Volunteer Legal Advisor

The Refugee Legal Aid Program (RLAP) of St. Andrew’s Refugee Services provides information, counseling, referral, representation, and advocacy for asylum-seekers and refugees in Egypt through the Refugee Status Determination (RSD) and resettlement processes.
Each year, RLAP offers several unpaid legal internships for qualified candidates who can join us for at least six months. Volunteer terms begin in January and July. The next cohort of Volunteer Legal Advisors (VLAs) will begin mid-January 2016 and commit to RLAP through July 2016.
VLAs work under the supervision of RLAP's legal staff. They conduct intake and follow-up interviews with clients, apply refugee law and policy to clients' cases, and prepare written submissions for UNHCR, IOM, and other national immigration authorities as appropriate.
VLAs receive training, instruction, and guidance from RLAP staff. Working independently and taking initiative are necessary skills for VLAs. Qualified volunteers will:
  • Attend a one-week training session at the beginning of their internships
  • Work at least 20 but ideally 40 hours per week and for a minimum of six months (applicants who can commit to work full-time will be prioritized)
  • Have an interest in international law and refugee issues
  • Be flexible and sympathetic to cultural expectations
  • Have strong research skills
  • Work independently and take initiative
  • Write effectively and persuasively
  • Work with maturity and professionalism in stressful situations and with emotionally-difficult subject matter
  • Write and speak English fluently
  • Have their own laptop computers with Microsoft Office
Desired qualifications include:
  • Experience with legal analysis (such as law students or graduate students in a relevant field)
  • Previous experience working with refugees
  • Previous experience living/working in the Middle East and/or Cairo
  • Social work, psychosocial training, or other experience working with vulnerable groups, particularly survivors of violence, torture, trafficking, or SGBV
  • Communication skills in Arabic, Oromo, Amharic, Tigrinya, or Somali

PSI seeks a short-term HIV Technical Advisor (9 months) to support the start up of an anticipated $14.5M HIV Project funded by the Global Fund to PSI/Guinea. PSI/Guinea is the Prime Recipient of this project. The project will have a strong focus on advocacy for and engagement of Key Populations across Guinea. This 9-month position will be based in Conakry, Guinea with an anticipated start date of October 2015 and will report to the Director of Programs.
RESPONSIBILITIES:
Lead, in close collaboration with the Director of Programs, all project start up activities for the Global Fund HIV project to include:
  • Provide technical oversight and strategic direction for program start up
  • Develop a project workplan to include a more detailed 6 month start up workplan; ensure all targets (as established in the Performance Frameworks) for the period of employment are met and strategies are identified to optimize the team’s ability to reach the grant objectives
  • Establish a strong working relationship with co-PR, Government of Guinea during the start up phase, to ensure alignment of project activities
  • Develop and lead initial execution of a Key Populations advocacy plan to include a strategy for engagement with all key stakeholders;
  • Recruit Deputy Programs Director for HIV and develop two month project handover plan to include capacity building and training as necessary
  • Recruit HIV Global Fund Project dedicated staff and provide adequate training on program management and technical aspects of Key Populations as needed
  • Recruit and hire 10 HIV-specialist consultants (per the project proposal) to include job description development, announcement through PSI HQ and other channels and lead on interview and final contracting;
  • Supervise HIV consultants while in country and ensure their deliverables are aligned with the project’s performance framework and to national policies and priorities; e and facilitate collaboration with PSI/Guinea and government technical departments
  • Initiate international and local procurements to ensure timely arrival of commodities and goods for project implementation
  • Liaise with PSI/Washington Technical Experts to arrange and schedule Key Populations sensitization training for all PSI/Guinea staff and its sub-partners, to be led by PSI/W
  • Compile, review, and prepare technical and other program reports required by GF and PSI/W
QUALIFICATIONS:
  • Masters degree in public health, social sciences or related field
  • 7+ years experience supervising staff and managing donor funded international health project design
  • Demonstrated ability to advocate with government and other stakeholders
  • 5+ years’ experience managing Global Fund HIV prevention programs with focus on Key Populations.
  • Experience with project start up strongly preferred
  • Well organized, strong attention to detail, and ability to multitask
  • Works well independently and in teams
  • Fluency in English and French is required

Proposal Summary:
The anticipated USAID/Mali Conflict Mitigation Program is a five-year program that is expected to build on USAID/OTI Mali Transition Initiative's activities, which supports broad-based, inclusive, and participatory democratic processes. With this project, USAIDwill strengthen targeted Northern communities’ resilience to conflict and radicalization by working with Malian government actors and local communities to address priority development and reconciliation needs and to combat extremism.
Position Summary:
The Finance and Administration Manager will be the second-in-command position reporting directly to the project Chief of Party (COP). The position will be responsible for all daily administration and management of project activities in support of the COP. The Manager will be responsible for all operations including administration, logistics, procurement, budgeting, financial, property and database oversight. The Finance and Administration Manager will also oversee MSI’s internal administrative and finance components in support of the project as well as office administration and operations.

Responsibilities:
• Serve as a senior team member and coordinate the organizational development, administrative review, and fund management strategy for the project;
• Manage all program operations including administration, logistics, procurement, budgeting, financial, property and database oversight;
• Ensure the compliance of program implementation in accordance with USAID regulations and procedures as well as the contract specifications;
• Monitoring grantee worthiness, ensuring all procurement processes are transparent and fair, reviewing financial management, and monitoring grant implementation;
• Supervise all financial operations including cash flow management, time sheet recording, financial reporting to USAID, daily monitoring of obligations, budgets and expenditures;
• Prepare initial draft of quarterly progress reports and annual report in close coordination with M&E Officer and technical staff for input and review from COP;
• Review project program and financial reports before submitting them to the COP for approval;
• Oversee all grants management with local partners and ensure USAID compliance in their design and implementation;
• Design and manage all office systems, both hard copy and soft-copy files including database tracking systems for project finance and M&E data;
• Serve as lead staff member overseeing internal human resource, recruitment, administration and personnel system;
• Define scopes of work for short-term technical assistance and local technical assistance work in support of priority technical areas; oversee the work of experts; receive, review, and approve consultant work and reports.
Qualifications:
• Degree in financial management, administration, human resource management or a related area;
• Demonstrated experience managing USAID DG, local governance, community development or similar programs in northern Mali or West African countries strongly preferred;
• Excellent finance and administration expertise;
• Previous experience managing grant programs and ensuring financial and administration compliance;
• Demonstrated experience working on rapid transition programs in highly volatile environments;
• English language fluency and some knowledge of Arabic, French or other local language preferred;
• Ability to travel to Northern Mali, security permitting.

Le/la Directeur/trice sera responsable de l’administration quotidienne des activités du projet, portant appui au/ a la Directeur/trice de Projet. Le/la Directeur/trice Financier et Administratif sera responsable de toutes les opérations comprenant la gestion, la logistique, l’approvisionnement des contrats, le budget, le maintien de toute propriété immobilière et la gestion des données. Le/la Directeur/trice Financier et Administratif sera également chargé de gérer toutes les composantes administratives internes et financières de MSI à l’appui du projet, ainsi que l’administration et les opérations de bureau qui s’y attachent. Responsibilities:
•Servir de membre senior à l’équipe et coordonner le développement organisationnel, l’examen administratif, et la gestion stratégique des fonds alloués à l’exécution du projet;
