Chief WASH, P-4, Zambia, Lusaka

Purpose of the Position
The Chief WASH reports to the Representative or Deputy Representative for general guidance and direction. The Chief is responsible for managing and supervising all stages of WASH programme from strategic planning and formulation to the delivery of the WASH outcome and output results. The Chief is also responsible for leading and managing the CO WASH team. The Chief WASH is accountable for ensuring that the WASH outcome and output results are achieved according to plans, allocations, results based-management approaches and methodology, UNICEF's Strategic Plan, standards of performance and accountability framework.
Key Accountabilities and Duties & Tasks
1. Managerial leadership
  • Establish the annual work plan, determining priorities and performance measurements. Monitor workplan implementation, to ensure that WASH output results are achieved to schedule and performance standards. Report critical issues to the (Deputy) Representative for timely action.
  • Establish the annual workplan outputs, activities and developmental priorities of the WASH section staff. Provide timely guidance to enable the WASH section staff to perform their duties responsibly and efficiently.
  • Manage WASH team building and motivation. Signal potential conflicts and take preventive action, in coordination with Human Resources staff.
  • 2. Programme development and planning
  • Prepare the WASH inputs for the situation analysis. Provide comprehensive and current data to inform WASH policy and programme development, planning, management and implementation. Keep abreast of global, regional and national WASH sector developments, for maximum efficiency and effectiveness in WASH programme design, management and implementation.
  • Work collaboratively with internal and external colleagues and partners to discuss national WASH priorities, resources, strategies and methodologies to ensure the most strategic use of the collective resources of external support agencies.
  • Lead the development of the WASH outcome and output results of the country programme (or cCPD), along with related background, strategic analysis and delivery strategies, ensuring alignment with the UNICEF's Strategic Plan, UNICEF's global WASH strategy and the country programme as well as government plans and priorities, and the role of other WASH external support agencies. Lead the development of output-related indicators, baselines, targets and means of verification. Lead the development of the WASH content of the CPAP.
  • Develop and manage a fund raising strategy for WASH, aligned with the WASH output results in the country programme, and lead interactions with senior staff of donor agencies.
  • 3. Programme management, monitoring and delivery of results
  • Prepare documentation for programme reviews and analytical statements on progress and constraints of WASH outcome and output results.
  • Provide technical and operational support throughout all stages of programming processes for the achievement of the WASH output results. Ensure effective collaboration with other UNICEF sectors, where needed.
  • With other external support agencies, analyze national government WASH sector programmes and projects, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).
  • Manage monitoring and evaluation of the WASH programme and its components, programme reviews and annual sectoral reviews with government and other partners and prepare reports for CO management and WASH sector coordination bodies.
  • Monitor, report and certify the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.
  • Ensure timely donor reporting, negotiate any changes required to agreements with donor in a timely manner. Ensure systems are in place for HACT compliance.
  • 4. Advisory services and technical support
  • Participate in strategic discussions to influence national WASH policies and strategies, including the reduction of inequalities, contributing global sector learning.
  • Advise senior officials in government, NGOs, UN agencies and WASH sector donor agencies on WASH policies, strategies and best practices.
  • Lead the preparation of policy papers, briefing notes and other strategic materials for use by management, donors, UNICEF regional office and headquarters.
  • Coordinate the use of technical experts from the Regional Office and HQ, as and where appropriate in the WASH programme, through remote support and on-site visits.
  • 5. Advocacy, networking and partnership building
  • Build and strengthen strategic partnerships with government counterparts, UN agencies, donor agencies, WASH institutions, NGOs, research institutes and the private sector to stimulate coordination and collaboration.
  • Oversee the analysis of national budgets for WASH, cost analysis and value-for-money studies, to advocate for improvements in sector efficiency.
  • Produce materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
  • Represent UNICEF in inter-agency discussions, ensuring that UNICEF's position, interests and priorities are fully considered and integrated in planning and agenda setting.
  • Interact with global and regional initiatives and partnerships for WASH.
  • 6. Humanitarian WASH preparedness and response
  • Ensure the annual preparation/revision of UNICEF's preparedness for WASH in emergencies.
  • Ensure the coordination arrangements for humanitarian WASH are in place, for instant robust coordination in case of an emergency.
  • Ensure that all UNICEF WASH staff are familiar with UNICEF's procedures for responding in an emergency.
  • In case of an emergency, ensure that UNICEF meets its commitments for WASH in the response and early recovery.
  • Support government to strengthen WASH emergency preparedness.
  • 7. Innovation, knowledge management and capacity building
  • Organize and lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems), ensuring rigorous monitoring and wide sharing of results.
  • Determine priorities for learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
  • Systematically plan, support and monitor the professional development of UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments.
  • Organize the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiative to strengthen capacities systematically.
  • Qualifications of Successful Candidate
  • An Advanced University degree (Master's or higher) in public health, social sciences, behavior change communication, sanitary engineering or other specialist field related to WASH is required*.
  • Additional relevant post-graduate courses that complement/supplement the main degree are required.
  • A minimum of eight years of professional work experience in WASH-related programmes for developing countries, including one year deployment in a developing country.
  • Proven ability to effectively lead a team to deliver results.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) or a local language is an asset.

