Position Summary: **
The Technical Manager/Education will lead assessment, monitoring & evaluation (M&E), and research activities in developing countries, mostly related to early grade reading and mathematics. S/he will provide technical management, guidance, and support on short- and long-term projects. Responsibilities will include managing client/partner relations in the U.S. and abroad, designing activities, conducting workshops, training in-country teams, supervising data collection, analyzing data, writing reports, disseminating findings, and promoting the strategic use of information. In addition, the Technical Manager/Education will contribute to building the education team, including taking part in writing proposals for new projects. S/he will report to the Senior Vice President and the Education Team Leader in the Arlington, Virginia office. Current education projects are in DRC, Egypt, Ghana, Jordan, Kenya, Lebanon, Malawi, Mali, Namibia, Pakistan, Senegal, South Africa, Thailand, Uganda, and Washington, DC. Clients include USAID, UNICEF, DFID, and private foundations.

Responsibilities:
  • Plan, implement, and manage assessment, M&E, and research activities through home and field offices.
  • Collaborate with clients and partners to develop activity designs, budgets, and statements of work.
  • Lead the recruitment, hiring, training, and supervision of project staff and local sub-contractors in the field.
  • Implement activities, including tools development, training, fieldwork, analysis, reporting, and dissemination.
  • Develop and measure the achievement of project performance indicators, both quantitative and qualitative.
  • Promote the use of assessment results for evaluation, strategic management, and project improvement.
  • Provide capacity-building and technical support to host country governments and local specialists
  • Collaborate with other education team members, including technical associates, managers, and directors.
  • Coordinate and contribute towards resolving technical, financial, logistical, and administrative issues.
Qualifications:
  • Minimum master's degree in education, policy, psychology, or other related area.
  • Minimum 5 years of national and international experience in the education sector.
  • Experience working directly with clients and partners on education projects.
  • Successful track record in developing country contexts, including crisis/conflict areas.
  • Ability to manage diverse project teams for designing and implementing activities.
  • Knowledge of educational assessment, particularly measuring learning outcomes.
  • Experience with monitoring, evaluation, and research activities in education.
  • Excellent writing, analytical, speaking, and communication skills in English.
Desired Skills
  • Teaching experience, particularly at the basic (elementary/middle) school level.
  • Background in developing and implementing assessment and evaluation tools.
  • Experience in conducting training workshops and managing field teams.
  • Knowledge of education curricula, performance standards, and benchmarks.
  • Skills in data analysis and statistics, including use of software such as SPSS or Stata.
  • Ability to write technical reports related to assessment, evaluation, and research.
  • Communication skills in languages such as Arabic, French, Portuguese, or Spanish.
