CARE Mozambique is delivering a humanitarian response to the drought affecting Southern Africa as a result of the El Nino phenomenon. All such operations are being done as part of a consortium of 4 international NGOs known as COSACA (Concern, Oxfam, Save, and CARE), requiring significant amounts of co-ordination. Multiple donor sources exist or should soon be coming on-stream (ERF, DFID, OFDA, FFP) and further resource mobilization will also be needed.
The Team Leader leads and manages the emergency team and coordinates implementation with the COSACA consortium (Concern, Oxfam, Save, and CARE. The Team Leader is responsible for the quality and effectiveness of CARE’s emergency response within his/her designated area of responsibility. He/she is the leader of the Emergency Response Team, responsible and accountable for developing, coordinating and managing all emergency activities. The Team Leader has overall responsibility for the security and well being of emergency staff.

- Program supportPrimary Skills:
- Advanced university degree (Master's degree or equivalent) in Humanitarian Assistance or other relevant technical areas of the humanitarian sector. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree
- Minimum 3 years of experience at a senior level project implementation position in a humanitarian/recovery context
- Technical expertise in livelihood security, cash vouchers and resilience
- Experience in multi – sectoral emergency response, an added value
- Knowledge of the Mozambique context, an added value
- It is imperative that the candidate has significant skills and experience in project c y cle management (HR management, finance/budget, logisti cs, M&E, donor reporting, representation and activity implementation)
- Planning and Organization: Ability to work at a high level of responsibility and with minimal supervision; proven organization skills and ability to manage a heavy workload efficiently and within set deadlines
