IBI is searching for a Senior-level procurement specialist for an anticipated USAID accountable governance project in Zambia. The project is designed to strengthen procurement, audit and international control functions in selected Zambian ministries at the national level and some district-level offices. It is anticipated to start in late summer of 2016.
Key Responsibilities:
  • Develop and implement capacity development programs in public procurement, including development of policies and procedures, manuals, and training programs
  • Develop and implement capacity development programs in the areas of financial controls, budgeting, budget execution, participatory budgeting, public expenditure management, accounting procedures and policies, use of accounting software, internal auditing, internal control policies and procedures.
Key Qualifications:
Required
  • Minimum of 10 years of experience in the afore-mentioned technical areas
  • A Bachelor-level degree in Economics, Finance, Business, Public Administration or a related field
  • 7 years of international consulting experience on donor-funded projects, with a preference for USAID experience in Africa and specifically Zambia
  • Consulting experience working with Host Country Governments at the national and/or sub-national level, specifically with Ministries of Health and Education
  • Capacity building and training experience in the area of procurement and public finance
  • Risk management and mitigation experience, i.e. the design and implementation of strategies for improving anti-corruption and public financial management
  • Fluent in English
Recommended
  • An advanced degree in Economics, Finance, Business, Public Administration or a related field
  • 10 years of international consulting experience, with 3 years or more of experience in Zambia
  • Deep understanding of Zambian culture and politics as well as its legal and institutional frameworks for anti-corruption and sound public financial management
