HEAD OF DEPARTMENT EMERGENCY RESPONSE REGION MENA REGIONAL OFFICE CASABLANCA

Mission of the Position:
The MENA Head of Department Emergency Response is responsible for coordinating and directing the MENA Emergency Response department and is responsible for providing advice, support and surge capacity for emergency response programmes in Member Association countries in the region. S/he is responsible for leading on the development of emergency response interventions in the region, monitoring the humanitarian situation and global trends that may affect countries in the MENA as well as supporting to ensure adequate funding is secured to implement high quality, accountable responses. Operationally s/he supports the development and monitoring of emergency programmes, building capacity of Member Associations and MENA Emergency Response team members. S/he is responsible for ensuring that the strategic direction of SOS CVI emergency programmes in the region are aligned to international emergency response plans such as the 3RP, UNHCR and OCHA Country Plans etc.
Job Description Summary:
  • Responsible for ensuring efficient and accountable in-field operations through the supervision of the MENA Region Emergency Response Advisors/Coordinator(s) responsible for coordinating the field Project Advisors/Coordinators;
  • Together with the MENA IOR Finance Department, responsible for ensuring funding transfers are traceable and correctly utilized according to project budgets and outlines;
  • Together with the MENA IOR Finance Department, responsible for monitoring and approving adjustments to project spending;
  • Responsible for reporting to the IDR and the International Director of Emergency Response on any important issues occurring in the field programmes that need high-level decision-making stakeholders involved;
  • Responsible for ensuring good PSA relations and institutional and PSA donor reporting is completed timely;
  • Responsible for elaborating project templates and procedures for use both in the IRO and in the field;
  • Responsible for elaborating policy and position papers;
  • Responsible for meeting the training needs of MA teams in ERP project cycle management, child protection in emergencies;
  • Responsible for ensuring PSAs receive project information when requested;
  • Actively involved in establishing links and working relationships with international coalitions working in the MENA region;
  • Actively involved in the recruitment of Project Advisors/Coordinators in the field;
Requirements:
§ Education to Master’s degree level preferably in social sciences
§ At least seven years experience of emergency, humanitarian and development issues with increasingly progressive responsibilities
§ Proven programme & project cycle management skills
§ Excellent organizational skills
§ Proven stakeholder engagement
§ Excellent communication and interpersonal skills;
§ Proven leadership skills
§ Capacity building experience
§ Ability to work under pressure, prioritizes well and meet deadlines
§ Willingness/ability to travel extensively, at short notice and in unstable conditions;
§ Languages: English. Arabic and French highly desirable

Project Assistant, Cultural Orientation

Core Functions:
  1. Undertake cultural orientation activities in an assigned area or areas, such as such as training, scheduling or childcare and, as required, guide and monitor teams of Project Clerks and Project Assistants in organizing and completing cultural orientation activities in an assigned area.
  2. Undertake cultural orientation training activities, including providing training for a range of resettlement countries throughout the region, ensuring that student-centred activities are featured in all classes, assisting in drafting training lesson plans in accordance with RSC MENA cultural orientation objectives, assisting in the development of teaching materials, visual aids and bulletin boards supporting the curriculum and assisting in managing and restocking inventories of instructional supplies Lead basic learning activities and games designed for a wide range of ages, including activities and games related to the process of resettlement and life in resettlement countries .
  3. Undertake cultural orientation scheduling activities for RSC MENA, including, if assigned, ensuring that all individuals requiring cultural orientation classes are provided with the opportunity to attend, that circuit rides are planned and carried out in an efficient and effective manner and that logistical circuit ride support is provided when necessary. Train Project Assistants and Project Clerks to provide appropriate scheduling services
  4. Assist in overseeing cultural orientation childcare activities for RSC MENA, including, if assigned, monitoring and guiding staff members providing childcare services, helping ensure childcare spaces are appropriate, adequate and well-maintained, training childcare staff members to conduct basic cultural orientation activities designed for children and monitoring the work of childcare staff members.
  5. Through oversight and quality check (QC) measures, ensure WRAPS is updated as needed with cultural orientation-related content, including scheduling data and case updates. Provide supervisors with relevant information needed for regular reports on cultural orientation activities, including program narratives and statistical reports.
  6. In coordination with supervisors, liaise as needed with other teams and units in RSC MENA and other RSCs. Provide regular reports on the work being accomplished within the team to supervisors and team members.
  7. In coordination with Senior Project Assistant, Cultural Orientation, train other cultural orientation team members as needed to efficiently and effectively manage cultural orientation activities, update WRAPS and other databases accurately and to monitor and guide team members and activities
  8. In order to develop and maintain cultural orientation training-related skills, participate in and contribute to teacher trainings and staff development seminars and engage in self-directed study for professional development, including reading resettlement updates, language tutorials, attending cultural orientation-related workshops and seminars.
  9. Undertake duty travel as needed to participate in cultural orientation-related activities, for meetings and for training.
  10. Maintain the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Project Focal Point, Project Coordinator or RSC management of any non-compliance to SOPs or codes of conduct by RSC staff members.
The Required Education and Experience:
Education  Bachelor Degree in Social Sciences or related field with three years of working experience  High school diploma with five years of relevant working experience.**
Experience ** Attention to detail and ability to organize.  Excellent computer skills - Word, Excel and Internet.  Strong interpersonal and communication skills.  Ability to work under pressure with minimum supervision.  Self-motivated and objective driven.

