Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s mission is to improve the effectiveness of international development programs in improving people’s lives. We provide a full range of management consulting, technical assistance, and training services to strengthen international development programs, organizations, and policies. We provide services globally in the areas of monitoring and evaluation, strategic planning, project and program design, organizational capacity building, and gender and social analysis. SI services cross-cut all development sectors including democracy and governance, health and education, the environment, and economic growth. SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.
Proposal Objective:
SI is preparing a proposal for an upcoming USAID-funded monitoring and evaluation activity in Zambia focused on the health sector. The purpose of the activity is to provide the USAID/Zambia Health Office, implementing partners, local partners, and the Government of Zambia stakeholders with improved data systems and utilization.
Position Description:
SI is seeking Logistics/Operations Assistant that will be responsible for onboarding field office staff and supporting the team in managing the overall complex operations of the program. The assistant will work closely with field office staff to ensure compliance smooth and efficient management of the project office. This position will be full-time and based in Zambia.
**Please note: This is a local position. Only candidates with Zambian citizenship will be considered.
Responsibilities:
· Provide support for logistics and security for office and SI team.
· Oversee drivers and fleet, ensures vehicles are available as needed, and maintains a log of each trip made my company vehicles.
· Maintain office security procedures and protocol, oversees visitor log; tracks travelling staff and enforces office travel policy.
· Oversee office maintenance and supplies, liaises with IT team for fixing space and providing help desk support.
· Support visa, hotel and ground transportation logistics for consultants, as needed.
· Support Finance and Administration Manager with daily administrative points.
· Serve as the administrator for petty cash; work with finance team to conduct reconciliations and spot checks.
· Prepare routine daily financial transactions and gather supporting documentation.
· Review and reconcile consultant and vendor invoices.
Qualifications:
· Associate's or Bachelor’s degree in business administration or other related field required.
· Minimum three years of experience in related field required.
· Demonstrated ability to understand and implement pertinent company and client policies and procedures clearly and accurately.
· Demonstrated ability to establish and maintain effective working relationships with supervising personnel, co-workers, business professionals, and the general public.
· Ability to maintain high degree of confidentiality in day-to-day work.
· Computer skills including use of PowerPoint and Excel Microsoft Office programs.
  • Fluency in English required.

Position Description:
SI is seeking a Finance and Administration (F&A) Manager to support this program. The F&A Manager will coordinate the operational components necessary to make the program/office support function work efficiently for the USAID funded activity in Zambia. This position will be full-time and based in Zambia.
**Please note: This is a local position. Only candidates with Zambian citizenship will be considered.
Responsibilities:
  • Oversee all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting.
  • Assist the COP with oversight and reporting.
  • Prepare monthly reports of field expenses in a timely manner, with full documentation, and according to Social Impact guidelines, and assist in the preparation of quarterly and annual financial reports.
  • Maintain regular communications with Social Impact headquarters staff (program and administration, consultants) to provide timely and complete financial support.
  • Supervise administrative and financial support staff.
Qualifications:
  • Bachelor’s degree in management or accounting or other relevant discipline required.
  • Minimum of five years of relevant experience in USAID project financial management and administration of similar financial volume.
  • Expert knowledge of USAID rules and regulations highly preferred.
  • Demonstrated ability to work with and manage local national staff.
  • Fluency in English required.

Position Description:
SI is seeking a Deputy Chief of Party/ Senior Evaluation Advisor to support the Chief of Party in overseeing and leading all program activities and deliverables of the monitoring and evaluation program in Zambia. The DCOP/Sr. Evaluation Advisor will report to the COP, and be responsible for oversight and quality of the technical monitoring and evaluation activities under the project. This position will be full-time and based in Zambia.

Responsibilities:
  • In coordination with COP, lead and manage all monitoring and evaluation technical work conducted throughout the life of the activity.
  • Plan, manage, and lead all relevant monitoring and evaluation deliverables stipulated in the SOW, including, but not limited to, assessments, performance monitoring, data quality verification and evaluation of the output and outcome results.
  • Evaluation responsibilities include the following: design, quality development, and production of evaluations reports and any assessments, population based surveys and studies; including the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
  • Ensure that short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
Qualifications:
  • A minimum of eight years of experience in leading an organization, in both management and technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills.
  • Master's degree in public health, social science, international development or related field required.
  • Demonstrated familiarity with health management information systems highly desirable.
  • Ability to supervise a team in order to complete tasks on time and on budget.
  • Demonstrated ability to maintain high levels of quality and timeliness within teams of consultants and internal staff.
  • Excellent data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, etc.
  • Proven successful leadership in an intercultural team environment in a development context.
  • Technical knowledge and understanding of the design, implementation, and management of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.
  • Exceptional proficiency in written and spoken English is required, as is a demonstrated ability to exercise overall quality control, meeting high technical and editorial standards in written products.

Health Management Information Systems Specialist, Zambia

SI is seeking a Health Management Information Systems Specialist will serve as a member of the evaluation team, and an expert on health management information systems, and other national health information systems. This position will be full-time and based in Zambia.

Responsibilities:
  • Provide expertise in the transition process, and the functionality of the GoZ system, and assessing the preparedness of the current Government of Zambia HMIS’.
  • Identify the information needed to understand shifts in data quality and assess data usage at the ministry levels.
  • Serve as the team HMIS expert.
  • Participate in the planning and briefing meetings, data collection, data analysis, development of evaluation presentations, and writing of the reports, as needed.
Qualifications:
  • Bachelor’s degree in Health Management Information Systems, IT, MIS, Database Management or related field required; advanced degree preferred.
  • Minimum five years of experience working with MIS, including a minimum of four years developing and/or managing health information systems.
  • Familiar with DHIS-2 and similar national routine heath information systems.
  • Knowledgeable about the electronic medical records system in Zambia.
  • Experience with enterprise level monitoring systems such as Aid tracker, DevResults or other systems.
  • Experience working with projects and at the local and national levels on data management, data quality, and use of data.
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, USAID/Zambia Health Office, and other relevant stakeholders
  • Experience in conducting USAID evaluations of health programs/activities is highly desirable.
  • English fluency required.
