Le Candidat:** De formation supérieure en Agronomie, Agroéconomie ou Socio-économie, vous justifiez d’une expérience significative de 12 mois minimum sur un poste similaire. Vous avez également de bonnes connaissances sur les problématiques SAME et une expérience confirmée dans le secteur d’intervention et en management. Vous êtes à l’aise à travailler dans un contexte volatile et de pression sécuritaire forte et vous disposez par ailleurs d’excellentes capacités d’analyse, de synthèse stratégique et rédactionnelle. Vous êtes également à l’aise pour porter les sujets de plaidoyer.

Stagiaire – Assistant Logistique

CONTEXT
COOPI est une organisation non gouvernementale italienne, indépendante et laïque, fondée à Milan en 1965. Depuis 50 ans, COOPI est engagée dans la lutte contre la pauvreté avec un soutien à long terme et une présence constante sur le terrain à côté des populations touchées par la guerre, les crises socio-économiques et les catastrophes naturelles. Les activités de COOPI visent à encourager le développement et à répondre aux situations d’urgence. Depuis 1965, COOPI a réalisé plus de 1600 projets de développement et interventions d’urgence dans 63 pays, employant 55.000 opérateurs locaux et assurant un bénéfice direct à 100 millions de personnes. En Afrique, Amérique Latine et Moyen Orient COOPI favorise l’accès à l’eau, ainsi que le droit à la santé et à l’éducation des communautés les plus pauvres.
COOPI en RDC
Présent en RDC depuis 1977, COOPI a grandement accru le nombre de ses interventions dans le pays, en particulier suite aux conflits des derniers 20 années. À partir du Kivu, où il y a eu la première intervention, les activités de COOPI se sont déplacées dans les régions de conflit, afin de mettre en œuvre des programmes d’urgence à bénéfice des populations déplacées et victimes de la guerre. En raison de l’évolution du contexte général en cours dans certaines provinces du Pays, COOPI s’est aussi engagée dans la gestion de projets pluriannuels afin d’assurer une transition de l’urgence au développement dans divers domaines, et de garantir un développement harmonieux et durable.
COOPI favorise une réponse pertinente aux besoins des populations locales à travers une structure de coordination à Kinshasa et différentes bases dans les provinces.
ENJEUX DU POSTE
En RDC, COOPI met en œuvre des projets de nutrition, sécurité alimentaire, protection, santé, WASH et éducation. Les responsabilités du logisticien de base dans ce genre de projets sont reprises ci-dessous.
RESPONSABILITÉ GÉNÉRALES
Le stagiaire assistant logisticien devra assister la coordination et la gestion de la logistique de la base de Kinshasa et des projets suivis à partir de Kinshasa
RESPONSABILITÉS SPÉCIFIQUES

Logistique de Kinshasa :

  • Appuyer la bonne mise en œuvre des procédures d’achat COOPI et des bailleurs de fonds ;
  • Assurer le suivi de certains contrats des fournisseurs de la base ;
  • Collaborer à la bonne gestion du parc automobile de la base : planning d’utilisation, d’entretien et réparation, suivi et contrôle des consommations ;
  • Collaborer à la bonne gestion des générateurs de la base COOPI de Kinshasa : contrôle et suivi des consommations, utilisation, entretien et réparation ;
– Collaborer à la bonne gestion des infrastructures de la base COOPI de Kinshasa : contrôle et suivi de l’utilisation des infrastructures des bureaux et maisons de résidence des expatriés, de l’entretien et réparations ;
– Collaborer à la bonne gestion du parc informatique et moyens de communication : contrôle/suivi de la maintenance des ordinateurs, imprimantes, système d’internet, gestion des appareils téléphonique satellitaires et GSM, gestion et mise à jour des listes de contacts, etc. ;
  • Suivi de la gestion des biens et des stocks : gestion et mise à jour des inventaires, contrôle et utilisation des stocks ;
  • Soutien au suivi administratif des équipements, de la tenue de stocks, des liens avec les autorités ;
  • Soutien à la gestion des mouvements et des documents administratifs des expatriés: accueil pour arrivée et départ des expatriés, obtention des visas, liens avec les autorités.
Logistique des projets :
  • Appui au respect des procédures d’achat, de contrats, d’approvisionnement de biens et véhicule, du système de transport et de travail des bases opérationnelles liées à Kinshasa ;
  • Suivi des procédures et règles en vigueur dans le pays pour l’utilisation des véhicules.
Moyens et Instruments
Le stagiaire assistant logisticien aura à sa disposition les équipements logistiques de COOPI, en accord avec les procédures COOPI de prise en charge et utilisations des équipements.
Localisation
Le stagiaire assistant logisticien sera basé dans la maison/bureau de COOPI à Kinshasa.

