Field of activity
The “Better Migration Management” programme is an EU co-financing within the EU trust fund for Africa and executes 46 million EUR. It is a regional programme which is going to be realized in 10 countries of the Khartoum process (Djibouti, Egypt, Ethiopia, Eritrea, Kenia, South Sudan, Sudan, Somalia, Tunisia and Uganda) with a strong focus on regional cooperation. GIZ is leading a consortium consisting of implementing organizations from Great Britain, France and Italy as well as multinational organizations. The consortium carries out measures in the fields of policy consultation, capacity building of regional and local institutions which deal with migration, protection of trafficking victims, and public relations. In addition, measures in 5-6 countries will be implemented by the GIZ programme directly.
The coordination of the programme is run from Brussels. In concertation with all consortium partners, regional and national measures are being implemented in the countries mentioned above. For these regional and national project structures we search for team leaders who accompany the GIZ direct implementation as well as the packages of measures of the other implementing organizations.
Your tasks
  • Planning, preparing and implementing the regional and national measures in the respective partner country
  • Setup of project structures in the respective partner country in coordination with the overall programme, internal and external communication with the consortium partners and their subordinated implementing institutions operating in the country
  • Technical, substantive and organizational conception, development and implementation of the contract awarded in the respective partner country
  • Responsibility for the consultation and steering of the substantive and organizational implementation of the respective country/regional measure in consultation with the programme leader
  • Steering of national and regional staff
  • Securing the planning, organization, steering and monitoring of the respective country/ regional measures activities implemented by GIZ , as well as the packages of measures the consortium partners and their implementing organizations realize in the country
  • Responsibility for the correct execution of the measures according to GIZ and EU administrative rules and regulations
  • Preparation and coordination of reports and statements of the country/ regional measure for the contracting authority (EU and BMZ) and for the consortium partners
  • Responsibility for concerted substantive and technical components/ thematic areas within the project, networking with other units and external offices (external public/ professional networks) in consultation with the programme leader /programme coordination
  • If required, participation in the project evaluation on the ground and in audit missions for measures implemented by the consortium
  • Technical consultation and steering of subcontractors (studies, trainings, accounting of experiences etc.)
Your profile
  • University degree, preferably in migration studies, political or social sciences, economics, regional or administrative sciences, law or a comparable education in the fields of police, border security, etc.
  • At least 5 years of (implementation) experience in the areas of refugee work, protection of trafficking victims, anti-trafficking, peace and security
  • At least 3 years of experience in the management of complex development cooperation programmes; relevant experience in Africa and/ or a crisis region
  • Profound application knowledge of the German development cooperation as well as GIZ and EU procedures
  • At least 3 years of experience in political consulting of regional and national partner organizations
  • Instruction and steering of employees
  • Experience and sensitivity in dealing with political decision makers in Europe and Africa, ability to deal with political sensitive issues
  • Business fluent in German and English, as well as French
  • Willingness to travel extensively
