These positions are located in the Department for General Assembly and Conference Management (DGACM) at Headquarters, Geneva, Vienna and Nairobi as well as the
Regional Commissions where applicable. These positions are under the general supervision of the Chief of Interpretation or Language Section / Service as appropriate.
Education
Hold a first-level university degree (Bachelor or equivalent) from a recognized school of Interpretation in which at least one full academic year is devoted to interpretation. Alternatively, applicants must hold a first-level degree from a university or institution of equivalent status at which French is the language of instruction, and have 200 days of work experience as conference interpreters and/or work experience in the fields of translation, editing, or verbatim reporting. The Board of Examiners may, at its discretion, admit an applicant graduating from a university at which the principal language of instruction is a language other than French, provided that he or she has adequate secondary educational qualifications from an establishment at which the principal language is French.
Work Experience
Work experience as conference interpreters and/or work experience in the fields of translation, editing, verbatim reporting or other related fields will be an asset.
Languages
•Have a perfect command of French, which is normally expected to be their main language. (“Main language” should be understood to be the language into which the applicant is best able to interpret.)
•Have an excellent knowledge in one of the following combinations: English and Spanish; English and Russian; or English, Spanish and Russian.

Org. Setting and Reporting
The Spanish Translator positions are located in the Department for General Assembly and Conference Management (DGACM) at the United Nations Headquarters in New York, and in the Geneva, Vienna and Nairobi offices of the United Nations, as well as in the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile. These positions are under the general supervision of the Chief of the Spanish Translation Service at Headquarters or the relevant Chiefs of Section/Unit in Offices away from Headquarters.
Education
a) Hold at least a first level university degree or its equivalent after at least 3 years of studies from a recognized school of translation, philology, or linguistics in which Spanish is the language of instruction (during the written part of the examination, these candidates will have to translate several English texts only); or
b) Hold at least a first level university degree or its equivalent after at least 3 years of studies in any other field from a university or institution of equivalent status in which Spanish is the language of instruction (during the written part of the examination, these candidates will have to translate English texts and a text in Arabic, Chinese, French, or Russian).
The requirement for a university degree or its equivalent from a university or institution of equivalent status mentioned above may be waived for staff members who, in the judgment of the Board of Examiners, have adequate post-secondary educational qualifications from a university or institution of equivalent status and adequate secondary educational qualifications from an establishment at which the principal language of instruction is Spanish, in addition to five years of continuous service with the United Nations Secretariat by 31 December 1989.
Work Experience
No work experience is required.
Languages

Project Summary:
The three-year USAID Senegal Mission Wide Monitoring & Evaluation Project (MEP) will provide USAID/Senegal with performance measurement and management support activities, including but not limited to monitoring and evaluation design, program evaluation design and implementation, impact evaluation design and implementation, sectoral assessments, surveys, activity/project design, target setting, and statement of work (SOW) development for evaluation activities. This contract seeks to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning.
Position Summary:
MSI MEP is seeking a Water, Sanitation and Hygiene (WASH) Monitoring & Evaluation Specialist to lead the development of a Monitoring, Evaluation and Learning Plan (MELP) for the new USAID/Senegal SEN-WASH project. The period of performance will be 3 months.
Responsibilities:
The WASH M&E Expert will work closely with a Senegalese WASH M&E Specialist and MEP's M&E Coordinator to guide the development of the MELP. The WASH M&E Expert will be responsible for ensuring that all elements of the MELP are developed working closely with the SEN-WASH team at USAID as well as its implementing partners.
Specific tasks for the WASH M&E Expert include:
  • Briefing with GOS counterparts to review their monitoring interests in the project.
  • Review SEN-WASH PAD and background evaluations and documents.
  • Develop initial list of measurement indicators and results framework.
  • Develop learning questions for the MELP.
  • Work with MEP and USID staff to define studies and evaluations that will be a part of the MELP.
  • Incorporate adaptive moments in the MELP that integrate with USAID program cycle.
  • Outline data collection responsibilities ad timeline for implementing partners.
The WASH M&E Expert will make two trips to Senegal: first to hold initial meetings with USAID, GOS and implementing partners, and develop the initial framework and learning plan. The second is to present the final MELP to USAID and its partners, including the GOS, and to finalize the document.
Qualifications:
The WASH M&E Expert must have the following minimum qualifications:
  • A Master's Degree in development, management or related field.
  • At least 10 years' experience working on the development of monitoring and evaluation systems.
  • At least 10 years' experience working in the WASH field, preferably in Africa.
  • Previous experience working on USAID monitoring and evaluation systems and WASH standard indicators.
  • Ability to read, write and speak French at a professional level, with sufficient vocabulary to communicate easily about WASH issues.
  • Experience working in Africa.

Field of activity
Mali is Africa's third largest gold exporter. Even during the political and security crisis of 2012-2013, Mali's mining sector consistently accounted for almost 70 per cent of exports and 25 per cent of the national budget. The mining sector has an enormous potential to contribute significantly to Mali's economy and could be an important driver of growth, stability and prosperity. The importance of natural resources for the Malian economy is likely going to grow in the future with potential oil and gas deposits and further untapped mineral deposits (iron ore, bauxite). However, despite its significant natural resource deposits, Mali remains one of the world's poorest countries. GIZ’s “Strengthening Extractive Industries Governance” project in Mali was launched in September 2014. The project’s supports to the Government of Mali in its efforts to improve governance of the extractives sector with the aim of increasing its contribution to sustainable development. The project’s strategy is to strengthen technical capacity and improve procedures and processes in the Malian Ministry of Mining and Mining Authority, the Ministry of Finance as well as the Malian EITI Chapter. In addition, the project works closely with members of the Malian Civil Society and local government officials.
Your tasks
As Project Manager, you will manage GIZ’s Extractive Industries Governance Project. You will lead the strategic and technical development of activities in Mali and will be responsible managing of the project’s team. You will also be responsible for results-based monitoring, knowledge management and financial management of consulting contracts and financing agreements with local partners. You will represent the program in the relevant development partner coordination bodies and ensure that activities are informed by a cogent analysis of the political economy of the Malian mining sector. Furthermore, you will lead cooperation and networking with all project partners in government, civil society and the private sector.
In addition to project management, and depending on your knowledge and interests, you will also advise partners on one or more of the substantive focus areas of the program:
• Policy frameworks and their implementation with a specific focus on the Africa Mining Vision: We assist our partners in designing and implementing mining-sector policy frameworks (sector strategies, laws and regulations) that contribute to inclusive development and are aligned with the implementation of the Malian peace accords.
• Public revenues and transparency: We support our partners in enhancing tax compliance in the mining sector and in strengthening public revenue transparency, for example through more effective license management.
• Local development and local content in mining areas: We support our partners in developing and implementing local development planning mechanisms that reduce conflict and support socio-economic development.
• Developing low cost, high tech solutions: We assist our partner with developing innovative, low-maintenance technological solutions for more effective license management systems, revenue collection and supplier certification.
Your profile
• Masters-level university degree in social science (economics, political science, law) or in another relevant field of study
• Several years of professional experience in project implementation, with first experience in independent project management and the implementation of multi-stakeholder approaches
• Sound understanding of governance issues in the mining sector, public finance and local development in mining regions, acquired ideally in cooperation with the private sector or in public institutions
• Political sensitivity, excellent consulting, communication and networking skills, and understanding of the challenges of fragile state settings or working in a post-conflict environment
• Independent way of working, strong motivation and continuous willingness to learn in a young and dynamic team environment
• Experience in financial management (advisory and financing contracts and other instruments of development cooperation) would be an advantage