REACT Technical Assistance and Knowledge Management Facility Team Leader

The AECF is a US$250m challenge fund for agribusiness in Africa. .
AECF provides investment support to the private sector for their new and innovative business ideas in agribusiness, rural financial services and renewable energy/adaptation to climate change that will benefit Africa’s small farmers and rural households. AECF finance is in the form of grants or 0% loans up to a maximum of $1.5 million. AECF recipients are expected to at least match the funds provided by AECF.
The Fund is hosted by the AGRA, based in Nairobi, and is supported by the governments of Australia, Denmark, the Netherlands, Sweden, Canada and the UK as well as the International Fund for Agricultural Development (IFAD). Fund Management activities are outsourced to KPMG Africa Development Advisory Services and partners. Seehttp://www.aecfafrica.org/
Sahara. A significant number of these companies fall into the Renewable Energy and Adaptation to Climate Change Technologies (REACT) portfolio. The AECF has recently decided to establish a REACT Technical Assistance and Knowledge Management Facility which will:
  • Strengthen the expertise, commercial success and development impact of REACT grantees through provision of targeted technical assistance and networking opportunities;
  • Improve the robustness and validity of results monitoring through the implementation of the DCED standard, including conduct of verification studies on selected projects;
  • Document experience from the portfolio of REACT business projects through conducting learning studies and other learning activities so as to better understand the reasons behind successes of selected AECF grantees and improve the processes of the AECF.
  • The REACT Technical Assistance and Knowledge Management Facility
The objective of the proposed REACT Technical Assistance and Knowledge Management Facility is to establish a central unit within AECF to provide added-value services that:
  • increase the impact of REACT grantees’ projects, in terms of both commercial sustainability and development impact;
  • strengthen networks between grantee businesses, investors and other partners, including ultimately to helpleverage further investment in the sector;
  • provide greater robustness to the measurement of development results and the credibility of these results;
  • strengthen the knowledge base in the REACT field, including helping AECF, its partners and other stakeholdersto learn from the experience of AECF’s portfolio of businesses.
The services delivered through this REACT facility comprise the following three components:
  1. REACT Learning Lab,
  2. Enhanced Monitoring and Results Measurement,
  3. Technical Assistance facility and business linkages.
  4. Objectives of this assignment

  1. Scope of work
  2. Learning Lab
    Objective: The overarching objective of the REACT Learning Lablooking perspective. The insights captured through this facility will help to better understand sectors) and which elements are required in the future design of AECF competitions as well as other programmes elsewhere. It is proposed to incorporate a gender lens element into some, or all, of the learning studies. Analysis will include how women are contributing to and benefiting from REACT projects, and how they could benefit more.
    Learning activities: In consultation with grantees and other stakeholders, learning topics will be defined and addressed in studies and other activities which will vary in terms of their target audience, scope and purpose. Approximately nine such learning areas are expected to be addressed.

We will also work with key partners on the dissemination of learnings.
  1. Enhanced monitoring and results measurement (MRM)
Objective: The REACT Team Leader will be responsible for the overall quality assurance and oversight of the activities related to this component and carried out by pre-selected consultants. The overall objective of this component will be to enhance confidence in the results being reported from REACT. A central pillar of this will be through the modified implementation of the DCED standard across window, which will bring it into alignment with the rest of the active AECF portfolio. Further to this, and together with the rest of the portfolio, AECF will review its experience with results measurement to date, and its alignment with emerging best practice this field.
  1. Technical Assistance and Business Linkages
Objective: The objective of providing TA support services is to strengthen the capability of REACT businesses to undertake their projects, achieve commercial sustainability and generate impact.
The purpose is to deliver a limited but relevant technical support and business linkages programme, with regional scope across the EAC, to support REACT businesses to overcome the challenges that are typically encountered by start-up companies in the region (see Box 1). The outcomes expected from this component include:
  • Enhanced business development skills of grantee companies
  • Stronger business-to-business and business-to-investor networks, including leveraged investment[1].

component will support the capacity of companies to plan, market and distribute their products and solutions for renewable energy and adaptation to climate change, and flexibly address other capacity needs as required.

