Guinea / Africa Program Officer

Description
NRGI is seeking a program officer to support its work across Francophone Africa, with a primary focus on coordinating our projects in the Republic of Guinea with non-state actors. The Guinea country portfolio includes work with various stakeholders to promote the more effective management of the Guinea’s mineral and petroleum resources, including through capacity development, technical assistance and the provision of policy advice to the Guinea’s parliament, civil society, media and other agents of change and through support to the Extractive Industries Transparency Initiative (EITI) process. This position is a unique opportunity to collaborate with a diverse group of actors in the extractive industries, to broker dialogue, and to improve good governance in the natural resource sector. In line with its ambitious new five-year strategy, NRGI have developed a three years country strategy (2016-2018) to foster new programs in Guinea that reflect the organization’s comparative advantage, and develop partnerships with the key agents of change.
Responsibilities
  • The program officer’s primary responsibility will be to support the implementation of the NRGI country strategy and coordinate the organization work in Guinea with various agents of change, including decision makers in parliament, civil society organizations, and the media, ensuring synergies and identifying new opportunities. The position will work closely with another NRGI staff member based in Guinea who leads work with the government.
  • The program officer will be responsible for leading the evolution of this work through support to the Implementation of the country strategy.
  • In addition, the program officer will provide general programmatic support to the francophone portfolio, including engaging with parliament, media and civil society and EITI processes.
Principal Functions
  • Facilitate the implementation, and periodic adjustment, of the country strategy with support from other NRGI staff. Organize and co- facilitate NRGI training programs and provide technical assistance to parliamentarians and civil society groups in the DRC, including the development/adaptation and delivery of training modules.
  • Develop, implement and report on activities to support oversight actors to play their role in Guinea. This will involve delivering trainings, providing technical assistance and leveraging internal and external expertise.
  • Link transparency promotion through EITI to the extractive sector reform priorities in Guinea and across Francophone Africa by providing technical advice and capacity building to the EITI secretariats, multi-stakeholder groups and civil society organizations, creating opportunities for dialogue across civil society, government and the private sector on priority issues, and producing relevant research, analysis and training materials.
  • Establish collaborative relationships with oversight groups, donors, NGO, industry and other actors interested in the governance of the extractive industries in Guinea and across Francophone Africa to remain informed of the environment and opportunities for engagement.
  • Lead monitoring and evaluation of projects, including tracking activity expenditures and monitoring the overall program budget, and preparing periodical activity reports according to the agreed schedule with donors.
  • Contribute to internal and external communications, sharing lessons learned and strategies employed to benefit NRGI and the field more broadly.
Qualifications
Requirements:
Education
  • Master’s degree in relevant field (economics, political science, law, public administration, development studies).
Experience
  • At least five years’ experience in running and managing projects in an international development context;
  • Experience working with a variety of stakeholders – private sector, media, parliamentary and civil society (prior experience with stakeholders in Guinea a plus);
  • Experience designing and delivering trainings, and network-building in low income countries;
  • Knowledge of the extractive sector, governance and development issues, particularly in Francophone Africa;
  • Experience managing complex projects.

  • Demonstrated project management skills and ability to manage several simultaneous projects in a fast-paced environment;
  • Excellent communication, writing and analytical skills;

Communications Officer

Baylor-Malawi is seeking applications from qualified candidates to fill the position of Communications Officer to primarily support the TSP Program but also the Baylor-Malawi Tingathe program as needed. Specifically, the TSP Communications Officer will provide support to both the TSP Program (75%) as well as the Tingathe program (25%), an outreach program that employs Community Health Workers (CHW) to improve HIV care in Malawi. The project provides support for HIV testing, clinical and health systems strengthening, mentorship, community education, training of clinical staff, and patient case management.
The Communications Officer will provide communications support and facilitate internal and external communications with stakeholders. Examples of internal stakeholders include other Baylor-Malawi programs, Baylor employees, senior management of partner organizations in the TSP consortium, the TSP Technical Advisory Committee (TAC), and the Baylor-Malawi Board of Directors. External stakeholders include USAID and other donors, TSP consortium partner organizations, and the general public.
Exemplary job duties include (but are not limited to):
  • Devising a strategy for improving and increasing internal communication among and implementing that strategy via direct writing assistance and writing as well as capacity building of program staff;
  • Writing and creating communication pieces (project updates, success stories, fact sheets, case studies) to keep stakeholders and internal staff informed about TSP activities;
  • Crafting and maintaining a communications policy and standards, including ensuring compliance with USAID branding and marketing requirements
  • Creating and distributing a periodic internal newsletter used to disseminate information to internal stakeholders;
  • Contributing to technical briefs and abstracts for publication;
  • Coordinating Baylor and TSP inputs on communication for Baylor-Malawi websites, including SHARE (hivsharespace.net) with our partner overseeing day-to-day SHARE administration of the website and its user community;
  • Conducting capacity-building workshops for program staff to develop writing and communications skills
    Applications are sought from experienced, mission-driven candidates who meet the following profile:
  • 5+ years experience in a communications focused role
  • Bachelor’s Degree required, concentration in communications or a related subject preferred
  • Outstanding communicator and writer (in English) who can tell stories, communicate strategically, and articulate messages logically and persuasively to various audiences
  • Experience designing visual communications pieces preferred; exposure to and experience with graphical editing software (e.g. photoshop) is a plus
  • Experience communicating with different cultures; sensitive to the way different cultures communicate
  • Excellent interpersonal skills, mature, disciplined, loyal, and shows initiative with an ability to work independently and within a team
  • Experience working with organizations doing in HIV/AIDS programming, especially testing, treatment and care is a plus;
  • Experience with teaching/capacity building; enjoys teaching others
  • Experience with social media and websites is a plus
  • Established skills in building effective internal work relationships at all levels, and maintaining productive and cordial working relationships with stakeholder counterparts
  • Familiarity with USAID/PEPFAR programming
  • Ability to meet deadlines with strong attention to consistency, detail, and quality