    Responsibilities:
    • Lead the design, facilitation and management of all trainings, workshops, and long-term capacity building efforts with the USAID/Zambia Health Team, their grantees, government and local institutions.
    • Conduct training needs assessments related to monitoring and evaluation.
    • Manage all staff and consultants supporting capacity building efforts, ensuring quality control, timely deliverables and client satisfaction.
    • Lead the design, development and implementation of all training related activities.
    • Monitor the outcomes of training and capacity-building efforts delivered by the project.
    • Facilitate the incorporation of learning into USAID processes.
    • Work with MSI team to design learning objectives around products and help transfer knowledge to USAID and partner staff.

    Qualifications:
    • Master's Degree (or foreign equivalent) in social sciences, organizational development, business and systems analysis, or related field.
    • At least 10-15 years of progressive experience conducting capacity building efforts (analysis, training, consulting) with government agencies entities and local NGOs.
    • At least five years of experience managing teams.
    • At least two years of experience implementing monitoring and evaluation activities.
    • Familiarity with USAID performance management systems and tools, preferably in the health sector.
    • Excellent facilitation, interpersonal and team management skills.

    • Minimum seven (7) years of experience in the design and analysis of surveys, including sampling design, statistical methods and statistical analysis.
    • Demonstrated experience using qualitative methods such as key informant interviews, focus group discussions, outcome harvesting, and analysis.
    • Served as principal investigator or team leader on evaluations or assessments.
    • Supervisory experience of staff.

    Monitoring and Evaluation Advisor, AGIS

    Overview
    The American Institutes for Research (AIR) International Research and Evaluation group strives to improve the quality of life in developing countries by using rigorous research and evaluation to enhance education and social development. We conduct impact evaluations on a wide range of topics including cash transfer programs, early childhood nutrition and development programs, education interventions, health programs, women’s empowerment, and agricultural interventions. We partner with locally based researchers to provide context relevant policy analysis and to help build the research capacity in developing countries. Our work contributes to policy and financial decisions at the national and international level in countries around the world.
    AIR is seeking a Monitoring and Evaluation Advisor for a 5 year, USAID-funded, Accountable Governance for Improved Service Delivery (AGIS) project in Zambia. The purpose of AGIS is to strengthen targeted accountability and transparency functions within the Ministries of Education and Health of the Government of the Republic of Zambia (GRZ), to improve health and education outcomes. The Monitoring & Evaluation Advisor will be responsible for ensuring robust performance monitoring and evaluation that supports the achievement of the program objectives.
    This position is contingent on funding.

    Responsibilities:

    • Refine, update and manage the Monitoring, Evaluation and Learning Plan across all program components, including review of indicators and development of monitoring activities that capture necessary data to report on results, ensure monitoring activities are conducted on schedule
    • Lead baseline assessments before implementation of activities, set annual targets, and create performance-monitoring procedures through the Activity Monitoring, Evaluation and Learning Plan
    • Track performance indicators related to youth, gender equity, and female empowerment
    • Conduct relevant operational research to allow for evidence-based decision-making that will facilitate implementation of effective interventions and documentation of outcomes
    • Communicate information obtained through M&E activities to program staff, various external stakeholders, notably donors and partners
    • Be a primary M&E resource to the field office and field personnel; liaise regularly with AIR’s Research and Evaluation team in headquarters
    • Ensure data collection process is functioning in all activity locations to provide quality data within deadlines
    • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed
    • Conduct regular visits to project sites to provide technical assistance and ensure proper monitoring of project activities
    • Produce M&E monthly, quarterly, semi-annual and annual reports to Chief of Party and donors, as needed

    Qualifications:

    • Masters or advanced degree in in Economics, Finance, Business, Public Administration or a related field
    • A minimum of 7 years of experience on donor-funded projects, with a preference for experience in sub-Saharan Africa
    • Minimum of 5 years professional experience in a senior M&E position responsible for implementing M&E activities of international development projects
    • Demonstrated experience in working with government structures at central or sub-national levels
    • Experience providing technical assistance, change management, mentoring, and training experience in public financial management elements, anticorruption, ethics, risk mitigation
    • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
    • Experience designing and managing beneficiary monitoring and database systems
    • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
    • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies; experience with innovative and electronic, real-time monitoring methods highly desired
    • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
    • Experience managing and providing ongoing training to M&E field officers
    • Knowledge of the Zambian or similar region public financial management landscape
    • Ability to communicate professionally and provide written reporting in English required