Communications Office Assistant

  1. Adhere to Standard Operating Procedures and assist in implementation of activities in accordance with US Department of State/ Bureau of Population, Refugees & Migration (DOS/PRM) guidelines for United States Refugee Admission Program (USRAP);
  2. As needed, correspond with other RSC Units for additional documentation, contact information or other clarification to proceed with case creation
  3. Identify cases of special concern to ensure adequate processing (including expedited or sensitive processing)
  4. Counsel individual refugees in person and over the phone to inform them of their case’s status and to manage their expectations on case processing and resettlement per local communication SOPs;
  5. Respond to all incoming inquiries related to USRAP and Special Immigrant Visas (SIVs)via telephone, and walk-in inquiries from the public and applicants

Driver

Core Functions:
  1. Provide reliable and secure driving services by utilizing the assigned IOM vehicle to transport IOM staff members, consultants, and visitors.
  2. Ensure provisions of reliable and safe driving services under critical and hazardous conditions.
  3. Movement shall take place as per the authorized routing following UN Department of Safety and Security rules and regulations.
  4. Manage the day-to-day maintenance of the assigned vehicle to ensure roadworthiness of the same. This includes daily check of tires, brakes, engine oil, battery, fan belt, etc. Ensure that the vehicles undertake regular service intervals
  5. Ensure vehicle, registration, insurance and regular service are taking place in timely manner.
  6. Perform minor repairs, arrange for major repairs, and ensure that the vehicle is kept clean and in good running condition at all times.

  11. Ensure that the IOM vehicle is used only for official/authorized business, as advised by the Logistics Assistant.
  12. Make sure that the logbook is instantly updated after each movement
  13. Ensure that the fuel receipts to be provided to the Logistics Assistant for consumption monitoring purpose.
  14. Keep a high degree of confidentiality and discreteness in discussions, which involves IOM and its officials
  15. Take proper measurements to reduce potential security threats to the passengers within the immediate vicinity of the vehicle and along transport routes.
  16. Collect and assure safe delivery of important and critical documents, goods, and mails to important entities, in addition to general correspondences and documents. Deliver IOM paperwork to Ministry of Foreign Affairs, the Protocol Department and follow up on its finalization
  17. Ensure that the steps required by the local rules and regulations (pertaining to driving) are taken in case of involvement in accident
  18. Identify any apparent problems during the trips and report them to the Logistics Assistant.
    The Required Education and Experience:
    Education:
     Secondary School diploma with two years of experience as a driver
     University degree would be considered an advantage.
    Experience
     Valid Driver’s license.
     Safe driving record; knowledge of driving rules and regulations and skills in minor vehicle repair
     previous experience working with IOM or with UN specialized agencies an advantage