Reports to: Director of Research Description of Main Duties:
  •  To lead in the conceptualization of qualitative and quantitative research questions, sampling design and respondent selection procedures for all data collection;
  •  To adapt research methodologies to ensure their implementation is feasible and sustainable in the current context of Mozambique;
  •  To support the Research Officer (RO) and Research Manager (RM) with conceptualizing and operationalizing the research design, including the development of data collection instruments/tools;
  •  To assist and advise the RO and RM on appropriate quality assurance and control measures for data collection;
  •  To maintain communication with the client on all pertinent issues related to research design and tool development;
  •  To work alongside the business development unit in drafting appropriate and innovative research designs for proposals;
  •  To attend client interviews for (potential) business opportunities and represent the firm according to the company’s brand identity;
  •  To provide additional training and support on project-specific methodologies where required to Researchers, Assistant Research Officers (AROs) and ROs;
  •  To support and assist in data cleaning and quality control;
  •  To support and assist in data analysis;
  •  To work closely with the Director of Research in developing structures and mechanisms that enhance the ongoing (on-the-job) building of research capacity among researchers, AROs, ROs and RMs;
  •  To expand the breadth of research methodologies beyond Forcier’s current most commonly used options;
  •  To work with other departments (business development, analytics, operations, etc.) to ensure a continuity of systematic improvements of workflow, with the objective of improving data quality.
    Required Skills and Competencies:
  •  Understanding how to read and interpret the methodological requirements stated in a Terms of Reference document or Statement of Work;
  •  Ability to explain/clarify technical details of research design and sampling to non-experts;
  •  Practical understanding of how technical choices about research design impact project
    timeline and budget;
  •  Proficiency in research design and operationalization (drafting tools based on indicators that can be linked to specific research questions and objectives);
  •  Ability to draw simple random, stratified random, and PPS samples, preferably using STA TA;
  •  Ability to use, merge, and clean datasets, code variables, generate appropriate sampling weights and perform other necessary aspects of data management and manipulation to create a sample frame with the necessary characteristics to draw a sample;
  •  Experience with using STATA is preferred, although not a prerequisite
  •  Ability to moderate focus group discussions (FGDs), conduct key informant interviews, and
    transcribe, code and analyze qualitative data;
  •  Experience with (on-the-job) training and capacity building on research methodology, data collection techniques and ethics of research;
  •  Ability to identify potential design weaknesses and threats for data quality, and familiarity with how these can be mitigated using quality control strategies;
  •  Preferred candidates will bring specific skills to the Mozambique office, including experience with some or all of the following: participatory/interactive approaches to monitoring and evaluation, GIS mapping, ethnographic (participant) observation, experimental design (including RCTs);
  •  Ability to pro-actively and constructively contribute to the standardization and systematization of workflow and procedures;
  •  Ability to assess the feasibility of a given research strategy or data collection tool with regard to practical/logistical/security constraints and the cultural and socio-political context of Mozambique.
    Skills Required:
     Master’s degree in any of the social sciences (sociology, anthropology, psychology, economics, etc.), PhD preferable;
 Coursework or experience in designing quantitative and qualitative research to high academic standards;
  •  Minimum of 3 years’ professional experience working in research or M&E;
  •  Experience living and working in Mozambique is an advantage.

Under the general supervision and guidance of the Head of Business Analysis, the Business Analyst will be responsible to investigate business systems, analyze business processes of business enterprises, identify bottlenecks in efficient running of those processes, suggest solutions for improvement and modifications and, more particularly, work in association with an Enterprise Architect, Functional system experts and Technology implementation heads to align business goals of the business enterprise with implementation of IT solutions. Specific duties include:
* Applying strong knowledge of business processes for supporting, maintaining and optimizing the SAP FI, PS, GM and BCS modules and provide analytical, problem-solving, troubleshooting and development support to end-users, business process owners and other functional areas
* Ensure availability and share timely information with both internal and external parties.
* Represent and align general ledger accounting, account payable, contribution receivable, treasury and project, PSA and extra-budgetary budgeting business functions and related IT solution.

Qualifications & Experience Required
Education:
* Advanced University Degree and/or advanced courses/training with emphasis in one or more of the following disciplines: Information Technology, Mathematics, Statistics, Business Administration or another related technical field.
Experience:
* Minimum 6 years post graduate, progressively responsible professional experience as Business Analyst or Solutions Architect within an organisation and proven record of accomplishment in development and implementation of IT applications.
Technical Skills & Knowledge:
* Business analysis: creation and review of business, functional and non-functional requirements for IT solutions.

* Research and Analysis: Best practise, Gartner, etc.
