Senior Investment Officer, Global Emerging Markets, IMD

Org. Setting and Reporting:     
This position is located in the Investment Management Division (IMD) of the United Nations Joint Staff Pension Fund (UNJSPF).  IMD is responsible for the day-to-day management of the investments of the Fund.  The incumbent reports to the Deputy Director of IMD and Representative of the Secretary-General. The incumbent is responsible for actively managing the Global Emerging Market (GEM) portfolio of UNJSPF.       
Responsibilities:                
  • Provides policy guidance to unit, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures;
  • Undertakes analysis of economic trends, liquidity flows, political and regulatory framework relevant to security selection in GEM;
  • Performs  investment research, utilizing multiple sources, including primary research through country and company visits;
  • Recommends specific securities to be purchased and sold in the GEM universe; 
  • Plans and oversees the management of activities undertaken by the unit;   ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the unit by formulating investment policies and strategies to construct a GEM portfolio;
  • Analyses external emerging market funds to recommend funds appropriate to the UNJSPF, when necessary; 
  • Prepares investment strategies and contributes to asset allocation by major asset classes as well as regional/country/sector allocation within equities; 
  • Manages, supervises and carries out the work programme of the unit under his/her responsibility. Co-ordinates the work carried out by the unit; provides programmatic and substantive reviews of drafts prepared by others;
  • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the United Nations Joint Staff Pension Board, and the General Assembly, as appropriate, by preparing reports on investment returns and strategy for review and discussion in regular scheduled internal portfolio review and staff advisor meetings;
  • Participates in quarterly Investments Committee meetings and prepares the required inputs; initiates and leads special projects designed to improve the investment management decision process at IMD and enhance performance; and evaluates the advice and recommendations provided by external non-discretionary advisors and externally managed funds;
  • Ensures that the outputs produced by the unit maintain high-quality standards; that reports are clear, objective and based on comprehensive data.  Ensures that all outputs produced by the unit under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates;
  • Prepares inputs for the work programme of the unit, determining priorities, and allocating resources for the completion of outputs and their timely delivery; 
  • Carries out administrative tasks necessary for the functioning of the unit, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget performance, preparation of inputs, evaluation of staff performance (e-PAS), interviews of candidates for job openings and evaluation of candidates;
  • Recruits staff for unit taking due account of geographical and gender balance and other institutional values;
  • Manages, guides, develops and trains staff under his/her supervision;
  • Fosters teamwork and communication among staff in the unit and across organizational boundaries;
  • Represents the Organization at inter-agency meetings, seminars, etc. on substantive related issues;
  • Participates in international, regional or national conferences and provides programmatic/substantive expertise on issues, holds substantive and organizational discussions with representatives of other institutions;
  • Reports accurately and in a timely manner to the RSG for the Investments of the UNJSPF and the Deputy Director of IMD when requested;
  • Assists the Deputy Director of IMD in reporting on investments and related matters to Governing Bodies, including the United Nations Joint Staff Pension Board, the Fifth Committee, the ACABQ, the Board of Auditors, and OIOS.
Education:                
Advanced university degree (Master's or equivalent degree) in Business Admin. (MBA), Finance, Economics or related field is required.  A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.  Chartered Financial Analyst (CFA) desirable.
Work Experience:                
A minimum of ten years of progressively responsible experience and a proven track record of international portfolio management and /or investment analysis covering emerging markets/equities is required. Experience in portfolio management with an emphasis on buy-side is desirable.
Languages:                   
English and French are the working languages of the United Nations Secretariat.  For this position, fluency in English (both oral and written) is required; working knowledge of another official UN language is desirable.
