Director at European network for Central Africa - EurAc

EurAc is looking for a dynamic person to lead the coordination of its network and the strategic direction of its work. The ideal candidate will have a proven track record in NGO management and advocacy experience with the European Union (EU) and Governments.
EurAc is the network of European NGOs active in Burundi, the Democratic Republic of Congo (DRC) and Rwanda in the areas of advocacy, development, human rights and humanitarian aid. The network’s 39 members, based in 11 European countries, gather together in EurAc in order to advocate for more coherent diplomatic efforts and political intervention by the European Union (EU) and its Member States as well as by the United Nations. EurAc pushes the international community to respond more effectively to the needs and views of the people in the Great Lakes countries. EurAc’s members share the same concerns towards the structural causes of under-development and conflicts. More information can be

EurAc is looking for a Director to coordinate its network as of 1st June 2017 (start date negotiable). We are looking for a person with strong leadership and team building skills to successfully develop and implement EurAc’s new strategy 2018-2020 and its related operational plan. The ideal candidate is a dynamic, open-minded person with knowledge of EU – Africa relations, experience of advocacy, and working for and with civil society both in the South and in Europe, as well as, an understanding of the functioning of a network. Good management, communication, networking and facilitating skills are essential in order to create a positive, effective and constructive working environment in the secretariat
as well as the network.
The post has the objective to develop and implement lobby positions and activities, to support member organisations in their activities and advocacy work, to contribute to context analysis, to facilitate internal EurAc communication processes and to coordinate the network. EurAc's advocacy work is focused on issues related to democratisation, security and natural resources. The Director is responsible for coordinating EurAc’s work on Democratisation and Security Sector Reform while supporting and overviewing the work in the field of Natural resources.
The post is at the Secretariat based in Brussels and involves travelling to the Great Lakes region. The Director is accountable to EurAc’s Board.
Key responsibilities 
The Director is responsible for the coordination of the team, the network and its advocacy work. Specific responsibilities include the following:
  • Develop the Strategic Plan 2018-2020 in close cooperation with the network’s members;
  • Lead the network advocacy on peace, democracy and development in the Great Lakes region and represent EurAc with different stakeholders including governments and international institutions that are the target of its advocacy;
  • Coordinate the work of the Secretariat with a team of 3 people, including a programme and policy officer and a communication and advocacy officer;
  • Prepare and ensure the follow-up of EurAc’s Board meetings and the General Assembly;
  • Contribute to the definition of advocacy strategies aimed at influencing EU policies towards Rwanda, Burundi and DRC and autonomously implement lobby activities;
  • Follow and identify opportunities in order to timely influence European Institutions and Member States;
  • Ensure the coordination and facilitation of thematic working group(s);
  • Contribute to annual, quarterly and monthly planning of and reporting on the work of the secretariat;
  • Stimulate the exchange of information and dialogue among EurAc’s members, and support their advocacy towards their respective governments;
  • Represent EurAc in Europe and in the Great Lakes region;
  • Ensure the financial management of the organisation;
  • Ensure all other relevant communication and networking activities.
Knowledge and skills
  • At least five years of advocacy experience with a developed acumen for political opportunities in an international setting;
  • Knowledge of the structure and functioning of the European Union;
  • Knowledge and experience of the African political context and ideally of the Great Lakes region;
  • Experience of working in a multi stakeholder context with members and board;
  • Organisational management experience ;
  • Capable of motivating working groups and assuming leadership;
  • Excellent written and oral communication skills, including the ability of addressing large publics on complex issues;
  • Excellent organisational skills;
  • Solid research and analytical skills;
  • Previous experience in applying for and managing EU funds is a plus;
  • Proven interpersonal skills, including the ability to establish professional relations with a large group of partners;
  • Ability to manage deadlines and set up priorities;

Travel
  • Willingness to travel in Europe and in the Great Lakes region, including in unstable regions

