The Sub-National Governance Project (SNGP) is a five-year USAID funded initiative. Its objectives are to harmonize planning and budget execution systems at the national and regional levels; strengthen the capacity of Civil Society Organizations to enable them to act as a watchdog and defender of public expenditures; and strengthen the capacity of the country's national audit office.

The Sub-National Governance Project (SNGP) is a five-year USAID funded initiative. Its objectives are to harmonize planning and budget execution systems at the national and regional levels; strengthen the capacity of Civil Society Organizations to enable them to act as a watchdog and defender of public expenditures; and strengthen the capacity of the country's national audit office.
The project consists of three components:
- Component 1: Strengthen public financial management systems at the national and regional levels;
- Component 2: Improve the coordination and communications among the Central State, Local Governments, and Civil Society Organizations;
- Component 3: Develop the technical and institutional capacities of the Contrôle Général des Services Publics (CGSP) in conducting audits in compliance with international norms.
Under Component 3, SNGP will assess CGSP's institutional, organizational and staffing needs. SNGP will work with the institution to complete a needs assessment adapting INTOSAI's Capacity Building Needs Assessment Guide.

The consultant will provide interpretation services in English and French for SNGP staff and consultants conducting the needs assessment in Bamako, Mali. The consultant will report to the Technical Director for Component 3.

Responsibilities:
- Provide interpretation services in English and French for meetings between CGSP and SNGP consultants.
Qualifications:
- Bachelor's degree or equivalent.
- Strong interpersonal skills.
- Proven experience in live interpretation.
- Proven experience interacting with Government of Mali officials or other senior-level officials.
- Familiarity with Supreme Audit Institutions and audit terminology preferred.
- Fluency or near fluency in French and English
