually quiet and relatively safe. As with any large city in a developing country, crime and theft are common. The position is fully accompanied; the WPE Program Director will be housed within individual housing.

Le Programme WPE:

WPE Directeur du programme Responsabilités:
  • Assurer le leadership et la direction, de superviser la mise en uvre du programme pour assurer que la plus grande couverture et l'impact sont atteints;

Grow Africa  seeks to   recruit a Head of Communications to promote Grow Africa’s reputation as a leading authority in making public-private sector work for agricultural transformation; communicate to stakeholders on the impact of Grow Africa’s activities in country; initiate and sustain communications campaigns – co-ordinated and executed with Grow Africa key partners - around core issues related to ensuring agricultural transformation and; create and disseminate knowledge and best practice around defined topics.
Based on the Host Agreement between the Government of the Republic of South Africa and the African Union for NEPAD to serve as the interim AU Office Operating outside the African Union Headquarters, the NEPAD Planning and Coordinating Agency invites application from Africans for the post of Head of Communication, Grow Africa.

Required Skills and Competencies
The successful candidate will have:
  1. 10 years’ experience in both private and public sectors in sub-Saharan Africa, Preferably in the commodities sector. Experience of both West and East Africa is desirable.
  2. Demonstrated ability to develop and execute a compelling issues-based content strategy.
  3. Demonstrated ability to orchestrate partner communications, primarily around coordinated issues-based campaigns across multiple channels.
  4.  Strong media-relations experience with evidence of impact Public-affairs experience, specifically in lobbying on behalf of organisations on policy changes.
  5. Proven experience in managing digital agencies.
  6. Demonstrated experience in managing a large project preferably event-based to timeline and budget.
  7. Excellent writing skills (English).
  8. Ability to negotiate compromise among different stakeholders at senior level without sacrificing on achieving the target or on quality of results.
  9. Ability and willingness to work at both strategic and tactical level.
  10. Experience of working in an organisation in the area of communications in east and West Africa will be an added advantage.
  11. Experience in raising external funding would be an added advantage.
Education and Experience:
Candidates must have a minimum qualification of a Master’s Degree in Communications and Journalism.  10 years ‘experience in both private and public sectors in sub-Saharan Africa, preferably in the commodities sector. Experience of both West and East Africa is desirable. At least three (3) years of such experience must include management level experience in leading and managing comparable public sector institutions or similar organizations nationally, regionally and / or internationally.

The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
The New Partnership for Africa’s Development (NEPAD) is a programme of the African Union adopted in 2001 in Lusaka, Zambia, aimed primarily at poverty alleviation and promotion of economic growth and sustainable development in Africa. Based on the Host Agreement between the Government of the Republic of South Africa and the African Union for NEPAD to serve as the interim AU Office Operating Outside the African Union Headquarters, the NEPAD Agency invites applicants who are citizens of African Union Member States for the post of Principal Programme Officer, Policy Specialist.
Required Skills and Competencies
 i.  Demonstrated experience in policy development.
 ii. Demonstrated experience in undertaking policy analysis with regional and continental bodies such as SADC, African Union.
 iii. Experience in facilitating regional policy harmonization and implementation of regulatory reforms.
 iv. Expertise in designing and executing policy advocacy at national and regional levels.   
 v.  Ability to convene and facilitate high level regional and national policy consultations and dialogue processes.
vi.  Experience in designing and operationalising communities of practice / technical working groups
Maintain confidentiality at the highest level at all times.
viii. High level of accuracy, attention to detail and thoroughness.
 ix.  Ability to work under minimal supervision, be proactive, take initiative and with sound judgment.
 x.   High level of integrity and accountability, flexible approaches to work coupled with enthusiasm, commitment and energetic.

Education and Experience: Candidates must hold a minimum of a Master’s degree in Economics, Public Health or Public Policy or related social sciences discipline and a relevant Bachelor’s degree. In addition, Candidates must possess seven (7) years of progressively responsible experience in the area of policy development, implementation and harmonisation in the public sector, multilateral institutions, and international non-governmental or similar organizations nationally, regionally and / or internationally. Professional training or certificates in occupational health or health policy will be an advantage.

Remuneration: Indicative basic salary of US$45,364.00 per annum plus other entitlements e.g. Post Adjustment (57% of basic salary), Housing allowance ($23,846.40 per annum), gratuity (15% of gross salary) in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