The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position.
About EMM4
The EUROMED Migration IV (EMM4), a programme funded by the European Union (EU), aims to implement a comprehensive and shared approach to strengthening effective dialogue and cooperation on migration, mobility and international protection and asylum between EU Member States (EU MS) and European Neighbourhood Instrument South Partner Countries (ENI SPC: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Tunisia and Syria-on hold). To this end, the programme provides a constructive and operational dialogue and co-operation framework, with particular focus on reinforcing regional and national instruments and capacities to develop and implement evidence-based and coherent migration policies and actions.
As a tool with which to support this mandate, the Interactive Map on Migration (i.Map) is a web-based information and knowledge platform which aims to enhance and facilitate information exchange and contribute to a more balanced narrative on migration. The tool is embedded in an inter-regional forum on migration and aims to serve a wide range of users, from governments of participating states to civil society and international organisations as well as the media. In 2016, the EMM4 joined the platform to better support its stakeholders in the Euro-Mediterranean region. EMM4 has therefore launched a process of redevelopment of the i.Map to modernise and adapt it to the current needs of different migration actors. 
About i.Map Migration Governance Traineeship
In this context, EMM4 is launching the first ever i-Map Migration Governance Traineeship for students and young professionals from EU and ENI SPC Member States. As part of an important regional migration dialogue, students passionate about the world of migration will have the opportunity to complement their migration knowledge with this 3-month Traineeship which will facilitate direct engagement with a diverse set of primary migration actors such as politicians, international organisations, civil society organisations, journalists, and local authorities.
This approach will help the selected Trainees to strengthen their understanding of various migration topics: irregular migration, legal migration, migration and development, and international protection and asylum, as well as of the roles and responsibilities of different actors involved in migration and how they interact and jointly contribute to migration governance.
Moreover, closely linked to the i.Map, the Traineeship will expose selected candidates to content production and management of an important information portal on migration. As such, the Trainees will provide innovative contributions to fuelling the growth of the i-Map structured around research, data collection, data visualisation, and media engagement. The multi-thematic digital platform will also include information on migration flows and routes, the development of a media centre, and the management of a contact and partner database.
Duties and Responsibilities
As part of the EMM4 programme, the Migration Governance Traineeship falls under the ICMPD Directorate for Migration Dialogues and Cooperation and will be hosted at the ICMPD Regional Office for the Mediterranean in Malta. As a team of 4, the Trainees will work closely with the i-Map Project Officer under the overall supervision of the EMM4 Project Manager.
As an integrated part of the EMM4 team, assignments and associated tasks to support the overall implementation of the EMM4 programme will be part of the responsibilities of each Trainee.
Amongst others, responsibilities will consist of:
  • Collecting data and information and conducting research on specific migration issues in Europe and Africa, with specific focus on the Mediterranean and the Middle East;
  • Developing country/routes/hub profiles on migration;
  • Producing user-friendly migration data visualisations and infographics;
  • Uploading information to the i.Map portal, the i.Map News Centre and other features of the i-Map portal;
  • Ensuring quality-check for content production in line with approved templates and standards; and
  • Identifying opportunities, challenges, lessons learned and best practices in relation to the i.Map component of the project.
Essential Qualifications
The i-Map Migration Governance Traineeship is highly competitive with a total of only 32 placements available in this phase of the i-Map Traineeship (2017-2019).
Applicants should ensure that they meet the following selection criteria:
  • Recent graduates of a Master’s degree / PhD (or currently enrolled) with a focus on migration;
  • Nationals from Euro-Mediterranean countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Tunisia, EU Member States, Norway, Switzerland and Turkey;
  • Experience (academic of professional) at performing research and analysis on migration, preferably on North Africa, the Middle East and/or Europe;
  • Good knowledge of global migration trends in the Mediterranean region (or other); knowledge of the European Union migration policy;
  • Good drafting and research skills, including the ability to prepare reports, background papers, fact sheets, presentations, etc.;
  • Knowledge of data collection, analysis and management and methods is an advantage;
  • Strong computer proficiency (especially Microsoft Word and Excel) and knowledge of other programmes or software (data visualisation, database management, data mapping) is an asset;
  • Excellent interpersonal and communication skills;
  • Promotion of the values of commitment, integrity, partnership, respect and innovation in actions and decisions;
  • Good working knowledge of English (spoken and written) is required; French and/or Arabic communication skills are highly desirable.

Remuneration
ICMPD offers a monthly fee of EUR 800 for the i-Map Traineeship. Relocation (return flight ticket) to/from Malta will be arranged and provided for by the project. Please note that accommodation will not be covered.
Application Procedure
ICMPD will launch a competitive call for applications open twice a year for a period of one month, during which time candidates may submit their complete applications and indicate their preferred traineeship cycle for a given year. We therefore strongly encourage candidates to apply as early as possible.

