COORDINATEUR DE PROJET WASH TCHAD

Fondé en 1991, le Secours Islamique France est une ONG de solidarité internationale à vocation sociale et humanitaire. Le Secours Islamique se consacre à atténuer les souffrances des plus démunis en France et dans le monde, dans le respect de la diversité culturelle, sans distinction d’origine, de genre ou de croyance.
Le Secours Islamique France a ouvert la mission Tchad en 2008. Depuis sa création, la mission est intervenue dans les domaines de la sécurité alimentaire, de l’eau et de l’assainissement.
Le Secours Islamique France recrute un coordinateur de projet WASH H/F pour renforcer la mission.
Sous la responsabilité du chef de mission, le coordinateur de projets H/F a pour mission de veiller à la mise en œuvre des projets.
Vos tâches seront les suivantes:
  • Assurer le suivi technique des réalisations de l’ensemble des projets Wash de la mission ainsi que des volets traitant de l’eau et de l’assainissement dans les projets intégrés,
· Assurer de la bonne marche des projets en cours (respect du cycle de projet, du cadre logique, du calendrier, reporting narratif…),
· Mettre en place des outils de suivi des projets, assurer leur bon fonctionnement.
· Mettre en place un système de coordination formelle pour les projets et en assurer le suivi (réunions, rapports ...).
  • Développer de nouveaux programmes (évaluation initiale, identification et conception de projets, etc.…)
· Permettre la circulation de l’information du chef de mission vers les équipes d’exécution des projets, et de ces équipes vers le chef de mission.
· Participer à la communication entre la mission et ses interlocuteurs (siège / bailleurs / partenaires) et au reporting externe.
Profil:
Vous êtes diplômé d’un Master 2 gestion de l’humanitaire/ Coopération Internationale, vous avez un profil d’ingénieur hydraulique, hydrogéologie, génie sanitaire ou équivalent et avez une expérience terrain en coordination de projets humanitaire à l’international avec management d’équipe.
Une connaissance de la problématique de l´eau au Tchad est un atout.
Rémunération:
CDD ou VSI d’1 an (indemnités selon profil + per diem)

EARLY CHILDHOOD CARE AND DEVELOPMENT PROJECT DIRECTOR

Contract length: 2 years
The Project Director - ECCD, based in the Save the Children International Mozambique (SCIMOZ) office in Nampula, will be responsible for the overall management, implementation, and monitoring of a coordinated project model funded by the World Bank through the Government of Mozambique and implemented by SCIMOZ across three provinces: Nampula, Tete and Gaza.
KEY AREAS OF ACCOUNTABILITY:
  • Overall management and implementation of a multi-million dollar education program
  • Budget responsibility: expenditure in excess of $3 million per year
  • Strategic guidance, providing strong leadership and ensuring technically sound decision-making processes
  • Provide oversight of program activities, team building and the creation of external partnerships particularly at national and sub-national levels with the Ministry of Education.
  • Ensure that an effective monitoring and performance management system is in place for achieving prior agreed targets in relation to program activities, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor
  • Ensure that the program is appropriately staffed across Save the Children, including the appropriate combination of expertise across technical and operational areas
  • Developing and maintaining efficient and effective operating systems, and ensure compliance with all Save the Children Operational Standards, including safety & security management
  • Nurture strong relationships with Save the Children's partners in country, national and regional level government and donors, as well as other key stakeholders in Mozambique
  • Regular field travel and monitoring to ensure quality and consistency in programming across target provinces
  • Contribute to organisational and donor learning on the sustainable impact of ECCD programming
  • Perform other duties as may be requested by the incumbent's supervisor.
QUALIFICATIONS AND EXPERIENCE
  • Masters degree in Education, International development or related field
  • Minimum of 5-7 years of managing education, early childhood or community-based development projects with preferred expertise in areas such as community-based education, student assessments, teacher training, parenting education educational materials development, educational management, and educational monitoring and information systems
  • Portuguese language skills are critical (both oral and written); fluency in English as well
  • Outstanding project management and project cycle skills
  • Strong personnel leadership skills, particularly mentoring skills
  • Solid communication and facilitation skills
  • Excellent collaboration skills with local, national, and civil society stakeholders
  • Demonstrated experience managing results-based disbursement contracts
  • Extensive experience working in Africa - Mozambique experience preferred
  • Ability to travel frequently within Mozambique

Logistics Coordinator - Juba

MISSION:

Solidarités International (SI) currently implements 3 kinds of programs:
  • Emergency Preparedness & Response
  • Emergency WaSH interventions
  • Food Security and Livelihood
RESPONSIBILITIES
The logistics coordinator drives all logistics activities of the mission to ensure the smooth running of SI programs in the country.
S/He ensures the implementation of SI procedures and logistics tools on the mission and ensures their compliance and their proper use.
S/He helps defining the mission strategy with the other coordinators.
S/He participates in the design and writing of projects proposals, including the definition of the necessary means for the proposed activities.
S/He supports the head of mission in the operational safety.
S/He is the referent on the mission and the link between headquarters and the mission for any issue related to logistics.
PROFIL
Experience
  • At least 2 years as logistics coordinator with INGO or UN agency
  • Substantial experience in supply chain management (minimum 2 years )
  • Substantial experience in management of team – both national staff and expatriates ( minimum 2 years)
  • Substantial experience in managing transportation aspects of operations, e.g. truck, barges, airplane charters (minimum 1 years)
Educations
  • High degree diploma is recommended (Generalist, Purchase, logistics related education, Bioforce)
  • 5 years in technical areas of logistics operations (including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security) within internationally recognized non-governmental organization, commercial company or similar entity
Skills
  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure and without constant supervision
Language
  • English mandatory (oral and written), Arabic would be an asset
Computer skills
  • Office package, operating system, software installation
  • Basic knowledge of IT, installation of operating system, antiviruses and back up
CONDITIONS:Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.
  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