Two main activities are envisaged:
  • Entrepreneurship Learning Programme (ELP)
  • Flexible TA facility

a) Entrepreneurship learning programme (ELP)

This will be an externally provided (outsourced) programme on SME entrepreneurship tailored to the needs of the REACT portfolio. The Team Leader will develop a detailed ToR for the delivery of this component and subsequently structure it with the selected provider. The objective is to ensure that REACT grantee companies maximise their chances of survival by providing entrepreneur training, mentoring and coaching through a common and shared platform to the grantees.
  1. Flexible TA Facility
The Team Leader will be responsible for the overall management of this component, which includes assessment of technical assistance requests. This component will be a flexible TA fund available for grantees to apply to if they wish to procure any specialised technical expertise specific to their needs from a service provider of their choice. This will be a purely demand driven component: companies will be made aware that they can request for this support if they wish. The companies themselves will: specify what they require the support for (i.e. required scope of work); who they would prefer to work with; identify the required expertise; apply to a programme if applicable; or procure and manage a service provider. The companies will be expected to match the funds requested – but this will depend upon the type of the company and the level of support requested.
3.2 Business-to-business networking and brokering relationships
The Team Leader will assume overall responsibility for the activities within this component. This component will facilitate business to business relationships between REACT grantees, and between these businesses and the wider marketplace. The component would seek to mine the rich experiences of these companies, and promote experiential learning.
This element will be supported by a part time network facilitator and other AECF and FM staff. Examples of potential features of this component could include:
  • Active facilitation of the network of REACT grantees to promote B2B learning and collaboration, co-ordination, communications, grantee liaison and quality assurance,
  • Organisation of network events and meetings or case study site visits,
  • Specific-issue master classes led by grantees (e.g. building a rural network of agents (SolarNow); organising an efficient supply chain (M-KOPA); training, motivating and developing a skilled workforce (Mobisol); working with NGO and CBO partners (Cummins),
  • Introduction of successful grantees to external consultants or service providers who will increase the company capacity to negotiate and secure follow on commercial financing into their businesses increased,
  • Organisation of speed-dating meetings with potential investors,
  • Establishing and managing an e-learning portal, within the AECF’s grantee network platform, open to all REACT grantees.

  • Experience in developing and managing knowledge management projects,
  • Experience in establishing and managing knowledge-sharing networks/ platforms between SMEs,

Qualifications:

Context:
The IOM Ethics and Conduct Office (ECO) was established in 2014 in line with the Director General’s commitment towards professionalism, accountability and transparency and with a view to uphold IOM’s fundamental principle of ‘’integrity’’ for staff members enshrined in the IOM’s Constitution (Article 15).
ECO is an integral part of the Office of the Director General (ODG) and reports to the Director General. ECO is responsible for dealing with procedures and policies covered by the IOM Standards of Conduct and providing counsel to the Administration and staff members about ethics and standards of conduct. ECO promotes ethical awareness and behaviour at IOM through training, communication, policy development and liaison. ECO also receives and provides advice on staff members’ requests for involvement in any outside activity.
More specifically, the Ethics and Conduct Office receives, manages and tracks referrals concerning allegations of misconduct and unethical behaviour in compliance with the IOM Standards of Conduct and related policy issuances, including fraud, harassment, abuse of authority, sexual exploitation and abuse, discrimination, outside activities and conflicts of interest.
Working under the direct supervision of the Head of Ethics & Conduct Office (ECO) in HQ Geneva and in close collaboration with the other members of the ECO team, the RSC team in Washington and other relevant units at Headquarters (HQs) including HRM, LEG and OIG, the successful candidate will be responsible and accountable for providing Ethics & Integrity support and assistance to the IOM Missions for promoting the IOM Standards of Conduct with specific focus on resettlement programs’ integrity, especially USRAP.
Core Functions / Responsibilities:
  1. Assisting the Head of ECO in the fulfilment of the mandate and responsibility of ECO.
  2. Conduct regular analysis of the incoming allegations of fraud (in IOM Missions and IOM Programs especially USRAP) and staff grievances in order to identify short-comings and risks.
  3. Monitor, track and record fraud/grievance reporting mechanisms on a daily basis.
  4. Draft and update internal instructions, policies and guidelines and Standard Operating Procedures (SOPs) (especially for the USRAP) to ensure internal compliance with fraud and grievance reporting requirements.
  5. Develop specific training and train staff on IOM Standards of Conduct, ethics, confidentiality and the treatment of beneficiaries.
  6. Liaise regularly with the Missions to assess their needs for additional and refresher training.
  7. Collaborate with various units (including OIG, Risk Management Office, RMM and RSC Management) on development of new and innovative ways for fraud and risk identification and malfeasance mitigation.
  8. Preparing reports of activities and assisting in preparing trends and analysis from the ECO
database.

Required Qualifications and Experience:
Education
• Master’s degree in Law, Criminology, Ethics, Investigation or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Strong business knowledge of resettlement programs (preferably USRAP) including case processing, health assessment and operation/movement protocols;
• Professional experience with administrative tribunals or certification as fraud examiner is an advantage;
• Experience dealing with misconducts in an international setting;
• Experience with or knowledge of WRAPS system a major advantage;
• Good knowledge of administrative law;
• Experience in fraud identification and prevention or risk assessment and mitigation;
• Demonstrated experience in training and managing heavy and diverse workload;

Languages
Fluency in English is required. Working knowledge of Spanish and/or French is an advantage.