Program Manager, Malaria Elimination

CHAI's global malaria program provides direct technical and operational support to countries around the world to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale-up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long-term.
In Swaziland, CHAI's goal is to eliminate local transmission of malaria through strategic and hands-on operational support in the areas of surveillance, case management, vector control, information technology, and organizational management. Over the past 15 years, Swaziland has made remarkable progress on reducing its burden of malaria, setting the stage for the final push toward elimination. CHAI's support to the malaria program began in 2008 with the development of a successful grant application to the Global Fund to Fight AIDS, Tuberculosis, and Malaria, and continued with the development and operationalization of diagnosis and treatment guidelines, an active surveillance system, and five-year strategic plans.
Malaria-specific Technical Areas of Support
  • Support the NMCP in the implementation of passive and active surveillance systems that identify all malaria infections, and facilitate the collection of key data on malaria cases
  • Support the NMCP to fortify all data collection, data management, data verification systems to ensure data systems meet WHO requirements for malaria elimination certification
  • Assist the NMCP with foci investigation and implementation of the vector control activities
  • Support implementation of national case management guidelines and QA system at public and private health facilities to ensure all suspected malaria cases are accurately diagnosed and promptly and effectively treated
  • Identify key impediments to the successful execution of malaria elimination strategy and work with the NMCP and partners to develop solutions to rapidly address bottlenecks
  • Conduct analyses of quantitative and qualitative data to support the NMCP in targeting interventions to those areas at highest risk of local malaria transmission at the most appropriate time
Planning and Budgeting
  • Assume an active role in the Mid-Term Programme Review for the NMCP, including revision of the current National Malaria Elimination Strategic Plan (2015 – 2020) and supporting guidelines, manuals and policies.
  • Support the NMCP during the grant-making period of Swaziland's application to the Next Funding Model of the Global Fund to Fight AIDS, Tuberculosis, and Malaria.
  • Support the NMCP in mobilization of domestic resources to fill key programmatic gaps in the strategic plan.
  • Manage the CHAI Malaria team in Swaziland
  • Responsible for the CHAI Swaziland Malaria financial resource allocation, including drafting and updating of budgets, approval and tracking of monthly expenses, and coordination with other CHAI team members for reporting to donors.
Information Technology
  • Support the NMCP's continued integration of all malaria-related data into a single database, including ensuring data is easily accessible to all team members and used to guide day-to-day decisions.
Stakeholder Engagement
  • Forge and maintain relationships with all staff at the NMCP and key stakeholders at the Ministry of Health, World Health Organization (WHO), National Emergency Response Council for HIV and AIDS (NERCHA), and academic and non-governmental organizations. Support partners' alignment of activities towards the elimination of local malaria transmission in Swaziland.
Program Management
  • Support NMCP to operationalize key guidance documents, including the development and implementation of work plans supporting the achievement of the objectives in the National Malaria Elimination Strategic Plan (2015 – 2020), ensuring budget & timeframes for implementation are kept on-track.
  • Provide operational and strategic support to the NMCP Programme Manager.
  • Ensure the Targeted Parasite Elimination study is concluded and end-line survey carried out in partnership with the CHAI Malaria Research Associate and the University of California, San Francisco.
  • Hire and provide oversight to direct reports, secondees, and independent contractors.

Regional Food Security and Livelihoods Advisor – East and Southern Africa

We are looking for an experienced and engaging individual to join the SC UK Programme Policy and Quality Department as Regional Food Security and Livelihoods Advisor. In this exciting position, you will play a key role in strengthening our Food Security and Livelihoods Programmes, largely in East Africa, through supporting our teams in Country Offices to design, implement and learn from high quality programmes.

As Regional Food Security and Livelihoods (FSL) Advisor you will provide thematic leadership in one key area of technical focus and will influence decision-makers in our and other organisations in this area of focus. Supporting fundraising efforts, you will contribute to the development of high quality concept notes and proposals and ensure that gender, resilience, and child participation are mainstreamed into FSL programmes. In addition you will:
· Support the technical start-up of project implementation as necessary
· Contribute to the implementation of the Child Poverty Strategy and Hunger Reduction and Livelihoods plan through supporting its delivery, monitoring and review
· Ensure relevant Country Office technical staff have access to internal and external best practices, tools and guidance to support implementation of FSL programming
· Contribute to the development of country offices’ strategies, and annual plans, ensuring links to Save the Children’s global Child Poverty theme
· Support Country Offices in effective resource planning and management, including identifying and addressing strategic and technical capacity gaps related to the focus of the post.
To be successful you will have demonstrated experience in the design, implementation, and management of Food Security and Livelihood programmes in an international development context. You will be educated to Masters level or have equivalent field experience relating to Food Security / Livelihoods. Experience of working in the East and Southern Africa region is also essential. In addition you will have:
· A high level of expertise of the debates surrounding at least one of the following technical areas: market based approaches, youth livelihoods, nutrition-sensitive livelihoods, Early Warning and Early Action
· Knowledge of institutional donors (notably DFID and EC) and a proven track record of developing funding proposals and reports for a range of institutional and other donors
· Familiarity with various analytical tools relating to FSL, such as the Household Economy Analysis approach
· Experience in developing, monitoring and reporting on budgets
· A willingness and ability to travel at short notice, occasionally to remote and insecure locations up to 30% of the time.
